Local Government-Department of Trade and Industry Joint Memorandum Circular 01, Series 2016, Salazar said all business permit applicants are mandated to comply with national laws and regulatory requirements. “Among the legal essentials are proof of business registration, business capitalization, occupancy permit, contract of lease and barangay clearance among others. For other industries, such as media - a business permit can only be obtained if the said outfit has complied with statutory requirements specifically the legislative or congressional franchise to operate,” she said. “Based on records, a number of business establishments are not compliant with requirements under the law and are facing sanctions. Under the Local Government Code, the Chief Executive is empowered to impose penalties on violators of the law. This, based on Section 16 of Republic Act 7160 or Local Government
Code which states that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare,” Salazar explained. Local newspapers were not spared from Salazar’s scrutiny and she ordered the City Treasurer under Romelita Candido to also conduct an audit and examine books of accounts and other pertinent records to verify and assess, and collect true amount of taxes, fees and charges from January to December 2016. It was the first time such audit of the media outlets has been ordered by the local government. Media executives said they will comply with Salazar’s order. Many establishments have sprouted in Zamboanga City, but many of them also had no business permits. Many restaurants also do not issue official receipts.

While Mahmud wore a face mask to conceal his identity, Joraimee had no problem showing his face, and was seen in the video holding a shotgun and an over-sized keris, which was his trademark. Senate approves 2018 ARMM Budget COTABATO CITY - The Senate has approved the P33.569 billion budget for the Autonomous Region in Muslim Mindanao (ARMM) for 2018. Senators present during the plenary hearing did not raise any questions which made the budget approval in less than a minute. No discussion took place between the ARMM executives and the senators. ARMM Gover nor Mujiv Hataman said the speedy approval of ARMM budget is a manifestation of the Senate's trust in his administration. "Sa senate finance subcommittee hearing pa lang, we received positive feedbacks na from our lawmakers. And this speedy approval in Senate means they trust our administration," Hataman said. The Senate finance subcommittee endorsed the budget proposal on September 18. The bud-
get also had a swift approval at the House of Representatives after it received support from the majority on September 12. About P14.661 billion, or 43.8% of the total budget is allocated for personnel service. Another P14.042 billion, or 41.96%, is allocated for capital outlay, and the remaining P4.766 billion or 14.24%, is for maintenance and other operating expenses. Hataman said the budget was formulated based on many considerations that include the ARMM Regional Development Plan, 2017-2022, which was anchored on the Philippine Development Plan, 2017-2022. The Hataman administration's two banner programs will serve more target families and barangays in 2018. Since it started, the ARMM's Bangsamoro Regional Inclusive Development for Growth and Equity (BRIDGE) has
provided shelter, electricity, water and food provision for 5,600 less privileged families across the region. 7,000 more families will benefit from the program in 2018. The second program, ARMM-Health, Education, Livelihood, Peace and Security, and Synergy (ARMM-HELPS), aims at establishing a peaceful and secure environment in the region by providing basic social services especially in relation to health, education, livelihood, good gover nance and peace in barangays. Since 2014, there were 403 barangays that established their barangay peace center, health centers, water facilities, daycare centers and livelihood centers and even housing projects. PDEA now is sole authority to conduct anti-drug ops PRESIDENT Rodrigo Duterte has directed the Philippine National Police (PNP), National Bureau of Investigation (NBI), Armed Forces of the Philippines (AFP), Bureau of Customs (BOC) and all other agencies or ad hoc anti-drug task force to stop conducting anti-illegal drug operations. According to a memorandum signed by the President on Tuesday, the Philippine Drug Enforcement Agency (PDEA) will henceforth be the sole agency that can conduct anti-illegal drug operations pursuant to RA No. 9165, or the Comprehensive Dangerous Drugs Act of 2002. Duterte issued the directive “in order to bring order to the operation/ campaign against illegal drugs, thus pinpointing precise accountability.” The memorandum directed the NBI, PNP, AFP, BOC, Philippine Postal Office and all other agencies as well as all ad hoc antidrug task forces to immediately relay, deliver and bring to the attention of the PDEA all information they received for its appropriate action. “The PNP, shall at all times, maintain police visibility, as a deterrent to illegal drug activities leaving to the PDEA however the conduct of anti-illegal drug operations as aforestated,” the memo said. Under Article IX, Section 84 of RA No. 9165,
