Military frees MILF rebels smuggling weapons COTABATO CITY – The Philippine military freed at least 2 dozen Moro Islamic Liberation Front (MILF) rebels who were intercepted trying to smuggle weapons in the restive southern province of Maguindanao. The rebels were travelling in a truck with the weapons when soldiers stopped them at a checkpoint in Melib village in the town of Sultan sa Barongis last week. Troops discovered the cache of weapons during a security inspec-

tion and held the rebels, but the military eventually released all of them and returned 24 automatic rifles owned by the MILF, which signed an interim peace deal with Manila in 2014. The weapons were all illegal and had no pertinent documents from the national police. It was unclear why the rebels led by Orly Gampung under the 106th Base Command were freed and their weapons returned to the MILF despite serious violations of laws prohibiting the carrying of firearms without

gun permits. While the military freed the rebels and returned their illegal weapons, it confiscated 157 unlicensed firearms, mostly old Carbine rifles, from village officials and watchmen in Zamboanga City on February 21. DOLE pushes for OFWs’ access to passport, phones in MOU with Kuwait THE DEPARTMENT OF LABOR and Employment (DOLE) said it wants overseas Filipino workers (OFWs) in Kuwait to be allowed to keep their passports and have regular access to their mobile devices. L a b o r Undersecretary Claro Arellano said these provisions are included in the proposed memorandum of understanding (MOU) being pushed by the DOLE with the Kuwaiti government to ensure the safety and welfare of Filipino workers in the host country. “We want them to allow our OFWs in Kuwait to hold their passport. Or at least, if they will not be allowed to hold their passports, they be deposited to our Philippine Labor Attaché in coordi-

nation with the Philippines Embassy,” Arellano said. “We want them to allow our OFWs to use their cellphones to communicate with their families and the government.” Labor officials are set to go to Kuwait to discuss the MOU with their counterparts. “Hopefully we can already finalize this memorandum of agreement and, by second week of March, we can already have the signing between the Kuwaiti gover nment and the Philippine government,” Arellano said. For his part, Philippine Overseas Employment Administration (POEA) Administrator Bernard Olalia noted that OFWs should be in possession

of their passports. “The passport is owned by the Philippine government so it cannot be confiscated by anybody. Our OFWs should have the prerogative to keep the passport or the government of the Philippines,” he explained. Labor Secretary Silvestre Bello III said such policies may even be adopted in other countries where there are OFWs. “It should be applicable to all for the protection of workers,” he said. There were nearly 200 OFW deaths in Kuwait in recent years with the latest fatality, Joanna Demafelis, who was tortured and murdered by her Libyan and Syrian employers who have gone into hiding. Absolute Divorce Bill Passes House Panel THE HOUSE COMMITTEE on population and family relations has approved a consolidated measure institutionalizing absolute divorce in the country. The bill aims to ensure that the proceedings for the grant of absolute divorce shall be affordable, efficient and inexpensive, especially for indigent litigants or petitioners. The grounds for absolute divorce are

the same existing grounds for legal separation and annulment of marriage. Also, a possible ground for absolute divorce is the couple's separation for at least five years. While other valid grounds include psychological incapacity of either spouse, irreconcilable marital differences, or a gender reassignment surgery of either spouse. The bill also provides

for a mandatory sixmonth “cooling-off period” between the time that a petition is filed and when the court actually starts working on the case. This allows the court to exercise all efforts to reunite and reconcile the parties. The bill penalizes spouses who are guilty of collusion with imprisonment of five years and a fine of P200,000. ‘Don't open luggage of OFWs, tourists’

AIRPORT PERSONNEL have been refrained from opening bags and luggage of returning overseas Filipino workers (OFWs) and tourists in the country. Secretary Arthur Tugade of the Department of Transportation (DOTr) reiterated the order following a complaint by a Korean couple who lost some of their valuables - a wristwatch and an electronic cigarette - at the Clark International Airport recently. “Inuulit ko po, huwag buksan o pag-interesan ang mga bagahe ng ating mga OFWs pati na mga turista. Ayaw ni Pangulong Duterte ng korapsyon. Ilayo niyo ang mga sarili niyo sa aksyon o persepsyon ng korapsyon,” he said. The Office of Transportation Security (OTS) denied the allegation and

