Muslims rally for peace in Mindanao. PRESIDENT Rodrigo Duterte’s election in the Philippines was hailed as an unprecedented opportunity to resolve protracted conflicts in the country’s Mindanao region. Yet setbacks in writing the Bangsamoro Basic Law, which would provide greater autonomy to the region, and the potential establishment of an Islamic State (ISIS) province could prove stubborn obstacles for the popular leader. These challenges have collided in recent weeks, with Duterte warning secessionist groups not to house terrorists unless they were prepared to face a new government offensive. Euphoria marked the March 2014 signing of the Comprehensive Agreement on the Bangsamoro between the Philippines government and the major

secessionist group, the Moro Islamic Liberation Front (MILF). The agreement was hailed as the solution to the decadeslong Mindanao struggle. It was forecast that a Bangsamoro government would be up and running by the end of the Aquino administration in June last year. Unfortunately, this optimistic assessment was shattered by the early 2015 Mamasapano incident, in which 44 police commandos perished in a b o t c h e d counterterrorism raid. Police officers chasing after an Indonesian terrorist known as Marwan strayed into a MILF-influenced area in central Mindanao. The operation subsequently degenerated into a confused firefight. The president’s campaigning emphasized his Mindanao roots along with a curated folksy persona, and promised a swift end to political violence in the island. Days after his inauguration, Duterte forecast that a framework for the Bangsamoro Basic Law would be ready by the end of 2016. The law provides the legal foundation for the establishment of the Bangsamoro, a political entity that greatly expands the present Autonomous Region in Muslim Mindanao. It is envisioned that the Bangsamoro would be the political solution to address the secessionist demands of the MILF, by providing greater political and fiscal autonomy. At present, however, there is little indication that even a draft law is in the works. Duterte expanded membership to the commission drafting the law to make it “more inclusive.” But, while laudable, this step has only delayed the process. The commission has yet to be convened five months before the July 2017 deadline. It is ironic that Duterte’s penchant for quick fixes and incendiary speech is unable to speed up the bureaucratic arrangements necessary to implement the new arrange-
ments. Even if the Bangsamoro commission sends in the draft basic law for legislation, it may take months for both chambers of Congress to pass the measure. The Duterte administration can ill afford further delays to the peace process. A recent spike in violence in central Mindanao has raised the specter of an ISIS province or _wilayah _in the Philippines. According to Philippine Secretary of Defense Delfin Lorenzana, gunmen from the purportedly ISIS-aligned Abu Sayyaf Group have moved from their strongholds off the coast of western Mindanao to central areas of the region. Curiously, however, none of the usual ISIS propaganda outfits such as the Amaq Agency, nor the loose network of so-called “jihobbyists,” have trumpeted the operational links of Abu Sayyaf head Isnilon Totoni Hapilon to the ISIS leadership. Whether true or not, as I have previously argued, the prospect of an ISIS wilayah in central Mindanao may prove damaging to the regional peace process. Local politicians opposed to the Bangsamoro may use the threat of ISIS expansion in their jurisdictions to engage in spoiling activities. There is historical precedent for this type of behavior, when Chris-
tian politicians in central Mindanao organized to lobby against any type of political settlement with the MILF. The complexity of conflict in Mindanao is apparent in the overarching military strategy being pursued by the Armed Forces of the Philippines. The army’s Development Support and Security Plan Kapayapaan (“peace”) continues to prescribe the use of intelligence-driven combat operations against terrorist groups like Abu Sayyaf. It is unclear how much Duterte shares the military’s perspective. The president has oscillated between hard and soft approaches on the matter. Duterte has referred to Abu Sayyaf as “desperate men” driven by poverty, as well as barbarians he intends to eat raw, with vinegar and salt. These conflicting messages may harm efforts in constructing a narrative against extremist groups in the short term. In the longer term, such rhetoric makes government peace overtures appear less sincere. Duterte’s view of Mindanao must go beyond the parochial mindset he constructed as Davao City mayor. Mindanao is no longer just the backyard of the city he rules over. Rather, it is increasingly being drawn into international developments including the prevalence of the ISIS narra-