PDEA is mandated, among others, to: (a) Implement or cause the efficient and effective implementation of the national drug control strategy formulated by the Board (Dangerous Drugs Board) thereby carrying out a national drug campaign program which shall include drug law enforcement, control and prevention campaign with the assistance of concerned government agencies; (b) Undertake the enforcement of the provisions of Article II of this Act relative to the unlawful acts and penalties involving any dangerous drug and/or controlled precursor and essential chemical and investigate all violators and other matters involved in the commission of any crime relative to the use, abuse or trafficking of any dangerous drug and/or controlled precursor and essential chemical as provided for in this Act and the provisions of Presidential Decree No. 1619; (c) Arrest and apprehend as well as search all violators and seize or confiscate, the effects or proceeds of the crimes as provided by law and take custody thereof, for this purpose the prosecutors and enforcement agents are authorized to possess firearms, in accordance with existing laws; (d) Monitor and if warranted by circumstances, in coordination
with the Philippine Postal Office and the Bureau of Customs, inspect all air cargo packages, parcels and mails in the central post office, which appear from the package and address itself to be a possible importation of dangerous drugs and/or controlled precursors and essential chemicals, through on-line or cyber shops via the internet or cyberspace. RA No. 1965 further states that: "Nothing in this Act shall mean a diminution of the investigative powers of the NBI and the PNP on all other crimes as provided for in their respective organic laws: Provided, however, That when the investigation being conducted by the NBI, PNP or any ad hoc anti-drug task force is found to be a violation of any of the provisions of this Act, the PDEA shall be the lead agency. The NBI, PNP or any of the task force shall immediately transfer the same to the PDEA: Provided, further, That the NBI, PNP and the Bureau of Customs shall maintain close coordination with the PDEA on all drug related matters.” Duterte’s directive was issued following allegations of human rights abuses committed by the PNP in the war against drugs. This will also be the second time that President Duterte ordered the
PNP to stop all anti-drug operations nationwide. On Januar y 30, Duterte instructed the PNP to dismantle all its anti-illegal drug units and “cleanse its ranks” of corrupt personnel following
the kidnap and murder of a South Korean businessman inside Camp Crame in Quezon City. On February 27, the President allowed the PNP a limited participation in the anti-drug
campaign through smaller task forces. And on March 6, the PNP officially relaunched its campaign against drugs dubbed Oplan Double Barrel Alpha Reloaded. ( Jose Cielito Reganit)
ARMM villages organize anti-drug abuse councils COTABATO CITY – A total of 2,114 barangay or villages in the Autonomous Region in Muslim Mindanao (ARMM) have organized anti-dr ug abuse councils aimed at preventing corruption, illegal drugs, and criminality at the community level. Inter ior and Local Government Secretary Atty. Noor Hafizullah M. Abdullah said the regional government fully supports national programs aimed at combating the illegal drug problem. The Department of the Interior and Local Government national office earlier issued memorandum circulars for a unified action against illegal drugs among local government units (LGUs). Villae officials should establish, reactivate, and/or strengthen anti-dr ug abuse councils, it noted. The Barangay AntiDr ug Abuse Council (BADAC) is considered as the first line of defense against the proliferation
of prohibited drugs in the community. It is composed of barangay officials and barangay sectoral representatives having first-hand information about the members of the community. They are to work directly with the Philippine National Police (PNP), together with Municipal Anti-Drug Abuse Council, or MADAC. The members of BADAC plan, draw strategy, implement and evaluate programs and projects on drug abuse prevention. Ar iel Castillo, barangay chief of Townsite in Maluso, Basilan whose BADAC is active, said this is a huge help in the community as it eliminates drug-related cases and ensures the safety of residents in his village. Se c re t a r y Ab d u l l a h warned that barangay officials may face a complaint on dereliction of duty if they fail to organize a functional BADAC. “All the barangays in the region
must organize their antidrug abuse council since they are the frontlines in the fight against the drug menace. Failure to do so is (tantamount to) violation of the law,” he said. In an official statement, DILG OIC-Secretary Catalino S. Cuy called for LGUs to install drop boxes in their communities under its MASA MASID (Mamamayang Ayaw sa A n o m a l y a , Mamamayang Ayaw sa Iligal na Droga) project. Sec. Cuy said setting up drop boxes is just one of the channels by which the public may provide feedback, comments, suggestions or recommendations to the government on its anticriminality drive for proper assessment and referral to appropriate agencies. Ang ubo ay puwedeng dahil sa trangkaso (flu), sipon at ubo (common colds), allergy, sigarilyo (smoker’s cough), pulmonya (pneumonia), namamagang tonsils (tonsillitis) at tuberkulosis. Sa mga sakit na ito, ang pulmonya at tonsillitis lang ang nangangailangang inuman ng antibiotics, tulad ng Amoxicillin. Ang tuberculosis naman ay ginagamot ng anim na buwan ng TB medicines. Subalit para sa pangkaraniwang sanhi ng ubo, tulad ng trangkaso, sipon at allergy, heto ang mga puwede nating gawin: 1. Uminom ng 8-12 basong tubig –— Ayon sa mga pulmonary experts, tubig lang talaga ang pinakamabisang gamot sa ubo. Pinapalabnaw kasi ng tubig ang ma--didikit na plema. Kapag lumabnaw na ang plema, mas madali natin ito mailalabas. 2. Uminom nang mainit na salabat o sabaw ng manok — Malaki ang tulong ng salabat at luya

Umiwas sa nakaka- allergy na bagay —– Mara-ming ubo ang nanggagaling sa allergy.
