It added that despite being ousted from Marawi, ISIS aims to regroup in Mindanao and has its amplified its force size in recent months as militants have arrived from Syria and Iraq. In addition, the country’s island geography has complicated Manila’s centralized authority, particularly over Mindanao, affording jihadist groups the opportunity to establish save havens in inadequately governed territory. It listed several issues and among them are the following: · In Mindanao, mounting tensions between the Catholic majority and Muslim minority, which comprises around 20 percent of the population, have generated religious strife
and enabled the rise of several insurgent groups who ascribe to Maoist or militant Islamist ideologies and who have grown increasingly bold in recent years. · ISIS fighters fleeing Syria and Iraq have targeted the Philippines as a potential next caliphate. Ebrahim Murad, the head of the Philippines’ main Muslim rebel group known as the Moro Islamic Liberation Front, which signed a peace treaty with Manila in 2014, claimed that ISIS fighters from Indonesia, Malaysia and the Middle East have entered the Philippines, and the group is planning to launch attacks against two cities in Mindanao. “Based on our own intelligence information, foreign fighters who were displaced from the Middle East continued to enter into our porous borders and may be planning to take two southern cities – Iligan and Cotabato,” Murad said. In the same report, The Cipher Brief also quoted Carol Rollie Flynn, former Associate Deputy Director of the National Counterterrorism Center, as saying: “ISIS fighters are fleeing to Mindanao because this region offers relative safe haven in its ungoverned areas. The population in parts of Mindanao, particularly the Moros, have for decades been hostile to the central government of the Philippines, which they perceive as inept, corrupt, and the reason for the region’s continuing poverty and poor governance. Given this attitude, segments of the Muslim population are loathed to cooperate with the Philippine authorities and military for whom they
have deep distrust.” Alasdair Gordon, former Australian senior national security officer, also said that there has been growing concern for some time that ISIS was hoping to establish a caliphate in Asia. And the southern Philippines is an obvious location. Extremist Islamic elements, including Jemaah Islamiya and its affiliates, have been present among the Muslim minority population in the area for some years. “It’s ungoverned and often remote environment make it ideal as a training and staging ground, as well as a place to undertake attacks. And long-standing maritime routes established by smugglers and pirates have previously been utilized by Jemaah Islamiyah and others to move groups amongst the southern Philippines, Indonesia and Malaysia,” he said. And for Professor Rohan Gunaratna, Head of the International Centre for Political Violence and Terrorism Research and S. Rajaratnam School of International Studies at Nanyang Technological University in Singapore, said: "The very presence of ISIS in Mindanao threatens not only the Philippines, but its neighbors. ISIS created its East Asia division with the intention of expanding from the Philippines to parts of Northeast and Southeast Asia. If ISIS spreads to Sabah in Malaysia and Eastern Indonesia, it will pose a significant challenge to Malaysia, Indonesia, Singapore and the entire region.” (Mindanao Examiner)

He said this is just one of the steps the ARMM government, through the DPWH, is taking to meet President Rodrigo Duterte’s target that all infra-projects for the year 2018 should be implemented efficiently.
The projects will start implementation as soon as all the pertinent documents are finalized and submitted. Governor Hataman urged the municipal governments and the two district engineering offices to ensure the efficient implementation of the projects. The governor believes these projects would be completed on time since one way to speed up project implementation and ensuring these are within standards is through a joint agreement with beneficiaries. Measles claim lives of 2 kids in Zamboanga ZAMBOANGA CITY – Two children had died from measles in Zamboanga City in southern Philippines where health officials recently declared an outbreak of the disease with nearly 200 cases just this year. The victims, aged 2 years and three months, were all from the village of Tumaga and belonged to poor families. Village chieftain Jackie Lim confirmed the fatalities and said this came up during a mass antimeasles vaccination of children in Tumaga which started on February 19 and ends on March 23.
Health officials said many mothers had refused government immunization of their children following the rising fatalities of minors who were given anti-dengue vaccine called Dengvaxia across the country. The Department of Health and the local government launched the immunization drive with health workers go houseto-house in all 98 villages in an effort to vaccinate children with ages 6 months to 5 years old. Nearly 122,000 children are expected to benefit from the vaccination.
Health officials have repeatedly appealed and urged mothers to have their children vaccinated to protect them from measles which is a serious respiratory disease that causes rashes and fever, and is very contagious because it can easily spread through sneezing and coughing and direct contact with nasal or throat secretions. The City Health Office urged those with measles to avoid direct contact with other people to help prevent contamination. (Mindanao Examiner)
SULU – Four Abu Sayyaf militants, whose group has links with the Islamic State, have surrendered to the military in the southern Filipino province of Sulu, officials said.
Officials said Hajat Abbang, Kirah and Sansi Jawad and Jupakkal Usman also surrendered their weapons three rifles and a grenade launcher to the Marine Battalion Landing Team 1 under

