ASEAN cites 2 Moro youths for arts and culture, innovation COTABATO CITY – Two young Moros, namely Rasul Alih and Amin Hataman, received awards from the Association of Southeast Asian Nations (ASEAN) this year in Jakarta, Indonesia for feats in their respective fields. The awarding ceremonies were held on July 20 at Sultan Hotel in Jakarta, Indonesia during the 22nd ASEAN Youth Day Meeting and the ASEAN Ministerial Meeting on Youth. Rasul Alih II, an artist and a student, represented Ingat Kapandayan Artists Center that promotes Tausug arts and culture. Based at the Notre Dame of Jolo College, the group seeks to preserve the cultural heritage of Sulu and the Tausug tribe. The group thanked the people behind the Ten Accomplished Youth Organizations Foundation, the Office of Senator Paolo Benigno Aquino IV, and the National Youth Commission (NYC) for the recognition. “You inspired us to do more great things for our nation,” Ingat Kapandayan said

No let-up in NPA attacks DAVAO CITY – The New People’s Army said it will not relent in its armed campaign against military and police targets in the country even as President Rodrigo Duterte extended his martial law in the restive region of Mindanao. It said just recently, rebel forces killed 4 soldiers in separate attacks in Mindanao. Rigoberto Sanchez said the latest attacks killed Sergeant Cerilo Galigaw and another unnamed soldier in the village of Caningag in Davao Oriental’s Caraga town. Both soldiers were intelligence operatives who engaged rebels in a firefight to evade capture. Their pistols and cell phones were also seized by rebels, according to Sanchez. “Sergeant Galigaw’s mission order confirmed his assignment under the Philippine Army’s Military Intelligence Battalion as an agent operating in Regions 10, 11, 12 and 13. The other operative did not have any identification with him,” Sanchez said. “Text messages in Sergeant Galigaw’s cell phone revealed he was

on his way to gather tactical information regarding the NPA’s most recent Prisoner of War Alfredo Basabica, Jr., who was arrested in Cateel town last July 11.” He said the soldiers were intercepted in the village where NPA rebels were meeting with civilians who accused the military of recruiting locals to work as spies for the 67th Infantry Battalion. Sanchez said 2 Special Forces soldiers were also killed and 9 others injured in rebel attack in Kitubo village in the town of Kitaotao in Bukidnon province. He branded the soldiers’ unit – 2nd Special Forces Company – as “notorious for terrorizing civilians in Kitaotao, especially the Lumad families in the village of White Culaman who were forced to evacuate in 2015 and were never able to return to their farms and communities.” He also accused the military of violating rights of civilians in the region and criticized President Rodrigo Duterte’s prolonged martial law in Mindanao. “The railroaded extension of martial

law in Mindanao will undoubtedly embolden the Armed Forces’ impunity to commit more serious human rights violations against the masses. Already, Duterte is setting the stage for an allout attack against revolutionary forces, which, in Armed Forces’ parlance is every farmer, Lumad and child in the countryside.” “On the other hand, it is sure to also intensify the Filipino people’s sentiment against the Duterte regime, particularly the Moro and Lumad people who are bearing the brunt of the state forces’ fascism. Five more months of martial law will spell out intensified armed and legal resistance from the Filipino people,” Sanchez said. The rebels have been fighting for decades now for the establishment of a Maoist state in the country. Peace talks between the rebels and government stalled after Duterte backed out from the negotiations due to continued attacks by NPA forces on military and police targets in the country. Surrendered Sayyafs undergo reformation program BASILAN PROVINCE – Dozens of former Abu Sayyaf members who surrendered to authorities in Basilan province underwent a series of psychosocial sessions and a brief course on farming to help them reform and start a new life. The reformation program for 84 returnees was initiated by the Autonomous Region in Muslim Mindanao (ARMM) with the help of the 4th Special Forces Battalion (4SFB) and the different local government units in Basilan. The six-day psychosocial sessions and farming course, which was held on July 19 to 24 at the headquarters of the 4SFB in Isabela City are part of the reformation program. ARMM Governor Mujiv Hataman said it is aimed at giving the returnees the appropriate psychosocial interventions and helping them adjust to a new of life. He said the program consists of a series of interventions and other forms of assistance designed to usher the complete reformation of the former combatants into decent and productive members of society. Aside from the six-day training and psychosocial

intervention, some of the returnees will receive livelihood and housing assistance from the ARMM government after qualifying as beneficiaries of its Bangsamoro Regional Inclusive Development with Growth and Equity (BRIDGE) program. Most of the returnees are still in their teens or early twenties and a significant number of them have been forcibly recruited into the lawless group. The youngest returnee is only 11 years old and was recruited when he was just 9. They have returned to the folds of the law with the help of different intermediaries including local government officials who considered the gesture as a means to effectively tackle the dire security issues in their communities. Hataman said he hopes the reformation of the returnees will encourage the other members of the Abu Sayyaf to lay down their arms and lead a lawful life. He said it is also meant to dissuade adolescent boys from poor families in Basilan, who are the most susceptible group for recruitment, from joining local terror groups.

