ARMM lawmaker, 6 others are now Science and Technology Ambassadors COTABATO CITY – The Department of Science and Technology of the Autonomous Region in Muslim Mindanao (DOST-ARMM) has recognized several individuals and institutions as Science and Technology (S&T ) Ambassadors for their significant contributions to the development of science and technology in the region. One of the awardees was Irene Tillah (Sulu, 2nd district), Assistant Majority Floor Leader of the regional legislative assembly, who was recognized as S&T Ambassador on Policy for her efforts in promoting the Science and Technology department’s programs in her district. Tillah has extended full support to DOST’s projects such as RxBox, a telemedicine device, and Starbooks, the first Philippine science digital library. Tillah, chairperson of the Committee on Women, Youth and Family Relations, also supported
the establishment of the Philippine Standard Time in Sulu, a project of the DOST to synchronize time in the ARMM and the rest of the Philippines. Aside from Tillah, DOST-ARMM also awarded Modrika Masukat, municipal agriculture officer from Maguindanao province, as a technology adopter ambassador, and Dr. Rosemarie D. R. Josue and Prof. Rowena Benavides, both from Mindanao State UniversityMaguindanao, as ambassadors on research and development. Meanwhile, the municipality of Panglima Sugala in Tawi-Tawi and the city of Lamitan in Basilan were recognized as supportive local government unit ambassadors. Hataman is the wife of ARMM Governor Mujiv Hataman. “We are confident that Secretary Jumaide will serve the agrarian reform partners’ interest in our region,” Atty. Alamia said. Before Jumaide’s latest appointment, she served as Assistant Secretary of the Department of Health-ARMM for four years. Jumaide became a health information officer in the same province (2000-2006), project officer of the U.S. Agency for International Development (2006-2010), and ARMM assemblywoman. Municipal and provincial agrarian reform officers turned over the department's banner and key of responsibilities to the new DAR-ARMM chief. Under the accord, Manila would have provided a minimarshal plan in the restive region and livelihood and housing facilities for thousands of MNLF rebels. Misuari, a close friend and political ally of Duterte, also wanted to become a perpetual regional governor. He is also being accused of graft and corruption with cases dating back during his time as governor, but Duterte ordered authorities not to arrest Misuari because of the peace process. He previously said that the MILF will not settle for anything other than the BBL. Defending the provisions in the BBL, the MILF cited Article 10, Sections 15 and 18 of the Constitution, which state that the autonomous Bangsamoro entity may define the basic structure of government, provided it is democratic, and consonant with its distinctive historical and cultural heritage. The BTC, which originally had 15 members both from the MILF and the government, was expanded to 21 members after Duterte signed an executive order in November last year to review the provisions of the BBL. The MILF said the BTC sought the opinions of the 18 members of the original framers of the Constitution - Father Joaquin Bernas, former Chief Justice Hilarion Davide, former Commission on Elections Chairman Christian Monsod, Supreme Court Justice Adolfo Azcuna, among others, who all stated that the BBL is constitutional and can stand charter challenge. “Furthermore, it must be emphasized that the BBL is not an ordinary bill that should be subjected to the plain letter of the Constitution, but it is an organic act to create a Bangsamoro entity which would reach far beyond the wisdom of our framers when they drafted Article 10 of our present Constitution—the wise men who were desirous and had the
vision to solve the centuries of nagging problems that caused enormous suffering and death, as well as, to support the proposed measures for lasting peace and comprehensive development throughout the whole region and ultimately the nation at large,” the MILF, the country’s largest rebel group, said. The MILF said the proposed law can be a potent and substantive demonstration of the cooperation and collaboration between the government and the Bangsamoro people to forge a lasting peace and to ensure the progress on political, social, cultural and economic development, and the preservation of national integrity. “With the current rise of extremism in Mindanao in recent months, there is a most urgent need to constrain its escalation and tragic effects. The BBL can and will be an instrument of peace and national unity, and a landmark legislation to ar-
