NORTH COTABATO – Iran is seeking to buy huge quantities of agricultural products from the Philippines and also offers to provide the country synthetic rubber supply in exchange for natural rubber, according to Agriculture Secretary Manny Piñol. Piñol said he was informed by Ambassador Mohammad Tanhael that

Iran would like to buy more bananas, pineapple and abaca. Iran is currently getting its abaca supply from another third world country which buys it from the Philippines. “We need a huge volume of Abaca for tea bags, security papers and bank notes,” Piñol, quoted Tanhael, as telling him.

Tanhael said Iran also would like to import mangos while also offering apples and nuts in exchange, according to Piñol, who said the diplomat visited his office recently. “The Ambassador also said that Iran would be willing to provide the Philippines with synthetic rubber supply in exchange for its natural

rubber in view of the country's plan to establish its first Filipino-owned tire factory. To realise these business engagements, the Department of Agriculture will be conducting an agricultural trade mission to Iran in May which I will head personally,” Piñol said. (Mindanao Examiner)

‘Pride and Glory’ Continued fr om page 1 from Duterte officially launched the Philippines’ hosting of the ASEAN at the SMX Convention Center here recently. Security was tight at the venue and many press members were not allowed inside, but managed to cover the event by watching it live of Facebook, however, the slow Internet connection interrupted many times the broadcast of the summit, one local reporter said. Unity Duterte read a prepared speech before thousands of people who attended the event. He called for a strong unity among ASEAN members. He said Asean must be strengthened to attain peace, stability and “inclusive and innovation-led growth,” and become a “model of regionalism.” But Asean must rid itself of dependence and ignorance, he said. “For an Asean citizen, the Asean community must provide opportunities for a truly better life. This is a life that has broken the bonds of dependence and ignorance. This is a life that has given opportunities for self-improvement. This is a life that is provided by a society transformed and reformed,” Duterte said. “We express our shared determination to ensure stability and security from

external interference in any form of negotiation in order to preserve our national identity,” he added. Along with Indonesia, Malaysia, Singapore and Thailand, the Philippines is a founding member of Asean, which was formed in 1967 at the height of the Cold War. Asean formed a freetrade area in 1992 and declared the establishment of the Asean Economic Community at the end of 2015. “Fifty years, hence, we see ourselves much changed for the better. Lives have been improved. The march towards sustainable development and inclusive growth continues to take place. And we have established amongst ourselves good neighborliness that allows for secure and stable relations. But we also see in ourselves the very same burning desire to move forward together based on shared values,” Duterte said in his speech. “We see the very same resolve to work together for a world that recognizes interconnectedness and respect for the sovereign independence,” he added. Duterte also said the Philippines would pursue initiatives to strengthen the capacity of micro, small, and medium enterprises (MSMEs), which account for 90 percent of Asean businesses, during the 2017

meetings. Duterte said Asean should provide opportunities for its people by making the region more open for businesses and improving connectivity. “We must continue working on a bigger, more open, rules-based market for business and trade to thrive,” he said. “We must forge the increased people-to-people interaction through commerce, travel, education.” With the theme, “Partnering for Change, Engaging the World,” ASEAN 2017 aims to focus on the further development and enhanced cooperation of the regional community composed of the Philippines, Thailand, Vietnam, Indonesia, Singapore, Malaysia, Laos, Myanmar, Cambodia and Brunei. “As the Philippines assumes chairmanship, the year-long meetings and activities will highlight several priorities including peace and stability in the region, maritime security, inclusive and innovation-led growth, and a more resilient, peoplecentered ASEAN,” according to the Presidential Communications Operations Office headed by Secretary Martin Andanar. Voice in the Wilder ness ilderness The local farmers’ group called Kilusang Magbubukid ng Pilipinas or KMP said the launch of the ASEAN 2017

under the chairmanship of the Philippines is more than just “a showcase of the country’s world-class tourism and supreme hospitality, but ‘a stamp of commitment’ of the Duterte administration’s upholding of anti-people neoliberal economic policies promoted by the ASEAN and foreign economic powers.” Antonio Flores, KMP Secretary-General, said this year-long ASEAN hosting will result to years and maybe decades more of bankrupt, perverted economic policies. “While Filipinos are demanding drastic changes in economic and foreign policies, including the realization of land reform and national industrialization under the framework of the Comprehensive Agreement on Socio-Economic Reforms that are being discussed by the Philippine government and the Na-

tional Democratic Front of the Philippines in the peace talks, Malacanang is taking advantage of the ASEAN 2017 to further pimp the country to foreign investors and economic powers,” Flores said. He said the country’s membership to the ASEAN for the past decades failed to foster real economic development that caters to the interests of the people. “ASEAN 2017 will only market the local economy, our human and natural resources to foreign investors targeting the sectors of business process outsourcing, electronics, agriculture, renewable energy, infrastructure, and shipbuilding.” “The liberalization of agriculture, trade and investment and economic policies imposed by neoliberal globalization has led to the consistent decline of agriculture and local

