SULU – President Rodrigo Duterte made good his promise to Muslims in southern Philippines to revive barter trading with Malaysia, particularly in the Sulu Archipelago, in an effort to relive the long lost tradition and help hasten the economy in the area. Duterte has sent Commissioner Nicanor Faeldon, of the Bureau of Customs, to Sulu province

where he met with provincial leaders headed by Governor Toto Tan and representatives of various sectors to discuss the revival of the barter trade which had flourished for many centuries in the past. Among those that attended the meeting were municipal mayors, local traders and entrepreneurs and members of the Sulu Chinese Chambers of

Faeldon said he was instructed by Duterte to come here and discuss the barter trade with Malaysia and neighboring countries as well such as Indonesia. “Pag magkaisa sila, I will restore the barter trade sa Sulu. TRUMP ENJOYS TALKING WITH DUTERTE: WHITE HOUSE PRESIDENT RODRIGO DUTERTE’S political critics, including human rights organizations opposed to his tough anti-drug campaign, continue launching tirades against the former Davao City mayor for his alleged brutal war on illegal drugs. But Duterte said he will continue his war to save the country and his people from the menace of illegal drugs and even U.S. President Donald Trump at one time praised the Filipino leader for his antidrug campaign. Just recently, Trump phoned Duterte and they spoke on various issues,

including nuclear threats posed by North Korea that also threatens regional security in South East Asia. Trump even invited Duterte to Washington. In a statement by the White House, it said Trump’s conversation with Duterte was very friendly and the American president enjoyed it and is looking forward to also visit Manila in November. “It was a very friendly conversation, in which the two leaders discussed the concerns of the Association of Southeast Asian Nations (ASEAN) regarding regional security, including the threat posed by North Korea.”

“They also discussed the fact that the Philippine government is fighting very hard to rid its country of drugs, a scourge that affects many countries throughout the world. President Trump enjoyed the conversation and said that he is looking forward to visiting the Philippines in November to participate in the East Asia Summit and the U.S.ASEAN Summit. President Trump also invited President Duterte to the White House to discuss the importance of the United States-Philippines alliance, which is now heading in a very positive direction.”

According to a report by the NonProfit Quarterly, this was not their first exchange. Duterte called Trump to congratulate him on his election, and Duterte later claimed that Trump wished him success with his anti-drug campaign. Duterte has not yet officially accepted the invitation, citing a busy schedule. Trump has a commercial connection to the Philippines: His name is stamped on a $150 million, 57-floor tower in Manila, it said. Duterte hosted the recent ASEAN Summit in Manila. Workers decry discrimination, unfair labor practises in Cotabato, Maguindanao COTABATO CITY – A labor group called Kilos Bayan has decried the inaction of the Department of Labor and Employment against erring establishments that continue to discriminate against Muslims and tribal people in Cotabato City in southern Philippines. Goldie Omelio, media liaison for the Kilos Bayan, said discrimination is still widespread here and added that they brought this to the attention of the government agency, but it failed to act on their complaints. Omelio said many establishments here and in Maguindanao province were also not paying their

employees the minimum wage as provided by law. Worst, many of these employees earn as little as P100 a day which is a far cry from the daily minimum wage of P295, while some working at groceries were being forced to buy commodities in the store and payments deducted from their salaries. Speaking over a radio program at dxMS Radyo Bida, Omelio said: “Maliban dito, marami ding mga non-agricultural establishment sa Cotabato City at Maguindanao ang hindi nagbibigay ng tamang pa sweldo na itinatakda ng Department

Duterte to revive barter trade Continued fr om page 1 from Tan also shared his memories with Faeldon during the recent meeting and said “during the glory days of trading with Malaysia, there was no outbreak of violence as it is now because everybody was busy with making a living and simply plying their trade. The only thing you need during those times was simply your credibility as a trader and trust,” he said. Or his part, Faeldon said the government is sincere in helping not only the local economy and reviving the old barter tradition, but also to ensure that people, especially the poor, will benefit from this. “The administration of President Duterte ay hindi nagdidikta kung ano ang gagawin ninyo, instead kayo ng magdikta sa amin kung ano ang gagawin namin and that is why we

