MARAWI CITY – The Philippine military allowed journalists covering the war in Marawi to cross a bridge previously under the control of local ISIS militants and see the devastation that ruined the historic Islamic city. Tanks and armoured carriers rolled onto the Mapandi Bridge as journalists from various news outlets followed as security officials assured their safety following days of clearing operations to ensure that no bombs or improvised devices had been left behind by militants. Although the area had been free from ISIS fighters, gunshots can still be heard from afar where government soldiers are still battling doz-
ens of militants who pledged allegiance to the Islamic State. The face of a destroyed city - blasted buildings covered in bullet holes - and debris scattered all around was a sight that resembled the war-ravaged city of Mosul in Iraq where ISIS battled government forces. Duterte has trashed peace talks with communist leaders and abandoned efforts by his peace negotiators to convince rebels to stop attacks on government and military targets. Rebels have vowed to continue attacks on military targets as government peace negotiators failed miserably to convince the separatist group
to sign a ceasefire accord and pursue talks aimed at ending the decades-old insurgency in the country. Rebels demanded the immediate release of nearly 500 political prisoners, mostly commanders and leaders of the NPA, as a condition for the resumption of the stalled talks. Duterte already freed over 2 dozen communist leaders, but the NDF, the political wing of the Communist Party of the Philippines, said the President should have released all political prisoners. COTABATO CITY – The Philippine Army has prohibited residents in 3 municipalities in the southern Maguindanao province to cross or use the river to go to nearby towns. It said the restriction was imposed because of on-going military operations against terrorists in the province. It took effect of August 28. “In connection with the on-going and sustained military operations in Datu Salibu, Shariff Saidona Mustapha and Datu Piang municipalities
please advise everyone that water transportation in the vicinity and adjoining municipalities will be restricted.” “All civilians are therefore advised to refrain if not avoid the use of water/river as mode of transportation. elaborating. Residents frequently use the river to cross to nearby villages and towns and to transport commodities and farm produce. But Duterte said in a speech to government officials: "They (the Marcos family) told me they'll open everything, and probably return what is uncovered." He did not name the Marcos family member who had approached him, the total being offered or the terms attached to it. The family member had told Duterte "we are ready to open and bring (it) back ... including a few gold bars", according to the Philippine president, but the amount involved was "not Fort Knox". Fort Knox is a vault that stores US gold reserves. Duterte said he would
accept the Marcos offer and was looking to appoint a retired justice of the Philippine Supreme Court to negotiate with the family on the government's behalf. Duterte's announcement was the latest development in the remarkable political rehabilitation of the Marcos clan. Despite the dictator's death in Hawaii exile in 1989, his family has been making a political comeback in the Philippines with his widow, Imelda, and their children getting elected to office. No member of the Marcos family went to prison despite the government recovery of some of its fortune through litigation and out-of-court settlements. Duterte has openly supported the Marcos family, cheering on the Marcos son, Ferdinand Jnr, in his failed bid for the vice-presidency last year. The Marcos family is known to be grooming
him for the presidency as well, and the son is challenging the result of the vice-presidential vote in court in a fight that could put him in the country's second-highest office. Duterte stunned the nation in November last year by allowing the body of the late dictator to be buried in the national "Heroes' Cemetery" despite a widespread outcry that his abuses and corruption exempted him from such an honour. Imelda, the widow of Marcos, denies the family's wealth is ill-gotten and at times has said her late husband recovered the treasure of Japan's World War II General Tomoyuki Yamashita that was looted from across Southeast Asia. "I will accept the explanation whether or not it is true, it does not matter," Duterte said Tuesday. What was important, he said, is it would be "something that really works for the Filipinos". (AFP)

Officials said the militants were in two boats when soldiers intercepted them and a firefight ensued killing the gunmen. Troops re-
covered the bodies of the slain fighters and one of the boats. The other boat allegedly sank. Fighting still continues in Marawi as the battle is now on its 4th month with the military chief Eduard Ano saying this could be over soon. The military insisted that security forces had allegedly killed a total of 603 ISIS members since fighting began on May 23
