ARMM holds dialogue with Marawi youth leaders

ILIGAN CITY – To address issues facing the youth who are affected by the ongoing crisis in the Islamic City of Marawi, the Autonomous Region in Muslim Mindanao’s (ARMM) Office on BangsamoroYouth Affairs (OBYA), in coordination with the National Youth Commission (NYC), recently held a dialogue here with youth sector representatives. About 100 youth leaders from different organizations in Marawi City shared the challenges and problems they are facing with suggestions on how to solve those problems. Participants were given the chance to contribute their ideas in building stronger and more resilient communities. This served as the venue for youth leaders to directly voice out thoughts on significant issues in their city, organizers said. “We are here to listen and we want to understand your real situation,” NYC Chairperson Aiza Seguerra said.

Key points raised during the discussion centered on the role of the youth in battling terrorism, discrimination on the Filipino Muslims, scholarships for students, and efforts of the government to help internally displaced persons in the city. During the forum, participants appealed to Seguerra to help them spread the message especially on discrimination against Muslims. “Magkaiba man tayo ng relihiyon lagi nyong tatandaan na we are also against Muslim discrimination, makakaasa po kayo sa suporta ko sa inyo dahil iisa po ang ating mithiin at yun ay ang kapayapaan,” Seguerra said. “We are all brothers, a little sensitivity will not hurt.” Amir Mawallil, OBYA Executive Director, emphasized the need to face the problem of radicalism and discussed possible ways to counter the violent ideology of terror groups in the region.

“We need to listen to the voices of youth and understand how we can all better engage in preventing and countering violent extremism in all its various forms,” he said, noting that such discrimination is one reason why radical movements and other forms of extremism have attracted young Muslims in previous years. “We need to act and assert more strongly against violence because this cannot be the start of another cycle of displacement. Jalilah Hadji Sapiin, 25, a youth leader from the village of Raya Saduc in Marawi City said she is willing to encourage young individuals not to join the terror groups. “Karamihan sa mga sumasali sa grupo ng mga terorista ay mga kabataan, kaya dapat maengganyo

Seguerra told the participants that “If all of us will speak one language and send a unified message, then we will definitely be heard and we are with you, we will always be with you.” Seguerra said she heard several disturbing stories on how Muslim women were

discriminated. “Young girls who were wearing hijab, the veil traditionally worn by female Muslims, were called names, including terrorists. No matter what religion, or culture, we belong to, we are all brothers,” she said. NYC Commissioner-atLarge James Ventura also encouraged the youth in the ARMM to establish a network for the voice of the Moro youth. “Kapag nabuo ninyo ang youth network dito, mas madali kayong maririnig, dahil hindi lamang isang boses ng

kabataan ang magsasallita kung hindi buong Moro youth,” Ventura said. The OBYA-ARMM previously conducted a consultation and congress for the youth across the province of Lanao del Sur. The OBYA and NYC have committed to draft and submit a position paper echoing the youth’s demands and proposals for the national government’s rehabilitation plan for Marawi City based on the recently held dialogue. Both the military and ISIS have engaged in media propaganda since the fighting began on May 23 when militants occupied Marawi and tried, but failed to put up an Islamic State province in the city. The military claimed over 330 militants had been killed in the battle, quoting reports from civilians and army commanders on the

ground. But security officials could not provide an exact number of bodies of militants recovered by troops in Marawi, although it said at least 80 soldiers were slain in the war and that three dozen civilians had perished in the violence that gripped the capital of Lanao del Sur, one of 5 provinces under the troubled Muslim autonomous region. Petinglay said the hostages – whose identities were unknown – were allegedly forced to loot and steal under duress and upon instruction and supervision of Maute and Abu Sayyaf rebels and local criminal gangs that joined

the Mautes after being promised monetary rewards by the Daesh-inspired group. She said militants ordered their hostages to start looting as early as 7 in the morning until 3 in the afternoon, returning only by noontime for lunch. And that all war loot is being deposited at a mosque. “The rescued individuals also revealed that they followed a daily routine looting-stealing schedule: morning 7 a.m. to 11 a.m. and return for lunch and then back to looting-stealing after lunch up to 3 p.m. and then back to their holding place. The looted items were brought to a central storage in a mosque and received by designated Maute members who were keeping a list for accounting,” she said.