You are the experts in this kind of business,” he said. “Prepare a position paper kung paano umpisahan ulit ang barter trade sa Sulu and I personally will hand it over to President Duterte.” Tan said they will immediately prepare the papers and praised Duterte for his sincerity and pledges he made to the people of Sulu, and thanked Faeldon for his visit. Faeldon, a former Marine officer, said he once served in Sulu, particularly in the town of Kalinggalan Caluang, and reminisced those years when barter trading was still the main livelihood of the locals. “I really missed the Batik shirts from Indonesia and the chocolate-coated candies, the BATA sandal, Maling luncheon meat, processed canned goods

that I used to buy in barter trade centers for pasalubong every time I go home for rest and recreation,” Faeldon said. Locals also welcomed the revival of barter trading and thanked the government for its effort in bringing back the tradition which their ancestors began. “Yan ang hanap-buhay ng mga lolo at lola at tatay at nanay nila. Sabi ng nanay ko noon pa man uso na ang barter (trading) sa mga Intsik at tapos sa Malaysia at Indonesia,” said Abubakar Hussein, a local trader. Sulu was the center of trade in the past and had been exchanging goods with Chinese merchants. DAVAO CITY – It’s a war of words and insults now between the New People’s Army and presidential daughter and current mayor of Davao City, Sara DuterteCarpio who branded the communist rebel group as “stupid and bumbling idiots” after calling her a “hypocrite”. The rebels recently attacked a factory of the Lapanday Foods Corporation owned by the wealthy Lorenzo family in Davao City and shot one of its security guards and wounded a civilian; and accused the company of land grabbing and exploitation of its workers. Carpio, who strongly condemned the attack, said it was an act of terrorism and a personal insult. Restituto Baguer, a spokesman for the “Pambangsang Katipunan ng mga Magbubukid” allied with the rebel group, accused Carpio of being a hypocrite, saying his husband, lawyer Mans Carpio works as a legal counsel for the Lapanday Foods Corporation. He also tagged the mayor as a spokesperson and defender for Lapanday Foods Corporation. “It is understandable that Davao City Mayor Sara Duterte (Carpio) views the May 29 NPA’s punitive action in the city as an “act of terrorism” against the Lorenzos, given that her husband, Atty. Mans Carpio, is a legal counsel of the Lorenzo-owned Lapanday Foods Corp. We can only expect that a GRP local chief executive who has vested interest in the companies of a land grabbing comprador-landlord to be the latter’s spokesperson and defender,” Baguer said. He added that Carpio was silent when armed men allegedly working for Lapanday Foods Corporation shot and wounded 9 farmers at a banana plantation last December in nearby Tagum City in Davao del Norte province. And even appointed Senior Superintendent Alexander Tagum, then the provincial police chief of North Cotabato as Davao City police chief despite his alleged human rights abuses. “Sara Duterte hardly made noise when Lapanday’s armed goons opened fire and wounded nine unarmed civilian peas-

ants three days after the latter’s land occupation of the land grabbed Lapanday banana plantation in Tagum City last December. Duterte also supported the appointment of Superintendent Alexander Tagum as Davao City Police Chief, the same fascist police officer who led the massacre of barricading El Niño victims in Kidapawan City in April last year,” Baguer said. “Thus, for Sara Duterte to claim the NPA’s assault in the Lorenzo-owned businesses in Davao City a “personal insult,” is not only hypocritical but downright self-serving. For peasants around the region, the NPA’s series of raids in Lapanday’s plants in Mandug and Bunawan, and ranch in Pangyan, Calinan (also in Davao City) is a fitting retributive action by a true people’s army against a greedy feudal lord and capitalist,” he added. She also narrated how she rushed to the hospital to personally look at the situation of the wounded civilian, Larry, who is a fruit and fish vendor who fell victim to an NPA bomb explosion during the April 29 raid at Lapanday Foods Corporation. “So let me make you understand why I condemned what the New People’s Army have done. On or about 8 o’clock in the morning of April 29, 2017, I was standing in the middle of the trauma room of the Southern Philippines Medical Center praying that the civilian who was injured in the IED blast – courtesy of the terrorist NPA – will not die. Larry had no one with him so I was the one who had to read through

