Australia's Border Force to shift focus to IS influence in Philippines: FM

AS THE WAR against Islamic State (IS) in the Middle East begins to wind down, Australian Border Force (ABF) officials at Australia's major airports will shift their focus to the Philippines, according to Foreign Minister Julie Bishop. The rise of Islamic State's influence in the southern Philippines city of Marawi is cause for

concern for those at Australia's borders, according to Bishop, who said 17 outbound international passengers have been stopped by security before boarding their flights since July 1. She told News Corp on Wednesday that while the conflict in Iraq and Syria was dying down, the "consequences" of the victory could result in an influx of

Duterte has lost all its 5th month and killed and moral ground to make such

a demand,” the Communist Party of the Philippines said. Rebel leaders have accused Duterte of reneging on a promise to free some 500 political prisoners and grant them amnesty. The NPA declared a unilateral ceasefire in August last year - that lasted nearly 160 days - as a response to Duterte’s commitment to free the prisoners, mostly NPA and CPP leaders and members languishing in jails across the country. “Duterte, however,

(Mindanao Examiner)

wasted the goodwill of the NDFP (National Democratic Front of the Philippines, CPP’s political wing) when it failed to fulfil its commitment and took advantage of the NPA ceasefire to deploy his soldiers and conduct military offensives,” CPP said and branded Duterte as a tyrannical ruler. “In the face of Duterte’s tyrannical rule and triple war, the people clamor for the NPA to mount more and more tactical offensives. Victories of the people’s army inspire resistance amid widespread killings and the climate of fear imposed by the Duterte regime.” It said the NPA has launched tactical offensives “to bring to account the Duterte regime and its soldiers and police for thousands upon thousands of “Oplan Tokhang” killings, the successive killing of peasants, national minorities and youths, military occupation of civilian com-

munities, aerial bombings and shelling, the near-genocidal war against the Maranaos of Marawi, arbitrary arrests and detention and so on.” CPP said as proven in the past peace talks, the negotiations with the Philippine government can proceed and make progress even while fighting continues in the country between the two groups. It said revolutionary forces remain open to negotiations as a means to attain a just and lasting peace even as it wages people’s war, conduct tactical offensives and confront the US-Duterte regime’s Oplan Kapayapaan all-out war. But it was quick to say that “the negotiations, however, cannot be fruitful while Duterte remains obsessed with Oplan Kapayapaan and demanding NPA capitulation. The Filipino people and their revolutionary forces have waged close to fifty years of people’s war.

They do not tire. They are determined as ever to wage revolution because they seek to end the unbearable sufferings of workers and peasants under the oppressive and exploitative system. He has roused the anger of the Filipino people and caused his increasing isolation. The revolutionary movement will surely outlast the US-Duterte regime,” CPP said. Rebels vowed to continue attacks on military targets after government peace negotiators failed miserably to convince the separatist group to sign a ceasefire accord and pursue talks aimed at ending the decades-old insurgency in the country. President Rodrigo Duterte trashed peace negotiations with communist leaders and abandoned efforts by his peace negotiators to convince rebels to stop attacks on government and military targets. Bishop's comments came less than a week after Australia's Attorney-General George Brandis officially listed "Islamic State East Asia" as a terrorist organization. "Islamic State East Asia seeks to advance Islamic State's ideology and establish a caliphate within the Southern Phil-

President Trump lauds PM Najib over anti-terrorism stance Continued fr om page 1 from "The prime minister has a major role in not allowing ISIS, or as you say Daesh, and others to exist. He has been very, very strong against terrorism in Malaysia and a great supporter from that stand point. "So that's a very important thing to the United States," Trump said during Najib's visit to the White House, here Tuesday. Trump had earlier warmly welcomed Najib on his arrival at the White House for talks with the American president, the highlight of his Sept 11-13 working visit to Washington DC. Besides a one-on-one meeting at the Oval Office, both leaders also presided over an expanded meeting between US and Malaysian delegations comprising cabinet members and senior government officials from both sides. During the delegation meeting, Trump also expressed gratitude to Najib, who was in Washington DC at the president's invitation, over Malaysian investments in the US. In his remarks at the meeting, the prime minister delivered a strong message to the president that Malaysia stood shoulder to shoulder with the US in the fight against terror. He acknowledged the Trump administration's goal of making the US and the world safe, something that Najib said he was also striving to achieve for Malaysia and beyond.