But it was unknown why none of the hostages escaped when they had the chance since nobody was guarding them during their looting. But these military reports came out only days after photographs of militants surfaced on social media showing them resting on a bed and couch and taking pictures from their cell phones while inside a house in Marawi. Several Muslims in Marawi displaced by the fighting also accused security forces of looting after troops barged into their houses and allegedly stole jewelries and money, an allegation strongly denied by the military. Tawi-Tawi gets chunk of ARMM projects TAWI-TAWI – Some 40 poor families from the remote town of Simunul in the southern Philippine province of Tawi-Tawi benefited from core houses under the Bangsamoro Regional Inclusive Development for Growth and Empowerment (BRIDGE) program of the Autonomous Region in Muslim Mindanao (ARMM). ARMM Governor Mujiv Hataman and Tawi-Tawi Governor Rashidin Matba led Monday’s turnover ceremony to the beneficiaries in Tubig-Indangan. They were assisted by Public Works Secretary Don Mustapha Loong and TawiTawi District Engineer Toni Kamlani, Bongao Mayor Jimuel Que and Simunul Mayor Ahmad Abdurahman and other ARMM officials. Among the recipients of the program is the couple Sindang Abdur, 57, and Saifudin Abdur, 60. They used to occupy a space at Sindang sister’s house in the coastal area of TubigIndangan. The Abdur family, which is engaged in fishing, now lives in a structurally sound house complete with potable water facility and solar power electricity.

The Abdurs will also be covered by the government’s cash-forwork program over a period of six months and would receive P10,000 in seed money to start their own enterprise. They will also be provided with their nutritional needs for six months as part of the program. The ARMM-BRIDGE utilizes a modified community-driven development approach following the ‘Apat na Dapat’ program model, which is focused on poverty alleviation by targeting the four most basic needs of the poorest of the poor ? water and sanitation, food, shelter, and light. Simunul, Sibutu and Tandubas are the initial target towns of ARMM-BRIDGE in TawiTawi province. Other towns on the BRIDGE list are Balindong, Taraka and Lumba-Bayabao in Lanao del Sur province; Barira, Datu Anggal Midtimbang, and Matanog in Maguindanao province; Sumisip, Tipo-tipo and Tuburan in Basilan province; and Pandami, Parang

and Talipao in Sulu province. Governor Hataman said the program aims at alleviating the poverty incidence among residents by targeting 600 poor families across the region on its first swing of implementation. In order to implement these components, a budget of at least P204 million is required, he said. “The ARMM BRIDGE is a collaboration and complementation effort of the ARMM government and the local government beneficiaries to combat poverty, especially among the poorest of the poor,” he said. Mayor Abdurahman said the local government donated the land in TubigIndangan where the core shelters were built. He said the identified the beneficiaries of the program while ARMM’s Social Welfare Department validated the list. ARMM-BRIDGE program is a follow up to the ARMM Social Fund Project that ended last year. It complements the Health, Education, Livelihood, Peace and Governance and Synergy program of the regional government. Continue on page 7

COTABATO CITY – TierOne Communications International, Inc. ( TierOne) will proceed with its P3-billion telecommunications carrier project in the Autonomous Region in Muslim Mindanao (ARMM). The company’s original plan was to start with a rollout program in Marawi City. Due to the current crisis, however, TierOne had to re-evaluate its business plan. The Marawi rollout, company officials said, will still be implemented but in coordination with the rehabilitation and reconstruction program of the government. In the revised plan, the company said it will first rollout a pilot program by building facilities in the ARMM compound in Cotabato City that would serve the regional agencies. TierOne will eventually cover the entire region with its P3-billion investment noting there remains a provision for expansion and infusion of additional capital as needed. The ARMM’s Regional Board of Investments (RBOI) earlier approved TierOne’s project that will cover cellular service in 2G, 3G, 4G, LTE and broadband wireless internet to homes and en-

terprises as well as WiFi for public, or common, areas. ARMM Governor Mujiv Hataman hailed both the RBOI and TierOne for pushing forward the project despite the frustrations and setbacks. “Since the Regional Telecommunications Commission is directly under the Office of the Regional Governor, we will work to make the project a reality in the ARMM,” he said. Lawyer, Ishak Mastura, chairman and managing head of RBOI, noted that telecommunications, particularly the internet, is a big enabler for private enterprise and provides many job opportunities. “In today’s interconnected world with the rise of social media, webbased businesses and a global supply chain using the internet, such investment in telecommunications by TierOne in the ARMM will make the region more integrated and plugged into the rest of the country, while allowing the region to access and compete in the burgeoning ASEAN economy, as well as, the global market,” said Chairman Mastura. TierOne is 70% owned by Filipinos and 30%

owned by Australians. It obtained a franchise to operate as a telecommunications service provider from the Regional Legislative Assembly of the ARMM a few years back. “In previous years, we were not able to get a spectrum from the Reg i o n a l Te l e c o m m u n i c a t i o n s Commission since the National Telecommunications Commission had not allocated the same for the ARMM. o we did not start commercial operations in the region even though we had already put up the initial facilities such as transmission towers. However, we believe that with the oft-expressed desire of President Rodrigo Duterte to open up the telecommunications sector in the Philippines, this is the right time to restart the project,” said Jonathon Bentley Stevens, TierOne president. With fast internet service of up to 3,000 kB/s download speed, it will provide coverage for Voice Over Internet Protocol services. The project will also be harnessing the latest technology such as fiber optics and satellite relay with international gateway facility. (Bureau of Public Information)