manufacturing and the bloating of foreign-owned and controlled service sector. ASEAN and its economic interests, agenda and dictates are proven to be major hindrances to real economic development not only in the Philippines but in the entire region,” Flores further said. His group also criticized Duterte’s so-called economic managers for their continued and unabashed criticism of pro-people economic policies. “Their approach is still for greater neoliberal trade and investment liberalization trend through the Association of Petroleum Exporting Countries, the ASEAN economic integration, and free trade agreements including Regional Cooperation Economic Partnership and the European Union-Philippines Free Trade Agreement,” Flores added. SOUTH COTABATO – Philippine authorities are holding an alleged leader of the jihadist group Ansarul Khilafah or AKP who was captured in an operation in South Cotabato province, south of the country. Police said Abdullah Nilong alias Ali was captured recently along with 2 of his followers – one of them is his brother Zaidon and the other Rebskie Dumat is a village leader Lapu in Polomolok town. Abdullah is believed to be the new leader of Ansarul Khilafah follow-

ing the killing last month of its chieftain Muhammad Jaafar Maguid by security forces in Kiamba town in Sarangani province. Superintendent Romeo Galgo, Jr., a regional police spokesman, confirmed the capture of the trio and said the men were being interrogated by the authorities. The Ansarul Khilafah (in the Philippines) was organized initially by the notorious bomber and Abdul Basit Usman, an ally of Jemaah Islamiyah, in Maguindanao in 2014. Maguid took over the

group after Usman was killed in 2015 in the hinterlands of Maguindanao province. Security forces also killed recently a foreign jihadist identified as Abu Naila al-Amriki and his wife Khadijah in Sarangani’s Maasim town and both were believed members of the Islamic State. AKP, along with other local jihadist groups, pledged support to the Islamic State and vowed to fight in an effort to establish a strict caliphate in the southern Philippines. (Moh Saaduddin)

ARMM officials respond to Sulu complaints

Governor Mujiv Hataman of the Muslim autonomous region inspects unfinished regional government projects in Sulu province where he also met with Vice Governor Nurunisah Tan and other provincial officials, including former Governor Sakur Tan. (Photos by Khalid Abdulmajid and Sulu Provincial Information Office.) Continued fr om page 1 from Hataman went to Sulu along with his deputy governor Haroun Alrashid Lucman Jr., Health Secretary Dr. Kadil Sinolinding, Public Works Secretary Engr. Don Mustapha Loong and Education Assistant Secretary Alfhadar Pajiji and met with Vice Governor Nurunisah Tan and other provincial officials, including Tan. Tan claimed that Sulu was supposed to get funding from the autonomous government for 328 class-

rooms in 2013 alone. He also accompanied Hataman’s group in inspecting the unfinished projects. Loong said that based on his data, only 42 classrooms were given fund by the Department of Education Central Office in Manila amounting to P26 million pesos for the whole province. Pajiji also said the implementation of the projects in Sulu, particularly classrooms and school building in different

towns here, was delayed because the budget for the projects is still with the Department of Education Central Office. This was also confirmed by Hataman, who said the 2013 budget for additional classrooms in the region is with the Department of Education in Manila and has not been forwarded to the regional government. Sinolinding, for his part, sadly said some P10 million funds for the construction of the Maimbung Municipal Hospital under

the so-called Health Facilities Enhancement Program funded by the Transition Investment Support Program - Disbursement Acceleration Program (DAP) was stopped after the Supreme Court ruled that the DAP was unconstitutional. But he was quick in saying that some P6.7 million was already forwarded to the Integrated Provincial Hospital in Sulu and the remaining would be funded through the General Appropriations Act. Lucman, who is also the Social Welfare secretary, said the housing projects for the poor being carried out by the Habitat for Humanity Philippines is also in the hands of officials of the Department of Social Welfare and Development Central Office in Manila. “It could only be answered by the DSWD Central Office since the project underwent national bidding,” he said. Loong said at least 10 projects from the Basic Education Facilities Fund were forwarded to his office as part of “Batch 2” list amounting to P17 million for Sulu in 2013 and that all had been completed. He did not say what projects were completed. In a meeting with Sulu officials and other stakeholders hosted by the vice governor, Hataman lis-

