Continued fr om page 1 from convenient road access; secure the remains of civilians so they may not be mixed with the garbage in the process of military clearing operations and so that they may be given proper burial even if only skeletons are left of them; to provide immediate appropriate material and financial support to all wounded civilian victims similar to the support being provided by the government to wounded military and police personnel; compensate for the damaged houses and buildings, wasted goods and merchandise of civilians and provide for their livelihood as well. And to rebuild or rehabilitate the mosques and madrasahs and other destroyed structures that represented the Meranao culture and heritage; importantly, the government should not make any hint that it would occupy the land of the Meranaws on the basis of military reservation, instead it should help legitimate owners to have their respective land titles; and for the military and police personnel to avoid occupying mosques and madrasahs. It also demanded from

local politicians to account for all the relevant government funds such as the Calamity Fund and all other assistance and donations, and ensure transparent and equitable implementation or spending of the same. And has urged the rebel group Moro Islamic Liberation Front to support its demands by ensuring that these reach all those concerned. The Meranaw Victims Movement strongly denied that locals – whom the government and authorities blamed for allowing militants to build up forces and occupy the city – condone the violence and said it is willing to face off with IS fighters in an effort to drive out the gunmen. It also blamed local leaders as responsible for failing to prevent the IS attacks. “First, we did not conform with the using of Marawi City as sanctuary neither did we approve of what some of our kinsfolk who claimed to be ISIS/ Maute Group did which ignited the war in Marawi City that has brought about grave sufferings to the Meranaw people. Second, we deem unacceptable the actions of the Government that caused the displace-

ment of tens of thousands and deaths of several civilians due to the aerial bombings and use of heavy armaments in Marawi City which are among those prohibited under International Humanitarian Law.” “Third, we hold our local leaders, past and present alike, responsible for failing to prevent the ISIS/Maute Group from carrying out their plan since they were fully aware of the group’s presence in the city prior to the siege, and for literally forsaking the civilians like orphans in the midst of great danger during the onset of the siege on May 23, 2017. Fourth, we are dismayed with the MILF since, until now, nothing was heard of them, let alone have they made a categorical position on the current Marawi crisis,” it said. If all the demands are not met, the group said it will take actions not only against IS militants, but the Duterte government as well. “To our ISIS/Maute Group kinsfolk, if you would not heed our call, we would be compelled to face you because by then you no longer care for the welfare of the people and you did not only fail to realize but have violated the essence of

To the Government, this will be the last time that we will ask in relation to previous demands of various sectors of the Meranaw society, and that if the foregoing demands will fall to deaf ears, likewise, we will be compelled to fight for our rights that have been trampled upon and that Jihad becomes our legitimate recourse.” “To our leaders, should we find out that you defraud or corrupt the assistance and support intended for the evacuees, we will unrelentingly pursue until we take them for the people in whatever means possible. To the MILF, take note that the demand for the approval of the BBL becomes irrelevant if the key area where it should be implemented would no longer be in the hands of the Meranaw, and that by then the support of the people of Lanao becomes weak in time that you need it,” it said at the same time appealing to fellow war victims to support them and stand united and fight for the rights of the “Bangsa Meranaw,” whose dignity was trampled upon because of this crisis. “Dear fellow Meranaws, we are your

sons and brethren, who are among the evacuees from Marawi City. Some of us have relatives among the civilians who perished and what is more hurting is that their remains have yet to be retrieved. It’s almost four months now that we have been seeking shelters in evacuation centers or among our relatives’ homes in different towns. Consequently, some passed away while many others fell sick, prompting us to unite…this movement is dedicated to help in fighting for the rights of the Bangsa Meranaw,” it said. The group said for the longest time, the Meranaw or natives of Marawi, had not experienced this kind of most demeaning crisis, especially the utter destruction of the city which is a rendezvous for the four principalities and royalties of Lanao. “Indeed, let us accept this crisis as a tribulation for our sins and omissions. Let’s go back to Allah and seek atonement for our sins, and let us stop all our wrong or evil ways, small and big alike. It’s almost four months now that we have been waiting for any groups or individuals who would take the cudgels for our land and our

