Human rights groups condemn arrests of NPA leader, bishop

PAGADIAN CITY – Human rights groups condemned the recent arrest of a communist rebel leader and a bishop at a military checkpoint in Ozamiz City in the southern Filipino province of Misamis Occidental. Barug Katungod Mindanao accused the military of false charges against Rommel Salinas, of the New People’s Army, who is wanted by authorities for a string of murder cases and other high-profile crimes in western Mindanao. A grenade was also recovered by security forces from Salinas’ possession. Salinas was with Bishop Carlo Morales, of the Philippine Independent Church,

the country’s second largest Christian denomination. Morales was with his wife, Teofina, and their driver Sadome Dalid, in a van when security forces flagged down the vehicle following intelligence report that it was transporting a senior rebel leader. All four did not resist arrest and are being investigated separately by the police. It was not immediately known why Morales and his wife were with the NPA leader or if they were protecting Salinas. Brigadier General Rolando Joselito Bautista, commander of the 1st Infantry Division, said the arrest of Salinas was the result of a

long intelligence work. “Best coordination work from the community, LGU (local government units), PNP (Philippine National Police), and the Army led to the capture of one of the highest ranking CPP-NPA (Communist Party of the Philippines-New People’s Army) leader in Western Mindanao,” he said in a statement following the capture of Salinas. The NPA, which is currently negotiating peace with Manila, did not issue any statement, but the rebel group has been fighting for many decades now for the establishment of a communist state in the country. Official data from the Philippine National Police pegs the total number of homicide cases since Duterte came into power at 9,432. Of this number, 1,847

are said to be drug-related, while 1,894 are not. The remaining 5,691, approximately 60% of the total figure, are still under investigation. The EU has been providing support to Manila's efforts to end nearly 50 years of Muslim rebellion in a conflict that has killed more than 120,000 people, displaced 1 million and stunted growth in one of the country's resource-rich regions. It granted the Philippines 130 million euros in development assistance between 2007-2013. In 2015, it

pledged 325 million euros over four years to finance projects in Muslim Mindanao after Manila signed a peace deal with rebels in March 2014. But Socioeconomic Planning Secretary Ernesto Pernia said Duterte could take back his rejection of the EU aid. Pernia said it was not a policy, referring to the government’s rejection of the EU aid. ing high-quality coffee. Each member of the household in Kandayok ARC is now involved in coffee production, she said. PAPMPC and the Kandayok ARC in Sulu are recipients of DAR-ARMM’s Agrarian Reform Community Connectivity and Economic Support Services or ARCCESS, project. The community received common service facilities, agri-enterprise development and rural infrastructure from the regional government through that project. PHILIPPINE troops captured an Abu Sayyaf militant involved in cross-border kidnappings in Sabah in Malaysia, officials said. Officials said Sahidul Bandhala Jikiri was captured recently after villagers in Sitangkai town in Tawi-Tawi province allegedly tipped off the military about his involvement with the notorious group tied to the Islamic State. Jikiri, who is currently being interrogated by authorities, admitted his roles in kidnappings in Sabah and that some of the ransoms were used to fund terror activities and piracy in the sea bordering the Philippines and Malaysia. Army Captain Jo-ann Petinglay, a spokeswoman for the Western Mindanao Command, said the cooperation of civilians and support of the local government led to Jikiri’s fall. “The civilians are really helping us in stopping Abu Sayyaf atrocities and of course with the support of local government leaders. The operation against the Abu Sayyaf is continuing,” she said. Petinglay said government soldiers also seized over the weekend an Abu Sayyaf encampment on a remote hilltop village in Sumisip town in Basilan province. She said troops recovered homemade bomb components left behind by

militants under Puruji Indama after engaging them in a firefight. Military aircrafts, said added, provided close air support while ground troops pounded the area with artillery fire. Petinglay said troops discovered about a dozen makeshift tents at the encampment that could accommodate at least 40 militants. Quoting reports from army commanders in Basilan, Petinglay said as many as 20 militants were killed in the clashes since May 11, but the military could not provide proofs of the claims except for information allegedly provided by civilians and former militants who surrendered to them. Both Tawi-Tawi and Basilan belong to the Muslim autonomous region where security forces are battling the Abu Sayyaf which has been fighting for the establishment of a caliphate in the country. Regional Governor Mujiv Hataman also convened recently some 300 Ulama or Islamic scholars and religious leaders to seek help in an effort to fight extremism and terrorism, especially the violent influence of the Islamic State. The three-day summit held in Cotabato City was also attended by police and military officials and other peace advocates and other