"We're committed to fighting Daesh, IS, Al-Qaeda, Abu Sayyaf - you name it. They're the enemy of the US, they are also the enemy of Malaysia. "And we'll do our part to make sure that our part of the world is safe," said Najib, alluding to terror groups that have wreaked havoc all over the world. Najib also took the opportunity of his encounter with the leader of the world's leading superpower to touch on the need to back moderate Muslim governments and win the hearts and minds of the Muslim community in a bid to combat the terrorism scourge. "The key to it is to support moderate and progressive Muslim regimes and governments around the world because that is the true face of Islam, that's the authentic face of Islam. "The more you align with progressive and moderate regimes, the better it would be in terms of winning the hearts and minds of the Muslim world," the prime minister said. The White House talks took place as Malaysia and the US celebrated 60 years of bilateral relations this year. Najib underlined that the US had always been a long-standing partner of Malaysia. "And this year is the 60th anniversary of our relationship. I hope that today's meeting will make it even stronger in the years to come," he said. Trump and Najib

greeted each other with a big smile and a warm handshake after the prime minister alighted from the car that brought him to the White House on Pennsylvania Avenue. Both of them then posed for the assembled members of the media before the president ushered Najib to the Roosevelt Room to sign the guest book ahead of their talks. Listed as participants of the delegation meeting on the US side were Vice President Mike Pence, Secretary of State Rex Tillerson, Defence Secretary James Mattis, Chief of Staff General John Kelly, National Security Adviser Lt Gen H.R. McMaster and Senior Adviser Jared Kushner. Observers have noted that the line-up reflected the significance accorded by Washington under the Trump administration to the meeting in terms of opening a new chapter in its ties with Malaysia, a multi-cultural and multi-religious nation of some 30 million people in vibrant Southeast Asia. The Malaysian delegation comprised Foreign Minister Datuk Seri Anifah Aman, International Trade and Industry Minister Datuk Seri Mustapa Mohamed, Ambassador to the US Tan Sri Zulhasnan Rafique, Chief Secretary to the Government Tan Sri Dr Ali Hamsa and National Security Council director-general Gen (R) Tan Sri Zulkifeli Mohd Zin. Congress Oks ARMM 2018 budget COTABATO CITY – In less than three minutes, the House of Representatives approved the 33.469 billion budget of the Autonomous Region in Muslim

Mindanao for 2018. The proposed budget was sponsored by Rep. Mohamad Khalid Dimaporo of Lanao del Norte’s 1st. district.

In behalf of the minority, Rep. Anthony Bravo of COOP NATCCO party-list moved to terminate the interpellation of the ARMM budget in the plenary as

soon as the budget was brought to the floor for discussion. The motion was quickly followed by an expression of support from the majority. “On behalf of the majority, we join the minority in closing the period of debate on the proposed budget of the ARMM, said Rep. Juan Pablo Bondoc of the 4th district of Pampanga. Despite the joint motion, Rep. Shernee Tan of Kusug Tausug, insisted on her objection to the termination of debate regarding

the ARMM budget. Given Tan’s objection, Bondoc moved to divide the house, during which the “ayes” decisively drowned out the “nays.” It was this vocal support from both the majority and the minority that led to the passage of the ARMM budget in the House of Representatives. “We are proud of what we have accomplished in the ARMM and we have answered all queries sufficiently during the pre-plenary hearings. The house has shown yet again

that it trusts the regional government,” said Gov. Mujiv Hataman as he received news of the ARMM budget approval. “We thank our fellow public servants in the House of Representatives for their support, and we extend our gratitude most especially to House Speaker Pantaleon Alvarez, to the majority floor leader, Cong. Farinas, and Cong. Dimaporo who has always been a voice for the Bangsamoro,” Hataman added. (Bureau of Public Information)