rest the rising tide of violent extremism and radicalism not only in Mindanao, but in this country, as well,” it said. The BBL aims to expand the Muslim autonomous region – which comprises of Basilan, Sulu, Lanao del Sur, Maguindanao and Tawi-Tawi provinces – but their governors were not even included in the BTC or consulted by the body. And public consultations by the government on the BBL in the provinces came late and was more of a show rather than get inputs from various sectors and Muslims themselves. And the ARMM Governor Mujiv Hataman, a known political ally of then President Benigno Aquino Jr, who appointed him as acting governor prior to winning the elections, said he is supporting the BBL. “We are for the passage of BBL as we underscore the need for a Bangsamoro that is stronger than the ARMM, a new government that will bring our people a life of greater opportunities and deliver the promises of a lasting peace,” he said. Many Muslims do not even know the BBL or its provisions, except that majority of them wanted an independent Bangsamoro nation and the return of their ancestral lands now in the hands of wealthy Christian landowners and businessmen. ARMM celebrates National Science and Technology Week COTABATO CITY – The Department of Science and Technology of the Autonomous Region in Muslim Mindanao (DOST-ARMM) celebrated recently the 2017 National Science and Technology Week with various exhibits at the municipal gymnasium of Sultan Kudarat town in Maguindanao province. Students from the Sultan Kudarat Islamic Academy can now benefit from Starbooks, the first Philippine science digital librar y, established by the DOST-ARMM in Sultan Kudarat. The municipality was also the recipient of Project DEWS or Deployment of Early Warning System, a device that will provide a six hour lead-time warning to vulnerable communities against impending floods.. “Aside from the DEWS and Starbooks, we have also given Sultan Kudarat the RxBox, a telemedicine device designed to provide better access to life-saving health care services in isolated and disadvantaged communities nationwide,” said DOSTARMM Secretar y Myra Mangkabung. NPA rebels urged to give up fighting, start new life
PAGADIAN CITY – The Philippine Army has urged communist insurgents to peacefully surrender at take advantage of the government’s amnesty offer and livelihood package for them to start a new life with their family. TECH TIPS: 15 Android Features You’ve Never Heard Of AS SMARTPHONES are becoming more and more powerful, so are their features: checking out social media, sending emails and even taking calls! In all seriousness, though, there are secret features that you can take full advantage of on your Android smartphone. We've recently updated this list of handy tricks with how to access developer options, how to get your phone to read to you, and more! 1. Voice sear ch with the search scr een locked screen Few users know this trick: some Android smartphones let you voice search by saying “OK Google” even when the screen is off! Unfortunately, only mobiles with a voice detection system enabled are able to carry out this function. To find out if your phone is able to do this trick, go to Google Settings > Search and Google Now > Voice > OK Google detection > Always On. Remember that you have to train Google to recognize your voice (this option is on the same screen). Phones that don’t offer the ‘turned-off screen’ detection will have an option called “From any screen” instead of “Always On”. 2. R emotely tur n off and Remotely turn reset yyour our lost phone Losing your phone is bad enough, but it’s even worse when you think that a stranger may have access to all your personal information. Luckily, Google has an excellent feature called Android Device Manager which lets you keep control over your device if you misplace it. Android Device Manager does much more than just trace your phone: it allows you to call it, turn it off remotely or even reset it to the factory settings. Activate this feature by simply going to Settings > Security > Phone Management and access the site on your computer if you’ve lost your phone. 3. A ctiv ate yyour our o wn dar k Activ ctivate own dark theme Android Marshmallow abandoned the dark theme for now, but there’s still a way to create your own in-house dark theme. Simply go to Settings > Accessibility > Inverted Rendering to get the dark theme that you dreamed of. Screenshots won’t take the dark mode into account and it will affect the appearance of app icons. That said, the theme is great when it comes to readability, as it's perfect for reading at night or in bright light. 4. A ccess Chr ome tabs Access Chrome fr om other devices from devices.. If you use Chrome as a default browser (like most users do), did you know that you can also access your open Chrome tabs on other phones or tablets? As long as you’re connected to Chrome, when you open a new tab you’ll see the ‘recent tabs’ option at the bottom right of the screen. Tap on this to see all the open URLs on your other devices. 5. If your phone is lost and you think that someone could pick it up, you can leave a message on your phone with your contact details. You have the same feature with the Android Device Manager if you’ve already lost your phone, but it’s a security measure that you should definitely set up. Go to Settings > Security > Lock screen message to add your contact details or instructions. Offering a reward to someone that finds your phone isn’t a bad idea either! 