stakeholders not only in the autonomous region, but also in Mindanao. Hataman said terrorists use inappropriate interpretations of Islamic principles to strengthen their cause and encourage the commission of vicious acts. “We urge our Ulama that if we are on the right position, we should move to show what is right, and let’s condemn what is wrong,” he said, adding, the Philippines now ranked 12th among the countries heavily affected by terrorism according to the 2016 Global Terrorism Index of the Institute for Economics and Peace. He said the presence of the Abu Sayyaf and the Maute group, including other terrorist groups in the region brings the whole of ARMM at the forefront of the fight against terrorism in the country. Hataman said Muslim scholars can contribute to the advocacy against terrorism by educating people about the true teachings of Islam most especially on the principles of justice, compassion, peace and harmony. Hataman emphasized that Islam means peace “and this can automatically counter terrorism and extremism, because peace in Islam is a key of association not isolation; it is a key of accommodation not marginalization.” (Mindanao Examiner)

Security forces raid terrorists’ hideout in Lanao Sur, 11 people arrested MAGUINDANAO – Security forces raided a hideout of a Filipino jihadist Maute group and arrested 11 people in Lanao del Sur on Monday as operations continue against their companions in the troubled province, officials said. Officials said policemen and soldiers also seized assorted weapons, including a machine gun and an antitank rocket from the hideout in the village of Romagondong in Marogong town. The operation was so carefully hatched that all those arrested were caught by surprise by the raid and were not able to fight back security forces. Those arrested have been identified as Abdullah Daos, Nasif Esmael, Gutingon Alah, Tayro

Mamanoc, Ekmad Esmail, Alvin Adam, Monib Gutumongan, Ibrahim Caronan, Cayrodin Ditarongan, Camsi Lao, and Gaso Mazo Badua. All of them were being interrogated by authorities and initial investigations showed that the group may be planning to launch fresh attacks. “As per initial debriefing from the arrested personalities, the Maute group is using the place as staging areas whenever they plan to conduct atrocities and bombing of different targets. They also revealed that most of the time, they provide and prepare the logistical requirements of their fellow Maute group members when planning for a specific terror act,” said Major

General Arnel dela Vega, commander of the 6th Infantry Division. He said the raiders seized one 60mm mortar, one M60 machine gun, one Barrette sniper rifle, one B40 rocket-propelled grenade, one M14 rifle, one M16 rifle, one Garand rifle, and one Carbine rifle. Lieutenant General Carlito Galvez Jr, chief of the Western Mindanao Command, praised the capture of the militants and lauded troops for the successful mission. He said the Maute group continues to recruit members, especially the youth, and is believed to be working with other militants from the Ansar Khilafah Philippines operating in Mindanao. A new update makes it easier to download webpages for offline viewing. 1. C op y, cut and paste Cop opy w eb addr esses addresses Share the address of specific web pages and content from websites you like using the Android copy and paste tool. In Chrome, click on the URL of the site and press the cursor for a few seconds. If you're using Android Marshmallow, you'll see that in addition to copying and pasting, there's the option to share apps and search for specific terms in Google Now. 2. S peed up page Speed loading with B Brr otli Enabling the Brotli function improves the page loading speed as sites are unzipped faster. To do this, you need to open a new page in the browser and enter the following URL: chrome: // flags / # enable-brotli. On the next page you'll see a page with several features. At the top of the screen, highlighted in yellow, is the section that is most relevant to us. It's called "Brotli Coding" content. You must now select the "Default" menu and then click "Activate". You'll then need to restart Chrome to apply your changes. 3. To make it really useful, you need to set up some options. Go to your Chrome settings, use your Google account, and enable sync. Before syncing, open Chrome on your computer, sign in with the same account, then "Sync" in the account settings and confirm that the "Open tabs" option is enabled. 7. H ow to navigate in Ho anonymous mode Incognito mode prevents G oogle Chrome from saving your browsing history. To access it, just touch the threepoint menu (upper right corner of the window) and touch "Navigate without a trace". The search bar and anonymous tab icon are grayed out, and do not change according to the website you visit. 8. S av e data with Sav ave Chr ome Chrome In Google Chrome, you can reduce the use of your plan's mobile data by compressing them. Simply open the Chrome browser and go to: Menu > Settings > Data Saver. With this option enabled, you will certainly save yourself some internet data. 9. R eader M ode Reader Mode Not all sites have been optimized to open on a smartphone. To improve your user experience with these sites, Google has enabled Reader Mode in Chrome. To enable this function open the browser and enter the following URL: chrome: // flags / # reader-modeheuristics . You will soon find the "Activate Reader Mode", then click the "Default" button and choose "Always". Each new page you'll open after this will have a note appear in the footer of your display indicating that the website can be optimized for your smartphone. 10. G et F acebook Get Facebook notifications for Chr ome Chrome If you use Facebook through your browser, and you don't want to miss out receiving notifications, these can be sent to you through Chrome. When you first access the site with the browser, Facebook asks permission to send notifications to the user. This new feature finally makes the Facebook app useless! However, if you want

