"For policemen salivating for rewards and running after quotas, everyone can be a target of the drug war; anyone can magically turn up with a pack of marijuana in their bags after police inspection; anyone can falsely become a drug pusher or user in police reports. This case, similar to the killing of Kian delos Santos, merits the complete overhaul and immediate end to Duterte’s ruthless drug war campaign," she added. Palabay cited that such
acts are punishable under the Anti-Torture Law of 2009, or Republic Act 9745. She said that perpetrators of this heinous crime should be immediately prosecuted and jailed. "This latest case under the spate of killings in line with the Duterte’s war on drugs is not isolated. There are more lies hidden in police reports, more of the Filipino youth to turn up dead in dark alleyways if the current state of things were to continue. The torture and killing of a 19-year-old is a
continuing validation of how this entire campaign by Duterte willfully violates people’s right to due process and to life," she said. "We call on our fellow Filipinos to strengthen our resolve against blatant rights violations committed with impunity. We reiterate that this is a State policy, enabled and funded by the government. Lest we continue using our own resources to fund the killing of our own youth, this whole brutal, callous campaign
should immediately stop, and its perpetrators be brought to justice," Palabay added. The Senate also opened up its own investigation into the killing. Police chief Ronald dela Rosa said they are also investigating Arnaiz's killing and had relieved the policemen involved in the shooting. Federation University of Australia names PCOO’s Andanar ‘Distinguished Alumnus’
Secretary Martin Andanar, of the Presidential Communications Operations Office, is first Filipino conferred with Distinguished Alumnus Award by Australia’s Federation University. MANILA — The Federation University of Australia (FedUni) has conferred the Distinguished Alumnus Award to a veteran journalist and Presidential Communications Operations Office (PCOO) Secretary Martin Andanar. He is the first Filipino to receive such prestigious award. Andanar was recognized for his outstanding contribution to his chosen field of endeavor and continuous pursuit of excellence, both as a government official and as a private citizen. He shared his award with his colleagues in the media, friends, and family, particularly his wife Alelee and his children, Alexa and Vince. In his acceptance speech during the awards ceremony held at the Caro
Convention Center in the university’s Mount Helen Campus on August 31, Andanar recalled his years at the University of Ballarat, the former name of the FedUni, in Victoria where he lived after studying for a year at the University of the Philippines in the town of Los Banos in Laguna province. He remembered how he juggled his studies and several part-time jobs as a carpet installer, a waiter in a Chinese restaurant, a radio producer in SBS Melbourne, and as a volunteer in the community station Triple B FM. “It was a season of serious learning and self-discovery until my graduation in 1999 with a Bachelor of Arts degree in Social and Political disciplines, including Film and Media Studies. Sadly, how-
ever, I was not able to get my diploma because I was already working in my home country, the Philippines, chasing my dreams,” he said. “It is therefore with great pride, honor and humility that I accept this Distinguished Alumnus Award the way I would have marched for my graduation diploma 18 years ago.” The 43-year-old Andanar acknowledged that his years at the university serve as the foundation on which his present career is anchored and from which he draws “the strength to manage the media, communication and information programs for the government of a strong leader like our President Rodrigo Roa Duterte”. After obtaining his bachelor’s degree from FedUni, Andanar went on
to complete his Master’s degree in Entrepreneurship at the Asian Institute of Management. He also pursued doctoral studies at the University of the Philippines in Diliman but decided to focus more on his career. In 2008, the U.S. State Department granted Andanar and 30 other Filipino youth leaders a one-month fellowship at the Northern Illinois University. A year later, he
participated in a leadership seminar at Georgetown University in Washington D.C. He also completed a Senior Executive Fellows Program at the Harvard Kennedy School, Harvard University in March 2010 and attended a Public Communications Executive Course at the Lee Kuan Yew School of Public Policy in Singapore in 2015. This year, he attended the “Countering Violent
Extremism” executive course at the Lee Kuan Yew School of Public Policy and participated in the University of Hong Kong’s APAC news literary executive course. 11 foreign militants killed in Marawi battle
Ops vs. NPA rebels continue in North Cotabato KIDAPAWAN CITY – Police and military operations against New People’s Army continue in North Cotabato province following the recent capture of 2 communist rebels and their arms cache in Kidapawan city in southern Philippines. Captain Rhyan Batchar, a spokesman for the 10th Infantry Division, said security forces seized 20 automatic rifles from Wowia Boton and George Cuyo, who are both members of the rebel group in the village of Katipunan. He said the two men are members of the NPA operating in North Cotabato
province. Colonel Roberto Ancan, commander of an army brigade, also said that new rebel members were ordered to conduct tactical offensives against the military. “With this information at hand, the military together with the police immediately planned an operation purposely to foil an impending threat that resulted in the capture of the rebels,”Ancan said. Major General Noel Clement, commander of the 10th Infantry Division, praised the soldiers and policemen for the capture of Boton and Cuyo. “We were
able to prevent the NPA rebels from wrecking fear and havoc among the civilians. We have seen here the strong cooperation of the concerned people who were fed up by the presence of the NPA rebels who still continue to threaten, extort and recruit hapless civilians,” he said, adding, the police and military have intensified its security measures in Kidapawan following the capture of the 2 rebels. Police capture wanted MNLF rebel who is Duterte campaigner and CAFGU militia BASILAN – Police captured a wanted member of the former rebel group Moro National Liberation Front, who turns out to be an election campaigner of President Rodrigo Duterte and member of the military’s Citizen Armed Force Geographical Unit Active Auxiliary in Basilan, one of 5 provinces in the Muslim autonomous region. Boy Benoh Hamja alias Jimmy Boy Hamja was captured last week in Tipo-Tipo town in Basilan province after police commandos tracked him down and raided his hideout in the remote village of Bohe Baka. Hamja is facing a string of criminal charges and also included in the regional list of police most wanted man. He was charged with robbery-in-band, extortion, gunrunning, illegal drug trade among other cases in Tawi-Tawi and Basilan. Police also recovered different identification cards from Hamja that showed him being a member of the MNLF, Citizen Armed Force Geographical Unit Active Auxiliary and Duterte Campaign Team
