Last week, troops in Sulu province recovered two Malaysian sailors Tayudin Anjut, 45, and Abdurahim bin Sumas, 62, who were kidnapped by the Abu Sayyaf off Sabah in Malaysia. The two seamen were abandoned by the Abu Sayyaf in the coastline of Kalingalang Caluang town after seeing soldiers. The duo was part of a group of 5 sailors kidnapped in July last year, according to Army Captain Jo-ann Petinglay, a spokeswoman for the Western Mindanao Command. “They were immediately taken to a military base in the capital town of Jolo where medical doctors examined them. Thailand giant Agri group to invest $2-B in Philippines THAILAND’S largest agricultural corporation, the Charoen Pokphand Group (CP Group), is investing an estimated $2 billion in the Philippines over the next five years to produce pork and chicken both for the local and export market, according to Agriculture Secretary Manny Piñol.

Misuari also took the opportunity during the meeting to praise President Rodrigo Duterte for his sincere understanding of the plight of the Bangsamoro people. He said Duterte has shown his strong commitment to the implementation of the 1996 peace agreement between the Philippine government and the MNLF. “The 1996 Final Peace Agreement between the MNLF and the Philippine government is the mother of all peace agreements, therefore it should be implemented to the letter,” Misuari said, adding, the former rebel group can greatly help in preserving peace not only in Sulu, but elsewhere in the autonomous region. He said poverty and neglect of the area is the root cause of all evils in the region. For his part, Tan – a
peace-maker and a strong supporter of Duterte – said the provincial government is also working hard in cooperation with the national government in uplifting the welfare of the people in Sulu and advocating peace and development in the province and in the autonomous region. “That is our thrusts and the influx of livelihood projects in Sulu from multinational companies and investors are also in the pipeline. Improvements in our social service facilities such as hospitals, educational institutions, among others, are included in the plan. Upgrading of our power plants and communication facilities are also outlined in the program,” Tan said. Tan also cited a proposed bill filed in Congress by Kusug Tausug Representative Shernee Tan that would upgrade the Sulu State College to university status. The bill, he added, would provide free education for 15 years. “Basically, we all want the same thing, a developed and peaceful Sulu,” Tan told the MNLF leaders during the conference held at his office. DENR to put up antiARMM holds Social environmental crime task force Development Summit in Basilan
ZAMBOANGA CITY – The Department of Environment and Natural Resources in Western Mindanao said it would put up an anti-environmental crime task force in an effort to strengthen environmental laws in the Zamboanga region. Cidur Jul Sadjiri, DENR Chief of Enforcement Division, said they have conducted preliminary consultative meeting with the different government agencies and other stakeholders about the creation of the task force. He said the main objective of the task force is also to strengthen law enforcement of the DENR in Zamboanga Peninsula. The region is composed of Zamboanga City, Zamboanga Sibugay, Zamboanga del Sur and Zamboanga del Norte provinces. “From regional level down to the provincial and
municipality level, the agency aims to include the community to actively participate in this activity. In the previous set-up, only the DENR staffs and personnel are authorized in the enforcement activities, but now DENR is planning to include in the course of implementation the need to have partners in the community,” Sadjiri said. “The main purpose of the task force is to establish proper coordination among enforcement agencies. In Regional Anti-Environmental Crime Task Force they involve the Philippine National Police in Western Mindanao, the Philippine Navy, the National Bureau Investigation, the Bureau of Customs and other government law enforcement agencies to guard the area in the entire region,” he added. For his part, Felix Miraflor Jr, the DENR regional director, also emphasized the need to
tap other partners in carrying out the enforcement activity in guarding and protecting the region. “This task force is more comprehensive covering not only the anti-illegal logging task force but includes all environmental crimes like wildlife, mining, smuggling and other environmental crimes,” Miraflor said. He said the task force which will also be implemented in other parts of the country is the brainchild of DENR Secretary Gina Lopez. Miraflor said the DENR is currently conducting training potential members of the task force from law enforcements staffs from the regional office down to the Community Environment and Natural Resources Office and people’s organization in the region. BASILAN – The Autonomous Region in Muslim Mindanao (ARMM) held its first Social Development Summit in Basilan province to address issues at the local level and promote greater inclusion of the community in the decisionmaking process. Last week’s summit brought together regional and local government officials including the Basilan governor, provincial board members, assemblymen, health officials, and teaching officials and their staff. ARMM Governor Mujiv Hataman led the summit with the region’s cabinet members namely the regional Vice-Governor and concurrent Social Welfare and Development Secretary Haroun Alrashid Lucman Jr.; Health Secretary Dr. Kadil Jojo Sinolinding Jr., and Educa-