One of the returnees, Ashraf, said the ARMM’s reformation program has restored his faith in the government and gave him the chance to be with his family again and to lead a normal life. Ashraf is from a remote farming village in the town of Sumisip which has no electricity and little access to education and health facilities. He is now 20 years and has been with the Abu Sayyaf since he was 15. The second youngest child in a brood of ten, Ashraf said he was forced to join the Abu Sayyaf after his father died. Their mother struggled to put food on the table for them. He said the initial money and regular allowance have enticed him into the Abu Sayyaf. Ashraf said he and his fellow returnees feel a sense of freedom after turning their back on the group and are thankful for being given a second chance in life. The ARMM government, Hataman said, will be working closely with the local officials including the barangay to monitor the reformation of the returnees and to provide them the assistance they need. Martial Law Extended Until End of Year in Mindanao

DAVAO CITY – Lawmakers have overwhelmingly approved a resolution that allowed President Rodrigo Duterte to extend martial law until the end of the year in the restive southern region of Mindanao, including three Muslim provinces where Abu Sayyaf militants and proISIS groups actively operate. It was a “landslide” vote for the joint session of the Senate and House Representatives with 245 congressmen voting to extend the martial rule as against 18 lawmakers, mostly from the opposition and critics of Duterte. And 16 senators also voted in favor of the extension of martial law while four opposition members voted against it. Majority of lawmakers

are allies of Duterte. Defense Secretary Delfin Lorenzana, who is appointed by Duterte as martial law administrator, said extending martial law is needed to defeat the local ISIS militants who occupied Marawi City on May 23 and are still fighting security forces. He said martial law is also needed to fight the Abu Sayyaf in Basilan, Sulu and Tawi-Tawi, all in the Muslim autonomous region; and the Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao, also in the autonomous region. The Abu Sayyaf is still holding nearly 2 dozen kidnapped foreigners and Filipinos in the troubled region. Both the Abu Sayyaf and the BIFF, along with other jihadist groups in

the South pledged allegiance to the Islamic State and vowed to put up a caliphate in Mindanao. Some of their leaders participated in the siege of Marawi. Duterte declared martial law following the siege of Marawi, but he said he never expected the war would take this long. The military insisted it had killed over 400 militants since the start of the war and that nearly 100 soldiers were also slain in the fighting that left about four dozen civilian casualties. TECH TIPS: How To Get An ‘Always On’ Display On Any Android Device ARE YOU jealous of the Always On display feature of the Galaxy S8 and LG G6, or the Moto Display of Motorola devices? You can have this feature on your Android phone! I tested an app called Grace Plus for a few days, and it would be a great alternative for anyone with an AMOLED display on their device. Always O n or Ambient On Display isplay:: what is it? Always On is a feature that allows your device to always be displaying information about the current time, date, battery, weather and notifications without unlocking the screen. Introduced on the Samsung Galaxy S7, S7 Edge and LG G5, it makes life easier for those who can't keep themselves from turning the display on constantly, looking for new notifications, unlocking it every time and thus draining their battery. Ambient Display has the same function, however, it is triggered by movement, using the proximity sensor of the smartphone as the main trigger. Motorola calls this Moto Display. The following app is particularly suited for devices that have AMOLED screens but are nonetheless without an Always On or Ambient Display display feature. Other devices which don't have an Always On feature may not have it for a good reason: If your device has an LCD screen, being 'always on' would consume much more battery life because the display will be fully powered on, including the black pixels. Also, apps like these may cause battery drainage not just from powering the display, but by keeping your phone from going into standby mode, meaning some background processes will keep ticking on unnecessarily. ks How G lance P lus wor Glance Plus works Taking advantage of the proximity sensor of your device, the app Glance Plus will allow you to check the time, weather forecast, notifications and all sorts of useful information without unlocking the screen. That means it's a mix between Always On and Ambient Display. Once you've installed the app, you'll find yourself in the Settings menu which will allow you to customize every detail: from the font of the time displayed and the calendar, to the position of the information you specify on the screen, to the size and color of the text. You decide, by switching it on or off, whether to show notifications for calls and unread messages, by which apps you want to be notified, whether to display battery-related information, the alarm clock and weather forecast. Among the other items that you can manage, you can set the brightness level and screen timeout. As you can see by clicking on the Always on section of the Settings (pictured above), you can choose to make full use of the Always on function only when the device is charging. When your smartphone is not charg-