to enable or disable this option you'll need to go to: Profile settings > Notifications and then tap on the gear icon. Then click "Mobile on" and manage. 11. C ompr ess media Compr ompress files with O per a M ax Oper pera Max Opera Max saves data and gives you full control over your consumption. The application works with 3G, 4G, LTE and Wi Fi networks, and is really effective as it compresses videos, photos and media in general, applications and websites, and without much loss of quality. If that wasn't enough to get you interested, Opera Max also allows you to save batter y power by blocking applications running in the background. Last but not least, when managing WiFi networks, Max also tracks what apps do in the background when connected to WiFi. 12. O pen tabs side-b yOpen side-by side with N ougat's Nougat's multi-windo w featur e multi-window feature This will only work with phones running Android Nougat. Open Chrome as you normally would, then long press the recent apps button on your phone to open the multi-window menu. At this point, go to the Chrome-occupied half of your screen and tap the three dots button on the top right for more options, and select Move to another window. Then you'll be able to open a new Chrome tab on the other half of the screen. 13. R ead w ebpages Read webpages offline For a year now, it has been possible to download a webpage to view it later while offline, but a new update makes it even easier. Just long press any link and choose "Download link". Or, when you're offline, you can tell Chrome to download it when you're back online. This is great for when your connection is spotty. Just open a link while offline, and when you get to the "You are offline" page, tap the big blue "Download page later" button. Once you've downloaded one or more pages, you can get to the content by opening a new tab. You'll see your downloaded pages listed in their own "Downloads" section at the top, above some suggested online ar ticles from Google. Kung ika’y sobra sa timbang, may problema sa likod (tulad ng Scoliosis), o hindi nageehersisyo, mas maaga mo itong mararamdaman. Bakit sumasakit ang likod? Ang kadalasang dahilan ng pagsakit sa likod ay ang muscle strain o sprain, o iyung sakit ng kalamnan. Para bang napilay ang likod. Ang sanhi nito ay ang pagkapuwersa sa masel sa likod dahil sa (1.) maling posisyon sa pagtulog; (2.) maling pag-upo (nakakuba); (3.) maling pagbubuhat (nakayuko kung magbuhat) o nagbuhat ng sobrang bigat; (4.) sobra sa timbang, at (5.) pagka-edad (arthritis). Ano ang gagawin? 1. Kung ika’y sobra sa timbang, kailangang magpapayat. Hindi kasi kaya ng likod mo ang bigat ng iyong tiyan! 2. Mag-ehersisyo kapag pawala na ang sakit sa likod. Napakahalaga ng ehersisyo. 3. Palakasin ang masel sa ating likod. Magehersisyo ng katamtaman lang. Puwedeng gumamit ng mga kaunting pabigat

Mag-squat at gamitin ang lakas ng hita para maiangat ang dinadala. Panatilihing deretso ang likod. Huwag yumuko para magbuhat. Mali iyan! 6. Umupo ng deretso ang likod. Maglagay ng suporta (maliit na unan) sa ating upuan para laging naka-straight ang ating likod. 7. Huwag maglakad o umu¬po nang matagal.