his text messages to look for a family member. I was the one who called his wife, broke the bad news, and asked her to come and stand by her husband’s side.” “One of his text messages spoke of his work as a simple laborer, who sells fruits and fish. The victim was the very person that you say should be defended from injustice. So when I condemned what the NPA did, I spoke for Larry. But you did not know that, did you? You just assumed when I say personal, it is all about my life. Because that is how you are. You are selfish individuals and you think the world is all about you. As Mayor tasked with the responsibility of the safety of civilians, the injury of Larry is my injury,” Carpio said. She further said the incidents in the cities of Kidapawan and Tagum were not her concern being the mayor of Davao City. But she admitted that she personally favored Tagum to be the chief of the local police force because of his tough stance against the NPA. “I personally made it happen that Senior Superintendent Alexander Tagum come in as Director of the Davao City Police Office, because he stood his ground against you. The so-called punitive action against the company was nothing but an action against peace, economic stability, and the security in Davao City. We now have 130 employees without work and Larry still in a coma. And yet the Lorenzos will still have money that you and I can only dream about in this lifetime. It did not even make a dent in their bank accounts.” “I maybe a hypocrite to you, but you are stupid to me and all the peace-loving Dabawenyos. Terrorists and fake organizations do not have the right to talk about social justice. Show me your faces and then maybe I will listen to your rant about social justice. Look, you cannot even spell the word ‘Pambansang’ correctly. Bumbling idiots,” Carpio said. The NPA, which is fighting for a separate state, is currently negotiating peace with the government. TECH TIPS: Siri Tips And Tricks: Commands You Need To Know SIRI IS an old favorite in a now-crowded AI assistant market. Owners of the iPhone and other Apple devices are no doubt familiar with Siri already, but there's a lot it can do for you that you may not have heard about yet since new features are added all the time. In this article, we've gathered all the most useful Siri commands, from the basics to more advanced features. How to summon S ir Sir irii There are several ways to get the attention of your assistant. On your iPhone, once you have the option enabled, you can ask it questions and give her commands by starting off with, "Hey Siri." You can also press and hold the center button on Apple Earpods or double tap on one of your AirPods to activate Siri without having to say "Hey Siri." On a Mac computer, you can also click the Siri icon in the menu bar. It's always with you, even on Apple Watch, iPad and Apple TV. The basics Settings You can tell Siri to turn the following on or off: Wi-Fi, Bluetooth, wireless data, airplane mode, do not disturb mode and night shift. You can also make adjustments to the screen brightness or audio volume, by saying "turn volume/brightness up/down". You can even change the language and gender of Siri's voice. It's also nice to configure Siri to be able to pronounce your name and understand your relationships to people. To teach it how to say your name, just say "Learn to pronounce...". To teach it who your mother, brother and other important people in your life are, just say "My mom is Kathy Smith," and it will associate it with the existing contact. App-specific commands Siri works with native and some third-party apps. Just tell Siri to "Open..." then say the name of the app.With Siri, you can take a regular photo or selfie and then view the photos in the app of your choice, all without having to touch the screen or buttons. You can ask it to call you an Uber or Lyft, make payments to friends with Paypal and even search for design trends on Pinterest. Some of the features you'll use most, though, more likely involve messaging and calls, which we'll get to in the next section. Communication Sending calls and texts using Siri is easy, no matter which apps you prefer to use for it. To send a message via your preferred app, just say "Message John on WhatsApp 'See you later'," but swap out WhatsApp for Facebook Messenger, Skype,WeChat or others as you please. You can also "Call mom," or "Call mom on WhatsApp," or "Facetime Mom". You can also use Siri to tweet, check and send emails and check voicemail messages. Just use the following commands: "Tweet 'My vacation is going well because New York is the best city'." "Send email to Dennis about paying the bill and say

'Have you paid the water bill this month?'." "Check email." "Read new messages." "Read new WhatsApp messages." "Do I have new voice mail?" "Play the voice mail from Scott." Stay organized Siri can help you keep on top of your daily tasks, reminders and meetings. You can tell it to remind you of things at specific times or when you arrive at a particular place, for example, "Remind me to feed the cat when I get home at 7 PM". If a reminder isn't what you need, you can also set a timer to jolt you in 15 minutes to check the food in the oven. You can also have Siri add things to an existing list in the Reminders app, by saying something like "Add lettuce to my grocery list". To keep you waking up on time for your busy day ahead, say "Wake me up at 5 AM," then tell it to "Turn off all alarms," once you're awake. To get an overview of your schedule for the day, ask "What appointments do I have today?". Schedule meetings efficiently by saying "Schedule a meeting with Jennifer at 4 PM today," and then cancel by saying "Cancel my 4 PM appointment". Search You can ask Siri to search for things both online and on your phone. Here are some commands and questions you can use to find out what you want to know: "Do I need an umbrella today?" "What is the weather like today?" "Show me photos from yesterday." "Find photos of Chicago." "What time is it in London, UK?" "What is Apple's stock price?" "How many ounces are in a pound?" "What is 18 percent of $40?" "What is the definition of elucubrate?" "What is trending onTwitter?" Enter tainment ntertainment Music You can use Siri to control music with your voice. Basic commands like play, pause, skip, next, stop and play previous song all work as you'd expect. To play a specific song, simply say "Play 'Can't Buy Me Love' by the Beatles" or try a broader selection with "Play top songs from 1964" or "Shuffle my Sixties playlist". To specify the next song to play, just say "After this, play 'A Hard Day's Night'," or "Play more like this," for similar. If you like what you're hearing, ask "What song is this?" to find out via Shazam, or tell Siri to buy it for you. Movies Siri can also help you with picking out a movie, too. Ask her "What is the synopsis of 'Guardians of the Galaxy Vol. 2'?" and then if you like the sound of it, ask if it is playing at a theater near you. Siri can fill you in on locations and upcoming showing times in your area. Sports With Siri, sports trivia and scores are always just a question away. Keep on top of the news for your favorite team or league with the fol-