tion Secretary Dr. John Magno. “The summit is a consultation, a dialogue with our constituents; we listened to the issues and concerns raised by the participants in order to develop mechanisms for efficient delivery of government services,” Gov. Hataman said. The main thematic issues discussed during the consultation were education, health, and livelihood. Problems with teachers’ appointments, promotions, lack of school buildings, the schools maintenance and other operating expenses, lack of health facilities and health services were raised by the participants. “Dialogue is one of the best ways to resolve the problems. So, through this summit, the local officials
as well as the stakeholders voiced out the issues and concerns affecting the residents in Basilan,” Mayor Arcam Istarul of Tipo-Tipo said. “We are happy that the regional government is open and willing to listen to its constituents in order to generate viable solutions; this shows the inclusiveness of the regional government and it helps build trust and understanding between sectors,” Mayor Istarul added. Governor Hataman reiterated that the regional government will go down to the grassroots level to ensure the efficient delivery of the region’s projects and programs. Security has been heightened in those areas following the successful militar y operations against the BIFF and Maute group,” Petinglay said. Soldiers and policemen recovered Hassan’s M16 automatic rifle and seized 5 speedboats and several outboard engines, believed being used by the Abu Sayyaf in crossborder raids in Sabah. The military said that aside from kidnappings, Hassan used his share of the ransoms to buy crys-
tal meth and controlled the illegal drug trade in Tawi-Tawi, and recruited members for his nefarious activities. President Rodrigo Duterte has ordered security forces to crush the Abu Sayyaf and other jihadist groups operating in the region and largely blamed by authorities for the spate of terror attacks and beheadings, including ransom kidnappings. Last month, the Abu Sayyaf, which is actively operating in Basilan, Sulu and Tawi-Tawi, beheaded a 70-year old kidnapped German yachter Jurgen Kantner after his family failed to raise P30 million ransom demanded by the small, but the mostly notorious jihadist group in the Philippines. Piñol further claimed that Chearavanont has told them that CP Group has decided to pour more investments in the Philippines because of its
distinction as the only country in the whole of Asia which is free from Food and Mouth Disease and Avian Influenza or Bird Flu. The hog and chicken production project of CP Group will be divided into 10 modules utilising about 6,000 hectares per module for the production of corn and soybeans to be used in its feed production, Piñol said, adding, this would mean a huge market for the country's corn farmers and the introduction of soybeans production to the Philippines. An estimated 2,000 workers will be employed by the new CP Group operations. Chearavanont said he would prefer a compact area for the production of corn so that farmers could be taught the modern technology in corn farming to make them more productive. Piñol said the Department of Agriculture and Fisheries informed Duterte
that a technical working group will be organised to assist the CP Group in identifying the areas where their new operations would be established. “President Duterte initially suggested the provinces of Bukidnon, Saranggani, North Cotabato, Maguindanao, Zamboanga del Norte, Agusan del Sur and Agusan del Norte as possible sites for the CP Group investments,” Piñol said, adding, Duterte thanked Chearavanont for his investments and assured the Thai tycoon that the requirements for the start of the operations of the projects will be facilitated. “One thing that I can assure you is that nobody will bother you. There will be no corruption under my administration and you will get the fair return of your investments in my country,” Piñol quoted Duterte as telling Chearavanont.

MAGUINDANAO – A total of 503 livestock raisers from Maguindanao province graduated from School-Onthe-Air’s (SOA) course on Halal Production of Small Ruminants. The Department of Agriculture and Fisheries of the Autonomous Region in Muslim Mindanao (DAF-ARMM) partnered with the Agricultural Training Institute (ATI)-12 in the implementation of the SOA program. The farmer-graduates come from 10 towns of Maguindanao, namely Datu Odin Sinsuat, Sultan Mastura, Guindulungan, Northern Kabuntalan, Talayan, Datu Blah Sinsuat, Datu Anggal Midtimbang, Datu Saudi Ampatuan, Sultan Kudarat and Parang. The SOA program is one of ATI’s distance learning initiatives covering a complete package of technology for a
commodity as well as for other agriculture- and fisheries-related subject matter. The SOA is a series of radio programs, presenting the subject matter systematically and in a progressive manner. SOA’s topics include Islamic principles on goat and sheep raising, livestock welfare and halal production, consisting of 18 episodes from November 14, 2016 until March 13, 2017. These subjects went on air through DXMS Radyo Bida. Alexander Alonto, Jr., DAF-ARMM Secretary, led the mass graduation. “Radio is the most effective mode of distance education to disseminate the latest technology to our raisers and farmers,” Sec. Alonto said. Hannadi GuiamadPompong, SOA project officer from ATI 12, said the