2017. The police are currently interrogating Hamja. Both the military and the MNLF did not release any statement on Hamja’s arrest not Duterte’s elections campaign team. The MNLF, under Nur Misuari, signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. In 2001, Misuari’s loyal forces and former MNLF rebels who joined the Philippine Army following the September 1996 peace deal with Manila, attacked a key military base in Jolo town in Sulu province and civilian
targets in Zamboanga City in an effort to stop the government from calling an election in the Muslim autonomous region in Mindanao where Misuari was then the governor. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran thrice for governor in Sulu even while under detention, but lost miserably. And in September 2013, Misuari’s forces again attacked Zamboanga City that left over 300 people dead and wounded in three weeks of street battles. Misuari is also facing graft charges in connection with a P137 million textbook deal during his stint as regional governor. The Sandiganbayan has ordered Misuari’s arrest, but he remains in hiding in Sulu and being protected by thousands of armed and loyal followers. (Mindanao Examiner)

(Mindanao Examiner) MARAWI CITY – Security forces had killed at least 11 foreign militants along with over 600 local ISIS fighters in fierce clashes in the war-ravaged city of Marawi in southern Philippines, officials said. Rear Admiral Rene Medina, commander of the Naval Forces in Western Mindanao, said some 150 soldiers also died from the fighting since May 23 when militants occupied Marawi and declared it a province of the Islamic State. “Despite its losses, the government will never concede to lawless elements and will even further its efforts to put an end to these groups who threaten our freedom and democracy,” said Medina, who recently inspected troops at the battle field. He did not say whether the enemy casualties were based on body counts or intelligence reports. The
identities of the foreigners remain unknown, although previous military statements claimed some of them were from Malaysia, Indonesia, Singapore and Saudi Arabia. While in Marawi, Medina was also briefed by the 1st Marine Brigade and Naval Special Operations Group on the progress of the military operations against militants, who are still holding dozens of civilian hostages, including a Catholic priest and church workers. Details of the security briefing were not made public, but the navy headquarters in Zamboanga City said “Fleet-Marine operations in the city and other matters pertaining to the troops’ efforts to liberate Marawi and its residents were discussed.” Medina also visited wounded soldiers in hospitals in the cities of Iligan and Cagayan de Oro and
had meals with soldiers. Last week, the military deployed 102 female soldiers and policewomen to help local efforts in addressing the needs of families displaced by the crisis. The contingent is composed of 40 policewomen and 62 army members – mostly Muslims – who will be assigned to different evacuation centers in Lanao del Sur and Lanao del Norte and in Iligan City. They all underwent special training on gender and development and studied modules on cultural sensitivity prior to their deployment and will also assist in the many aspects of recovery, reconstruction, and rehabilitation of Marawi. DOH holds HIV/AIDS forum CEBU CITY – The Department of Health’s Research Institute for Tropical Medicine (DOH-RITM) recently held an awareness forum on Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV/AIDS) at the Cebu Normal University. The forum was part of Rated+ (Rated Plus), an awareness caravan by DOH-RITM that aims to promote a safe and open discourse on HIV/AIDs among the youth. The forum began with a film showing of “Bakit Ako?”, the winning piece by De La Salle University from last year’s Strain Film Exposition organized by DOH’s AIDS Research Group (ARG). The resource persons during the HIV/AIDS forum. It was followed by an open forum tackling HIV myths and facts, stigma, treatment, and a testimonial from an HIV positive person. There was also free HIV testing for the attendees and students. “We want to tap those who are at risk. Your group
of millennial are at risk,” Dr. Mark Kristoffer Pasayan, an Infectious Disease Specialist of RITM, told the participants as he explained why they are bringing the awareness fora to universities. He revealed that there have been 30 new HIV cases reported in a day for this year, a big jump from the data in 2008 when one case was reported per day. According to the HIV and Aids Registry of the Philippines (HARP) report, HIV reached the highest number of cases in May 2017 with 1,098 since 1984. Out of total, one fourth are from the 15 to 24 age group. As the years go by, as the numbers continue to increase, the people who get infected and diagnosed with HIV are getting younger and younger. [We] reach out to the college students to help them and bring awareness to this age group,” Dr. Pasayan said. Among the country’s regions, Central Visayas ranks third with the highest number of HIV/AIDs cases. The National Capital Region ranks first and followed by Region 4A. Another panellist dur-
ing the event was Cebu Plus Association Program Manager Jhay Encabo, who said that Cebu has the highest prevalence on HIV especially on cases of men having sex with men, however, the numbers only reflect those who voluntarily submitted themselves for testing. Encabo explained the concept of ‘outer circle’ or when the youth see themselves as invincible and that HIV will hit others but not themselves, is what usually prevents them from getting tested. “Life does not end after diagnosis. We have seen those infected became much closer to their parents and social circles,” he said. Dr. Pasayan stressed that early detection is key to treating HIV. “If you know your status early, we can diagnose early and help you early. Don’t put yourself in a situation that your doctors can no longer help you,” he said, explaining that HIV is transmitted through unprotected sexual contact, shared needles, mother to child via breastfeeding and blood transfusion.