lowing Siri sports commands: "Did the Yankees win?" "How did the Red Sox do last night?" "What was the score the last time the Yankees played the Boston Red Sox?" "What baseball games are on today?" "What are the college football rankings?" Random fun commands Are you bored? Try these fun commands: "Tell me a joke." "Knock knock." "Why did the chicken cross the road?" "What does the fox say?" "What is zero divided by zero?" "What planes flying are above me?" Be careful with any Siri tricks you hear about that involve a string of three numbers. Pranksters have been posting false tips on social media, suggesting that certain combinations of numbers will trigger cool features. But, actually, these numbers are commanding the phone to dial emergency services. Don't tell Siri to dial 911 or any of these other numbers which you may not know are emergency codes in other areas: 000, 108, 999, 110 or 112. On the go Navigation Siri can help you get exactly where you want to go without you having to lift a finger to navigate. Get directions to work by bike or public transport, find out how bad traffic will be on the way home by car and figure out your ETA in a snap. Just say "Find transit/driving/ walking directions to work/ other destination", "How do I get to In-N-Out Burger by bike?" or ask "What is my ETA?". When you're travelling long distances, you can also tell it to "Check flight status of US Airways Flight 1234". Public urged to report illegal money lenders CEBU CITY – The Securities and Exchange Commission urged the public to report illegal money lenders, especially those so-called '5-6' lenders who are operating without permits. Atty. Lindeza Gavino, director of SEC Cebu Extension Office, said this type of lenders are not registered and thus cannot operate their money lending businesses. "It is illegal to act as a lending investor or what we call lending company unless you are registered as a corporation and you secure a license to operate as such with the SEC," Gavino said. Gavino asked the public to report these money lenders through their i-Message Mo facility by accessing SEC's website at www.sec.gov.ph. The facility is an alternative venue where the public, investors, complainants, requestors, and others are able to follow-up their queries, complaints, issues, concerns and give suggestions, opinions and tips as well as track the status of redresses or comments from anywhere. Under the Lending Company Regulation Act of 2007, it is illegal to act as a lending company or investor unless registered with SEC as a lending company. The law also mandates lending companies to orga-

nize only as corporations, making it illegal for individuals to engage in the business of lending without being registered as a corporation with the Commission and secure the required Certificate of Authority. Gavino explained that prior to the enactment of this law, individuals and partnerships were allowed to operate a lending business even without these requirements. But now, she emphasized that lending companies are required to convert themselves into corporations as well as to secure authority from the Commission. The SEC has been going after these informal money lenders after President Rodrigo Duterte himself has ordered agencies to go after these "5-6" money lenders. Most of them are offering interest rates of 20 percent or more, she said. Gavino said SEC does not impose maximum interest rates to lending companies, but she said it should be at a "reasonable" rate. "Lending business is not illegal. It will only be illegal if you fail to register with SEC and if you go beyond the rate that you disclose," she said. Currently, legally-operating lending companies in the country follow a three to five percent interest per month. Upon registration with SEC, these lending companies are also required to disclose the

interest rate they charge to borrowers, she said. Gavino reminded individuals and lending companies that they are only given at the end of this month to secure their authority or otherwise face penalties. Under Section 12 of the Lending Company Regulation Act of 2007, violators may face a fine of not less than P10,000 and not more than P50,000 or imprisonment of not less than six months to 10 years or both, at the discretion of the court. Evelyn Garso, in-charge on the processing of the licenses of lending corporations at SEC Cebu Extension Office, said they needed to submit the 10 listed requirements for registration and issuance of the certificate of authority. These requirements are cover sheet; CGFD clearance; all documents required for incorporation (name reservation payment confirmation, articles of incorporation, treasurer's affidavit, by-laws, and confirmation of correction); application form; information sheet; valid NBI Clearance of all incorporators and stockholders; additional requirements for foreign directors and officers; manual on anti-money laundering; board resolution on the manual certified by the corporate secretary; and notarized bank certificate of deposit.