when militants occupied Marawi in an effort to declare it a province of the Islamic State. Despite the huge number of enemy casualties, the military did not provide evidence to back up its claims, except saying that all these kills were based on intelligence reports. Fear of Maute revenge after patriarch dies in prison DAVAO CITY – Civilians fear that Maute clan and local ISIS militants may seek revenge and target innocent people, particularly Christians, following the demise of its patriarch. The detained patriarch of Maute clan – whose radicalized members occupied along with local ISIS militants occupied Marawi City – had died following a long battle with illnesses while in prison, officials said. Officials last week said Cayamora Maute was rushed to hospital after complaining of difficulty in breathing, but he died along the way. Maute was suffering from various illnesses and among them were diabetes, respiratory tract infection, pneumonia and hypertension. His body was brought later in the day by relatives to the Masjid Al-Dahab, a
mosque in Manila. Maute, father of ISIS leaders Omar and Abdullah Maute, was arrested on June 6t his year at an army checkpoint in Davao City’s Toril district together with one of his wives Kongan Alfonso Balawag and daughter Norhana Balawag Maute, their driver Aljon Salazar Ismael and another man, Benzarali Tingao. A pistol and an improvised explosive, including some P360,000 in cash, a pistol and a fragmentation grenade, were allegedly seized from their van while attempting to enter Davao. The patriarch was also carrying several identification cards with different names. The army said Maute was included in the wanted terrorist list. During his capture, Maute denied knowledge of the gun or the grenade and
said he was sick and on their way to hospital. He said he had not seen his two sons in recent months and was not aware of the violence involving the Maute brothers. The driver, whose family runs a fleet of passenger vans, also denied ownership of the gun and grenade, and had been eventually released by authorities. One of Maute’s wives, Ominta – alias Farhana Maute – was also arrested along with other wounded militants on June 10 this year in Masiu town in Lanao del Sur province. She remains in prison. Both Maute brothers and dozens of jihadists who pledged allegiance to ISIS, are still fighting security forces in the besieged city since May 23 when they attempted to declare Marawi a province of the Islamic State. Red Cross launches website to help trace missing people
IT HAS BEEN FOUR MONTHS since fighting broke out in Marawi City in Lanao del Sur province, but for families whose loved ones are still missing, the wait seems never-ending. In an effort to reunite these families, the Philippine Red Cross (PRC) and the International Committee of the Red Cross (ICRC) recently launched an online page (https:// familylinks.icrc.org/Philippines) that helps trace missing persons. Camilla Matteucci, head of the ICRC team working with the PRC to
reunite families in the Philippines, said there are many possible causes of separation during a conflict situation. “People could be trapped by the fighting, detained or even killed. They could be in an evacuation centre but not have the means to contact their kin.” “At the end of the day, it’s important to remember that families have a right to know what has happened to their loved ones, and wherever possible, be reunited with them. Our tracing website offers a platform for
people to share information about their missing relatives and request our help in tracing them,” she said. The website, Matteucci said, supplements existing tracing services such as the 12 PRC welfare desks in evacuation centres in Marawi and Iligan cities. The information shared by families with the Red Cross remains confidential. Since the beginning of the Marawi conflict, the Red Cross has received 402 tracing requests, 179 of which are still being looked into.

While about to reunite with their unit, members of the Special Action Force, were trapped after MILF and BIFF gunmen attacked them and eventually killed all of them. The army also did not attempt to rescue the
embattled commandos, saying, it was unaware of the police operation. Those who managed to escape the attack were able to bring one of Zulkifli’s fingers and handed it over to Federal agents for DNA test to confirm his true identity. The MILF, which signs an interim peace agreement in 2014, declined to surrender those involved in the brutal attack on the commandos. (Mindanao Examiner)
MARAWI CITY – Dozens of local ISIS militants and their hostages managed to escape undetected from a mosque they used to attack security forces in the besieged city of Marawi. The daring escape was only discovered after troops managed to advance and eventually recaptured the mosque from militants last week hours before President Rodrigo Duterte’s visit to Marawi. The military trumpeted the “liberation” of the mosque, but it did not say how ISIS fighters and their captives managed to escape from thousands of troops who surrounded Marawi, and spy planes and drones monitoring the siege since May 23. The fate of the hostages, including a Catholic priest and church workers, remains unknown.
