Fighting continues in Mindanao opened fire on policemen and also attacked a car tailing the patrol in the village of Tikalaan in Talakag town. The ambush killed the two victims instantly. Three other policemen and two women on board the private car were wounded in the attack, according to Captain Norman Tagros, of the 403rd Infantry Brigade. He said the four-month old baby, Walysha Machorao, was shot in the head. Two women who were among 5 other civilians were heading home to Lanao del Sur’s Wao town from Cagayan de Oro City when rebels attacked them. Tagros said at least 30 gunmen were involved in the ambush. They escaped after the attack, but left behind an improvised explosive that was carefully disarmed by soldiers. The area was littered with bullet casings fired from AK-47 assault rifles. He said the policemen were also heading back to their headquarters in Bumbaran town when the ambush occurred. “These acts committed by the NPA bandits are clear violations of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law as this agreement prohibits attacks against civilians and non-combatants and bans the use of landmine,”
Tagros said. Condemnation Brigadier General Eric Vinoya, the brigade commander, strongly condemned the ambush and branded the attack as barbaric. “We condemn in the strongest possible terms this barbaric act committed by the perpetrators of this incident which resulted to the tragic death of a four-month old baby girl and one of our police personnel,” Vinoya said. “These perpetrators can be compared to savages, infant killers, and murderers of innocent civilians, who thrive on abusing the weak by using coercion and intimidation, without giving any regard to human life and established laws. They do not belong in this civilized society. They will be punished," he added. ARMM mayors delighted with good governance awards COTABATO CITY – Local government executives in the Autonomous Region in Muslim Mindanao (ARMM) are delighted with good governance awards they received from the national government. This came after they were informed that the ARMM leadership’s drive to promote good governance among its local government units (LGUs) has yielded significant results this year, with 19 municipalities and one city in the region conferred with the Seal of Good Local Governance (SGLG). In 2015, not one LGU in the ARMM passed the Seal’s criteria. Last year, only six of the region’s over a hundred LGUs were given recognition. “This is the result of our hard work and commitment in order to provide better services to our constituents,” said Mayor Hanie Bud of Maluso in Basilan, which received its first good governance award this year. This achievement is the latest in a series of breakthroughs the regional government has
achieved in recent years under the Hataman administration. These include passing the national Good Governance Conditions at the regional level in 2015 for the first time in the ARMM’s history. “Actually, this is also a challenge for us in Maluso, we still need to work hard for us to sustain the award in the following years,” Mayor Bud added, noting that the key in receiving this award is transparency. “Dapat transparent ang LGU sa kanilang mga constituents, at ibigay ang nararapat para sa kanila.” The municipality of Parang in Maguindanao has been consistent in receiving awards. It has received good governance recognition from in 2011 to 2014. “The people of Parang deserve this award, this is for them,” Mayor Ibrahim Ibay said. “At first, it was really challenging, but because we want the best in our municipality, we want to be recognized, we strive hard to earn this recognition.” He reiterated that his municipality is strictly
implementing the Department of the Interior and Local Government’s (DILG’s) core areas. “We will put up a sanitary landfill, dun mapupunta ang incentive award namin this year,” he added. All LGUs conferred with SGLG this year will also receive a cash reward. This is a good year for the province of Basilan, the first time that two of its municipalities, Maluso and Sumisip received recognition. In addition, the province’s Lamitan City also received an SGLG. In the past, these places were only mentioned in national media reports as locations of violent incidents. The SGLG awardees in the region this year are: Lamitan City, Maluso and Sumisip in Basilan province; Calanogas, Kapatagan and Piagapo in Lanao del Sur; Barira, Buldon, Datu Abdullah Sangki, Datu Paglas, Gen. Salipada K. Pendatun, Kabuntalan, Matanog, Parang, Rajah Buayan, Sultan Kudarat, Sultan Mastura and Upi in Maguindanao; and Jolo and Talipao in Sulu. Piloted as the Seal of
Good Housekeeping in 2010, the award continues to raise the bar of accountability and transparency for local government executives. It is used by the DILG in assessing LGUs’