tive. Indonesian and Malaysian jihadists have stated their intent to wage jihad in Mindanao instead of traveling to Syria and Iraq. The longer the Mindanao conflict persists, the louder the clarion call for foreign fighters displaced from ISIS territory in Syria and Iraq will ring. Instead of provocative speech, the Duterte admin-
istration may find it more effective to continue with the behind the scenes diplomacy that laid the groundwork for the Comprehensive Agreement on the Bangsamoro. Duterte should transition to a more nuanced approach to the Mindanao conflict. By limiting his pronouncements to actionable pledges, he can more effectively use the
political capital he had when he took power. A Bangsamoro delayed will have severe consequences beyond Duterte’s presidential term. (Joseph Franco is Research Fellow at the S. ARMM turns over P13.27-M project in Maguindanao town MAGUINDANAO – The Autonomous Region in Muslim Mindanao’s (ARMM) turned over P13.27-million worth of road project to the municipal government of Sultan Kudarat in Maguindanao province benefiting thousands of residents in two villages there. ARMM Governor Mujiv Hataman led the turnover ceremony of the 1.3-kilometer access road at Barangay Mulaog. The ceremony was also attended by Public Works and Highways Secretary Engr. Mustapha Loong, Maguindanao’s 1st District Engineer Nasrodin Ibrahim, Sultan Kudarat Mayor Shameem Mastura, and other officials. The concreting of Sultan Mastura Road (Phase 1) connects Barangay Banubo to Barangay Mulaog. Sec. Loong said construction started in 2016 through a memorandum of agreement between the Department of Public Works and Highway in ARMM and the municipal government. Gov. Hataman said the
construction of another two-kilometer road will be implemented this year in the same town connecting Barangay Mulaog to Barangay Sinditan. Official data showed DPWHARMM implemented 22.39 kilometers of road projects from 2012-2016 in the town of Sultan Kudarat alone with an allocation of P304.52 million. An additional P150 million is earmarked for the implementation of projects with a length of 12.70 kilometers this year. He said this includes concreting of DagurunganBoliok-Tambo Road in Sultan Mastura; LadiaIbotigen Road; Ibotigen-Narra-Katidtuan Road; Mulaog-Sinditan Road; construction of flood control project in Nuling Creek; and concreting of an access road from the national highway. He also assured that the regional government would fast track all the infrastructure projects in Sultan Kudarat. Mayor Mastura noted the Mulaog to Sinditan project is an instrument for the development of their
area. “We are very thankful to Gov. Hataman for his support not just for Maguindanao but for the entire ARMM as well, kahit saang parte ng ARMM nakikita po natin ang malaking pagbabago,” Mayor Mastura said, adding, his constituents can now easily go to the market and buy their needs and that the project would also address flooding concerns. “Napakasaya po namin dahil bawas po sa gastusin namin ang project na ito. Dati aabot ngP90 ang pamasahe pero ngayon na maayos na ang daan aabot na lang sa P10, malaking bagay na yun dahil pwede pa po namin pambili ng bigas yun,” Fatima Solaiman, a 52-year old resident of Barangay Banubo said. “Ang dating imposible ngayon ay naging posible, dito na po ako tumanda, hindi po namin inisip na magiging sementado pa ang daan dito,” Solaiman added. Search on for abducted crew of Vietnamese cargo ship TAWI-TAWI – Security forces launched an operation to search and rescue 6 crew members of a Vietnamese freighter abducted by suspected Abu Sayyaf rebels. Officials said rebels hijacked the cargo ship off the southern Philippine province of Tawi-Tawi and abducted the sailors and killed one crew member before escaping to the open sea. Security forces also rescued 17 Vietnamese crewmen of MV Giang Hai and brought them to the nearest dock in Taganak Island. In January, a group of Abu Sayyaf rebels tried, but failed to hijack a Filipino cargo ship while sailing off Basilan province also in southern Philippines. The gunmen, on board two speedboats, attacked the vessel Ocean
Kingdom – manned by over 2 dozen sailors – off Sibago Island while heading to Davao City to deliver its cargo. Security forces, alerted by the attack, rushed to the area and secured the cargo boat owned by Oceanic Shipping Lines. It was the second cargo ship attacked by rebels off Basilan since last year. Abu Sayyaf fighters also hijacked a Vietnamese cargo ship and seized 6 crewmen, including its captain in a daring attack on November 11 that left one sailor wounded. The ship, MV Royal 16, was sailing off the province when 10 gunmen on a speedboat intercepted it off Sibago Island and boarded the vessel and abducted the crewmen. Another Filipino cargo ship, MV Lorcon Iloilo,
