Troops sent to hunt down Sayyaf raiders

BASILAN – Security forces were deployed to pursue Abu Sayyaf militants who raided a village in the restive Muslim province of Basilan in southern Philippines, an army spokesperson said. Captain Jo-ann Petinglay, of the Western Mindanao Command, said troops will not stop in the hunt for militants, blamed by authorities for the spate of deadly attacks in the province. She said at least 9 people were reported dead in the recent attack

in Maluso town. The raid left at least 9 people injured. Police report said as many as 30 people were injured in the attack by about 40 gunmen in the village of Tubigan. Petinglay said progovernment militias and soldiers from the 68th Infantry Battalion clashed with the militants who were forced to withdraw, but not after they burned at least 5 houses and a multipurpose hall. “Heavy firefight ensued forcing the armed group to extricate from the

area after almost two hours, with the reinforcing soldiers of the 68th Infantry Battalion and policemen pursuing them,” she said. She said prior to the raid, troops captured August 19 an Abu Sayyaf encampment in Mangalut village in Akbar town where militants assembled improvised explosives. The area, she added, was being used by militant leader Nurhassan Jamiri. Soldiers also recovered assorted materials in the manufacture of improvised

explosives, including rifle magazines, cell phones, batteries and solar panels. Troops pursuing militants, who escaped the military raid, caught up with them the next day and killed 3 gunmen – Omar Abdurahim, Kahim Jovel Indanan and Ekram Alam – in the fighting. At least 5 others, Abduhari Kabus, Boy Idris, Hasan Kabus, Mammang and Jaber Sali, were also wounded in the clash but they managed to escape. (Mindanao Examiner)

Islamic State's Marawi video 'powerful and dangerous': Malaysia's top counter-terror cop KUALA LUMPUR - The Islamic State (IS) extremist group's new video calling for Muslims in Southeast Asia to wage holy war in the Philippine city of Marawi is both “powerful" and "dangerous”, Malaysia's top counter-terror cop told Channel NewsAsia. “This video is powerful and moving. It will inflame passions and inspire IS followers in Malaysia, Indonesia - all of Southeast Asia - to go to southern Philippines to wage jihad,” said Ayob Khan Mydin Pitchay, counter-terrorism chief of Malaysia’s Special Branch - the intelligence arm of the Royal Malaysian Police. The release of the video comes as fighting between government troops and IS-linked militants entered its fourth month on August 23. The video showed young men setting fire to a church and destroying a large crucifix and several statues of Mother Mary, evoking scenes of destruction of thousand-year old artefacts in Iraq’s Mosul

"The fact that this has lasted three months - it is a psychological and propaganda victory for IS militants,” said Ayob Khan. Nasir Abas, a former leader of Jemaah Islamiyah ( JI), the militant group blamed for the 2002 Bali bombings, expects the Marawi siege to drag on. “The fight will be prolonged as Philippines has never been able to end Abu Sayyaf and other insurgent groups,” Nasir - known for setting up a militant training camp in Mindanao in the 90s - told Channel NewsAsia. “Separatists have existed in the Philippines for decades,” he added. National War College of Washington DC. “Since the defeat of MIT (East Indonesia Mujahidin) in Sulawesi (Indonesia), no militant group or cell in Malaysia or Indonesia actually controls physical space. You can't be a wilayah, a province of the caliphate, without territory. So establishing that 'Darul Islam' (Islamic State) from which you can emanate out from is essential,” said Abuza who specialises in Southeast Asian insurgencies and terrorism. MIT is a militant group based in Poso, Sulawesi, which has largely been broken up by the Indonesian police and military in 2016. According to Abuza, Mindanao, after years of steady improvement, “is once again a black hole”. “The devolving security situation there is not a Philippine security concern, but a Southeast Asian one," he said. "States that never before thought that their interests could be threatened in any way by IS, such as Vietnam, have had ships attacked and nationals taken hostage." Two Vietnamese sailors were kidnapped and beheaded by Abu Sayyaf last July. According to Abuza, at least 65 hostages from six countries have been kid-

napped by southern Philippines militants since 2016. The Moro Islamic Liberation Front (MILF), the largest of all insurgent groups, is seen as a major factor in helping to turn the tide given its size, influence and territory which it controls, according to Abuza. The slow pace of peace process has frustrated young MILF members and some of them have migrated to IS-linked militants. Abuza said there is a need to speed up the peace process to stem MILF’s members from joining pro-IS militants. The MILF's peace process has been on indefinite hold since January 2015. Frustration amongst the rank and file is growing, and despite President Duterte's public commitment to the peace process, I have every reason to be very sceptical that he will delive,” said Abuza. "As such, frustrations will mount. The MILF is unable to either stem the exodus of members who are now joining pro-ISIS militants, or at the very least, are no longer the only game in town for young recruits." Utilizing all the Civil Military Operations units available, some 80 cops and soldiers started tidying what was left of the fighting after Daesh-inspired terror group stormed and destroyed the city since May this year. Dubbed as “Kaplimpiyo tano ko Kalilintad” which literally means “Maglinis tayo para sa Kapayapaan”, the troops cleaned several roads in the villages of Emie, Matampay, Sarimanok, Marawi and Malalat which had been cleared and taken over by security forces from the militants, although sporadic clashes still continue in other parts of the city. The clean-up drive was initiated by the Joint Task Force Tabang headed by Colonel Thomas Sedano. “We will do it little by little since we lack manpower for the purpose, however, we will make sure that these streets will not look as grubby and filthy as how it appeared to be before we started cleaning up,” Sedano said, adding, “our primary intention is to avoid an epidemic that could plague our communities by the time residents of Marawi