Security tightened in Cagayan de Oro City CAGAYAN DE ORO CITY – Police and military authorities heightened security in the bustling city of Cagayan de Oro following the recent capture of 3 alleged supporters of the local ISIS group following a raid in an apartment here. Army Brigadier General Gilbert Gapay, of the Eastern Mindanao Command, said security forces continue to track down suspected terrorists not only in Cagayan de Oro, but also in the entire region. “This effort is part of the continuous tracking and monitoring being implemented by Eastern Mindanao Command units against the personalities listed in the arrest order, to prevent terroristic activities to be carried out in Eastern Mindanao,” he said. Tawi-Tawi gets chunk of ARMM projects Continued fr om page 5 from Governor Hataman also inaugurated a new access road, which is part of an P80-million infrastructure package, in Tubig-Indangan. The road leads to the Sheikh Karimul Makhdum Mosque, a national historical and tourism site. Included in the project’s P80-million budget is the improvement of Sheikh Karimul Makdum Mosque and the Sheikh Makdum Cultural Center. The project aims at preserving and promoting the cultural and historical significance of the site. The Sheikh Karimul Makhdum Mosque, the oldest in the Philippines, is a national historical landmark and is recognized as a National Cultural Treasure by the country’s National Museum. Sheikh Karimul Makhdum is an Islamic preacher from Malaysia who arrived in Tawi-Tawi in 1380. From then on, Islam became the faith of the Moro people and has been dominant in the Bangsamoro life and culture, setting the Moros’ identity apart from the rest of the country. Through the ARMM’s regional legislative assembly, a management board was created to manage, preserve and promote the Makhdum mosque, as one of Bangsamoro’s historical landmarks. However, the mosque is currently closed to visitors due to an ongoing restoration and rehabilitation. Aside from the regional government’s tourism development projects in Simunul, it has also implemented roughly P321-million worth of projects in the town since 2012. Among these are the construction of bridges, seaports, flood control and water system. A total of 12 road projects in Simunul worth P191.5 million are being implemented with 64.42% physical accomplishment so far. These projects are part of the ARMM Department of Public Works and Highways’ regular infrastructure program.

Governor Hataman said ARMM also spent about P56 million for the construction of an access road and for the development of Bongao Peak, or Bud Bongao, the first ecotourism park developed by the regional government. The project was implemented through a memorandum of agreement between the regional government and the municipal government of Bongao. Development of the eco-tourism park, aimed at the preservation and conservation of the area, is one of the priority projects of the Hataman administration. Aside from the access road, the project also includes the construction of a tourist center where visitors can register and receive orientation before climbing the peak, concreting of about 750 steps, installation of railings for support and protection, and construction of resting sheds. Bongao Peak is one of the 12 key biodiversity sites in the country protected under the Department of Natural Resources’ New Conservation Areas in the Philippines Project. Around 1,500 tourists visit the peak every week. A P20 fee to be used for the maintenance of the nature park is collected from each climber. To increase visitor and tourist arrivals in the town, Mayor ue said the local government will sustain and maintain Bud Bongao and will also conduct activities and projects that will further promote tourism in the municipality. Last year, the region’s Tourism department recorded around one million tourist arrivals in TawiTawi. A water supply system or communal faucet unit now serves the residents of Tubig-Indangan and Doh Tong, according to Governor Hataman. “Patuloy pa nating tutugunan ang pangangailangan ng mga t a g a - S i m u n u l . The construction of the water system is supported by the region’s 2016 infrastructure budget and is one of 23 total water supply system projects in Tawi-Tawi programmed from 2012 to 2017 under the DPWHARMM. Secretary Loong said some P4.49 billion has been earmarked for infrastructure projects for the province of Tawi-Tawi since 2012. These, he pointed out, range from roads, bridges, seaports, flood control, water system, drainage and other high-impact projects. For Simunul alone, P321.5 million has been allocated with the bulk of P150 million provided in 2016 for seven projects. Most of the projects are currently over 81% completed. “Walang iniiwan ang ARMM government sa pagunlad, kahit tayong islang munisipyo na nasa dulo na ng ating bansa,” Mayor Abdurahman said. Albah Kadil Tuminnah, 57, a resident of TubigIndangan, said the projects make them feel important because these would directly benefit the c o m m u n i t y . “Magpapasalamat talaga tayo. Patuloy ang proyekto, patuloy ang tulong sa aming lahat,” Tuminnah said. Simunul is an island town composed of 15 barangays, three of which are located on a smaller island of Munuk Mangkaw. Based on the 2015 census, the town has a population of about 31,000 people, mostly of Sama tribe. It is a 4th-class municipality, or having an annual income from P25 million but not over P35 billion.
