ARMM sends relief aid to Surigao earthquake victims COTABATO CITY – The Autonomous Region in Muslim Mindanao (ARMM) through its Humanitarian and Emergency Action Response Team (ARMM-HEART) has sent relief assistance to earthquake victims in Surigao City. An ARMM HEART team departed from the region’s seat here last week, according to Executive Secretary Laisa Alamia who said the relief assistance includes 200 sacks of rice, 50 boxes of instant coffee, 100 boxes of sardines, and 100 bottles of five-liter distilled water. The Philippine Institute of Volcanology and Seismology (Phivolcs) said Surigao City was hit by magnitude 6.7 earthquake at 10 p.m. on February 10, causing deaths, injuries

and damage to properties. Based on the agency’s report, the epicenter of the earthquake was 16 kilometers northwest of Surigao City and was of tectonic of origin. As of latest data, the temblor’s death toll has risen to eight, and the number of injured is now at 2,019. The National Disaster Risk Reduction Management Council pegged damaged properties to more than P108 million. On February 11, the government of Surigao City has declared a state of calamity. “The people of Surigao need assistance, and we should provide whatever we can,” Atty. Alamia said. Based on a report from the Department of Social Welfare and Development (DSWD), at least 300

houses in Surigao del Norte, where the city is located, were damaged by the temblor. In November 2013, ARMM HEART also extended relief and medical assistance to the victims of Typhoon Haiyan in Tacloban City, Leyte. ARMM-HEART is a convergence of agencies that oversees disaster preparedness and response in the region. Security tight in Zamboanga highway after ambush Authorities have tightened security in Zamboanga City following a recent ambush on a provincial bus that injured 8 people. Police said it was investigating the attack. Investigators said the bus, owned by Rural Transit of Mindanao, was heading to Pagadian City in Zamboanga del Sur province when it came under fire. It was carrying 34 passengers. The driver, Celedonio Sugabo, nearly missed thevolley of gunfire directed at him, but bullets hit the passengers seated behind. The attackers continued firing their automatic

weapons as the driver struggled to bring the bus away from the line of fire until it reached a marine checkpoint in Muti village about one kilometer from Buenavista village where the ambush occurred. Initial police report said at least 5 people were involved in the latest attack. The wounded passengers were rushed to hospital in Zamboanga City. Police released the names of the victims as Noel Lopez, 45; John Baynosa, 36; Jaman Alam, 53; Ednalia Gilla, 20; Raniel Abeng, 22; Christopher Cagan, 27; George Elnas, 35; and Genevie Lopez, 35. ARMM earmarks P199 million for Basilan road projects BASILAN – The Autonomous Region in Muslim Mindanao (ARMM) has earmarked some P199 million for the concreting of roads in Basilan as part of its peace-building priorities in the province, just several nautical miles south of Zamboanga, Gov. Mujiv Hataman said. Gov. Hataman led the signing of the agreement for the implementation of the Basilan Transcentral Road Phase II projects and he noted how important infrastructure is for peace, stability and economic development in the region. The other signatories were Brig. Gen. Arnold Fernandez, commander of the 54th Engineering Brigade; Public Works-ARMM Secretary Don Mustapha Loong; Lt. Col. Arnel Fernandez, commander of the 54th Engineering Construction Battalion, and Basilan Governor Jim Hataman-Saliman. The road projects comprise the concreting of the 3.5-kilometer Sampinit-Masola Road in Isabela City with an allocated budget of P82

million, and the 5-kilomet e r Sampinit-Punoh-Mahadie Road in Sumisip town with an appropriation of P117 million. Sec. Loong said the roads are among the first projects being undertaken under Phase II of the Transcentral project. A total of P806.05 million was allocated for Phase II covering 34.3 kilometers. Meanwhile, the implementation of Phase I of the Transcentral project is currently on-going with a budget of P252 million covering 21 kilometers. The allocation was sourced from the 2016 regular infrastructure budget of the region. Sec. Loong said the Basilan Transcentral Road project is one of the key connectivity projects of Gov. Hataman and is expected to reduce travel time between Sumisip and Isabela City, and between Maluso and Lamitan City. The project connects different towns located at the center of the province to the Basilan Circumferential Road.