passing near Basilan rescued the wounded sailor and provided him first aid. The Abu Sayyaf is also holding over a dozen Malaysian and Indonesian sailors in the restive region. President Rodrigo Duterte, who visited Kuala Lumpur last year, has allowed Malaysia to enter the country’s southern border in hot pursuit of Abu Sayyaf rebels and kidnap gangs following the slew of ransom kidnappings in Sabah just near the Muslim province of Tawi-Tawi. Manila also allowed Indonesia to do the same following the spate of Abu Sayyaf attacks on its tugboats in Sabah and Tawi-Tawi. and senior officers when he made his courtesy call. Sindac – who took over from Chief Superintendent Agripino Javier in December - also met with former Governor Sakur Tan and similarly praised and thanked him for his valuable contribution to peace and development efforts. ARMM, Lanao del Sur draw up anti-poverty plan COTABATO CITY – Officials of the Autonomous Region in Muslim Mindanao (ARMM) and the provincial government of Lanao del Sur are mapping out an anti-poverty strategy that would effectively bring down the province – within two years – from the top of the list of poorest provinces in the country. First quarter 2015 data from the Philippine Statistics Authority, the latest available, showed Lanao del Sur was the poorest province in the Philippines with 74.3% poverty incidence. During a special ARMM cabinet meeting and executive consultation on February 22, involving top officials of the regional and provincial governments, Lanao del Sur line agency heads presented the status of ongoing projects as well as accomplishments for fiscal year 2016. Presided by the Regional Vice Governor Haroun Alrashid Lucman Jr., the consultation also discussed areas where they could improve and have better focus on in the coming months. This is the first in a series of provincial consultations this year covering the five ARMM provinces. Lanao del Sur Vice Governor Mamintal Adiong, Anak Mindanao Representative Atty. Makmod Mending Jr., and the province’s local chief executives were also present during the special
cabinet meeting and executive consultation. ARMM Governor Mujiv Hataman, who was present in the consultation meeting, encouraged Lanao del Sur’s Department of Agriculture to work on expanding the province’s agriculture coverage and on making the province rice sufficient by 2019. Gov. Hataman also urged officials of the Department of Social Welfare and Development (DSWD) to expedite the bidding process on partner conduit to speed up the payout process of the Pantawid Pamilyang Pilipino Program. The two districts of Lanao del Sur with combined 92,191 program beneficiaries have not received the amounts due them since last year. Provincial social welfare officers of Lanao del Sur’s two districts explained this was because of the absence of a partner conduit that will serve the beneficiaries. DSWDARMM Assistant Secretary Pombaen Karon Kader said no bidder participated in last year’s call for a partner conduit, which was the reason why the agency’s central office has not downloaded the program’s funds for the province. Meanwhile, the Department of Health-ARMM, through the Integrated Provincial Health Office, reported improvements in health statistics for Lanao del Sur citing the period 2009 to 2016. These are as follows:
maternal mortality rate dropped from 81 in 2009 to only five in 2016; infant mortality rate was also down from four to 1.46; malnutrition among children dropped from 15.20% to 5.65%; tuberculosis cure rate increased to 83%; and immunization for children was up to 86.84%, the highest in the region. Regional Health Secretary Kadil Sinolinding said these improvements in the health sector are credited to improved facilities development and increased deployment of health professionals in all the provinces of the region. The Humanitarian Development Action Plan (HDAP) was also discussed during the consultation as a special program that will cover the province’s conflict-affected town of Butig. ARMM-HDAP is a program of the regional government under the Hataman administration that implements various government initiatives. These include relief, rehabilitation and reconstruction of both “horizontal” – in reference to school buildings, houses, and health centers – and “vertical” infrastructures – or roads and bridges. It also covers livelihood projects that will promote peace and order and help improve the economic situation in calamity-affected communities, specifically in 15 Maguindanao towns. Poll watchdog demands resignation of COMELEC boss LANAO DEL SUR – Poll watchdog Kontra Daya demanded the resignation of Commission on Elections chairman Andres Bautista for allegedly failing protect voters’ data following a breach a COMELEC office in Wao town. It said a computer containing sensitive voters' information was allegedly stolen in January and that COMELEC officials admitted that it took two weeks to submit a report regarding the break-in. “The COMELEC's fresh start should be in the form COMELEC chairman Andres