6. Documents scanner Once upon a time, at the dawn of the digital age, you had to invest in a huge scanner to make a digital copy. Today, your smartphone can function as a very versatile scanner in its own right. Even though the quality isn’t as good, the process is much more practical. If you want to use your mobile phone as a scanner, you have several options. You can simply take a photo of the document and save it as an image, or you can use Google Drive to convert it. There are also excellent apps for this, such as CamScanner or Evernote. 7. B ecome a Wi-F Become i-Fii hotspot Tethering is a feature that most of you will already know about, but you can also turn your smartphone into a Wi-Fi hotspot, and it has become much easier to do this since Lollipop and Marshmallow. The process turns your smartphone connection into aWi-Fi network that other devices can connect to. Go to Settings > More > Share connection and Mobile hotspot. There, you can set up the network name and the password to connect to it. However, be sure to keep an eye on your mobile data consumption. 8. C ompass and bar omCompass barometer Do you know the various sensors that your phone has? Not only does it know which direction is north or south, but you can also download an app like Smart Compass or AndroiTS Compass Free to turn your mobile into a compass.A lot of phones also have a barometer which turns your mobile into a portable weather station. Apps such as Barometer Altimeter DashClock and Barometer Monitor can help you to anticipate changes in atmospheric pressure. 9. B ar code scanner Bar arcode Let’s go back to your phone’s camera: you can easily turn it into a barcode scanner with apps such as Barcode Scanner. The app works with QR codes as well as barcodes, and there are a lot of other alternatives! Why would you want to scan barcodes? It all depends on the app that you use, but shopping is the main reason: if you see an item in a shop, you can compare the price online or order an item that is out of stock using the barcode. 10. F itness tr acker Fitness tracker Your smartphone has a lot of sensors. This means that you can trace your walking or running routes and
other activities without needing any other equipment strapped round your wrist or clipped onto your clothes. For starters, Google Fit is an obvious application for this purpose, but there are also many other apps for that will work on your mobile or your connected accessories. If you need additional information, apps such as Runtastic Heart Rate Monitor can measure your heart rate using your smartphone’s camera. 11. U nlock hidden feaUnlock tur es (D ev eloper O ptions) tures (Dev eveloper Options) Turning on the developer options sounds like a scary thing to do, but they're features your device has and you can use them whenever you want. Even if you don't think of yourself as a developer, anyone can use these hidden features to enable certain convenient tweaks. It's possible give the phone a new sense of speed by turning off animations, improve GPU performance in gaming, debug the USB connection and much more. The first step toward developer options heaven is to actually enable them. To do this, go to Settings > About phone, then scroll to build number and tap it seven times in a row. By doing so, you will be notified that you have become a developer (aw yeah). Now, return to the regular settings menu and scroll to the bottom. Just above "About phone" you will see Developer options. Time to enjoy your new-found powers. 12. Record an on-screen video We've been able to take screen recordings for years on Android, but surprisingly few people other than developers, YouTubers and the specialist press currently use this feature. It's a very simple way to show someone how to do something. There's nothing to enable, just install an app like AZ Screen Recorder and that's it. Even some devices like the Galaxy S8 with its Game Launcher bring this standard option for games. 13. S implify yyour our secur ity Simplify security Smart Lock is a feature that came with Android Lollipop and after 3 Android versions it's about time you got with the program. This under-used but handy feature allows you to lock your phone, or keep it unlocked, through very simple (and automatic) settings: Go to Settings > Security > Trusted Agents and enable the Smart Lock feature. Once activated, you can choose trusted devices (such as smartwatches or Bluetooth headsets), trusted sites (such as your home or office), trusted faces (facial unlocking), voice unlocking, or usage detection by the owner. 14. U se the Andr oid Use Android magnifier This is a simple but very useful feature found in the Android Accessibility Settings. Ang sintomas nito ay ang panghihina o pamamanhid ng katawan. Ang migraine ay isa ding pangkaraniwang dahilan ng sakit ng ulo. Malalaman mo na migraine iyan dahil kalahati lang ng ulo ang sumasakit. RECIPE: BBQ Chicken Wrap
