Malacañang for the launching of the “Save Sulu Project” and among those who committed to help Sulu were PLDT Chairman Manuel Pangilinan, who pledged to rehabilitate and put up more Smart Telecommunication cell sites, build at least 40 houses in the next 2 years, provide water and power to communities and donate hospital equipment and train doctors and grant scholarships. San Miguel Corporation, which pledged to build a 15-megawatt coalfired power plant, a feed mill supply chain and to help rebuild the Hajji Buto School of Arts and Trade.
ARMM now ecozone ‘halal hub’ COTABATO – Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) has declared the Polloc Freepor t and Ecozone in Parang town in Maguindanao province as ‘halal hub’, the first truly halal ecozone in the country. “The ARMM government is continually working to open the possibilities to the halal market in the region as well as in the country that serves as a gateway to the multi-trillion dollar halal industry,” Gov. Hataman said. The declaration of a halal economic zone will attract local and foreign investors to export and import halal products and ser vices. Aleem Guiapal, ARMM’s economic zone authority (REZA) executive director, said a declared halal ecozone becomes halalindustr y ready and industr y investments would be fully supported. Guiapal noted that REZA continues to forge stronger partnerships with potential investors. Halal is an Arabic word meaning per missible based on Islamic Sharia law and the ter m can cover both goods – such as foods, drinks, medicines, clothing and cosmetics – and services as well as places. “We see tremendous opportunities here in the region. So now, we want to differentiate our market on the other economic zones in the Philippines,” Guiapal said. “The declaration is considered a medium to attaining the vision of a
sustainable ARMM economy,” Guiapal added. “ We, in Muslim Mindanao, should seize the opportunity as the halal market worldwide is continuously growing,” he said . Ecozones are selected areas with highly developed, or which have the potential to be developed into, agri-industrial, industrial, tourist/ recreational, commercial, banking, investment and financial centers. Having halal ecozones in the ARMM means it would open opportunities to the region as well as to the country for the growing global halal industry. A worldwide study conducted two years ago by Thomson Reuters in collaboration with Dinar Standard noted the global halal market in 2018 would reach $1.6 trillion with an annual growth rate of 6.9%. Among the potential markets for Mindanaoproduced halal foods are Middle East countries, Singapore as well as Brunei, Indonesia, Malaysia and the Philippines under the East ASEAN Growth Area (BIMP-EAGA). With these exciting opportunities, Guiapal said the region is still facing challenges. “We still need to continually capacitate our experts, the halal-certifying bodies and in terms of technical know-how and operations to run a halal hub,” he said. In the region, outside of the Polloc Freeport,
REZA’s list also included the facility of B.J. Coco Oil Mill, a firm operating in ZambongaPeninsula and in Sulu, as an ecozone. Coco Oil Mill’s port, however, is currently not operating. Other planned ARMM ecozones are located in Bongao, Tawi-Tawi; Jolo, Sulu; Malabang; Lanao del Sur; Marawi City in Lanao del Sur; and in Basilan. As early as 10 years ago, Polloc Port has been identified as priority area in hosting halal-related enterprises but this was not officially declared and did not receive adequate push from the government. Ishak Mastura, then ARMM trade and industr y secretar y and now chairman of the Regional Board of Investments, said in August 2006 that a halal chicken poultry project under the BIMPEAGA cooperation will be hosted by the Polloc Freeport. Recently, REZA conducted a round table ecozone consultation with the ARMM local government units. ARMM Executive Secretary Atty. Laisa Masuhud Alamia in her opening remarks cited the importance of ecozone development in the ARMM. REZA is mandated to oversee the integration, coordination, planning and monitoring of special economic zones, industrial estate/parks, export processing zones and other economic zones in the ARMM. Secretary Ramon Lopez, of the Department of Trade and Industry, said SM, Robinsons, Double Dragon, Rustan's and even Puregold would partner with Sulu fishermen and farmers by allocating a specific space in their malls for free. Some P1 billion from the Office of the President's
budget will be made available for small entrepreneurs, and another P50 million for Sulu farmers and if it do well, another P50 million would be made available immediately. Duterte said he wants to leave it to the economic managers to create the environment where businesses can thrive peacefully with the least intervention of government. “I hope, I said that before the year ends, something concrete and positive will come out. Tan led government officials in the recent turnover of the housing units in the village of Laum where beneficiaries praised the governor for the project. NPA leaders had repeatedly accused the military of attacking rebel forces in southern Philippines and just recently, 8 army soldiers and an insurgent died in fierce clashes in North Cotabato’s Makilala town, according Rigoberto Sanchez, also an NPA spokesman. The NPA denounced the military attack and calling it a “sinister combat operation.” “Since August last year it continued to mobilize its troops and paramilitaries in various forms of combat operations such as intelligence gathering, combat and psychological warfare