Bautista's resignation after he has miserably failed to provide the necessary means to protect voters' data.” “Prior to the break-in at the Wao office, the COMELEC website was hacked and sensitive voter information like addresses and passport numbers were made publicly available by hackers weeks before the May 2016 elections,” it said in a statement sent to the regional newspaper Mindanao Examiner. It said the 2016 COMELEC data breach was initially reported by TrendMicro as early as April
6, but it was publicly confirmed by COMELEC only 15 days after. “Indeed, the Wao breakin highlights anew the brazen incompetence of the COMELEC leadership and it is high time that Bautista resign,” said Kontra Daya which is composed of members of the academe and religious groups, information technology professionals, and concerned citizens. TECH TIPS: How To Transfer Everything From iPhone To Android YOU’VE SEEN the light. You’ve left Apple’s embrace and joined the happy world of Android, and you’ve got just one question: What about your stuff? How do you transfer everything from iPhone to Android? We can help with that. The first solution we present is a single program that does tons of the work for you, but costs money. The rest of the solutions are all the manual ways to transfer everything from iPhone to Android. O ne-click solution: Wondershar e ondershare MobileT obileTrr ans If you want a onestop solution for transferring your data from an iPhone to an Android (or from a BlackBerry or Symbian device for that matter), it's hard to go past W o n d e r s h a r e MobileTrans. MobileTrans is a oneclick program that lets you transfer your contacts, text messages, calendars, photos, videos and music between devices. Depending on the OS you're switching between you can also sync apps and call logs too. MobileTrans also works as a backup service with cloud storage options. You can grab a free tr ial version of MobileTrans which will let you see how easy the program is to use, but if you want to do the full transfer or restore your backups you'll have to pay for a license – either a one-time affair ($19.95) or a single user license ($39.95). Once you've got a license, you can transfer all of your contacts, calendar info, messages and media, restore backups and even wipe your old device. Do note that the single user license is only good for up to five devices using one computer though. Cloud-based apps If the apps you use are cloud-based, like Gmail, Spotify or Facebook, you hardly have to do anything: it’s just a matter of installing the apps, entering your usernames and passwords and picking up from where you left off. Transferring everything else is a bit more complicated, and that's what we'll cover next. C ontacts If you don’t already have one, sign up for a free Google Account: you’ll need it to do pretty much anything on Android. Once you’ve done that, backup your iPhone and then log in to iCloud.com. Click on Contacts, select the ones you want to transfer and then click on the little gear icon at the bottom left of the screen. You’ll see an option to Export vCard. Clicking on this will export the selected contacts in vCard format. Now, log in to Gmail

and click on Gmail > Contacts. You’ll see the option to Import Contacts in the left hand sidebar. Click it, choose the vCard file you just created and let Google do the rest. Text messages and WhatsA pp chats WhatsApp Please note that without using a questionable third party tool, it is not currently possible to transfer iMessage or WhatsApp chats from iOS to Android or vice versa. We can only recommend backing up your chats in iCloud for now. E mail The most seamless way to manage your iCloud emails on an Android smartphone is through the preinstalled mail app, using IMAP access from Apple. With SMTP access, you can still send e-mails under the old Apple address, too. The necessary server data for setting it up is in this Apple support document. iCloud Documents If you’ve been storing files in iCloud, you can get them by logging into iCloud.com, clicking on iCloud Drive and then choosing the appropriate app folder - but remember that some file types, such as Pages documents, won’t work in non-Apple programs. If you’ve got files in proprietary formats such as Pages, convert them to RTF or Microsoft Word files in the Pages app before transferring them. B ookmar ks ookmarks Once again, the easiest way to do transfer everything is via iCloud. In your iPhone, go into Settings > iCloud and ensure Safari is enabled; now, go to your PC or Mac and open iCloud for Windows (PC) or System Preferences > iCloud (Mac) and do the same. If you haven’t already downloaded iCloud for Windows you can get it from here. What we’re doing here is