Koronadal City advocates organic farming, offers incentives to farmers KORONADAL CITY - The local government said it has increased incentives for organic farm products in a bid to encourage more farmers to practice and venture into organic farming according to the Philippine News Agency. Emelita Miguel, the City Agriculturist, said organic producers in the city may now receive cash incentives of as high as P10 per kilo for validated produce reaching the local markets. She said they offer an incentive of P3 a kilo for organic rice and P10 per kilo for vegetable products, except for squash and cucumber that are set at P2 a kilo. Producers of organic chickens will get P10 a kilo and P5 per kilo for organic eggs as incen-
tives, she said, adding, they are currently considering to include more organic farm products into the incentive program and this includes organic pork meat products that Mayor Peter Miguel had promised to provide an incentive of P20 a kilo. “Our goal is to develop more organic far ming practitioners and further expand our organic farms,” Miguel said. Since the program started about five years ago, some 200 organic farming practitioners in the city’s 27 villages already received cash incentives, initially offered at P2 a kilo for organic rice, from the local government. Earlier this month, at
least 13 farmers received cash incentives ranging from P3,000 to 16,000 for their organic produce. Around 100 farmers are currently growing organic r ice, vegetables and into swine farming that covers over 50 hectares of farmlands. Aside from the cash incentives, Miguel said they also facilitate trainings for prospective organic farming practitioners through the Farmer Field School suppor ted by the Department of Agriculture in Region 12. Under the program, farmers undergo handson training on various organic farming practices and technologies for four months or 16 weeks, starting from land preparation to harvest stage.

The MILF accused the soldiers of encroaching into its territory that trigged a firefight, an allegation denied by security officials who claimed Abu Sayyaf gunmen ambushed the infantrymen securing the circumferential road in Sumisip town. Both Sulu and Basilan belong to the Muslim autonomous region. Regional Governor Mujiv Hataman and Public Works Secretary Don Loong and Health Secretary Kadil Sinolinding, Jr were also in Sulu and met with Tan and discussed various infrastructure projects and health programs for the province. Speaking at the congress, Recai Kutan, General President of ESAM, said: "There are torture, blood, and tears today in most of the Muslim countries." Stating that the Western civilizations have dominated the world for the last two centuries, Kutan said the western countries first occupied and later controlled territories through imperialism.
"That is the real face of the West," he said. "Today, they are using terrorist organizations PKK, PYD, YPG, and Daesh as subcontractors," he claimed and said their main goal was to redesign the Middle East. He warned against international efforts "to describe Islam as a religion which threatens peace" and "to accept Muslims as potential criminals." Kutan also pointed to the "brother fight" within Islamic countries and said it was becoming more widespread each day. Justice-based system "Those fights serve Zionism," he said and warned of sectarianism.
During the conference, he said, all those external and internal reasons behind Muslim world's problems should be handled together. He called to "act together" and to "revive the Islamic civilization" for a needed "justice-based system." Addressing the attendees, Saadet Party leader Temel Karamollaoglu accused the West for practicing double standards against the Islamic world. He said three historical incidents are behind today's problems in the Muslim world. "One of them is the first Zionist Congress in 1897 which was called by Theodor Herzl (political move for the establishment of a Jewish
state in Palestine). Another is the Balfour Declaration in 1917 (statement of British support for the establishment of a national home for the Jewish people in Palestine)." The third event, he said, was the Israeli declaration of independence in 1948. "Unless we understand these turning points, it is impossible to understand what happens in Iraq, Syria, Afghanistan, or Yemen." Muslim unity He also slammed sectarianism and called for Muslim unity. Prof. Abdul Ghaffar Aziz, Director of Foreign Affairs of Jamaat-e Islami, represented Pakistan in the congress. Aziz
said Muslims in Palestine, Myanmar and Bangladesh “stand strong” despite years of siege in their countries. In order to be united, he said, Muslims should first "refuse injustice from any side." Zubeir Ahmed Elhasan Mohamed, the Secretary General of the Islamic Movement of Sudan, said: "We cannot achieve anything as long as we do not bring an end to the divisions." He argued that international powers were trying to harm Muslim unity through sects. "Let's be aware of this fact and protect our young people from this poison," he added. Also among the speak-
ers were Arif Ali Thottancheri, Vice President of India's Jamaat-e Islami Hind, and Al Haj Murad Ebrahim, the chairman of the Moro Islamic Liberation Front (MILF) in Philippines. GENERAL SANTOS CITY The Department of Science and Technology (DOST) innovative Hybrid Electric Road Train (HERT) made its maiden demonstration in major roads here, and awed many of those witnessed the trial run according to the Philippine News Agency. Dominador Lagare Jr., chairman of the City Council’s committee on transportation, said the initial road test last week is part of the ongoing preparations for the train’s formal trial run here that could stretch to at least five months. The HERT’s road test – which carried city officials
led by Vice Mayor Shirlyn Nograles and journalists as its passengers - started at the oval plaza up to the villages of Katangawan and Tinagacan. Lagare said it would make another road test from downtoan area up to the fish port complex in Tambler village. He said they have no timetable yet as to the start of the formal trial run noting it would depend on the road tests. “After the initial road tests, the actual trial run will immediately proceed,” he told reporters. The road train, which arrived here late last month following a sixmonth test run in Cebu
City, will cover a total of 17 stops along the national highway from Tinagacan to the fish port complex. The HERT, which was developed by DOST’s Metals Industry Research and Development Center, is a “40-meter long train” that can run at a maximum speed of 50 kilometers per hour and is powered by hybrid diesel fuel and electric-powered battery. The train consists of five interlinked air-conditioned coaches that can carry up to 240 passengers per trip. It is powered by a generator set and a series of batteries, with each coach driven by an electric motor.

