“free” contraceptive pills and illustrated his point by putting a wrapped piece of candy in his mouth. “Here, try eating it without unwrapping it,” he told them. “Eat it. That’s what a condom is like.” For Duter te’s supporters, the comment was just the latest of his

BASILAN – Despite the extended implementation of martial law in Mindanao, Abu Sayyaf continues to sow terror and fear in the restive region where security are battling the militant group tied to the Islamic State. Just last week, suspected Abu Sayyaf militants strafed a cargo ship after failing to hijack the vessel off the troubled province of Basilan.
Two crew members were injured in the attack late Friday on MV Kudos 1 which was sailing for Davao City to deliver its cargo. Crewmen also poured boiling water mix with oil when gunmen on board three motorboats tried to get on the side of the ship. The ship’s captain, Chris Maligmat, also radioed for help, but the gunmen sped off before security forces could arrive.

The attack occurred near Sibago Island which is part of Basilan, one of 5 provinces under the Muslim autonomous region. It was unknown why the military failed to prevent the attack despite the implementation of an extended martial law in the region. captain in a daring attack that left one sailor wounded. The ship, MV Royal 16, was sailing off the province when 10 gunmen on a speedboat intercepted it off Sibago Island and boarded the vessel and abducted the crewmen. Another Filipino cargo ship, MV Lorcon Iloilo, passing near Basilan rescued the wounded sailor and provided him first aid. Lawyer Harry Roque, the Presidential spokesman, said Duterte’s statement was only a joke and should not be taken literally. MAGUINDANAO – The region’s young athletes are confident they could compete favorably in the national competitions this year as the Palarong ARMMAA (Autonomous Region in Muslim Mindanao Athletic Association) 2018 formally kicked off last week in Upi town’s Nuro Central Elementary School. Rasol Y. Mitmug, Jr., Education Secretary, formally declared the athletic meet open. Themed ‘Transformed and Productive ARMMians,’ the meet focuses on the active development and transformation of the region’s young athletes. Ricco Jame Teraytay, 16, and Andrei John Merano, 12, both del-
egates from Maguindanao II division and Taekwondo-gold medalists in the Palarong Pambansa 2017 held in Antique, said they are proud and honored to again represent their divisions. They are optimistic they will again win and bring home medals from the Palarong Pambansa this year scheduled in Vigan City, Ilocos Sur from April 16 to 20. “We will do our best to win because we want to represent ARMM in the coming Palarong Pambansa. Aside from all the preparations such as training, we also need self-discipline and prayers for us to reach our goals,” Teraytay added.

Troops hunt down Abu Sayyafs in Sulu
SULU – Government troops were ordered to hunt down Abu Sayyaf militants in the southern province of Sulu where the notorious group linked to ISIS are still holding over a dozen hostages in the restive region. Just last week, militants seized a government engineer in a daring abduction in Jolo town. Officials said Enrico Nee was waiting for a motorcycle taxi near his home in San Raymundo village when gunmen snatched him. Nee was dragged by gunmen to a get-away vehicle and sped off. Nee is working for the Department of Public Works and Highways under the Autonomous Region in Muslim Mindanao. His fate remains unknown, but the abduction came despite military’s pronouncement in the
province that the Abu Sayyaf is now on the run due to the continued government campaign against the rebel group. It also occurred while the region is under an extended martial rule. It was unclear how the militants managed to sneaked into the capital town where policemen and soldiers were supposed to be guarding from the Abu Sayyaf. The abduction came just several days after troops killed 4 militants in a clash in Panamao town where seven soldiers were also wounded in the fighting. Members of the Marine Battalion Landing Team 3 fought with some 30 gunmen under Abu Sayyaf commanders Sansibar Bensio and Hatib Munap Binda in Mount Bawis. The soldiers were sent to the area following intelligence reports that several Abu Sayyaf hostages had
been spotted there. The militants are still holding over a dozen captives, mostly seamen kidnapped off Sabah in Malaysia over the years. Migrant group slams HK court ruling on domestic workers

Malaysian Foreign Minister Anifah Aman and Sabah Chief Minister Musa Aman criticised the proposal, reiterating that Malaysia does not recognise the Philippines’ claim. Sabah is recognised under international law as part of Malaysia since it was formed in 1963. Pimentel’s claims are unlikely to translate into government policy. Nevertheless, just by entertaining these ideas, President Rodrigo Duterte risks harming MalaysiaPhilippines relations, particularly the security partnership – demonstrating vulnerabilities that could be exploited by adverse groups. The claim The case for Philippine ownership of Sabah relates to the Sulu Sultanate, a thalassocracy established
in 1405. The Sultanate used to rule over parts of southern Philippines and Sabah, before the British acquired Sabah in 1878. The Sultanate claims that Sabah was only leased, and not ceded, to Britain, and consequently that the Sultans never relinquished sovereignty. Britain contributes annual payments to the Sultanate, which it views as ‘cession payments’ – however the Sultans view these as ‘lease payments’. Although pursued during the reign of Ferdinand Marcos, the Sabah claim was dropped in the 1987 constitution, under the presidency of Corazon Aquino. Aquino viewed the issue as a risk to Asean unity. In 2009, Sabah was written out of the Philippine’s legal Archipelagic Baselines, maritime jurisdiction, and thought to be solved indefinitely. However, by including the islands and territorial waters thought to belong to the Philippines through historic title, the proposed constitutional amendment