in far-flung areas that resulted in harassments; extra-judicial killings of civilians Rita and Norberto Gascon on September 13 in Arakan town and Rolan Malignan on November 22 and the enforced evacuation of several families in Magpet town on December 6,” Sanchez said, adding, the ceasefire (agreement) in the province only existed because the NPA was consciously maneuvering its forces in order to avoid armed skirmish in the face of unrelenting military and police combat operations. “The NPA consistently demonstrated its commitment the negotiations while the AFP and the PNP have continued to make a mockery of the peace process,” he said. ARMM ‘culturally sensitive’ on issue of condom distribution in schools COTABATO CITY – The government of the Autonomous Region in Muslim Mindanao (ARMM) will be “culturally sensitive” should the program on the distribution of condoms in schools is implemented in the region, Governor Mujiv Hataman said during the ‘Tapatan sa ARMM’, a regular media forum held recently in Cotabato City. Secretary Paulyn Ubial of the Department of Health (DOH) earlier said the program will be implemented nationwide this year as part of efforts to stop the increasing number of cases of human immunodeficiency virus/acquired immune deficiency syndrome (HIV/ AIDS) among the youth. The program would be implemented in partnership with the Department of Education (DepEd), which has expressed reservation on the plan. In a statement, DepEd said it recognizes the need to stop the surging spread of HIV/AIDS among the youth and that discussions with DOH on this matter will soon be conducted. In the ARMM, where most places are conservative and people consider sex-re-
lated topics taboo, Gov. Hataman underscored that the regional government will undertake measures to deliberate on the plan. “Definitely, the ARMM government will be culturally sensitive,” Gov. Hataman said. He added that Islamic religious leaders such as the Regional Darul ‘Ifta, which is the authority on religious and cultural values of Muslims in the region, would be consulted on this issue. The Catholic Bishops Conference of the Philippines has warned that condom distribution in schools will encourage premarital sex among Filipino youth noting it could even condone sexual activity among students. But the DOH explained that the distribution of condoms will be accompanied by guidelines and measures, and will not be distributed indiscriminately to students. Those receiving condoms, it added, will undergo counseling, and sex education discussions with their parents. Teachers, it noted, will be trained on how to impart lessons on sex education. In the Philippines, 32,099 cases of HIV/AIDS
were reported from 2011 to October 2016. Government data also showed 9,066 HIV/ AIDS cases reported during the five-year period were traced to those aged 15 to 25. The ARMM has remained at the bottom of the DOH’s list of regions with cases of HIV/ AIDS. Despite this, the Infectious Diseases Cluster (IDC) of the ARMM’s Health department warned citizens not to be complacent. “Whether we like it or not, we have HIV cases in the ARMM,” said Soraida Amilil, IDC cluster head. As of October this year, 13 cases of HIV have been reported while none emerged as a fullblown AIDS case. The region reported two AIDS cases and seven HIV cases in 2014. Since 1984, the region’s Health department has reported a total of 76 cases of HIV while 11 were reported to have led to AIDS. The DOH has allocated a P1-billion fund for the HIV/ AIDS program, with P50 million to P100 million intended for the procurement of condom. The department has launched awareness drives on preventive measures for HIV leading to AIDS. (Bureau of Public Information)

RECIPE: Pork Adobo with Sitaw
INGREDIENT S: INGREDIENTS:
– 1 ½ lb pork belly, cut into serving pieces – 10 pieces snake beans (sitaw), cut into 2 inch length pieces – 1 medium onion – 5 tablespoons soy sauce
– 2 ½ tablespoons vinegar – 5 cloves garlic, crushed – 1 ½ tablespoons brown sugar – ½ teaspoon ground black pepper – 2 cups beef broth – 3 tablespoons cooking oil
INSTR UCTIONS: INSTRUCTIONS: 1) Combine pork, soy sauce, ground black pepper, and garlic. Mix well. Let it stay for 15 minutes. 2) Heat oil in a cooking pot. 3) Sauté the onion until it gets soft. 4) Add the marinated pork including the remaining soy sauce and garlic. Cook for 5 minutes in medium heat. 5) Pour the beef broth in the pot. Let boil. Cook in low heat for 45 minutes or until the pork gets tender. Note: add more beef broth or water if the liquid starts to dry out. 6) Add the vinegar. Allow the liquid to re-boil. Stir. 7) Put the string beans in the pot. Cook for 3 minutes. 8) Add brown sugar. ‘Right to disconnect’ after office hours is choice of employees CEBU - The "right to disconnect," or letting employees disregard work-related communications after office hours without disciplinary action is, technically, a voluntary engagement between employers and their employees, Labor Secretary Silvestre H. Bello III said. “Answering or ignoring texts, emails from employers after working hours is a voluntary engagement of an employee, and they are not obliged to respond or not. The right to disconnect is a choice of an employee,” he said.
Quezon City Representative Winston Castelo authored House Bill 4721, which aims to amend the Labor Code of the Philippines. The bill obliges employers "to establish the hours when employees are not supposed to send or answer work-related emails, texts, or calls," and the conditions and exemptions in line with it, subject to rules provided by the Department of Labor and Employment. “Employees and employers know that there’s time for connection and so does a time for disconnection. It’s always up for the
employees to oblige themselves to work even after office hours,” Bello said. He also added that completely disconnecting would be unrealistic for certain jobs, and the employers must be the one to implement a policy in accordance with the standards of the labor code, which will benefit both parties. “It’s the employers’ own assessments and evaluations to reduce outof-hours work. They either implement policy that will prevent their employees to work after office hours or compensate them for extra workload,” Bello said.