people but it seems none is coming. Henceforth, even we are weak in terms of arms and less in number, we leave our fate in the power of Allah for He knows what’s in our hearts and that we are just following His commands.” “We find it unacceptable to have a future history of Marawi City being lost by the Meranaw people of this generation, hence our conviction to stand for it and fight for the rights of the people now. Do not lose hope. For us, we will not stop until we are able to go back home to Marawi and be able to avail of our rights in full. The fate of this effort depends on you, especially those who truly care for our land and the people. Please help us with your prayers so that Allah will help us because no one has control over anything except Him and that all powers come from Him.” It was not immediately known who the leaders of the group are, or whether some of them are Muslim members of the military and police. ARMM 2018 budget passes Senate Finance Committee MANILA – The Senate’s Finance Committee on Monday approved the 2018 budget of the Autonomous Region in Muslim Mindanao worth P33.469 billion and is now with the plenary for final approval. Representatives of the Autonomous Region in Muslim Mindanao (ARMM) led by Governor Mujiv Hataman faced the Senate Committee on Finance (Subcommittee E) chaired by Senator Panfilo Lacson to seek endorsement of the region’s budget. Senators Lacson and Juan Miguel Zubiri heard the interpellation of the ARMM budget. During the hearing, allegations of corruption among local executives in the ARMM were raised by Zubiri. Hataman raised the issue of jurisdiction since local government units are not legally required to submit reports to the ARMM when it comes to the local government units’ expenditures. “One thing I assure you, if the funds are part of the budget allocation for the ARMM, […] ito nga po ang pangako ko lagi and I am proud to say this, kung meron isa at sabihin, merong project sa loob ng ARMM from 2012 nung naglilingkod na ako hanggang 2017, kahit isang metro na na-ghost (project), ipakita lang ang ebidensya, pwede ako bumitiw sa pwesto,” Hataman replied. Troops advance into ISIS stronghold, search for hostages MARAWI CITY – Military forces continue to advance into territories held by local IS militants in the war-ravaged Marawi City in search for civilians being held by the jihadist group. Troops have already occupied many buildings and structures previously held by militants, but it was extremely difficult for them to scour the ruins due to the presence of improvised explosives and booby traps. Just recently, Father Teresito Suganob, the vicar general of Marawi; and Lordvin Ocopio – who teaches at the Dansalan College Foundation Incorporated – allegedly escaped from a mosque used by militants as a base to attack soldiers. There was no information on the fate of other hostages that Suganob said

could reach more than 200, including 6 other teachers from Dansalan College, when he appealed to Duterte on a video released by IS in May as a proof of life. In the 5-minute clip, the priest appealed to the President to immediately withdraw thousands of soldiers from the war-torn Marawi City. Suganob said militants seized him, along with other church workers, including children and adults, mostly Christians, when IS fighters occupied Marawi on May 23. Speaking outside the ruins of buildings destroyed in fierce clashes, Suganob made an emotional appeal to Duterte to save all of them, saying, the militants are ready to die for their religion. He also asked Duterte to stop military assaults, both in air and on the ground, and for security forces to quickly

leave Marawi and Lanao del Sur, one of 5 provinces under the Muslim autonomous region. It was unknown how many civilians and hostages were killed in military air strikes and artillery fire since the fighting began, but the military insisted over 670 militants had perished in the battle, although it provided little or no proof at all for the huge number of enemy casualties. It said about 150 soldiers and 47 civilians were also slain in the war with nearly 2000 troops wounded in the battle. The militants occupied Marawi in an effort to put up an Islamic State province in the troubled region, home to some 4 million Muslims and 17 million Christians. NBI, DOJ get new building in Sulu SULU – The National Bureau of Investigation praised Sulu Governor Totoh Tan for his unwavering support following a courtesy call made by its representatives to the province’s chief executive. Ronaldo Aguilar, Valentino Balbuena and Wilfredo Abuan - all from the NBI central office in Manila – thanked Tan for the satellite office he provided to the agency, including office furniture and fixtures and equipment essential for its operation. Tan said people seeking clearance for job application and other documents need not to spend money anymore for air plane or boat transportation to go to the NBI office in Zamboanga City on Mindanao region. “They can now apply for all these

documents in Jolo (Sulu’s capital town) and save their money instead. And those seeking help from the NBI have now access and this will greatly help in legal investigation, among others,” he said. Aside from the NBI, government prosecutors in Sulu will also have their own office in the same two-storey building built for them in January 2016 by the provincial government. Judge Alsad Alfad, Jr., of the Regional Trial Court and Fiscal Annie Marie Ledesma, together with lawyer Alkhaisar Saydil, the provincial prosecutor and other members of the judiciary, have praised the Sulu government for the new edifice, saying, it will hasten the hearing of court cases and provide better services to the

public. The NBI will have at least 2 rooms in the edifice for use in official transactions. Tan said the project is part of the commitment of the provincial leadership to bring government services closer to the people. The new building was only one of many infrastructure projects of the provincial government in an effort to hasten economic progress, peace and development and stability in Sulu, he said. Provincial engineer Abdurasad Baih said the building cost around P6 million. “This is just one of the many infrastructure projects of Governor Tan and all these are part of the peace and development efforts of the provincial government,” he said. If you're rocking an old school Galaxy S3, a fancy Galaxy S7 or a sleek new LG G6, you can save storage space on the phone itself by pushing your shots straight to the SD card. Some versions of Android don't officially let you do this, but it's still possible. Read on to find out how. Now we've added instructions for Android Nougat. The process for most phones is fairly similar, so it can be applied to almost any Android phone with a MicroSD card slot. While the steps may differ a bit from phone to phone, or between Android versions, you'll usually find your way if you dig around a bit. Insert it into your phone, open the camera application and a message will appear asking if you want to change the storage location to the SD card. The same popup occurs on most devices when opening the camera app after inserting an SD card. Agree to your phone's request and all future pictures will be stored in the external memory card. Simple. If by some chance this message doesn’t appear, or you have an SD card in your phone already, you need to configure it manually. To do this, you go to Settings in the camera app and scroll down to Storage. That's where you are able to choose between Device and Memory Card. Be aware, that on Marshmallow, you now also have the option to format an SD card as internal storage, meaning your photos will automatically be stored on it without doing any of the above. But if you do this, the card will only work on the phone you formatted it on. That means you have to connect your phone to a computer via USB if you want to manually transfer files. The card itself will not be recognized by any other devices. save location for photos (as well as safer). Apps once again have read and write access to directories on removable storage. If your stock camera won't let you save to the SD card, you can download a different camera app. Check the settings in the app and look for a storage option. INSTR UCTIONS: INSTRUCTIONS: 1) Pour water in a large cooking pot. Let boil. 2) Add all the beef innards. Cover and cook in medium heat for 30 minutes.