SOA was basically aimed at increasing awareness on halal production of ruminants. Abdulkadir Adam, a livestock raiser from Sultan Mastura, said being a graduate of SOA on halal production means he now has increased knowledge and skills on halal production. “Inaanyayahan ko kayo na sumali sa mga ganitong programa dahil tayo ang makikinabang nito,”Adam said. “Siguradong magagamit natin ito sa pang araw-araw na buhay natin bilang farmers,” Adam added. TECH TIPS: Here Is How To Use Android On Your PC EVERYONE loves the functionality Android offers, so why shouldn't you to try to bring those features you rely on from your smartphone to other devices like a PC. If you do want to use Android apps on your PC, you're in luck. There are now a number of ways you can do this, and we've looked at the best methods currently available. AMID uOS AMIDuOS AMIDuOS 2.0 brings you the complete Android 5.1 Lollipop, with an extrato-install Play Store for your Windows PC – regardless of whether it’s Windows 7, 8, or 10. The first 30 days are free, but after that you can purchase a lifetime license for around $18. AMI has “carefully tested thousands of Android apps” and provides ongoing updates to ensure that even newer Android apps can be used without any issues on your PC. 3D acceleration also makes Android games on PC faster, and you can even use your gamepad with AMIDuOS. AMIDuOS emulates a complete Android tablet with home screen, settings, sensors and a touchscreen. Your Android apps can be displayed on the PC in a normal window or in full screen mode. The shared clipboard allows you to copy text on the PC and paste it into the Android emulator and vice versa. A common file system allows you to access the PC hard drive from the emulated Android device. When we did a test on a Core i7 laptop with 8 GB RAM, we found that AMIDuOS was fast and reliable. The setup is simple and the installation of the Play Store on a Windows system also works very easily. You just need to right-click the Google Apps ZIP file and select Open in AMIDuOS from the shortcut menu. You can find the official instructions here. Unfortunately, there are some downsides. The user interface has not been adapted for use on desktop computers with a mouse and keyboard. Instead, the interface looks like the default Android interface for tablets, so some changes to the interface would have been beneficial for the emulator. Remix OS (which we also review in this article) has resolved this issue, providing a much more elegant copy of the Windows 10 interface. AMIDuOS should probably consider addressing this problems in the same way with a preinstalled launcher. AMI spokesman Luke Lappala has already forwarded this proposal to the development department – but even after one year there is still no movement. There was a further problem when playing fullscreen media in AMIDuOS: the mouse cursor was never hidden and interfered with the full screen mode. The video playback is no longer that user-friendly, since Netflix’s high-definition content has not been able to work with the laptop resolution of 1,366 x 768 pixels. This has resulted in a clearly visible jaggies on the edges of the screen.The

YouTube app was not able to play full HD streams on another laptop. In AMIDuOS you can press and hold individual apps in the app selection and drag them over to the text Pin To Windows so you can pin them to the Windows 10 menu. This icon can also be attached to your Quick Start bar. As a result, you'll be able to go directly to the Android app you want to run in Windows - and for which you have actually installed the emulator for. The bottom line is that AMIDuOS does exactly what it’s supposed to do. The emulator can be set up very quickly. It supports the Play Store, and the important Android apps can be run with it on Windows. You can even start it directly from Windows, which makes the transition between Windows and Android apps seamless – but the full launch of the emulator and the app will take a few seconds. The speed of AMIDuOS was outstanding in the test – apart from one crash – and it takes up very little battery, using less than 300 MB in RAM. BlueS tacks lueStacks The BlueStacks Android emulator, which was once supported by AMD, has been around since the end of 2011 and its developers collected a lot of experience in using Android use on the PC. The basic systems are eitherWindows or Mac OS. BlueStacks describes itself as an “app player.” The installation is carried out via the installation program. You then start BlueStacks and log in to your Google account. Incidentally, BlueStacks emulates Android using the old Android 4.4.2 KitKat. BlueStacks visually looks like a tablet and shows a home screen after the start, where the installed and recommended apps can be found. A navigation bar is located at the top. There, just like in Windows, you can switch between apps and call up the home screen. To switch between home screens, you use the mouse to click on the button, and then drag the cursor to the right or left. The pure touchpad operation is, as a result of this, somewhat cumbersome. Certainly, BlueStacks requires the hardware of a computer. When switching between apps and the home screen, the emulator likes to pause for thought. If you want to gamble with BlueStacks games, it’s worth it for you to have your own graphics chip as the integrated graphics solution is sometimes insufficient – at least it is on a MacBook, it even if these led to display errors. BlueStacks finances itself either by sponsored apps, advertising or a premium membership option that costs $48.00 per year, which removes all advertising in the emulator. There are a few blatant differences between theWindows and Mac versions. The Mac version has an older user interface, so there is no task bar at the top of the display. Games were not