ensuring that our iPhone bookmarks are being synchronized with our PC or Mac. On Windows, the next step is to click Bookmarks > Options and then choose Firefox or Chrome. Click Apply and then Merge, and you’ll be told to download the iCloud Bookmarks extension for the browser you selected. This extension will sync your bookmarks from Safari to Chrome or Firefox. If you chose Chrome, the next step is easy: on a PC, open Chrome and log in to the Google Account you use for Android and the bookmarks will be synced automatically. On a Mac, open Chrome, click the “hamburger” Chrome menu at the right hand side of the window and select Bookmarks > Import Bookmarks and Settings and select Safari as the source. Firefox is a little
trickier for both PC and Mac. If you’re on a Mac, the next step is to open Firefox, choose Bookmarks > Show All Bookmarks and then click on the star icon in the toolbar. This brings up the importing and backup options. Select Import Data From Another Browser and choose Safari. On both PC and Mac, the next step is to click on Firefox’s Tools menu and select Set Up Sync. This enables you to log in to your Firefox Account (if you have one) or create a Firefox Account (if you don't). Once you’ve entered the details, you can then open Firefox on your phone and choose Options > Sync > Pair a Device to get the bookmarks onto Firefox on your phone. P hotos and videos The easiest way to transfer photos from iPhone to Android is to drag everything and drop it (if you have a Windows PC). Connect the iPhone via USB, open My Computer and look for the iPhone icon. Open it and look for the DCIM folder. That’s where your pictures are; just select them and drag them to a folder on your PC. You can then connect your Android phone and drag the files from your PC to your phone. If you’re feeling particularly flash, you can connect iPhone and Android at the same time and drag photos from one to the other, but we’d recommend transferring to the PC first so you’ve got a backup of your pictures. Things are slightly different on Macs, although the basic idea is the same. Instead of My Computer you’ll need to launch Image Capture to impor t your photos. Once you’ve done that you can connect your Android device and drag from your photos folder (or anywhere else you put the imported pics). Music This one’s a bit tr ickier. You’ll need Apple’s iTunes and Google Music Manager installed. First of all, in iTunes make sure all your music is actually on your computer: if there’s a little icon of a cloud with a downwards arrow on it, it hasn’t been downloaded. Make sure your purchased music is there too (it may be hidden in Preferences > Store > Show iTunes in the Cloud Purchases”). Once you’re sure you’ve got everything, open Google Music Manager and in the setup page, select Upload Songs to Google Play. Specify “iTunes” as the source and let Google Music Manager do its thing. Tiyaga at pasensya ang kailangan upang mapaunawa sa kanila ang kahalagahan ng wastong pagkain. Hindi mapupunan ng pagbibigay ng bitamina ang kakulangan sa tamang pag-papakain sa bata. Narito ang mga tips: 1. Maging mabuting halimbawa sa bata. Ang bata ay naiimpluwensyahan ng mga bagay na kanilang nakikita. Kung gusto mong kumain ang bata ng ampalaya, dapat ay ipakitang kumakain ka din nito. Maari ding makaenganyo ang mga nakatatandang kapatid o pinsan kung nakikitang magana silang kumain. 2. Isama ang bata sa pagpaplano at paghahanda ng pagkain. Maaring mas matagal ang pagluluto pero mas nagiging interesado ang bata na tikman kung ano ang kanilang nagawa. Sa halip maglagay din ng mga bagong sangkap at untiunting ipakilala ito sa bata. Maaring umabot sa 10-15 beses bago ito magustuhan ng bata. 5. Maging malikhain sa paghahanda ng pagkain gaya ng iba’t ibang hugis at kulay. Bukod sa natututo ang bata, nawiwili din itong kumain. Ang panlasa nila
ay sensitibo sa kulay, hugis, anyo, at pagkapino ng pagkain. 6. Magtakda ng regular na oras ng pagkain at miryenda. Iwasan ang meryenda kung malapit na ang oras ng hapunan dahil mawawalan na sila ng gana. Kahit ayaw kumain ng bata panatilihin pa din siyang kasama sa mesa tuwing oras ng pagkain. Masasanay ito kapag hinayan manood o maglaro na lamang at hindi mapapaintindi ang kahalagahan ng pagkain. 7. Ilayo ang mga pagkain o inumin na ayaw nating ibigay sa bata, tulad ng soft drinks. Mas mainam na wala ito sa bahay kaysa nakikita nila ngunit sila ay pagbabawalan. 8. Huwag gawing premyo ang pagkain gaya ng pagbibigay ng tsokolate matapos maubos ang gulay. Sa halip na mapaunawa ang kahalagaan ng gulay mas natatakam tuloy sila sa premyong tsokolate. 9. Iwasang puwersahin ang bata, baka lalo nitong katakutan ang pagkain. Imbes na pilitin, unawain ang bata. Kausapin ng mahinahon at alamin ang dahilan ng kanilang pag-ayaw. 10. Huwag magalinlangan magtanong sa doctor kung kinakailangan. Happy eating!