“This will allow better logistics and people interconnectivity in Basilan. It is hoped that upon completion of the Basilan Transcentral Road, there will be peace in Basilan, faster movement of people, cheaper transport costs, more agricultural areas developed and a more competitive Basilan ready for the Asean integration, Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area and the Basilan Economic Zone,” Sec. Loong said. Residents of Basilan who experienced peace and order problems in the past are expecting full support from the Duterte administration in the near term as the ARMM government continues to pour in funds for high-impact projects in the province. Since 2012, ARMM allocated a total of P7.865 billion for infrastructure projects in the province. DILG-ARMM strengthens capacity of law enforcement agencies in filing drug cases COTABATO CITY – The Department of the Interior and Local Government in the Autonomous Region in Muslim Mindanao (DILGARMM) said it is improving the capacity of law enforcement agencies with respect to the filing of cases on illegal drugs and illegal possession of firearms. Just recently, DILGARMM conducted an orientation on ‘Strengthening the Legal Capacity of Persons and Agents in Authority on Filing Drug Cases’. The participating agencies were the Philippine National Police-ARMM, Philippine Drug Enforcement Agency ( P D E A ) - A R M M , prosecutor’s offices from Maguindanao and Lanao del Sur, Criminal Investigation and Detection Group-ARMM, National Bureau of InvestigationARMM and the Department of Justice. Atty. Noor Hafizullah Abdullah, DILG-ARMM Secretary, said the orientation was conducted to boost

the capacity of persons and agents in authority specifically those involved in filing drug-related cases as well as in cases of illegal possession of firearms. Sec. Abdullah added that the orientation seminar is in response to the issue of low conviction rate of drug cases in the region and is part of the continuing legal education on filing drug cases in courts. “Pinag-aralan namin kung ano ang mga balakid, and we found out na mahina ang preparation or build-up ng case,” Sec. Abdullah said. Since 2003, there were 1,854 cases of illegal drugs in the region, 177 of which were filed in 2016. Out of these cases, only three resulted in conviction, two in 2003 and one in 2011. “There are certain cases also na at the prosecution level ay dini-dismiss na agad ang kaso,” the DILGARMM Secretary said. Cases dismissed immediately were recorded at 732, or about 40% of the total illegal

drug cases in the past 14 years. Valente Carino, Director II of PDEA-ARMM, said that 90% to 95% of illegal drug cases were dismissed because of lack of probable cause. Atty. Rohairah Lao, Maguindanao provincial prosecutor, said there are common mistakes committed by persons and agents in authority that result in the dismissal of cases. Lao said these include lack of elements of the crime charged, inconsistent or contradictory statements of arresting officers in their affidavits during the inquest, and lack of vital documents and evidence, among others. “We want that these policemen, in the subsequent filing of cases, be mindful doon sa mga procedural at substantial form nungcomplaint to the end na all those who are involved in the drug business will be convicted at the end of the day,” Sec. Mindanao Regional Peace and Order Councils hold meeting with DILG chief

SULTAN KUDARAT – In a bid to respond to issues affecting peace and order in Southern Philippines, the Mindanao cluster of the Regional Peace and Order Councils (RPOC), comprising of council chairpersons and vice-chairpersons, held its first meeting at the Sultan Kudarat Provincial Capitol in Isulan town. Major concerns have been discussed in the meeting, including illegal drugs, illegal gambling, terrorism, and insurgency. The meeting was presided by Interior and Local Government Secretary Ismael Sueno and was also attended by Gov. Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM). Secretary Sueno said the RPOC meeting was aimed at synchronizing measures on how to restrain criminality, or any issue that affects the