Duterte, however, said all efforts to promote business, trade and investment in Mindanao will be in vain if there is no stability and order, as well as just and lasting peace in the island. “That is why the government is in-

tensifying the fight against illegal drugs, crime and corruption, even as it creates a more enabling and nurturing business environment in Mindanao,” he said, reiterating that his administration is firmly committed to wiping out local terrorists and other threat groups that continue to hinder peace and development efforts, especially the ISIS-inspired militants who occupied Marawi City on May 23. The President assured investors and businesses in Mindanao that Marawi will rise again as a thriving and

flourishing city. “The government is now expediting preparatory works for the implementation of the Marawi City Rehabilitation and Reconstruction Plan to see to it that this will really happen,” he said, but in order for the government’s plans for Mindanao and the country to succeed, Duterte also asked for the help and participation of the private sector. “With your cooperation and our people’s support, I am confident that we will create a more prosperous and progressive Mindanao,” he said.

"We likewise urge police commanders not to obey a patently illegal order. A police spot report is a public document that should be available to everyone, not just media, in the principle of transparency and accountability," ani pa ng NUJP. "Suggestions that press releases will be issued in lieu of allowing access to spot reports are not acceptable. Press releases, by

their very nature, are sanitized and angled to favor the issuing body and are, thus, not an objective source of information. There is absolutely no reason why the agency sworn to “serve and protect” the people should cloak its operations in secrecy," dagdag pa ng NUJP. Hinikayat rin ng NUJP ang mga miyembro nito at mamamahayag na kondenahin ang kautusan ni Dela Rosa. "We urge colleagues to raise our collective voice in condemnation of this blatant efforts to withhold the truth and, if needed, to be ready to seek all legal redress," ayon pa sa NUJP. Apple’s iPhone X: Face ID, no home button, $999 TEN YEARS after the launch of the first iP hone pple has rreeiPhone hone,, A Apple vealed the iP hone X. iPhone It has no home button, scans your face to log you in and costs $999. The company unveiled the anniversary edition smartphone, alongside an iPhone 8 and its bigger sibling, the iPhone 8 Plus, at a press event at the brand new Apple Park campus in Cupertino on Tuesday. The company also announced a new Apple Watch with a cellular connection, an Apple TV that streams 4K video, and gave the public its first peek at the circular Steve Jobs Theater. To introduce the iPhone X, Apple CEO Tim Cook uttered the classic line at the annual press conference: “One more thing.” “We have great respect for these words and don’t use them lightly,” said Cook, adding the new phone would set the path for technology for the next decade. The new iPhone X kills the home button to make space for a larger screen. It has an edge-toedge display, glass on the front and back, wireless charging that requires resting the phone on a special surface, and a surgical grade stainless steel band around the edges. It’s water and dust resistant. The 5.8-inch OLED display isn’t just bigger, it also packs 458 pixels-perinch. Apple (AAPL, Tech30) calls it a Super Retina Display. It supports HDR, has a million-to-one contrast ratio and improved color accuracy. The loss of the home button means no more fingerprint sensor. To unlock the phone, you can use your face with a new technology called Face ID. Front-facing cameras and sensors create a map of your face to determine if you are the phone’s proper owner. The technology learns more about your face every time you use it, and stores any face detection information on the device. It uses small flood light to work in the dark. Apple said face detection is more secure than fingerprints. It added there was a one in 50,000 chance of a random person being able to open your phone with their fingerprint. But those chances drop to 1 in a million with face detection. The company also introduced a Face