ing you can view the date, time and notifications by swiping your hand over the proximity sensor. Through the Settings menu, you can also decide whether to enable the function whenever you pull out your smartphone from your pocket (under the menu item Detect phone in pocket) and/or as soon as the display is turned off (Show glance after screen off). The app offers several customization options and is easy to use. To view the notifications while the screen is off you must first allow Glance Plus to access your notifications. Once you select your favorite configurations and activate the app, with the slider on the top right, you can start taking advantage of the service - and if you need to reactivate the screen, you can just do a double tap! If you have a device with an AMOLED screen, I suggest you set the position of the information displayed to the Random setting. This is to prevent a burn-in effect, an annoying, permanent 'ghost image' caused by displaying static content for too long. Unless you really need it, I also recommend not activating weather information, as this could drain the battery a lot. Glance Plus is a good alternative to Always On for those of us who want to see information without having to wake our smartphones, but it doesn't completely replace it, unfortunately. 61 MNLF recruits heading to Lanao Sur stopped in Zamboanga PAGADIAN CITY – Police and military authorities intercepted dozens of Muslims, including four teenagers, recruited by the former rebel group Moro National Liberation Front and heading to Lanao del Sur to train and become soldiers, police said.. At least 27 people, who were recruited from the restive province of Basilan, were held by the police in the village of Guiwan in Zamboanga City after residents tipped off authorities on their presence. They were supposed to travel to the town of Madamba in Lanao del Sur and train at MNLF’s Camp Jabari Nur. They arrived in Zamboanga on a private boat last week.

Police said 34 other recruits were also intercepted by soldiers and policemen at a checkpoint in Ipil town in the neighboring province of Zamboanga Sibugay. They were also heading to the MNLF camp. Most of them were recruited in Basilan, Sulu and Zamboanga City to become members of the Philippine Army after their MNLF training in Lanao del Sur where security forces are battling local ISIS militants. But the government has no integration program for MNLF members, although some 7,500 former rebels were admitted in the military and police in 1995 after Nur Misuari, the MNLF chair-

man, signed a peace deal with Manila. Misuari is also wanted by authorities on rebellion charges after MNLF forces attacked Jolo in 2001 and Zamboanga City twice one in 2001 and in 2013 and some fighters also joined the Abu Sayyaf in pillaging Ipil town in 1995. It was unknown whether the recruits paid money to become members of the MNLF or whether it was a scam perpetrated by unscrupulous people pretending to be leaders of the former rebel group. – 1 medium tomato, wedged – 1 medium yellow onion, sliced – 8 cups water – ¼ teaspoon ground black pepper – 4 tablespoons fish sauce

INSTR UCTIONS: INSTRUCTIONS: 1) Pour water in a pot or pressure cooker. Let boil. 2) Add tomato and onion. Continue to boil for 5 minutes. 3) Put the beef short rib in the pressure cooker. Cover. Pressure cook for 30 minutes. 4) Remove the cover of the pressure cooker. Add the watermelon. Continue to boil for 10 to 12 minutes. 5) Add the Knorr Sinigang na may Gabi Recipe Mix. Stir. Cook for 3 minutes. 6) Add the snake beans. Cook for 5 minutes. 7) Add ground black pepper and fish sauce. Stir. 8) Put the kangkong leaves and stalk into the pot. Cover. Let it stay for 5 to 8 minutes. 9) Transfer to a serving bowl. 10) Serve. Share and enjoy!

Congress eyes TWG to draft revisions to Constitution CEBU - Both houses of Congress have agreed to form a joint technical working group ( TWG) that will draft proposed amendments to the 1987 Constitution even without the Constitutional Commission (Con-Com), a body of experts to be formed by Malacañang that will aid Congress in proposing Charter changes. House Majority Leader Rodolfo Fariñas said the TWG will be composed of at least six to 12 members from each chamber to draw up a working draft that shall be

deliberated upon by Congress when it convenes into a Constituent Assembly. “Ang napag-usapan namin, if we cannot wait for the commission being created by the President, both houses magbubuo na lang kami ng parang Technical Working Group,” he said. President Rodrigo Duterte ordered the creation of a 25-member Con-Com body that would review the 1987 Constitution and make recommendations toward a systemic shift to federalism. However, Malacañang has yet to name the members of the Con-Com.

Speaker Pantaleon Alvarez said Congress will convene itself as a Constitutional Assembly next year to introduce amendments to the 1987 Constitution. In December 2016, Duterte signed Executive Order 10, creating a consultative committee, composed of 25 different experts from the country that will review the Constitution.
