Also present in welcoming Marquez was former Sulu Governor Dr. Sakur “Datu Shabandar” Tan, who joined the acting governor in presenting the Court Administrator the
newly-constructed building the provincial government built in Jolo town for the provincial judiciary offices and the National Bureau of Investigation. The former governor also gave Marquez samples of locally-produced Mangosteen jam. While in Sulu, Marquez also visited the Sulu Area Coordinating Center and met with officials of the Department of the Interior and Local Government. Marquez
was impressed with the beauty of Sulu and the warm reception he got from the locals and their officials. Marquez is the 14th Court Administrator (of the Supreme Court) for the lower courts since the creation of the Office of the Court Administrator in 1975. As Court Administrator, he has supervision over some 2,600 judges and 25,000 court personnel across the country. His responsibilities in-
clude judicial discipline of lower court justices, judges and personnel; administrative interventions in case management of lower courts; overseeing of halls of justice and court houses, issuing court circulars and memoranda, and providing public assistance and information. A certified court insider, he started his career in the Supreme Court in 1991 as a summer apprentice doing legal research in the office of
an associate justice while still in law school. He then became a regular law clerk of several justices of the Supreme Court until he reached his present position. He was once concurrently the Court Administrator, Spokesperson of the Supreme Court, and Chief of its Public Information Office, and Chief of Staff of the Office of the Chief Justice. He presently heads various committees and
projects in the Supreme Court and is a law professor and Chairperson of the Philippine Judicial Academy Department of Court Administration, and also an author and editor of a number of law books. Admitted as a member of the Philippine Bar in March 1994, he obtained his Bachelor of Arts degree in Economics in 1987 and Juris Doctor Degree in 1993, both from the Ateneo de Manila University. PDEA vows less bloody anti-drug war THE PHILIPPINE DRUG Enforcement Agency or PDEA has vowed to deliver tangible results in the country’s war on drugs and assured that the campaign would be less bloody. “All we need are words of support and encouragement not minding the detractions that come PDEA’s way as the solitary authority to lead the country’s war against illegal drugs,” said PDEA Director General Aaron Aquino. Aquino made the assurance in the wake of criticism from various groups opposing the government's anti-drug campaign. Human rights group Amnesty International (AI) earlier slammed President Rodrigo Duterte's memorandum tasking PDEA to take the lead in the conduct of anti-drug operations nationwide with the Philippine National Police (PNP) largely relegated to the sidelines. “PDEA is mandated to
bring order to the national anti-drug campaign which sits alongside the precise accountability for it. However, some people are already diminishing PDEA that is doomed to fail even before it hardly gets its feet wet. We must do what is supposed to be done in the hope of silencing our critics,” Aquino said. He assured that the war on drugs would follow the rule of law now that PDEA is the sole authority to conduct anti-drug operations. “From body-worn cameras to accompanying media presence, these would ensure a culture of transparency in our day-today operations in the streets,” he said. The Senate Finance Committee is set to allocate an operational budget of P2.6-billion for PDEA in 2018. On the other hand, some members of the House of Representatives mull to realign the P900-million
budget of the PNP’s “Oplan Tokhang” and “Oplan Double Barrel Reloaded” which were scrapped, to augment the PDEA’s meagre budget. “Additional budget allocation for PDEA will go a long way in enhancing its capabilities by hiring more agents and personnel and purchasing modern equipment to keep pace with drug syndicates,” Aquino said. “PDEA is obliged to do more with less. Though undermanned, under equipped and inadequately funded, we will not let the public down. We will deliver what is expected of us.” With only over 1,000 agents, Aquino said PDEA would coordinate with the Department of the Interior and Local Government and local government units for the continuation of drugclearing efforts in the villages. “The obvious lack of per-
sonnel is indeed a point of concern since our presence is only on the regional level and with some skeletal provincial offices. But we will closely link up with the barangays for the continuation of the barangay drug-clearing program,” he said. Aquino noted that PDEA continues to encourage the Barangay Anti-Drug Abuse Council (BADAC) of every community to get more involved in the anti-drug campaign by reporting suspicious illegal drug activities in
their neighborhood. The BADACs were deputized and empowered to plan and implement strategic policies, and evaluate programs and projects on drug prevention and control, given the political and police powers of the barangay to administer the affairs of the community. Earlier, Aquino announced that PDEA needed highly qualified professionals to fill up 373 vacancies.PDEA has an approved 2,271 regular positions, 1,898 of which are filled up and deployed na-
