ARMM officials respond to Sulu complaints GOVERNOR Mujiv Hataman of the Muslim autonomous region inspected various unfinished government projects in Sulu province following complaints by former governor Sakur Tan in a letter he sent to President Rodrigo Duterte. Tan, an influential political and respected
leader, also sent a copy of his complaints to Hataman’s office. And among the unfinished projects were schools, hospitals and roads and other infrastructures built in 2013 and many of these were allegedly sub-standards or did not meet government quality. Continue on page 5

Iran to buy Philippine agri products, eyes barter trade

NORTH COTABATO – Iran is seeking to buy huge quantities of agricultural products from the Philippines and also offers to provide the country synthetic rubber supply in exchange for natural rubber, according to Agriculture Secretary Manny Piñol. Iran would like to buy more bananas, pineapple and abaca. Iran is currently getting its abaca supply from another third world country which buys it from the Philippines. “We need a huge volume of Abaca for tea bags, security papers and bank notes,” Piñol, quoted Tanhael, as telling him.

Security was tight at the venue and many press members were not allowed inside, but managed to cover the event by watching it live of Facebook, however, the slow Internet connection interrupted many times the broadcast of the summit, one local reporter said. Unity Duterte read a prepared speech before thousands of people who attended the event. He called for a strong unity among ASEAN members. He said Asean must be strengthened to attain peace, stability and “inclusive and innovation-led growth,” and become a “model of regionalism.” But Asean must rid itself of dependence and ignorance, he said. “For an Asean citizen, the Asean community must provide opportunities for a truly better life. This is a life that has broken the bonds of dependence and ignorance. This is a life that has given opportunities for self-improvement. This is a life that is provided by a society transformed and reformed,” Duterte said. “We express our shared determination to ensure stability and security from
external interference in any form of negotiation in order to preserve our national identity,” he added. Along with Indonesia, Malaysia, Singapore and Thailand, the Philippines is a founding member of Asean, which was formed in 1967 at the height of the Cold War. Asean formed a freetrade area in 1992 and declared the establishment of the Asean Economic Community at the end of 2015. “Fifty years, hence, we see ourselves much changed for the better. Lives have been improved. The march towards sustainable development and inclusive growth continues to take place. And we have established amongst ourselves good neighborliness that allows for secure and stable relations. But we also see in ourselves the very same burning desire to move forward together based on shared values,” Duterte said in his speech. “We see the very same resolve to work together for a world that recognizes interconnectedness and respect for the sovereign independence,” he added. Duterte also said the Philippines would pursue initiatives to strengthen the capacity of micro, small, and medium enterprises (MSMEs), which account for 90 percent of Asean businesses, during the 2017
meetings. Duterte said Asean should provide opportunities for its people by making the region more open for businesses and improving connectivity. “We must continue working on a bigger, more open, rules-based market for business and trade to thrive,” he said. “We must forge the increased people-to-people interaction through commerce, travel, education.” With the theme, “Partnering for Change, Engaging the World,” ASEAN 2017 aims to focus on the further development and enhanced cooperation of the regional community composed of the Philippines, Thailand, Vietnam, Indonesia, Singapore, Malaysia, Laos, Myanmar, Cambodia and Brunei. “As the Philippines assumes chairmanship, the year-long meetings and activities will highlight several priorities including peace and stability in the region, maritime security, inclusive and innovation-led growth, and a more resilient, peoplecentered ASEAN,” according to the Presidential Communications Operations Office headed by Secretary Martin Andanar. tional Democratic Front of the Philippines in the peace talks, Malacanang is taking advantage of the ASEAN 2017 to further pimp the country to foreign investors and economic powers,” Flores said. He said the country’s membership to the ASEAN for the past decades failed to foster real economic development that caters to the interests of the people. “ASEAN 2017 will only market the local economy, our human and natural resources to foreign investors targeting the sectors of business process outsourcing, electronics, agriculture, renewable energy, infrastructure, and shipbuilding.” “The liberalization of agriculture, trade and investment and economic policies imposed by neoliberal globalization has led to the consistent decline of agriculture and local
manufacturing and the bloating of foreign-owned and controlled service sector. ASEAN and its economic interests, agenda and dictates are proven to be major hindrances to real economic development not only in the Philippines but in the entire region,” Flores further said. His group also criticized Duterte’s so-called economic managers for their continued and unabashed criticism of pro-people economic policies. “Their approach is still for greater neoliberal trade and investment liberalization trend through the Association of Petroleum Exporting Countries, the ASEAN economic integration, and free trade agreements including Regional Cooperation Economic Partnership and the European Union-Philippines Free Trade Agreement,” Flores added. SOUTH COTABATO – Philippine authorities are holding an alleged leader of the jihadist group Ansarul Khilafah or AKP who was captured in an operation in South Cotabato province, south of the country. Police said Abdullah Nilong alias Ali was captured recently along with 2 of his followers – one of them is his brother Zaidon and the other Rebskie Dumat is a village leader Lapu in Polomolok town. Abdullah is believed to be the new leader of Ansarul Khilafah follow-
ing the killing last month of its chieftain Muhammad Jaafar Maguid by security forces in Kiamba town in Sarangani province. Superintendent Romeo Galgo, Jr., a regional police spokesman, confirmed the capture of the trio and said the men were being interrogated by the authorities. The Ansarul Khilafah (in the Philippines) was organized initially by the notorious bomber and Abdul Basit Usman, an ally of Jemaah Islamiyah, in Maguindanao in 2014. Maguid took over the
group after Usman was killed in 2015 in the hinterlands of Maguindanao province. Security forces also killed recently a foreign jihadist identified as Abu Naila al-Amriki and his wife Khadijah in Sarangani’s Maasim town and both were believed members of the Islamic State. AKP, along with other local jihadist groups, pledged support to the Islamic State and vowed to fight in an effort to establish a strict caliphate in the southern Philippines. (Moh Saaduddin)