peace and order situation in Mindanao. Sultan Kudarat Governor Sultan Pax Mangudadatu who is also the chairman of the Regional Peace and Order Council in Region 12, delivered the welcome remarks during the opening of the meeting. The RPOC chairpersons presented the security situations in their respective regions based on reports from local officials specifically on illegal drugs, illegal gambling, terrorism, and insurgency. “We want to provide safe and secure atmosphere that is conducive to the region’s residents and investors,” said Gov. Hataman, who took his oath of office as the RPOC chairperson before President Rodrigo Duterte in Malacañang in January. Aside from the ARMM, other regions in the Mindanao RPOC cluster are

Regions 9 (Zamboanga Peninsula); 10 (Northern Mindanao); 11 (Davao Region); 12 (Soccskargen); and 13 (Caraga). Resource persons from the Philippine National Police and the Armed Forces of the Philippines also presented the current peace and order situation on the island as per reports from their field units. Supt. Ireneo Dalogdog talked on illegal drugs and criminality while Maj. Gen. Carlito Galvez Jr., of the Western Mindanao Command, discussed insurgency. TECH TIPS: How To Calibrate The Sensors On Your Smartphone

SENSORS ARE those small, ignored components that are actually much more important than we think they are. Sensors make the majority of the most commonly used functions on your smartphone possible. They even help you save battery power. We're going to take a look at how to calibrate and keep your smartphone sensors in good working order. Motion sensors are the most important part of certain games, such as Asphalt 8 or Real Racing 3. The proximity sensor also helps us to save a lot of battery power by turning the display off while we're talking on the phone, or by measuring light and adjusting the brightness accordingly. From time to time, for some unknown reason, a sensor stops working like it should. Before deciding if it's broken or not, we're going to try to calibrate it. Sometimes the problem will fix itself. Check to see if yyour our sensors ar e wor king are working Like we've said, sensors are vital for many of the basic functions on your phone, but they’re known to stop working the way they should from time to time. Sometimes, the problem is that the app that uses a certain sensor isn't interpreting the data correctly. In order to find out if that's the case, the only thing you have to do is download a different app that uses the same sensor and try it out. For example, if in Asphalt 8 the car doesn't respond to your movements, try it on Real Racing 3.

It's not always as easy as testing another app though. On occasion, you'll need to use one of the following apps to dive into the depths of your smartphone in order to check if the sensors are taking measurements. In some cases, like Sony’s Xperia family (such as the Xperia Z3), phones come with a diagnostic tool. You can find it by going to Settings > About phone > Diagnostic, or just open the app from the app drawer. If you go to the Test tab, you can check the performance of each sensor separately or a do a complete diagnosis. For those devices that don’t come with this feature, we have an option to test sensor performance within the hidden menus. To access them, you'll need to go the phone dialer and put in a certain number combination. Android has secret codes to access each of their hidden settings, but there are some codes which change according to the manufacturer. You can test the performance of your sensors as well other features like the camera, the display or the audio in different diagnostic modes. Here are some examples. We have the code, *#*#4636#*#* in order to access status information about multiple components and usage statistics. For Xperia devices we also have this code, *#*#7378423#*#*, which during Service tests, you'll be able to check if on-screen items are working properly.