Duterte, wearing a Kevlar helmet and a bullet-proof vest, inspected troops in the battlefront and spoke to them. “The President also congratulated the troops for defending Marawi from terror elements and for successfully retaking the Islamic Center yesterday, a structure that was maintained as the Daesh-inspired terrorist group’s command and control for the longest time before it was retaken,” said Army Captain Jo-ann Petinglay, a spokeswoman for the Western Mindanao Command. It was his 3rd visit to Marawi since the fighting began when militants occupied the city in an effort to put up an Islamic province in the restive region. Security officials also briefed Duterte on the progress of the military operations against the
militants. In his talk with the soldiers, Duterte assured his full support to the military and police forces fighting ISIS. “I would like to reiterate this, I will never abandon you as long as you are doing the right thing. This would include fighting against the terrorists groups, the drug lords or the common criminals as long as you are doing your sworn duty to enforce the law and protect the republic. Let me emphasize however that you must do your job in accordance with the law,” he said. Duterte was accompanied by National Security Adviser Hermogenes Esperon, Defense Undersecretary Cesar Yano, Armed Forces Chief of Staff General Eduardo Ano and Army Chief Lieutenant General Glorioso Miranda. Ang mga maliliit na isda tulad ng sardinas, dilis, hito, galunggong at bangus ay mababa sa mercury at ligtas kainin. Para sa masustansyang ulam, piliin ang delatang sardinas na may tomato sauce. Bukod sa lahat ng benepisyo ng sardinas, makukuha din ninyo ang sustansya mula sa kamatis (tomato sauce). Ang kamatis ay may sangkap na lycopene at beta-carotene na makatutulong sa pagiwas sa sakit sa puso, kanser sa prostata at kanser sa bituka. Kaya mga Misis at Mister, para sa healthy na pamilya, huwag nang maghanap ng mamahaling pagkain pa. Mag-sardinas na lang.
RECIPE: Ginataang Langka with Alimasag
INGREDIENT S: INGREDIENTS:
– 3 pieces blue crabs, cut in half – 2 (20 oz.) cans unripe jackfruit,
chopped – 2 (33g) packs Knorr Ginataang Gulay Recipe Mix – 1 cup malunggay leaves – 2½ cups water
– 2 tablespoons fish sauce – 3 pieces chili pepper (optional) – 4 cloves garlic, crushed – 1 small yellow onion, chopped – 1 thumb ginger, sliced into thin strips – 3 tablespoons cooking oil

Mix well. 5) Add chili pepper and pour the Ginataang Gulay mixture into the pot. Stir. Let boil. Cook in medium heat for 10 to 12 minutes while stirring every 5 minutes. 6) Add crabs. Cover and cook for 10 minutes. 7) Put the malunggay leaves into the pot and pour-in the fish sauce. Stir and then cook for 5 minutes or until the liquid eveporates completely. 8) Transfer to a serving plate. serve. 9) Share and enjoy!