Don Mustapha Loong and Education Assistant Secretary Alfhadar Pajiji and met with Vice Governor Nurunisah Tan and other provincial officials, including Tan. Tan claimed that Sulu was supposed to get funding from the autonomous government for 328 class-
rooms in 2013 alone. He also accompanied Hataman’s group in inspecting the unfinished projects. Loong said that based on his data, only 42 classrooms were given fund by the Department of Education Central Office in Manila amounting to P26 million pesos for the whole province. Pajiji also said the implementation of the projects in Sulu, particularly classrooms and school building in different
towns here, was delayed because the budget for the projects is still with the Department of Education Central Office. This was also confirmed by Hataman, who said the 2013 budget for additional classrooms in the region is with the Department of Education in Manila and has not been forwarded to the regional government. Sinolinding, for his part, sadly said some P10 million funds for the construction of the Maimbung Municipal Hospital under
the so-called Health Facilities Enhancement Program funded by the Transition Investment Support Program - Disbursement Acceleration Program (DAP) was stopped after the Supreme Court ruled that the DAP was unconstitutional. But he was quick in saying that some P6.7 million was already forwarded to the Integrated Provincial Hospital in Sulu and the remaining would be funded through the General Appropriations Act. Lucman, who is also the Social Welfare secretary, said the housing projects for the poor being carried out by the Habitat for Humanity Philippines is also in the hands of officials of the Department of Social Welfare and Development Central Office in Manila. “It could only be answered by the DSWD Central Office since the project underwent national bidding,” he said. Loong said at least 10 projects from the Basic Education Facilities Fund were forwarded to his office as part of “Batch 2” list amounting to P17 million for Sulu in 2013 and that all had been completed. He did not say what projects were completed. In a meeting with Sulu officials and other stakeholders hosted by the vice governor, Hataman lis-
tened to the sentiments and complaints regarding the projects. “I came here to listen to the sentiments of our people and respond to your questions with my cabinet secretaries,” Hataman said. Hataman said he will order regional officials to have prior coordination with local government units before project implementation can commence. He also plans to establish nursery facilities for every local government unit in the region jumpstart agricultural programs, among others, to help local farmers and fishermen. He said the Social Welfare, Health and Agriculture departments will work in close coordination with local governments to improve efficiency in the delivery of basic social services and implementation of livelihood programs. For his part, the former governor, thanked Hataman for taking the report on a positive note and Tan also ran a power point presentation documenting the various projects of the regional government stipulated in his letter to Duterte. “My letter is not about fault finding, it is about service. In my capacity as a taxpayer and with close affiliation with elected government officials, I am
watchful with the affairs of the province. Maybe what is reported to RG (Regional Governor Hataman) is that project is completed, but in reality, project is nonexistent. The goal is for RG Hataman to be properly informed on the status of these ARMM projects.” “We are helping the regional government monitor the projects of the government under the regional governor’s leadership because this is not a matter of fault finding; my intent is to help the regional governor,” Tan pointed out during a forum at the Capitol attended by Hataman’s party and mayors and other local officials. Hataman said he appreciated the concern of Sulu and said “rest assured that the ARMM government is very transparent, and we are very willing to be rectified.” After the forum, Hataman led the turn-over ceremony of the P30-million Sagay-Sagay water system in Talipao town. Manis Baluan, 77 year-old resident of Buntod village, said that with the new water supply system, they will now have safe and clean drinking water. "I was born and raised here, but this is the first time that a project like this was implemented in our barangay," Baluan said. (Mindanao Examiner)