said the viral post on social media was “false and inaccurate”. “After a review of the airport’s CCTV footage of the event, it was revealed that two Korean nationals, a male and a female, were rushing towards the escalator, while a female OTS Security Screening Officer can be seen picking an item that appeared to be left behind at the Xray conveyor belt. The latter subsequently held the item in the air in an apparent attempt to call the attention of its owner. The male Korean passenger eventually claimed the item from the screening officer,” the OTS said. The CCTV footage by the Clark International Airport Corporation likewise showed that there was no indication of misconduct, ill-intent, or malice on the part of the security screening officer. THE NATIONAL GRID Corporation of the Philippines has recently come out with a series of eye-catching advertisement and press releases that portend to impress it is helping the government of President Rodrigo R. Duterte program to improve the telecom industry. Nice. The other day it again came out with another story that hugged the page with a caption blazoned in six columns announcing: “NGCP, DICT reach accord on fiber optic capacity for NBP”. The pictures of Department of Information and Communications Technology Undersecretary Eliseo Rio Jr. and NGCP’s Henry Sy Jr. prominently occupy the space in the story. What is surprisingly missing is the absence of a statement from National Transmission Corporation (TRANSCO) who owns the assets which the two, NGCP and DICT, are peddling to President Duterte and the public. Why are Finance Secretary Carlos G. Dominguez and TRANSCO President Melvin Matibag missing in the equation? I have always believed that the Concession Agreement for the use of the power grid was between TRANSCO and NGCP. What went wrong between TRANSCO and NGCP that Henry “Big Boy” Sy, Jr. obviously sidelined DOF/ TRANSCO in this sudden act of benevolence to help the government 3rd Telecom player and too, the National Broadband Project of DICT. This Letter from Davao aims to deter and unmask the subterfuge behind the Concession Agreement. Again this is just one of the many glorious mysteries that the oligarchy had been hiding since the Aquino administrations came to being. They came with exotic names: “Mile Long Island” property in the heartland of Makati, “Mighty” Cigarette and “El Kapitan” Lucio tax cases which ended in multi-billion pesos settlements and the still fresh-from-the oven the sudden surrender of “CURE” Telecom frequencies by MVP after demanding P3-billion from the government that gave the spectrum free . We support the personal crusade of President Duterte and Secretary Dominguez against crime and corruption and to remind the oligarchs that control the country’s major industries to “shape up, this is a new era.” Remember walls have ears and eyes so it’s time to behave. Our unimpeachable source is the NGCP advertisement itself which came out in all major newspapers two weeks ago. The ad implies that TRANSCO refused to sign an agreement with NGCP for which reason it cannot lease its dark fibers to telecom players. But let us look at where President Melvin of Transco is coming from. We have to first understand what the bone of contention here is. The “dark fibers” referred to are unutilized fiber optic cores embedded in the

conduit that ran within the stranded grounding wire that protects the power line from lightning strikes. Modern technology had incorporated the dark fibers along with the grounding wire for communications use. Today’s designs of power towers, bridges, tunnels and railways already include these appurtenances and ‘cradles’ for telecom and power use. When NGCP was awarded a concession agreement by TRANSCO it goes with it right to lease the ancillary assets such as telecommunication assets but subject to the limitation on the use of 50% of the income derived out of leasing the ancillary assets as set forth in Section 20 of RA 9136 otherwise known as the EPIRA law. This looks reasonable enough except that there was a crack somewhere along the way in the first two years of their honeymoon. We heard that NGCP leased dark fibers and other facilities among them vacant lot spaces, High Voltage tower for attachments (like telecom antennas) to telecom companies without informing or disclosing to TRANSCO as required in the concession agreement. The lease to telecom firms ran for more than one year and allegedly all income derived from the lease contract was neither disclosed nor shared with the government. Probe Continues into Murder of Ronda Vice Mayor CEBU CITY - The Special Investigation Task Group (SITG) that is investigating the ambush of lawyer Jonnah John Ungab, who is also Ronda town vice mayor, said it is halfway toward resolving the death of the politician. Ungab is also the legal counsel for suspected drug lord Rolando “Ker win” Espinosa, Jr. He was ambushed last week just across the Cebu City courthouse after attending the court hearing of Espinosa. Senior Inspector Jonathan Taneo, a spokesman for the SITG, said they are looking at all possible

angles, including the victim’s legal profession, politics, personal grudges, and other circumstances surrounding the life of Ungab. Taneo said they are in the process of gathering more evidence and witnesses who would lead them to the identity of the perpetrators. The CCTV footage of Sugbutel Family Hotel near the crime scene is very vital in their investigation, he said. Investigators said the CCTV footage showed the gunman waiting outside the courthouse. He was also seen answering a mobile phone call, which police believed was from a spotter inside the building. The motorcycle

Integrated management plan pushed to protect Visayan Sea AN INTEGRATED fisheries management plan is being crafted to protect the Visayan Sea. This was cited by Iloilo Provincial Agricultur ist Ildefonso Toledo as among the specific management actions conceptualized during a recent coordination meeting by Oceana together with the representatives of Bureau of Fisheries and Aquatic Resources in Western Visayas and the local government units covering the Visayan Sea namely, Iloilo, Negros Occidental, Capiz, Cebu and Masbate. There might also be alternative livelihood because if there will be displaced fisher folks as a result of the intensification of our campaign against illegal fishing, we need to be ready to provide them with alternatives,” he added.