Calibr ating sensors alibrating There are a lot of reasons one might want to calibrate their phone's sensors. It might not be necessary, but you want to make sure that everything is calibrated perfectly. Or maybe something's not working properly, and you'd like to run this feature to see whether it's broken or not. Whatever your reason, some of your sensors can be calibrated, although this depends as much on your phone as on Google Play. On some LG devices, starting with LG G2, you can calibrate the motion sensor by going to Settings > General tab > Motion. All you need to do is follow the directions and in a matter of seconds, your sensor will be calibrated. There are some brands, like Sony, which don't let you calibrate all of the sensors. In this case, it would be better to access Google Play and find an app that can recalibrate the sensor that you're trying to fix up. If there isn't one available, there is another, more drastic way to do it. Resetting your phone to factory settings will normally recalibrate all the sensors automatically. Root users with cooked ROMs, Xposed modules and other Apps for this type of user, have even more options to personalize and control the sensors on their smartphones. Kahit anong sipilyo mo ay nandoon pa rin ang amoy. Subukang sumipsip ng calamansi para mabawasan ang amoy. 2. Huwag manigarilyo. Mabaho ang hininga nila at parang nakaamoy ka ng isang ashtray. Ihinto ito. 3. Umiwas sa spiced meats tulad ng pepperoni, salami at longganisa. Mayroon kasing maamoy na mantika na lalabas sa iyong pagdighay at hininga ng 24 oras. 4. Umiwas sa mabaho o malansang isda. May mga isda tulad ng bagoong, alamang o bangus na matagal maalis ang amoy sa ating hininga. Pumili na lang ng ibang isda. 5. Tubig lang ang dapat inumin. Ang kape, beer, alak at whisky ay nasa listahan ng maamoy

Pagkatapos kumain, magbrush ng ngipin para matanggal agad ang amoy. Magsipilyo ng 3 beses sa maghapon o bawat kain. 8. Gumamit ng tongue cleaner. Ito’y isang plastic na panlinis ng dila. Maraming bacteria at dumi ang maaalis sa paggamit ng tongue cleaner. Mas epektibo ang tongue cleaner kaysa sa pag-brush ng dila na gamit ang sipilyo. Gamitin ito 3 beses sa maghapon.

9. Gumamit ng dental floss. Maraming dumi at tinga (plaque) ang sumisingit sa ating ngipin. Kapag hindi ito naaalis ay mangangamoy bulok ito. Napakabaho po nito. Mag-floss kahit isang beses sa gabi. 10. Gumamit ng mouthwash. Kung may bad breath ka, may tulong din ang paggamit ng mouthwash. Maganda itong gamitin bago matulog. 11. Magpatingin sa dentista. Ang bad breath ay kadalasan nanggagaling sa nakatagong impeksyon sa bibig at gilagid. Minsan may sira pala ang iyong ngipin. 12. Kapag hindi pa rin mawala ang bad breath, kumonsulta sa isang doktor na espesyalista sa tiyan (gastroenterologist) o Ear Nose Throat (ENT doctor). Minsan nanggagaling ang bad breath sa loob ng ating lalamunan o tiyan. Huling tip: Kung ika’y nagmamadali, puwede din naman ang mga chewing gum na mint flavor. Ngunit panandalian lang ito at tinatakpan lang ang amoy. Iwaksi ang bad breath.

RECIPE: Pork Pochero

INGREDIENT S: INGREDIENTS:

– 1 lb. pork belly (liempo), sliced into

serving pieces – 2 pieces Chinese sausage, sliced crosswise – 1 large plum tomato – 4 cloves garlic, crushed and minced – 1 large yellow onion, chopped – 4 pieces saba banana, halved

– 2 bunches bok choy, lower end cut – 8 oz. green beans – 1 large potato, cut into cubes – 6 to 7 cups water – 1 (8oz.) can tomato sauce – 2 pork cubes – Salt and ground black pepper to taste – 3 tablespoons cooking oil

INSTR UCTIONS: INSTRUCTIONS: 1) Heat oil in a cooking pot. 2) Sauté garlic onion, and tomato 3) Once the onion becomes tender, add the Chinese sausage and pork belly. Continue to cook until the pork belly browns (around 3 minutes). 4) Pour the tomato sauce and water. Let boil. 5) Add the pork (or beef cubes). Stir. Cover the pot and set the heat to low. Boil for 50 minutes. 6) Add the banana and potato. Cover and continue to cook in medium heat for 12 minutes. 7) Add the green beans and bok choy.