INGREDIENT S: INGREDIENTS:
– 2 (4 oz.) pieces boneless chicken breast – 1 teaspoon sea salt – ½ teaspoons vegetable oil – ½ cup BBQ sauce (homemade or store bought) – ½ cup sharp chaddar cheese
– 2 pieces large flour tortillas – Fresh vegetables – 2 cups chopped fresh romaine lettuce – ¼ cup chopped purple cabbage – ¾ cup chopped green cabbage – ¼ cup carrots, julienne
INSTR UCTIONS: INSTRUCTIONS: 1) Rub salt all over the chicken breasts. Let it stay for 10 minutes. 2) Coat the chicken with vegetable oil. 3) Heat-up the grill. Start to grill one side of the chicken for 3 minutes per side. 4) Baste BBQ sauce on each side of the chicken and continue to grill for another 3 to 4 minutes per side. Remove from the grill and let it cool down. 5) Slice the grilled chicken BBQ croswise into strips. Apply the remaining BBQ sauce on top. 6) Meanwhile, lay a piece of flour tortilla flat on a large plate. Arrange half of each fresh vegetables (see recipe above) over the tortilla. Top with cheese and slices of chicken from one breast. 7) Secure the contents by wrapping the tortilla all over it. Do this by folding a quarter of both sides (left and right) inwards. Roll the flour tortilla from bottom to top until the contents are secured. 8) Serve with your favorite dressing. 9) Share and enjoy! I save tons of articles on my mobile phone to read offline, but I'm very busy and I don't always have time to sit down and read them. That's why I use the Text-to-Speech feature to tell me the stories while I'm cooking dinner or doing things around the house.
Go to Settings > Accessibility > Text to speech output and make sure you have the language pack installed. Cebu to host int'l routes forum in 2019 CEBU - Cebu province in central Philippines has been selected to host the 2019 edition of Routes Asia, the largest routes development forum in the region, the Department of Tourism (DOT) said. It said that UBM World Routes Brand Director Steven Small confirmed the news at the sidelines of this year's World Routes 2017 Forum in Barcelona, Spain. Manila hosted the 2016 edition of Routes Asia, which brings together leading airlines, airports and their stakeholders to discuss air services to, from and within Asia. Cebu province to open alternative roads
CEBU CITY - The Greenway Link Project, which aims to provide alternative routes to the main arterial roads in the entire Cebu Island, was finally presented to the public at the provincial capitol. More importantly, the Greenway Link, a project of Governor Hilario Davide III, can be a passage to interior parts of Cebu in times of typhoons or calamities. Relief goods can be delivered to the affected areas easily through these alternate roads. "Only a few percentage of linear kilometers is needed for new road openings in order to con-

nect the towns to this Greenway Link Project," said Provincial Engineer Hector Jamora who made the presentation recently. The routes are mostly existing local roads in the different municipalities that need to be improved in accordance to the desired concept of a complete street with wellpaved carriage way, wide lanes for both pedestrians and bikers and streetlights during night time. Another positive outcome of this project is that it will decongest traffic going to the municipalities, enhance accessibility for local tourism, and pilot a complete street that will promote the "Green
Growth" program in every towns and cities initiated by the provincial government. The project had been proposed to the provincial government after a study was conducted by the Metro Cebu Development Culminating Board. "The important assumption of this project is that it has accessible fund sources from the national government, availability of heavy equipment for road opening, and support from the public and private sectors in the locality," Jamora said. COMELEC Voter's Instructions to be translated in 6 dialects THE COMMISSION ON ELECTIONS or COMELEC said it will provide local dialect translations of voter instructions in the Barangay and Sangguniang Kabataan (SK) polls set on October 23. According to COMELEC spokesman James Jimenez, the poll body came up with the initiative through Minute Resolution No. 17-0503, in a bid to minimize probabilities of voter errors. "The purpose is to ensure that proper instructions to voters are given in major dialects, so as to minimize errors in filling out the ballots," he said.

The voter instructions will be translated in Waray, Bicolano, Kapampangan, Bisaya, Ilokano, and Ilonggo. Dialects of Cebuano and Chavacano were also earlier considered, but eventually scrapped. "The Commission resolves to approve the translation of instructions in native dialects, which will be posted in all precincts nationwide in connection with the October 23 Barangay and Sangguniang Kabataan Elections (BSKE)," the Minute Resolution said. The order noted that translated instructions in all precincts nationwide must be printed on bond papers and must be posted or attached to the