Li suggested that both sides sit down together to discuss and formulate cooperation plans that would last for the next five or even to 10 years to put forward cooperation in the specific fields which will tackle specific fields

Philippines hands over recovered Vietnamese sailors to ministry officials

(Mindanao Examiner) ZAMBOANGA CITY – Troops continue to search for other Abu Sayyaf hostages in the southern Philippines following the recent recovery of three Vietnamese sailors in Tawi-Tawi province. The hostages were handed over by the military to the Vietnamese officials in Zamboanga city. It also turned over the remains of another kidnapped Vietnamese sailor Nguyin Huu Trong who allegedly died in captivity due to a lingering illness. The trio – Buy Xuan Vien, Bui Trung Duc and Nguten Quang Huy – were presented by Rear Admiral Rene Medina, the regional navy commander, to Nguyen Duc Bien, of the Consular Department at the Ministry of Foreign Affairs, who flew to Zamboanga to receive the sailors. Journalists were not invited to the handover of the sailors at the Western Mindanao Command and security officials also did not provide details of the so-called special operations launched by the military on Languyan Island that resulted in the recovery of the Vietnamese. But Brigadier General Custodio Parcon, Jr., commander of the Joint Task Force Tawi-Tawi, said marines and navy forces were involved in the operations. “Through the operations conducted by our marines and navy, we successfully recovered the Vietnamese hostages off Tawi-Tawi waters, and we mean to in-
tensify our offensives to pressure the bandits to yield,” he said in a statement released the same day the hostages had been freed. It was unknown whether the sailors had been freed in exchange for ransom or not. No one among the officials gave details of the “special operations”, but there had been no report either of clashes between security and Abu Sayyaf forces on the island. There was no report of any arrest made by soldiers. Two of the crewmen were also killed by the Abu Sayyaf while attempting to escape during the hijacking while the rest had been recovered by soldiers. The recovery of the sailors coincided with President Rodrigo Duterte’s visit to Vietnam for the APEC summit. The Abu Sayyaf is still holding 7 foreigners and 9 Filipinos. (Mindanao Examiner)

Ang kadahilanan ng baradong ilong ay ang pamamaga ng ugat sa iyong sinuses (sa loob ng ilong). Naiirita ang mga ugat dahil sa mikrobyo o allergy. Heto ang payo ko para malunasan ito: 1. Uminom ng 8-12 basong tubig sa isang araw. Puwede din uminom ng sopas, tsa-a at juices. 2. Maligo sa shower gamit ang mainit na tubig. Isara ang pinto sa banyo para makulob ang usok na manggagaling sa mainit na shower (parang sauna). Ang steam o usok ay may water vapor na nagpapalabnaw ng plema. 3. Subukan ang Steam Inhalation. Magpakulo ng 2 litrong tubig (8 baso) sa isang kaldero. Kapag kumulo na, palamigin ng 10

sa ilong. 5. Gumamit ng warm compress. Ilubog ang tuwalya sa mainit na tubig at pigain ito. Ilagay ang mainit na tuwalya sa bandang ilong at noo. Ang warm compress ay nakababawas ng kirot at pamamaga ng sinus. 6. May mga nabibiling gamot para sa sipon (decongestants) pero hindi ito puwede inumin ng pang-matagalan. Minsan, nakaka-apekto din itong mga gamot sa iyong blood pressure. 7. Kung may allergy, umiwas sa mga bagay na nakaka-allergy sa iyo. Linisin ang kuwarto at linisin ang mga gamit, kama, sofa at rug. Labhan maigi ang unan, kumot, tuwalya at baro. Ang mga balahibo mula sa alagang hayop at stuffed toys ay nakakaallergy din. Kung matindi ang allergy, puwede din uminom ng gamot sa allergy ng paminsan-minsan. Good luck po.
RECIPE: Filipino Style Creamy Bacon and Mushroom Carbonara
INGREDIENT S: INGREDIENTS:
– 1 lb. Spaghetti – 1 Knorr Beef Cube – 6 ounces bacon, chopped – 1 (4 oz.) can button mushroom, sliced – ½ cup grated Parmesan cheese
– 21 ounces all-purpose cream – 5 cloves garlic, minced – 2 tablespoons parsley, minced – 3 quarts water – 2 teaspoons salt