tionwide. The list of vacant ppositions is published in PDEA’s official website. ZAMBOANGA CITY – Ulama or Muslim scholars from Zamboanga City, Basilan, Sulu and TawiTawi provinces have recently convened here for a two-day regional summit that aims at addressing the emergence of violent extremism and terrorism. The event, which was held at the Garden Orchid Hotel, was an offshoot of the Ulama Summit in Cotabato City in May and initiated by the Autonomous Region in Muslim Mindanao (ARMM), the regional Darul Ifta, and Majlish-Shura. “Our aim here is to spread the true teachings of Islam. We are mobilizing the Ulama to counter the threat of violent extremism,” ARMM Governor Mujiv Hataman said. As early as 2015, the Darul Ifta of the ARMM
declared that “terrorism and mischief cannot be accepted as synonyms for jihad, or one of struggle’s methods, because our religion commands us to be compassionate to all beings in the land.” The Ulama have condemned the brazen attack of the Islamic State-inspired Maute, Abu Sayyaf and other jihadist groups in Marawi City.The fighting, which started days before the holy month of Ramadan ?on May 23, has been on-going for six months now. The objectives of the solidarity summit, according to Hataman, was to bring together the Ulama in the region for mutual consultation and for discussions on the pressing issue of violent extremism and terrorism as well as reach a consensus on how to protect the Muslim
community in general and determine the Ulama’s role in countering and preventing violent extremism in the locality. Part of the summit was for the Ulama to set guidelines to reach a common understanding on terminologies about Islam that would prevent misinterpretation. The Ulama also crafted plans and approaches on how to deal with the issues of violent extremism, and develop ‘Risalatul Wasatan’, or to call moderation in teaching about Islam. The highlight of the summit was to clear the misconception on the negative labelling of Muslims in general. Benjamin Lao, President and CEO of Lao Integrated Farms, Inc., said there is a huge demand in the international market for products derived from coconut such as sugar, syrup, virgin oil, juice, coir among others. He said his company, for instance, ships 50% of the production of coco syrup, sugar and teriyaki sauce to the United States and other international markets such as Australia, France, Canada and Japan. Lao said they could produce 2,500 liters of coco syrup and 1,000 kilos of coco sugar daily. The production
farms of the company are located in Bansalan, Magsaysay, Padada, Sulop and Malalag, consisting of 85 hectares fully planted with coconut. Starting only with five hectares and five workers, the company expanded through acquisition or lease agreement of land. It already has 110 employees. But despite Duterte’s pronouncement, the military said sporadic fighting still continue with troops battling about 30 militants scattered in the city’s ruins. Soldiers are also searching for civilian hostages being used as shield by jihadist fighters. Colonel Romeo Brawner, an army spokesman, said operations are continuing in the battle area to ensure the safety of civilians when they are finally allowed to return home in areas declared safe by the military and local government officials. He said mopping-up operations are ongoing in the villages due to the
danger posed by booby traps and improvised explosives left behind by militants. The military also tightened security in civilian areas in the southern region, especially in Davao City – Duterte’s hometown previously bombed by ISIS – for fear that other jihadist groups and ISIS sympathizers may avenge the death of Hapilon and Maute. Security commanders appeal to the public to stay vigilant and help authorities by reporting suspicious persons in their community. “We recognize the importance of the support coming from the populace. Duterte ready to battle NPA rebels
DAVAO CIT Y -- The Armed Forces of the Philippines (AFP) said it will focus on the fight against the communist rebel group New People’s Army (NPA) after their success in battling local ISIS in Marawi City in the troubled Muslim autonomous region. AFP Chief General Eduardo Año said they will deploy more army battalions deployed in the easter region of Mindanao where the rebels are actively operating. “Ngayon natapos na yung Marawi crisis, magre-deploy na tayo ng presence, may ibabalik na tayong pwersa dito,” he said. Año also said six bat-
talions will be deployed in the region to run after the NPA. “Ito’y para tuldokan na natin yang CPP-NPA na yan,” he said, referring to the Communist Party of the Philippines. He said the order to pursue the rebels came from President Rodrigo Duterte. Año said some 8,000 army recruits would be ready for deployment by next month and additional 5,000 recruits are expected to augment the soldiers by January. “By January, additional 5,000 troops will be recruited sapagkat gusto natin mangyar i na sa katapusan ng 2018, wala ng CPP-NPA kahit isa sa buong Pilipinas,” he said.