ID-enabled feature called Animoji, which serves up animated emoji that mimic your facial expressions. For example, you’ll be able to give your friends side-eye as a unicorn. Apple spent a significant amount of time hyping up its 12megapixel dual cameras with image stabilization. Schiller said the new front facing cameras will “revolutionize” selfies by adding portrait mode. The iPhone X will cost $999 for the 64 GB version, $1,149 for the 256 GB version, and start shipping on Nov. 3 — more than a month later than all the other devices announced on Tuesday. For those not willing to shell out a grand for a new smartphone, the iPhone 8 options are cheaper and also pack a powerful punch. They’re faster, sturdier and better at snapping photos than the previous iPhone. On the surface, the devices look similar to the iPhone 7. The iPhone 8 clocks in at 4.7 inches and iPhone 8 Plus is 5.5 inches. But inside is an A11 “bionic chip” and an improved camera sensor. There are new camera modes, including an expanded Portrait Mode that lets you change lighting effects after you take the shot. The company also teased some of the new features coming to iOS 11, including augmented reality. Wireless charging, available on both the iPhone X and iPhone 8 devices, is a big move forward, too. The charging requires contact between a special surface and the glass back of the iPhone. The technology is based on Qi wireless charging, which Apple believes will be available at coffee shops, stores and airports around the world in the near future, so people can get juice on the go. iPhone 8 smartphones, which come with an aluminum band around the edges, will be available in three colors: space gray, gold and silver. The iPhone 8 will start at $699 and the iPhone 8 Plus is $799 for 64 GB models. Apple also announced a new cellular Apple Watch, which Cook claimed was the best-selling watch in the world, though the company has declined to release sales numbers. The waterproof Apple Watch has an even greater focus on fitness and health. For example, it flags users when it de-

tects an elevated pulse. The Series 3 comes with a built-in cellular connection, so it no longer needs an iPhone nearby for most tasks. You can answer calls, receive text messages, talk to Siri, check maps and use third-party apps over cellular connections. Starting in October, it will also be able to stream music to Air Pods over cellular. To demonstrate the watch’s new powers, Apple conducted a live phone call from stage with a person on a paddle board in the middle of a lake. Siri can finally talk back on the new watch, thanks to a new dual-core processor. Also included is a barometric altimeter, which tracks activity like stair climbing, skiing and snowboarding. The company has bigger dreams for the watch than workouts and wrist calls. It’s launching an Apple Heart Study later this year that will be able to detect early signs of atrial fibrillation, one of the leading causes of stroke. The watch will cost $329 without cellular, and $399 with cellular. It works with all four major carriers in the U.S., though Apple did not mention details on plan pricing. The watch will be available on Sept. 22. The company also teased a new Apple TV ($149) with support for 4K video streaming and a revamped the user interface. Its graphics are four times as fast, according to Apple. Apple said it is working with studios and streaming companies like Netflix to add more 4K content. It will also launch on Sept. 22. The Apple Watch was the first product unveiled inside the circular Steve Jobs Theater, part of Apple’s brand new multibillion dollar headquarters in Cupertino, California. The spaceship-shaped campus is expected to open later this year. The event opened with a short inspirational video with featured audio by late Apple founder Steve Jobs. “It seems only fitting that Steve should open his theater,” Cook told attendees. “Steve meant so much to me and so much to all of us. There’s not a day that goes by that we don’t think about him. Memories especially come rushing back as we prepared for today and this event.” (Heather Kelly, CNN )

HEALTH: Bawasan Ang Pagkain Nito! 9. 8. Matatabang sarsa tulad ng gravy, mayonnaise at butter. Tadtad iyan ng calories. Mas mainam pa ang suka, calamansi o hot sauce bilang sawsawan. 7.

Troops continue to advance into ISIS-held areas in Marawi Continued fr om page 1 from explosives that had killed already scores of soldiers. Security officials said militants have planted explosives in houses and buildings and structures they occupied and making it extremely difficult for troops to accomplish their mission – to kill the enemies, rescue civilian hostages and liberate Marawi, the capital town of Lanao del Sur. Troops have occupied dozens of buildings and mosques previously under the control of ISIS fighters who dug up tunnels and rat holes that served as their escape routes and protection from military air strikes. The military claimed it has killed at least 650 militants since the start of the battle, but it did not give evidence to back up its claims, except the figures were all based on raw intel-