DTI encourages more MSMEs to embrace digital transformation CEBU CITY - The Department of Trade and Industry (DTI) said it is targeting more Cebu micro, small and medium enterprises (MSMES) to embrace digital transformation. Maria Elena Arbon, DTI Cebu Provincial Director, said they are expecting more MSMES to be knowledgeable and attuned to the idea of digitizing their businesses. “We encourage more MSMEs to embrace digital innovation and this Slingshot is one of the venues for these businesses to partner with existing tech startups, shaping a more dynamic innovation ecosystem in Cebu,”
Arbon said following the success of the 2nd Slingshot Philippines held at Marco Polo Hotel recently. Some 300 MSMES and start-ups attended the event which Arbon said aims to improve the capacity of both start-ups and MSMEs in line with the Asean Strategic Action Plan by keeping up with current trends in the tech industry, preparing brick-and-mortar enterprises for transformation into the digital era, and linking enterprises with potentially groundbreaking ideas to investors. Senen Perlada, DTI Export Marketing Bureau Director, also said the
laid out plan at the national level is to have “innovation economic zones”. These “innovation economic zones” will function just like the business economic zones although this time it will be the start-up companies. The start-up companies under these innovation economic zones will enjoy fiscal holiday and other fiscal and non-fiscal incentives. Smokers defy ban in Cebu public areas CEBU CITY - The Department of Health in Region 7 (DOH-7) expressed alarm over reports that many people still smoke cigarette in public places despite an existing laws against smoking in those areas. The DOH reminded smokers of the Executive Order 26 or the Nationwide Smoking Ban which took effect on July 23. Maria Ligaya Moneva, DOH-7’s Health Education and Promotion Officer, said they continue to receive texts messages claiming people smoke in casinos, parking lots, and other public areas where smoking is not allowed.
But despite the nationwide ban on smoking in public places, there had been no or few apprehensions made by authorities and local gover nment. “Daghan pagbuhaton, we admit. Sa p a g k a k a r o n , magtinabangay ta sa pagpahimangno o pagpadlong (sa mga smokers in public places),” Moneva said, adding, they will keep informing and reminding the public of the ill-effects of smoking. Under EO 26, it is prohibited to smoke within enclosed public places and public conveyances except in Designated Smoking Areas (DSA). Private establishments are en-
titled one DSA that must comply with specifications such as a buffer zone and 10 squaremeter space. Buying from or selling to minors is also prohibited as well as selling tobacco within 100 meters of premises frequented by minors such as schools, playgrounds, and churches. The penalty for smoking in prohibited areas and violation of DSA standards is P500 up to P1000 for the first offense; P1000 up to P5000 for the second offense; and P5000 up to P10,000 for the third offense. On the third offense, aside from the fine, business permits and licenses to operate will be cancelled or revoked. (Ayin Visitación)

Central Visayas Regional Development Plan 2017-2022 launched CEBU CITY - The National Economic and Development Authority Region 7 (NEDA-7) launched the Philippine Development Plan (PDP) and the Central Visayas Regional Development Plan (CVRDP) 2017-2022 during a recent roadshow at the Cebu Normal University. NEDA chief and Secretary of Socioeconomic Planning Dr. Ernesto Pernia led the roadshow and presented the PDP 2017-2022. “It is not NEDA's plan, nor the government's plan but the people's plan. We will now undertake efforts leading to its implementation,” Pernia said. The regional development plan is anchored on the PDP, the 0-10 Socioeconomic Agenda, AmBisyon Nation 2040, and the observations from the previous Regional Development Plan (2011-2016.) NEDA Regional Director Efren Carreon presented the CVRDP which will serve as

the region’s framework in socioeconomic development for the next six years. The programs and projects under the CVRDP is aimed to address poverty alleviation, generating jobs in creative industries like IT-BPM, manufacturing and tourism, support agriculture to ensure production and access to food supply, among others. Carreon added that the region’s primary growth drivers are still tourism, information technology, business process outsourcing, manufacturing, and construction. Region 7’s Infrastructure Flagships Projects are the New Cebu International Container Port, New Bohol Airport, Bohol Northeast Basin Multipurpose Project, and three bridges under the Nationwide Island Link Bridges Projects namely the Bohol – Leyte Link Bridge, Cebu – Negros Link Bridge and Cebu – Bohol Link Bridge. The NEDA board already approved the New Cebu International Container Port for implementation with a budget of P9.2 billion. Central Visayas had a 7.5 percent average gross regional domestic product (GRDP) average growth rate among all the regions in the last regional plan period. The new plan targets to reach 7.5 percent to 8 percent GRDP growth, 93.5 percent employment, 17.6 percent poverty incidence and achieve the sustainable development goals within six years.