tened to the sentiments and complaints regarding the projects. “I came here to listen to the sentiments of our people and respond to your questions with my cabinet secretaries,” Hataman said. Hataman said he will order regional officials to have prior coordination with local government units before project implementation can commence. He also plans to establish nursery facilities for every local government unit in the region jumpstart agricultural programs, among others, to help local farmers and fishermen. He said the Social Welfare, Health and Agriculture departments will work in close coordination with local governments to improve efficiency in the delivery of basic social services and implementation of livelihood programs. For his part, the former governor, thanked Hataman for taking the report on a positive note and Tan also ran a power point presentation documenting the various projects of the regional government stipulated in his letter to Duterte. “My letter is not about fault finding, it is about service. In my capacity as a taxpayer and with close affiliation with elected government officials, I am

watchful with the affairs of the province. Maybe what is reported to RG (Regional Governor Hataman) is that project is completed, but in reality, project is nonexistent. The goal is for RG Hataman to be properly informed on the status of these ARMM projects.” “We are helping the regional government monitor the projects of the government under the regional governor’s leadership because this is not a matter of fault finding; my intent is to help the regional governor,” Tan pointed out during a forum at the Capitol attended by Hataman’s party and mayors and other local officials. Hataman said he appreciated the concern of Sulu and said “rest assured that the ARMM government is very transparent, and we are very willing to be rectified.” After the forum, Hataman led the turn-over ceremony of the P30-million Sagay-Sagay water system in Talipao town. Manis Baluan, 77 year-old resident of Buntod village, said that with the new water supply system, they will now have safe and clean drinking water. "I was born and raised here, but this is the first time that a project like this was implemented in our barangay," Baluan said. (Mindanao Examiner)

TECH TIPS: Best Offline Adroid Apps: Helping You Survive Without The Internet ALTHOUGH mobile data and Wi-Fi are easier to come by than ever, there are still times (on vacation or at the end of the month) when you're in the e-dark and in need of an app that works offline. In other cases, it might be a matter of privacy. On Android there are loads of great apps that function quite well offline. Here are the best offline Android apps, now updated with our favorite offline news app. Best offline news app: FeedM e eedMe If you're like me, you read a ton of news from many different sources. The FeedMe RSS reader app gives you everything you need to digest all the latest events and analysis while offline. This app lets you pull from many sources from Feedly, InoReader, Bazqux, The Older Reader, Feedbin and is currently expanding to more. If you pull up Feedly from the FeedMe app, you'll get a streamlined version of the normal Feedly app with an important component: offline capabilities. So you can put all your news on your device from your Wi-Fi before you head out then jump offline and read that news when you're out-andabout. This will surely save you some data. Best offline w eather app: weather AccuW eather ccuWeather There is no such thing as a truly offline weather app. Like the other apps on our list, you need to use AccuWeather online at some point. H o w e v e r , AccuWeather wins our favor for this list because it provides an accurate 15day forecast, which means that even if you are without internet for two weeks, you should still have some indication of whether you need a sombrero or a ski mask for your trip outside. What's more, it does so in an intuitive package which takes just seconds to get to grips with. Best offline eB ook rreader eader eBook app: Amaz on K indle Amazon Kindle eBook reader apps make excellent offline apps because they can keep you occupied for hours without needing to reconnect to the internet. Kindle is one of the best, not just because it gives you quick access to thousands of digital books, but also because it comes with all of the options you need for an excellent reading experience. Buy a book (or pick up a free one), download it to your device, and then you can happily read it without ever connecting it to the internet again. Google Play Books is a similar alternative, but the occasional syncing problems I've experienced means it's my second choice. Best offline tr av el app: trav avel Tr ipA dvisor H otels ipAdvisor Hotels Flights TripAdvisor is the rightful king of travel apps. Supported by a thriving

community, it offers reviews, photos and feedback from fellow travelers, then ranks attractions and activities based on what those people say. TripAdvisor used to have dedicated City Guides which could be downloaded externally, but now all of this functionality is baked into the one app, including offline access to reviews, maps and photos of more than 300 cities. If you’re travelling, you shouldn’t be without TripAdvisor Hotels Flights. Best offline documents app: G oogle D e Google Drriv ive No, we haven't gone mad. Despite Google Drive being one of the leading cloud storage services in the world (i.e. storing all your files online), it also lets you download files and documents to your device. You can then work on these files offline, and they sync straight back up into the cloud when you get internet again. To do this, tap the 'i' or Options icon of a file in Google Drive, then tap the switch next to Keep on Device. You can do this to as many files as you like, and Google Drive will let you work on them away from the cloud. Best offline app for saving things for later later:: Pocket Pocket is one of the most popular offline reading apps on the Play Store. You can use it to download articles, videos, and other content you find online to your device, then read it offline later. You simply click on the share button on the article you want to save and select Pocket to read it later. It has a beautifully designed interface and is a great way to make sure you don't miss out on content that you didn't manage to finish reading or watching the first time round. Best offline dictionar y dictionary app: Offline D ictionar ies Dictionar ictionaries If you're in a foreign country and don't speak the language, it's crucial that you have a means of communicating with locals. Offline Dictionaries is a free Android app that sets itself apart from the others thanks to its large database of synonyms and support for more than 50 languages. Upon launching the app, you download all the languages you'll want to refer to, then refer to the app freely without having to worry about internet connectivity. Best offline tr anslation translation app: G oogle Translate Google Google Translate is one of the easiest-to-use and most effective translators out there. You can speak or type into Google Translate to get things translated into more than 90 languages. These key features are available offline, so long as you download the languages you're looking to translate between. You can save your translations as well, so you can refer back