Over a dozen local policemen and a team of soldiers cleaned and made minor repairs of the Saad Huzam Almusairi Masjid. The clean-up drive in mosques was an initiative of the Joint Task Group PNP headed by Senior Superintendent Rolando Anduyan. “We deployed our Maranao policemen for this purpose to specifically address cultural sensitivity issues. They are the proper persons who know how to do the job without violating religious practices and beliefs,” Anduyan said. Brigadier General Joselito Bautista, commander of the Joint Task Force Marawi, said the clean-up campaign will continue in areas under the control of the military as part of its civic and humanitarian efforts. “We will continue doing this in partnership with the police so that mosques that have been preserved will be able to cater Muslim believers immediately by the time we give a green light for soldiers

to go back to their homes,” he said. Lieutenant General Carlito Galvez, chief if the Western Mindanao Command, said as fighting continues in downtown Marawi, thousands of soldiers and policemen are also engaged in different rehabilitation projects that are already underway. “Your uniformed troops will be continually involved in rehabilitation activities within and outside Marawi City. We know that people are already asking when they can come back to their homes, we hope they will understand that their soldiers and policemen are doing our best to finish the fighting the soonest so that they can go home finally,” he said. Galvez said the activities intend to prepare the area for the return of civilians displaced by war. “We hope the clean-up drive will somehow alleviate how they feel when they go back to a place which was torn by war and fighting,” he said. Security lapses allow ISIS militants to attack troops in Lanao town

MARAWI CITY – Failure in intelligence and lapses in security had allowed local ISIS militants to state a daring attack in Marantao town in Lanao del Sur that left 4 soldiers wounded. The recent raid targeted an army base near the besieged city of Marawi where security forces were locked in fierce battle with ISIS. Some 50 militants were involved in the Marantao attack and also targeted the town’s police station. The military spokesperson Cap-

tain Jo-ann Petinglay did not report the casualties, but she said one of the attackers was slain in the fighting. The militants attacked the base with automatic rifles and fighting lasted about an hour. “The gun battle yielded to the death of a terrorist and the recovery of two rocket-propelled grenades, M79 ammunition link for M60 machine gun and an M203 ammunition. Police, military investigate killing of soldier by cops PAGADIAN CITY – Police and military were investigating the recent killing of an army soldier by policemen in Zamboanga del Sur’s Aurora town. The slain soldier Private First Class Bartolome Rodilo was shot last week near a convenience store in Monte Alegre village after he allegedly pulled a gun while two policemen were trying to verify his identity. The soldier was on a break from fighting local ISIS militants in Marawi City at the time of the killing. Police said an identification card recovered from the soldier’s bag showed he was a member of the 1st Infantry Division assigned with the 53rd Infantry Battalion. It said that a civilian, Oscar Asuelo, had

reported to the police station that an unidentified man, armed with a gun, was spotted at the store owned by Dencia Magdadaro. Police dispatched PO2 Ronald Zeros and PO1 Michael Bullanday to verify the identity of the man. “However, upon arrival by the responding police officers in the area, the unidentified male person suddenly drew a .45-caliber pistol moving towards them that prompted the police officers to shoot him and neutralized the said person,” a police report said. A woman who reportedly witnessed the shooting said the soldier did not pull out a gun, but was waiting for a ride home in Midsalip town also in Zamboanga

del Sur. The witness claimed the policeman who shot the soldier was only wearing a white t-shirt and a pair of jersey pants. She said Rodilo was shot several times while trying to get his identification card in the bag. The woman’s account of the incident cannot be independently confirmed, but police were investigating the case. The spokesman of the 1st Infantry Division, Lt. Col. Jo-ar Herrera declined to give any statement on the killing of the soldier. His deputy, Maj. Richard Enciso, and Capt. INGREDIENT S: INGREDIENTS:

– 8 ounces ground pork – 14 ounces silken tofu (medium), cut

into cubes – 4 tablespoons chili bean sauce – 2 teaspoons minced ginger – 3 cloves garlic, minced – 5 pieces chopped chili pepper

– ¾ cup chopped scallions – 1 teaspoon fermented soy beans (douchi)

– ½ teaspoon sesame oil – 2 cups chicken broth – 2 teaspoons cornstarch

INSTR UCTIONS: INSTRUCTIONS: 1) Heat wok or pan on a stovetop. 2) Add ground pork. Cook until it turns light brown. 3) Pour sesame oil and add ginger, garlic, half of the scallions, and chopped chillies. Stir fry for 2 minutes. 4) Stir-in the chili bean sauce and fermented soy beans. Pour 1½ cup chicken broth. Let boil. Cover and cook in medium heat for 15 minutes. 5) Add tofu. Cook until sauce reduces to half. 6) Combine cornstarch and ½ cup chicken broth. Stir. Pour the mixture into the wok. Cook until texture thickens. 7) Transfer to a serving bowl.