“And we can start the massive economic development especially in the area of Mindanao,” he said, adding, the government will be constructing big highways, br idges and railway stations in different parts in Mindanao and this will not be attained if there is peace and order problem. TECH TIPS: 6 Android Hacks You Can Do Without Rooting Your Phone
You don't need to root your Android device to run Linux on it. / © ANDROIDPIT MANY PEOPLE think you need to go through the daunting process of rooting your Android device to get the most out of it. While rooting does open up a world of new possibilities, there are plenty of cool Android hacks that don't actually require it. Here are five of our favorite hacks you can do on your Android device without rooting it. Lock yyour our phone ephone,, rremotely There's nothing worse than losing your phone, apart from losing your phone and knowing that someone might have access to your data. But you know what's great? Feeling like James Bond as your remotely stop someone poking their noses into that data. By using the Android Device Manager, you can take back control of your device if you ever lose it. You can even delete all of its data, if you wish to go that far. Bypass yyour our secur ity (in a security secur e ar ea) secure area) Setting up a trusted location means that your device won't require a security code when you use it in that place. Although there is a risk in doing this in public places – because you are making it easier to get into your phone – it’s a cool hack to use at home. The way it works varies according to your device, but it involves going to your security settings and setting up a secure unlock method, such as a PIN code (if you haven't already). Once this has been done, go to Smart Lock, enter your pin number and then hit Trusted places. Add a trusted location and you will no longer need to enter a PIN code to unlock your phone while you're in that

If so, shame on you, but if you do want to record conversations for any reason, you may as well do it properly by using the right app. Many Android call recorder apps require you to root your phone, but there are several that don't. Automatic Call Recorder is a free, easy-to-use app, which lets you set up voice recording on your device. Your manufacturer may have blocked call recording on your phone, but Automatic Call Recorder has several options to work around these blocks. Install Linux on yyour our Andr oid device Android Throwing a full working desktop operating system, such as the Linux distribution Debian, onto your Android phone may sound as though it would require a high level of hacking skill, but it's actually very simple. There's a Debian app, Debian noroot, in the Play Store, which you can download for free, then open from your Android home screen like any other app. Once you've opened it, you can download and install programs games for Debian just like you would any other version of Linux. Use LED flash as a hear theartrate monitor OK, so no amount of rooting would give you a heart-rate monitor if your device didn't already have one built in, but this still feels like a great little hack.

HEALTH: Benepisyo ng Suha (Pomelo) Payo ni Dr. Willie T. Ong AL AM ba ninyo na maraming benepisyo ang suha? Ang pomelo o suha ay kabilang sa mga citrus fruits tulad ng orange at dalandan. Maraming bitamina ang suha tulad ng vitamin C, vitamin A, vitamin B1, vitamin B2, calcium at iron. Pero ang kagandahan ng suha ay ang pagiging mababa nito sa calories kaya hindi ka tataba. Sa bawat 100 grams ng suha ay may 44 calories lang. Dahil dito, puwede itong kainin ng mga may diabetes at overweight. Mga benepisyo ng suha: 1. Para sa kanser — Ang balat ng suha ay may sangkap na bioflavonoid. Ito’y nakatutulong sa pagiwas sa cancer, lalo na sa breast cancer. 2. Para sa mataas ang kolesterol - Tulad ng mansanas, ang suha ay may pectin din. Ang pectin ay nakatutulong sa pagtanggal ng

RECIPE: Beef Pot Roast
INGREDIENT S: INGREDIENTS:
– 4 lbs. beef chuck – 1 cup red wine – 32 oz. beef broth – 4 medium carrots, sliced into 2 inch
pieces – 5 small red potato, quartered – 3 yellow onion, quartered
– 3 tablespoons canola oil – 3 pieces dried bay leaves (optional) – 1 tablespoon fresh Rosemary – 1 tablespoon fresh thyme – ½ teaspoon ground black pepper – 1 ½ teaspoons salt
INSTR UCTIONS: INSTRUCTIONS: 1) Preheat oven to 320F. 2) Rub salt and ground black pepper all over the beef chuck. Let it stay for 10 minutes. 3) Heat a Dutch oven and then pour canola oil into it. 4) Once the oil becomes hot, sear one part of the beef chuck for 5 minutes. Turn it over and sear the opposite side for the same amount of time. 5) Remove the seared beef chuck from the Dutch oven. Set aside. 6) Meanwhile, sauté onion and carrot using the remaining oil for 2 minutes 7) Deglaze by pouring red wine. 8) Put the seared beef chuck back into the Dutch oven and then pour-in the beef broth. Add bay leaves, thyme and rosemary. Cover and place inside the oven. Continue to cook for 2 hours. 9) Remove from the oven and add the potato. Cover and place back in the oven. Continue to cook for 60 to 80 minutes. Add more broth if needed. 10) Transfer to a serving plate. Serve with mashed potato. 11) Share and enjoy!