executable on a MacBook Air because the graphics chip primarily produced graphics errors. Remix OS P lay er Play layer er:: the emulator for Windo ws indows Remix OS Player is a separate version of Remix OS, which works under Windows as a kind of virtual machine. The user interface is identical to the standalone version, so you can find a UI optimized for laptops and desktops. The Android version used here is Android Marshmallow. Apps you installed via the Google Play Store, as well as purchased apps, are also available here. The biggest difficulty with the Remix Player is the keyboard, as some special characters were placed that are not traditionally included in the QWERTY system. Passwords can only be entered successfully if the virtual keyboard is always shown. This may be acceptable for passwords, but it’s very impractical for writing longer texts. In our review, the performance of the player is convincing: when idle, the Remix Player does not consume resources and apps, such as games, run at a decent speed. The Remix OS Player also has a full-featured offshoot called the Remix OS. This is a fully bootable operating system that brings Android to the PC. Remix OS for PC Remix OS for PC is not an emulator that starts Android apps on Windows, but an alternative operating system. The team of developers at Jide is working on Remix OS for PC. That said, it's quite mature and can be installed next to Windows on a Notebook. After you download Remix OS, the installation follows with an installer in the Windows environment. One reboot later, and Remix OS is ready to go. The Notebook we used for testing was easy to connect to the WiFi. Although the setup assistant crashed on the first attempt to activate the Google Play services, it worked out in the second attempt. Remix itself is sold with the Remix Mini PC, a product with its own platform. What’s special about Remix OS is its desktop-optimized interface, which is a bit reminiscent of the Chrome OS. It allows you to use multiple Android apps in windows as you would on a traditional desktop operating system. You can enlarge them and move them at will. For a real desktop feeling when using Remix OS, developers have integrated a task bar and typical desktop and system apps like a file manager. New or old apps can be downloaded from the integrated Google Play Store. The Remix OS performance in our review left nothing to be desired. Remix OS is based on Android Marshmallow. Remix OS runs apps without emulation, which leads to noticeable performance advantages compared to the emulator solutions. Even games ran smoothly on the Notebook with its own

– 1 (12oz. can) chunk light tuna in water – 1 egg – ½ cup chopped scallions – 1 medium yellow onion, sliced – 1 medium tomato, cubed
– 3 cloves garlic, chopped – ¼ teaspoon ground black pepper – 2 tablespoons fish sauce (patis) – 1¼ cups water – 2 tablespoons cooking oil
INSTR UCTIONS: INSTRUCTIONS: 1) Heat oil in a pan. 2) Saute garlic, onion, and tomato until soft. 3) Add the canned tuna (including the water from the can). Stir. Cook for 3 minutes. 4) Pour the water into the pan. Let boil. 5) Beat the egg and then pour into the pan. Let it cook for a few minutes until it starts to form. Stir. 6) Add ground black pepper and scallions. Cook for 2 minutes. 7) Pour the fish sauce into the pan. Add more water if preferred. 8) Transfer to a serving plate. Serve. 9) Share and enjoy! BlueStacks delivered an acceptable performance, but puttered on the Mac. Additionally, it uses a very old Android version.The Remix OS Player showed some quirks, but the user interface is well-tailored to the conditions of the desktop.
AMIDuOS is also not without its issues, but otherwise makes a favorable impression. Again, Remix OS is not an emulator but a complete implementation of Android as a desktop operating system. The system is nimble and, in a qualitative sense, is currently the best option to run Android apps on a PC – the main catch being that it needs to be booted. Ultimately, the question remains as to why an An-
droid app would be required on the PC. Many services are also possible without the emulator detour on the PC – WhatsApp has software for the PC, and many apps have web services. The emulators are hardly suitable for gaming. Remix OS scores with good performance, but it is more likely to be a way to help bring new life to decrepit PCs and Notebooks. CEBU CITY – A wealthy Filipino-Chinese man David Lim Jr, who shot and wounded a nurse during a traffic altercation here, defended himself from his accuser, saying the victim and his companions allegedly tried to attack him. The incident occurred on March 19 where Lim shot Ephraim Nunal during the heated exchange of
words which were all caught on a car camera tailing the victim’s vehicle. The clip was also used by the police in filing criminal charges against Lim, the nephew of Cebu businessman Peter Lim tagged by President Rodrigo Duterte as an alleged drug lord. Lim’s family has offered P300,000 to anyone who can provide them the full video clip of the
shooting incident which will show that the accused acted in self defense when he shot Nunal with a .22-caliber hand gun. The legal counsel of Lim, Lawyer Orlando Salatandre Jr., also said his client only acted in self defense. Lim surrendered March 21 to Chief Superintendent Noli Talino, the regional police director. 'Infocast' program launched in Cebu City CEBU CITY – The local government has revived the Infocast program with Smart Communications to beef up its communication efforts. The program is the initiative of the City Disaster Risk Reduction Management Office. Greg Senados, a spokesman for the local government, said Smart Infocast is a web-based communications solutions that allows the city to send warnings, advisories, preparedness tips, and important announcements to over 25,000 subscribers daily.