Puwedeng magka-allergy sa usok, sa balahibo ng pusa at aso, sa matata-pang na pabango, at sa mga pollen ng mga halaman. Umiwas sa mga bagay na ito. Puwede rin uminom ng gamot para sa allergy. 5. Gamot para sa ubong may plema — Nagbibigay ang mga doktor ng gamot tulad ng carbocisteine o ambroxol para lumabnaw ang plema. 6. Gamot para sa tuyong ubo (dry cough) — – Para sa nakaiistorbong ubo, yung tipong hindi ka patutulugin, kumonsulta sa doktor at magpa-reseta ng gamot. 7. Magpahinga at iwas bisyo — Huli sa lahat, ang kaila-ngan ng ating katawan ay pa-hinga. Kapag kompleto ang tulog natin ay dahan-dahang lalakas ang ating katawan. Tanggal ang ubo. DFA-Cebu to add more online appointment slots CEBU CITY - To cater to the high volume of passport applications and renewal for the remaining months of this year, the Department of Foreign Affairs (DFA) said it will increase the number of passport appointments slots for Cebu. DFA Cebu Executive Assistant Wendell Canque said there is already a request to increase the number of daily passport appointments for this month and November. At least 90 slots were earlier added for September for DFA-Cebu he said, adding, the DFA Regional Consular Office in Mandaue City is already catering up to 600 appointments a day. “We cannot also raise it to a level which is beyond the processing capacity of the office,” Canque said. For renewal of passports, applicants only need to bring a valid ID and their old passport for e-passports or passports issued after 2010. To thosewith passports issued before 2010, Canque said they will need to verify the applicant’s identities again, as part of their security measures against fake or dual identities. The OAS was implemented for the conve-
nience of the applicants. “We just need a verified e-mail address of the applicant because it is through there that we send the confirmations and other updates on the application,” Canque said. Prior to the implementation of the OAS, passport applicants had to line up at the DFA office as early as three in the morning to secure priority numbers. Priority lanes are available for pregnant women, senior citizens, persons with disabilities, solo parents, and minors aged seven years old and below. The fee for regular processing which will take at least 20 working days, is P950, while expedited processing within 10 working days will cost P1,200. If the applicant opts to have the passport delivered via courier, an additional P150 will be charged.

Gov’t offices directed to display photos of heroes CEBU CITY Malacanang has issued a directive for all government offices to replace photos of government officials with those of Philippine heroes. Memorandum Circular No. 25 which took effect on September 15, mandated all government agencies, including state colleges, universities, and public schools of

all levels to exhibit photographs, paintings, or other forms of visual representations of Filipino heroes instead of elected or appointed government officials, including President Rodrigo Duterte. “The State shall provide the means to strengthen the people’s nationalism, love of country, and respect for its heroes by emphasizing the impor-
tance of Philippine national and local history in the daily life of the Filipinos, with the objective of raising social consciousness and patriotism,” the circular stated. The circular also contains a list of Philippine heroes recognized by the National Historical Commission of the Philippines for reference and guidance.