Mapapagod ang ating likod kapag nakapirmi sa isang puwesto. Ang pinakamaganda sa likod ay ang paghiga sa kama. 8. Pumili ng katamtamang kutson na tulugan. Huwag ‘yung sobrang lambot na lumulundo ang iyong likod. At huwag din matulog sa papag dahil sobrang tigas ito. 9. Matulog ng naka-“s” ang katawan. Humiga ng patihaya. Mag-unan para may suporta sa ulo at leeg. Maglagay pa ng isang unan sa ilalim ng tuhod para nakataas ito. Mas komportable sa likod ang nakabaluktot ang tuhod. 10. Kung nakatagilid kang matulog, maglagay ng unan sa pagitan ng iyong hita. Ito ay para huwag bumaluktot masyado ang ating hita at mapuwersa ang likod. 11. Puwedeng lagyan ng medyo mainit na bagay sa ating likod (warm compress). 12. Huwag hilutin o padaganan ang likod. Baka lalo pang mapilay ito. Puwedeng magpamasahe ng dahan-dahan lang para lumuwag ang masel. Kapag hindi nawala ang sakit sa loob ng 2 linggo, magpa-konsulta sa isang rehabilitation medicine doctor o orthopedic surgeon. Woman pilot excels in male-dominated field CEBU CITY - There are no limits to what women can do and Philippine Air Force (PAF) pilot Major Florriane Bacus-Reyes has proven this by showing that women can also excel in a male-dominated field of expertise. The 34-year-old pilot has a record of flying several aircrafts including the N22 Nomad plane, Fokker F27, and the CASA C-295 or the airbus of the military. Currently, Reyes is among the 20 female pilots assigned at the Brig. Gen. Benito Ebuen Air Base in Lapu-Lapu City. So, how did she end up in this career path? Reyes shared that it was not part of her plans to become a pilot. She had to set aside her own dreams in order to fulfill the dreams of her father.After finishing her degree in Business Management at the University of the Philippines Cebu in 2003, her father asked her to take the entrance examinations for the

Philippine Air Force Officers Candidate School (PAFOCS). Although it wasn't her dream, she said she learned to love it as she eagerly passed the exams and entered training. Reyes said it was also a tough year for them, especially for her. Women during the training had their physical disadvantages compared to their male counterparts. But this did not allow her to lose sight of her goal in becoming a pilot. "It was really mentally and physically exhausting but what is ironic is you would expect men not to quit during training and it will be the women who will quit. But in our class of 54, seven men quit. Forty-seven graduated. No woman quit. I think we are stronger mentally and psychologically, women are stronger," she said. Now more than a decade in the military service, Reyes said there are more opportunities for her and for other women pilots in the organization. Equal opportunities for promotion and benefits

are also given to women. Aside from this, more and more women are encouraged to join their ranks. She attributed this to the organization which also celebrates accomplishments of the women side by side with the men. "Daghan opportunities as long as makit-an nila nga that you excel in your job ihatag nila ang position, regardless of your gender (There are many opportunities as long as they can see that you excel in your job, they will give the position, regardless of your gender)," she said. Reyes just got back to her flying job after her maternity leave. She is married to a Philippine Air Force pilot, who was her classmate back in PAFOCS. They are blessed with two kids. Reyes urged other women not to limit themselves. "There are no limits to what we can do. You should be educated and committed to what you want to achieve," she said. (Carmel Loise Matus)

Economy up in Central Visayas CEBU CITY - The economy of Central Visayas accelerated to 8.8% in 2016, higher than the 4.9% recorded growth in 2015 and in the recent presentation of the 2016 Gross Regional Domestic Product (GRDP), it was learned the continued growth was largely attributed to the upsurge of industry. The 2016 GRDP was presented by Philippine Statistics Authority 7 Regional Director Ronaldo Taghap simultaneous with the rest of the regions in the country. He said the GRDP is not a study, but a compilation of all data from other government agencies. “GRDP measures the performance of the economy of the region,� he said. The biggest contribu-

tor to the economy is the Services sector with 55.5% share, although this is slower than the 57% share recorded in the previous year. The Industry Sector followed at 39.1% leaving behind Agriculture, Hunting, Forestry and Fishing (AHFF) with 5.4% share. Manufacturing and Electricity, Gas and Water Supply (EGWS) continued to accelerate by 5.9% and 7.7%, individually. The Mining and Quarrying on the other hand, decelerated to 1% from the growth of 3% in the previous year. Temporarily, services decelerated to 5.9% in 2016 and lower than the 8.7% growth last year. Taghap also said the deceleration was due to the slowing down of transportation storage and

communication with 5.1% in 2016 as compared to the 10.9% in 2015. Real Estate, Renting and Business Activities maintains its steady pace at 7.1% in 2016. And finally, AHFF suffered reversal in 2016, recording a negative 0.6% as compared to the 2.3% growth in previous year. The reversal was due to the turnaround of agriculture and forestry which pulled down by 1.4 growth percentage. In contrast, Fishing recovered in 2016 as it grows by 4.4% from a decline of 0.7% in 2015. In the overall 8.8% growth of the region, Industry contributed 5.4% while Services shared 3.4%.