to them later. Best offline map app: Google M aps Maps Using the old version of Google Maps offline was a little awkward, but since its most recent update, this functionality is better than ever. It's easy to download a by visiting the Offline areas tab in the settings menu. From there you can download full city maps, including Google's excellent navigation system, for use without internet. The best part of all, any maps downloaded in your offline areas will be automatically removed after 30 days, so there's no need to worry about unused maps taking up storage space unnecessarily. Best offline music app: Spotify Not only does the Spotify app give you access to millions of tracks, but you can set it to sync your playlists in the background, meaning all your music is automatically available when you’re offline. What’s more, it’s easy to assign all of that music to a microSD card if you don’t want it taking up space in your phone’s internal storage. The premium subscription to Spotify will cost you US$9.99 per month, but it's one of the coolest services around. There's nothing better than saving a couple of albums to your device while using the airport cafe Wi-Fi just before a flight. Best offline podcast app: P ocket C asts Pocket Casts You may associate podcasts with online streaming, but you can also download all your favorite podcasts, giving you endless hours of listening pleasure. Pocket Casts is one of the best apps for doing this, letting you search for hundreds of thousands of podcasts across the internet, then downloading them to your device. Pocket Casts allows you to automate downloads from your subscriptions so that, once you've decided what you want to be listening to, episodes will be downloaded in the background whenever you have access to Wi-Fi (or mobile data, if you're OK with that). Developer ShiftyJelly is clearly very smart – it's created an efficient, intuitive app which does everything you could ask for. Best offline note-taking app The closest you can get to a trusty pen-and-paper duo on Android is a good offline note-taking app. There are plenty out there; indeed, we have a dedicated best note-taking apps list, but my personal favorite is Monospace. It's a wonderful, minimalist tool that offers very basic functionality at a very high level. There are text-formatting options like bold and italics, but otherwise it's very bareboned. (Scott Adam Gordon, AndroidPIT)

7. Lawmaker vows to block plan to distribute condoms to students CEBU – Senator Vicente Sotto III vowed to block a plan by the Department of Health to start distributing condoms to students as part of its effor ts to stem the spread of HIV. HIV refers to human immunodeficiency vir us that can lead to Acquiared Immune De-

ficiency Virus or AIDS. The health department plan recognizes that the majority of HIV infections in the country now occur among younger people, particularly men who have sex with men. “High school students are under-aged and it’s a crime to (encourage them to) indulge

in sex,” said Sotto. Sotto’s willingness to derail the implementation of a much-needed public health measure comes as no surprise. He also attempted to block the passage of the country’s landmark reproductive health law on religious grounds and scuttled a harm reduc-

This is no pivot to China, but a disruption of the old normal. Rodrigo Duterte ended 2016 seeking to rebalance his nation’s ties, improve the life of the av-

erage Filipino and make the Philippines — a onetime economic and trade powerhouse — great again’,” matud pa sa pahayag sa CNN. Gihangop sa Palasyo ang maong pahayag ug matud pa ni Abella nga makapatandog sa dughan nga may pipila ka media agencies nga nakabantay sa mga maayong nahimo ni Duterte. (Elvira C. Bongosia)

tion program in Cebu City aimed at reducing the increase of new HIV infections among people who inject drugs. Government officials who backed Sotto’s antipublic health stance included Mayor Herbert Bautista of Quezon City, which has the highest number of HIV infections in the country, and Vice President Leni Robredo, who argued that condom distribution in schools promotes promiscuity. Government policy failures – including regulations that obstruct access to condoms – are

one of the reasons why the Philippines faces one of the fastest-growing epidemics of HIV in the Asia-Pacific region. Human Rights Watch research shows that many sexually active young Filipinos have little or no knowledge about the role condoms play in preventing sexually transmitted diseases because the Philippine government fails to provide adequate school education programs on safe-sex practices, particularly condom use. President Rodrigo Duterte issued an execu-

tive order on January 10 that directed the Department of Education to implement a “gender sensitive and rightsbased” sexuality education in schools. That education can and should include promoting condom use and help make them more accessible to young, sexually active Filipinos. Officials who try to block condom access in schools will needlessly increase the likelihood of more HIV transmissions among young people. (Carlos Conde)