Cebuanos still grieving over Cardinal Vidal’s passing CEBU CITY - Cebuanos continue to mourn the passing of the 86-year old Archbishop Emeritus Ricardo Cardinal Vidal who died at the Perpetual Succour Hospital. Cebu City Mayor Tomas Osmeña expressed sadness over the passing of Vidal, his friend, especially because they had not seen each other for quite some time. “On behalf of all the people of Cebu, we are mourning the loss of a great leader who has guided us through the years. I’m really saddened by his death. The last time I saw him was last year pa, before he got sick,” he said. The mayor said that while Vidal was from Marinduque, he was an adopted son of Cebu and a

Cebuano at heart. “Although he’s not from here, he has chosen to be a Cebuano till the very end. My entire career as a public servant, he has always been there,” he said. Former mayor Michael Rama also lamented the death of Vidal, whom he said was like a dear old brother to him. Dr. Rene Josef Bullecer, one of Vidal’s attending physicians and personal friend, said Vidal’s blood pressure abruptly dropped and doctors tried to resuscitate and revive him. “After an hour, I was told that he expired,” Bullecer said. The country’s most senior Cardinal was brought to the hospital on October 11 due to fever and shortness of breath, but later lost con-
sciousness and remained in coma since then. Vidal was suffering from renal failure and had undergone dialysis treatment at the intensive care unit of the hospital. However, Bullecer said the prelate’s heart posed a big problem as it was very weak. Even if the Cardinal had regained consciousness, he would still have suffered from life-threatening hypotension, or extreme drop in blood pressure, because of his weak heart. Vidal had a mild stroke on September 23, 2013 and had been in and out of the hospital due to pneumonia since 2014. He was Cebu’s archbishop for 29 years prior to his retirement in 2011. THE DEPARTMENT OF TOURISM is now accepting entries for its incentive program dubbed “Bring Home a Friend to the Philippines” that encourages Filipinos to help promote tourism by inviting foreign friends for to the country. The BHAF contest, which started on October 15 and will run until April 15, 2018, will give Filipinos residing here and abroad, as well as expatriates based in the Philippines, chances to win prizes in the electronic raffle draw for simply inviting their foreign friends to come visit the Philippines. “We have this reunion of sorts to redefine Philippine tourism,” Tourism Secretary Wanda Teo said. Teo said the success of the program would not be measured in terms of the number of foreign invitees entering the country but on its ability to “empower” Filipinos to actively take part in tourism promotion. "The success we are hoping for is our ability to empower our people and give them the opportunity to contribute to our people’s growth. They are after all the core strength of our tourism campaign. It’s more than bringing friends and family back home…It’s our shout out to the world to come and see the Philippines,” Teo said. Prizes to be won for “sponsors” (Filipinos invit-
ing foreign friends) include an Eastwood Le Grand Tower studio condo unit (first prize), an orange metallic Toyota Vios 2017 Model (second prize), or P200,000 worth of gift certificates from Duty Free (third prize). Meanwhile, prizes for “invitees” (foreign friends visiting the Philippines) include two roundtrip international business class tickets plus two roundtrip domestic tickets to Palawan (first prize), two roundtrip international premium economy tickets plus two roundtrip domestic tickets to Cebu (second prize), and two roundtrip international economy tickets plus two roundtrip domestic tickets to Davao (third prize). During the BHAF launch, the DOT also introduced actor-singer Piolo Pascual as BHAF Tourism Ambassador who was also taken to sing the program’s jingle. Gabor, who was present during the event, lauded Teo’s efforts to revive a program first launched some 23 years ago. “It’s very difficult to an official of the administration to do a program that has been done by predecessor. But she was determined and showed that she was brave to go through with the project,” Gabor said, adding, Teo broke the barrier of government officials by continuing a good project. “She (Teo) really deserves a big hand. A program like this should not die. It’s a classic program it should continue,” Gabor said. According to the DOT, word-of-mouth plays a big role in motivating tourists to visit the Philippines.Data from the DOT 2016 Visitors Sample Survey showed that 51.80 percent of tourists came to the Philippines upon friend’s recommendation.