The premium subscription to Spotify will cost you US$9.99 per month, but it's one of the coolest services around. There's nothing better than saving a couple of albums to your device while using the airport cafe Wi-Fi just before a flight. Best offline podcast app: P ocket C asts Pocket Casts You may associate podcasts with online streaming, but you can also download all your favorite podcasts, giving you endless hours of listening pleasure. Pocket Casts is one of the best apps for doing this, letting you search for hundreds of thousands of podcasts across the internet, then downloading them to your device. Pocket Casts allows you to automate downloads from your subscriptions so that, once you've decided what you want to be listening to, episodes will be downloaded in the background whenever you have access to Wi-Fi (or mobile data, if you're OK with that). Developer ShiftyJelly is clearly very smart – it's created an efficient, intuitive app which does everything you could ask for. Best offline note-taking app The closest you can get to a trusty pen-and-paper duo on Android is a good offline note-taking app. There are plenty out there; indeed, we have a dedicated best note-taking apps list, but my personal favorite is Monospace. It's a wonderful, minimalist tool that offers very basic functionality at a very high level. There are text-formatting options like bold and italics, but otherwise it's very bareboned. RECIPE: Kansi (Ilonggo Bulalo and Sinigang in one Delicious Soup Dish)
INGREDIENT S: INGREDIENTS:
– 2 lbs. beef shank – 2 stalks lemongrass, tied into knots with thick end crushed – 1 plum tomato, wedged – 3 pieces long green chili (siling pansigang) – 3 pieces hot red chili pepper (optional) – 7 cloves garlic, crushed
– 1 medium yellow onion, wedged – 4 tablespoons annatto oil – 1 beef cube – 1 (40g) pack Sinigang sa sampaloc mix – 3 cups sliced unripe jackfruit – 8 to 10 cups water – 3 tablespoons fish sauce (patis)
INSTR UCTIONS: INSTRUCTIONS: 1) Heat Annatto oil in a soup pot or pressure cooker. 2) Put the garlic in once the oil gets hot. Cook until the garlic turns light brown. 3) Add the beef shank. Cook one side for 30 seconds to one minute. Turn it over to cook the other side for about the same time. 4) Pour water. Let boil. 5) Add the onion, tomato, and beef cube. Stir. 6) Add the lemongrass. Cover the pressure cooker and cook for 30 minutes. Note: if using a regular soup pot, cook the beef in low heat for 2 to 3 hours. Add more water if needed. 7) Safely remove the cover of the pressure cooker. Apply heat and bring the mixture to a boil. 8) Stir-in the jackfruit and cook for 5 minutes. 9) Add the peppers. Cook for 2 to 3 minutes. 10) Pour the contents of the sinigang mix package. Stir. Add fish sauce. Cook for 3 to 5 minutes. 11) Transfer to a serving bowl. Serve. 12) Share and enjoy!