ligence reports and unnamed civilians and other sources. But the fighting had so far killed over a hundred soldiers and left more than or nearly 2,000 troops wounded. President Rodrigo Duterte has been frequently visiting troops on the front line and inspected mosques damaged or destroyed by the fighting. And pinned medals to wounded soldiers in hospitals and visited the funeral of fallen soldiers. Australia, worried over the fighting in Marawi, has pledged to send soldiers to help train local forces battling militants and this is on top of spy planes it deployed in the troubled region. Japan also sent food aid to war refugees. The United States also deployed the Gray Eagle Unmanned Aircraft Systems (UAS) to Mindanao

for additional surveillance in support of the Armed Forces of the Philippines (AFP) counterterrorism efforts. Compared to current surveillance platforms used in the region, the Gray Eagle has a longer flight duration which will enable a larger area of reconnaissance and surveillance. Over the past three years the U.S. has provided the Philippines with assistance valued at over Php15 billion, to establish better command, control, communications, computers, intelligence, surveillance, and reconnaissance capabilities for the AFP. Recent deliveries include a Raven tactical UAS and two Cessna-208B surveillance aircraft, as well as various munitions and weapons to support urgent defense and counterterrorism needs.

“Consumers availing from these unauthorized distributors or retailers are at risk of buying

vaccines of poor quality, compromised by non-compliance to the required standards of FDA, or worse, at risk of buying counterfeit products,” pasidaan sa FDA.

Public cautioned vs. LPG anti-leakage device CEBU CITY - The Department of Energy (DOE) has warned household consumers to be wary of Liquefied Petroleum Gas (LPG) anti-leakage devices that are being sold house-to-house. It said besides the lack of proof that such devices actually prevent LPG leaks, using them in households may encourage consumers to disregard basic safety practices, said Engr. Jose Rey Maleza, Officer-inCharge of the DOE–Visayas Lighting and Appliance Testing Division.

ARMM

Maleza explained that the anti-leak device is a mechanically operated gadget technically termed as “excess flow limiter.” A steel ball automatically blocks off the passage of gas by 40-50% of the normal flow when there is a sudden surge through the regulator. However, this does not work when there are pinholes and small cracks on the LPG hose, he said. He also warned the public against using LPGrefilled butane canisters. The disposable canisters are made for one-time use only and are not intended

to be refilled. LPG varies from butane in terms of pressure, and butane canisters refilled with LPG have higher chances of leaking and exploding. According to DOE records, at least six fire incidents caused by explosions of LPG-refilled canisters had been reported in the Visayas and Mindanao since 2015. The only containers allowed to hold LPG are the transportable and refillable welded steel cylinders for LPG (PNS 03:2014) and the refillable composite gas cylinders and tubes. (PNS ISO 11119-3:2014)

SIQUIJOR - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar vows to help promote and strengthen government communications in Siquijor province during his recent visit here for the launching of the Provincial Communication Officers Network (PCO Net). Andanar led the launch in Siquijor town together with other PCOO officials - Usec. Marvin Gatpayat and Asec. Ana Maria Banaag, and Provincial Vice-Governor Mei Ling Quezon and the municipal mayors and vice mayors and the Siquijor Association of Information Disseminators (SAID). PCO Net is a network of city, provincial, and municipal public information officers throughout the country. Andanar said PCO Net is

part of the administration’s institutional reforms to strengthen communication and message deliver y from Malacañang down to the grassroots level. Hinged on the existing organizations of information officers and communicators organized by the Philippine Information Agency (PIA) in the provinces, it is envisioned to become a key communication arm of the government that will have direct access to the Office of the President through the PCOO. Andanar said the PCOO will tap the information officers to help deliver “clear and right” information from the national government down to the municipalities, barangays, and puroks. Reiterating the vital role of information officers nationwide, the PCOO chief commended the

SAID members organized by the provincial office of the PIA. “By strengthening the network of information officers in the province, it would be easier for Malacañang to cascade programs and policy updates and other vital information,” Andanar said. He also assured that PCOO will look into getting a franchise from the Philippine Broadcasting Service for the establishment of a local radio station in the province and eventually set up a local television network for Siquijor Island. With the local radio and TV networks in place, Andanar said the province’s promotion of local tourism and economy, best practices, and other key information will be delivered more effectively in the local communities.