1) Pour water in a deep cooking pot. Let boil. 2) Add salt. Put the spaghetti into the pot. Cook the spaghetti according to the time indicated in the package instructions. Remove the spaghetti from the cooking pot. Drain the water. Set aside. 3) Prepare the sauce by heating a clean cooking pot. Add bacon and cook in medium heat until the bacon fat gets extracted. Continue to cook until the texture of the bacon becomes crispy. 4) Remove the bacon from the pot and place in a clean bowl. Set aside. Discard the bacon fat or keep for future use. Leave 2 to 3 tablespoons of bacon fat in the pot. 5) Using the remaining bacon fat (oil), saute garlic until light brown. Add mushrooms. Cook for 30 seconds. 6) Add Knorr Beef Cube. Crush the cube and cook for another 30 seconds while continuously stirring. 7) Pour the all-purpose cream into the pot. Stir and cook for 3 to 4 minutes. 8) Add Parmesan cheese and half of the cooked bacon into the pot. Stir until smooth. 9) Arrange some pasta in a large bowl. Pour Carbonara sauce over the pasta. Sprinkle some bacon and chopped parsley. Toss until all ingredients are well blended. 10) Transfer to a serving plate. Top with more Parmesan cheese, bacon, and chopped parsley. 11) Serve. Fishing ban takes effect in Visayan Sea THE BUREAU OF FISHERIES and Aquatic Resources (BFAR) in Western Visayas has declared a three-month closed fishing season to allow for the spawning of sardines, herrings and mackerels in the Visayan Sea. Remia Aparri, BFAR regional director, said they had already coordinated with local governments in the region to make sure that fishermen would follow the ban which will end on February 2018 as man-
dated by the Fisheries Administrative Order 167-3. She said violators of the fishing ban will face a P6,000 fine and imprisonment of six months to six years depending on the gravity of offense, and forfeiture of the catch and cancellation of fishing permits or license. Under the FAO 167-3, the catching, killing, selling or possession of sexually-mature sardines, herrings and mackerels or their larvae, fry or young known locally as “lupoy,” “silinyasi,” linatsay” or
“manansi” in the portion of the Visayan Sea and adjoining waters enclosed by line drawn through following points and coastlines are prohibited. The Visayan Sea stretches from the mouth of Danac River on the north-eastern tip of the Bantayan Island to Madridejos, to the lighthouse on Gigantes Island, to Clutaya Island; to Culasi Point in Capiz province, eastward along the northern coast of Capiz to Bulacaue Point in Carles, Iloilo, southward along
the eastern coast of Iloilo to the mouth of Talisay River, westward across the Guimaras Strait to Tomonton Point in Occidental Negros, eastward along the northern Coast
of the Island of Negros and back to the mouth of Danao River in Escalante, Negros Occidental. Despite the closed season, Aparri assured that the fish supply in the

Farm-to-market road begins construction in Cebu town, hospital next month CEBU CITY - Transporting of farm products will soon be convenient for farmers in San Remegio town as the Cebu provincial government has started works on the 2.7kilometer farm-to-market road (FMR) project. Oscar Pineda, of the Cebu Provincial Public Information Office, said the P27-million project is targeted for completion by
summer of next year. The project which links the mountainous barangays of San Remegio to the national highway will enable farmers to transport their produce fast. He said the FMR is funded through the Philippine Rural Development Project soft loan program which will be paid by the national government with a 10 percent counterpart
fund from the Cebu Capitol and with no cost to the municipal government. Pineda also said that construction works on the provincial hospital in Danao City will resume next month following its suspension last year. The provincial government will also add more medical professionals and equipment for the 50-bed-capacity hospital. (Luel Galarpe)
Police set up Korean Desks in Central Visayas CEBU CITY - Police officials from South Korea arrived in Cebu and met with their counterparts to further enhance interagency relations between the two law enf o r c e m e n t organizations. Regional police chief Jose Mario Espino welcomed the delegates from the Chungnam Provincial Police Agency (CPPA) headed by Commissioner Kim Jae Won. Espino and Kim formalized the inter-agency collaboration between the two police organizations and signed a memorandum of under-

standing. Kim said it is important for them to have the memorandum considering that most Koreans prefer to come to Central Visayas either for vacation or education. He said the two agencies will be sharing each other’s best practices on law enforcement and security strategies. Espino, on the other hand, said they will push through with their plan to set up a Korean Desk at every police station in the region to cater to the needs and problems of Korean visitors as well as to handle cases or crimes
involving Koreans. Kim said they are not asking the local police to provide Koreans special treatment, but he is grateful to Espino for such a plan. Likewise, Kim said Koreans caught violating the law should also be treated like an ordinary citizen and must be investigated for their crimes. Kim also visited several police installations to share their best practices and at the same time learn from the locals in terms of improving security and law enforcement in Chungnam.