These declarations generate political support from Muslim groups in the South who believe Sabah should be included within an independent ‘Bangsamoro’ (Muslim nation) region. Duterte, the first president from the southern region of Mindanao, has long been a proponent of federalism, which he claims will redress the balance of power between ‘Imperial Manila’ and local governments, through local courts, business regulations and taxes. This will purportedly help end the conflict in the South that has stunted rural economic growth, driven by the Moros’ (Philippine Muslims’) struggle for autonomy. Realistically, both objectives are unlikely to be realised, and Duterte knows this – admitting re-
THE ASIAN MIGRANTS' Coordinating Body (AMCB), the biggest umbrella organisation of grassroots migrant domestic workers in Hong Kong, has condemned the recent Court ruling favoring the Hong Kong government on the live-in policy enforced on migrant domestic workers (MGW). The Court stated that it does not view the livein policy as an infringement of the rights of MDWs. The truth is it does, according to AMCB. “Having a mandatory live-in policy means MDWs sleeping in kitchen cabinets or dog houses. It also means MDWs being forced to work beyond reasonable hours because they fear
the displeasure of their employer, and hence have their contract terminated,” it said in a statement sent to the regional newspaper Mindanao Examiner. E r w i a n a Sulistyaningsih, a former MDW, recently won a civil claims case against her abusive employer. The district court judge who convicted her former employer in the criminal charges filed against her then stated that if only there were no mandatory live-in policy, the abuse would not have happened. “This underscores the need for the policy to be repealed. No more Erwianas. Is this too much to ask?,” AMCB asked. The live-in policy, one enforced by the government, creates the
conditions for modernday slavery of MDWs to exist in Hong Kong, it said, adding, “now with this ruling, even the High Court is complicit in maintaining the slavelike conditions of MDWs. Instead of being the downtrodden's last resort, the High Court chose to crush the hope for a society with no abused migrant domestic workers.” AMCB said however, it will not falter in this fight. “We will continue to struggle against unfair conditions of MDWs. But by doing so, Duterte bolstered the legitimacy of a sensitive political issue, giving voice to fringe groups and unsettling bilateral relations. Histor ical sor e point istorical sore The issue of amending the Constitution is a sensitive topic during a sensitive time, with January’s announcement that the 9 men involved in 2013’s ‘Lahad Datu incident’ will be sentenced to death. In 2013, then heir of the Sulu Sultanate, Jamalul Kiram III, launched an armed assault on Sabah, in the name of reclaiming his ‘rightful’ territory. He sent around 200 men from the southern Philippines to occupy Kampung Tanduo in Lahad Datu, who battled Malaysian security forces for over a month. 70 gunmen and 10 Malaysian security officers died in the fighting. Observers believe the Sultan’s actions were financially motivated, intended to pressure Malaysia into increasing its annual payment. The Philippine government was quick to issue a formal statement condemning the attack. Role of the MNLF The committee’s proposals resonate with members of the Moro National Liberation Front (MNLF), a strong advocate of federalism. MNLF champions an independent ‘Bangsamoro Republik’ – covering Sabah, Sarawak, Mindanao, Sulu, TawiTawi, Basilan and Palawan. Its most famous figure is
Nur Misuari, leader of a break-away MNLF faction since becoming estranged from the party leadership in 2000. Duterte has held several meetings with Misuari over creating a new legal framework for the Moro people. The extent of MNLF’s involvement in the Sabah dispute is difficult to pinpoint. Misuari is purportedly a strong advocate of ‘reclaiming’ Sabah and was alleged to be one of the conspirators of the 2013 incursion. He has expressed his support for the Sultan, but has denied any involvement. Although, a cluster of ex-MNLF members did take part in the attack. In 2015, a spokesperson for Misuari’s faction claimed the MNLF will peacefully pursue the historic and proprietary claim of the Sultanate of Sulu over Sabah. The plan is to petition the UN to recognise the ‘Bangsamoro Republik’ as a legal entity. However, sometime later Misuari denied reports of involvement in settling the dispute and said only the Sultanate can pursue the claim, whilst recognising the ongoing ‘peaceful and harmonious co-existence’ of the ethnic and religious groups living in Sabah. University scholar Acram Latiph states that Malaysia’s heavy-handed response to the 2013 incident likely generated support for reclaiming Sabah among some Moros, which likely exist MNLF sympathisers. Damage to rrelations elations Regardless of the outcome, Duterte’s courting of the group risks harming
the strong bilateral relations which Malaysia and the Philippines currently enjoy. Any unease generated between both countries could demonstrate vulnerabilities to local militant groups and compromise bilateral regional security efforts. Despite his indictments of Duterte’s words, Malaysian Prime Minister Najib Razak understands that Duterte has to play to his base, particularly as a Mindanao-born politician who is ‘one of the people’, attuned to local political sentiment. In the short term, nothing is likely to change. Although Duterte’s concern is to improve the livelihood of citizens in the Southern Philippines, federalism and bogus claims to Sabah will not come to anything extreme. There is the chance he could pursue this strategy if things start to go wrong on the domestic front. Exercising nostalgic and nationalistic land rights will prove a useful distraction if mounting criticism of his drugs war begins to translate into lower approval ratings. Overall, for regional security interests, it is imperative that these latest Sabah proposals are scrapped by the administration. This will reduce the legitimacy of fringe groups, and ensure the issue is officially put to rest. Continued discord concerning the Sabah amendment will promote distrust in Duterte’s foreign policy objectives, at a crucial time when the region is tackling a pressing security crisis. Umiwas sa pagkain ng matataba (oily) at matatamis na pagkain. Limitahan ang pagkain ng cake, mantikilya, ice cream at karneng baboy at baka. Umiwas o bawasan na rin ang pag-inom ng matatamis na inumin tulad ng soft drinks at iced tea. 4. Kumain ng masustansyang pagkain tulad ng maberdeng gulay
at isda. Puwedeng kumain ng prutas pero huwag din sosobrahan ito dahil ito’y matamis din. 5. Gumalaw-galaw at mag-ehersisyo.