RECIPE: Shrimp Scampi with Linguine
INGREDIENT S: INGREDIENTS:
– 1 lb. linguine, cooked according to package instructions – 1 lb. medium shrimp shelled and deveined – 4 cloves garlic, crushed and minced – 2 tablespoons olive oil – 4 tablespoons butter
– ¾ cup Moscato – 1 cup chicken broth – Juice from 1 lemon – 3 tablespoons parsley, minced – ½ teaspoon red pepper flakes – ¼ teaspoon ground black pepper – ½ teaspoon salt
INSTR UCTIONS: INSTRUCTIONS: 1) Combine olive oil and minced garlic in a pot. Heat the oil and then continue to cook until the moment that the garlic starts to turn light brown. 2) Add the butter and let it melt. 3) Pour the moscato, chicken broth, and lemon juice into the pot. Let boil. Cook until the liquid reduces to half. 4) Add the shrimp, red pepper flakes, salt, parsley, and ground black pepper. Stir. Cover and then cook for 4 to 5 minutes. 5) Arrange the linguine in a plate. Top with shrimp scampi. 6) Serve. Share and enjoy!

DOLE stops works at mall construction site
CEBU CITY - The Department of Labor and Employment (DOLE) temporarily stopped all works at a mall construction project at the South Road Properties in Cebu City for safety reason, according to the Philippine News Agency. Labor Regional Director Exequiel Sarcauga said they received a complaint from one of the workers of the construction project which prompted them to send an inspection team headed by Enginee Levi Custorio to the construction site. Custorio, a Labor Law
Compliance Officer, said they found some violations in the site and these include safety deficiencies under the Occupational Safety and Health Standards and also those covered by General Labor Standards. “The primary reason why we issued a work stoppage order is the presence of imminent danger observed at the site upon the conduct of the compliance visit. The construction project site only uses monkey ladder and canopy structure, which serves as a scaffold and platform for its exterior works,” said Sarcauga, adding, the
project’s exterior works, including cladding, painting, and roofing, among others, were also inspected. Mercado Builders, Inc., the project manager of IL Corso Festival Mall Project, together with RBM Construction, its independent contractor, appeared at the DOLE office for the mandatory conference. DOLE ordered the contractors, including Filinvest Land Inc., the owner of the project, to “cease and desist from all their exterior operations until such time that imminent danger is rectified.”

Rotary Club raises funds for children with congenital heart defects CEBU CITY - Triathletes in Cebu will get a chance to help the less-fortunate children in the First Rotary Corporate Triathlon set on June 11 in Mactan. The event, organized by the Rotary Club of Cebu, hopes to raise funds for the "Gift of Life program", which funds the operation of poor children suffering from congenital heart defects. "We started with the Gift of Life Program ten years ago and when we saw how the operations changed the life of the beneficiaries, we decided to continue to hold fundraising events. to the Gift of Life program," said Rotary Club of Cebu president Bernard Sia. Gift of Life chairman Edward Tanting said the group has 12 children scheduled for operation, which costs between P100,000-P700,000. "The sport of triathlon will be a chance for the athletes to help the children. Aside from the athletes, we are also accepting sponsorships from individuals or companies," said Sia, who promised that proceeds from sponsors will go directly to the program.