Cebu, Fujian establish friendly relations

(Courtesy of Cebu Provincial Government) CEBU - The Provincial Government opened its doors to delegates of Fujian Province in China lwith Cebu First Lady Jobel Davide as one of the hosts. Mrs. Davide led officials in welcoming more than 40 Fujian Province officials and businessmen who visited Cebu recently. Mr. Liang Jianyong, head of Fujian delegation and Secretary General of Communist Party of China (CPC) in Fujian, also expressed their gratitude to Cebu Province for the warm welcome. Jianyong, a member of the standing committee of CPC Fujian Province, and his eight officials met with three Provincial Board (PB)

members and six Capitol department heads led by Provincial Administrator Mark Tolentino. “If we don’t make business with Cebu, it is our loss,” he told Cebu officials through his interpreter. Jianyong invited Gov. Davide to visit Fujian Province where the famous City of Xiamen is located. He also encouraged Capitol tourism officials to do a promotions seminar and exposition in Fujian to introduce Cebu as a tourist destination. City of Xiamen is known for its mild climate, Hokkien culture and colonial architecture with its relatively low pollution, making it as China’s most romantic leisure city.

Simultaneous to their meeting, Cebu Investment and Promotions Office (CIPO) organized a business matching and networking activity between Cebu entrepreneurs and Fujian businessmen. After the meeting and business matching, Mrs. Davide invited the whole Fujian delegation to a dinner of a mix Asian cuisine with roast suckling pig or lechon as one of the dinner’s main dish. BORACAY ISLAND, Aklan - The organizer of the annual Kalibo AtiAtihan Festival said it is now gearing up for next year’s celebration. Ati-Atihan, an annual festival that attracts thousands of local and international tourists, is a week-long celebration every second week of January. The more than 800year-old festival, dubbed as the "Mother

of All Philippine Festivals” is organized yearly by the Kalibo Santo Niño AtiAtihan Foundation, Inc. (KASAFI). Albert Meñez, KASAFI chairman, said Wednesday that preparations for the festival are already underway. He said Kalibo AtiAtihan 2018 will officially open on October 20. LGUs told: include ‘Greenway’ in zoning ordinance

CEBU - The Cebu Provincial Government is calling the local government units (LGUs) to forge a local ordinance that would implement the Greenway Links Project. In a message during the Provincial Strategic Direction Conference held on Tuesday, Cebu Governor Hilario P. Davide III stressed on a unified effort to attain progress in the province. “Ang atong tinguha nga kalambuan manukad sa paningkamot sa matag usa kanato, manukad sa mga pangingkamot sa matag lokal nga komunidad,” Gov. Hilario P. Davide III said in his speech, which was delivered by Provincial Planning and Development Office (PPDO) head Arch. Florentino Nimor, Jr. Davide was not able to attend the Conference Workshop at Montebello Hotel due to health concerns. “It is important that you remain well-informed with the latest planning developments for you to better formulate, update and synchronize your local

plans with the provincial and national government plans,” Davide further expressed. Greenway Links Project PPDO developed the Greenway Links project. The project is designed as a 2-lane alternate road, so as not to anticipate frequent road widening.“We want the LGUs to prepare the roads, and provide the necessary setbacks,” Nimor added. Recently, Gov. Davide and Vice Gov. Agnes Magpale traveled an alternate road also mapped in the project from Compostela, exiting to Talamban. Here, they found that the travel time was cut in half, compared to when one has to take the normal route - passing by Liloan, Consolacion and Mandaue City. PPDO is yet to identify the travel time cut when taking the mapped alternate routes, as they are conducting feasibility studies with Japan International Cooperation Agency (JICA). Aside from providing alternate routes, the project is also designed

for bikers and pedestrians, wherein they can safely take the routes under the shade of trees. Mapping and presentation to LGUs PPDO is done with the “mapping stage” of the project, wherein the office identified that 70% of the areas mapped have existing roads, while 30% are road openings. According to Nimor, the next step is to present the project to LGUs, so they can provide inputs on which specific areas and roads are most feasible as alternate routes. Nimor added that they will first present the project to the municipalities of Sibonga to Boljoon in the South, and Danao to Bogo in the North. “When there are typhoons and flash floods, these are the areas where the roads are most likely blocked,” Nimor said. “We will provide a template that you can put in your zoning ordinance,” Nimor added.