Notre Dame Cotabato spearheads love drive for Marawi
COTABATO CITY – Some P96,000 have been raised by the Notre Dame University of Cotabato City in a love drive dubbed “Piso-Piso Campaign for Marawi” in an effort to help those who are in dire need, especially the victims of last year’s deadly siege. The one-hour campaign was conducted
recently by the faculty and staffs, including administrators and students. They also appealed to others to help in the campaign by donating to the victims of the war, many of who are still homeless. Militants linked to the Islamic State occupied Marawi City in Lanao del Sur province in May 2017 and battled security forces
for five months until their defeat. But the war brought devastation and deaths, and hunger with many homes and structures destroyed by the battle. President Rodrigo Duterte vowed to construct houses for war victims and rehabilitation of the city is on-going. (Amyrra Chielzy Rahmani)
MAGUINDANAO – The Department of Social Welfare and Development in the Autonomous Region in Muslim Mindanao (DSWD-ARMM) conducted its 4th round of assembly on social welfare protection, focusing on the implementation of the Pantawid Pamilyang Pilipino Program (4Ps), for the province of Maguindanao. The assembly was held at Camp Siongco in Datu Odin Sinsuat town on February 28. Lawyer Laisa Masuhud Alamia, ARMM Executive Secretary and concurrent regional DSWD Secretary, spearheaded the event and discussed the objectives of convening all municipal officials and other stakeholders involved in the implementation of 4Ps. She emphasized the “no fraud” policy implemented by the department; the importance of 4Ps; and the do’s and don’ts. The municipal officials and other stakeholders lauded Secretary Alamia on her firm stand in imposing the rules and regulations of the DPWH to lessen, if not totally eradicate, irregularities in 4Ps’ implementation.
It was made clear that officials, who would be caught involved in fraudulent activities, during and after the 4Ps pay-outs to the beneficiaries, would be ousted from their respective posts and could even face criminal charges. To reinforce this, The DSWD has already started coordinating with Smart Telecommunications Co. to setup the Infocast Messaging System. And once operational, it will enable 4Ps beneficiaries and others to send their concerns to DSWD-ARMM regarding 4Ps. The DSWD is also coordinating with other government agencies such as the National Bureau of Investigation, the Commission on Elections, the Philippine National Police, and the Armed Forces of the Philippines in counterchecking and evaluating the list of 4Ps members. Secretary Alamia likewise discussed the different variations of corruption in 4Ps implementation. Other than municipal officials, those at the Department of Education (DepEd) and Integrated Public Health Office could also be part of
corruption, she said. With this, the significant role of the Department of Health and DepEd in checking and monitoring ghost beneficiaries has been underscored by the secretary. “Naisip namin ang assembly to talk to you, to appeal to you. This serves as a warning. Magtulungan po tayo na ayusin ang problema na ito,” she said. Aside from the different law enforcement agencies, Secretary Alamia said they have also coordinated with the Darul Ifta or the local Islamic consultative body, to provide religious guidance. She said that helping the needy in the community is not just a responsibility as public servants, but also as Muslims. “The assembly is in accordance with Mindanao Martial Law Instruction Order No. 01 to monitor and check the local governments to ensure that the projects and programs of the government are properly implemented and delivered,” she added. Village patrol attacked, 1 wounded in Zamboanga town PAGADIAN CITY – Gunmen attacked a group of village watchmen and an official while they were patrolling the town of Dumingag in Zamboanga del Sur province in the restive southern Philippine region of Mindanao. Ladio Bayoy was rushed to hospital by
army soldiers who, along with policemen, responded to the attack in Salvador village. Bayoy was with 5 watchmen when the attack occurred. At least 10 gunmen were involved in the shooting, according to a report lodged last week by the victims to the police.
The attackers fled after the shooting. The motive of the attack remains unknown and it was unclear whether the shooting was connected to politics or if communist New People’s Army rebels were behind it. (Mindanao Examiner)
Hired killer arrested in Zamboanga Sur PAGADIAN CITY – Police arrested a suspected hired killer following an operation in the southern Philippine town of Zamboanga del Sur, officials said. Officials said the 38year old Onsa Saavedra Mustapha was nabbed recently in the village of Camanga in Dumalinao town. Mustapha is facing a string of criminal charges and is currently being investigated by the police.

– 1 ½ lb. Pork belly, cut into cubes – 1 bunch fresh spinach – 2 cups coconut milk (gata) – 2 cups coconut cream (kakang gata) – 10 to 12 pieces Thai chili pepper – 1 medium yellow onion, chopped
– 3 cloves garlic, crushed and chopped – 2 thumbs ginger, sliced into thin strips – 3 tablespoons cooking oil – ¼ teaspoon ground black pepper – 3 tablespoons fish sauce (patis)
INSTR UCTIONS: INSTRUCTIONS: 1) Heat oil in a cooking pot. 2) Saute, onion, garlic, and ginger. 3) Once the onion becomes translucent and soft, add pork. Saute until light brown. 4) Pour coconut milk and coconut cream. Let boil. 5) Add chili pepper (Thai chili). Cover the cooking pot. Cook for 45 to 60 minutes, or until the pork becomes tender. 6) Add spinach. Cover and cook for 2 minutes. 7) Season with ground black pepper and fish sauce. 8) Transfer to a serving plate. Mactan airport sees more passengers from China, Mindanao
THE MACTAN INTERNATIONAL AIRPORT in Cebu is bracing for an influx of passengers from Mindanao in southern Philippines with the opening of a new passenger terminal this June. Avigael Maningo, a spokesperson for Cebu Airport Corporation that manages the facility, said they are targeting some 11.7 million passengers for this year - an increase of 1.8 million from the 2017 figure of 9.97 million passengers. The new terminal, constructed over a three-year
period, is 65,000 square meters wide or double the size of the old terminal. It will cater to 23 international airlines with destinations around the world, six of which are new - Air Juan, Juneyao Air, OK Air, Lucky Air and Pan Pacific Airlines. For the past two years, passenger traffic at Mactan has consistently increased, according to Maningo, who said that with the opening of Terminal 2, more passengers from provincial hubs such as Davao, Cagayan de Oro, Iloilo and Tagoloan are ex-
pected to increase traffic more. Maningo said China is the airport's target for inbound destinations with more flights from Beijing, Chongquing, Fuzhou, Kunming and Xian City in Shaanxi province. "We are looking to promote the Philippines to other untapped markets and this includes other provinces in China. We want to bring the high-spending Chinese market to the country," she said. THE MONTH-LONG study on the proposed Leyte-Bohol and Leyte-Surigao bridge projects by the Department of Public Works and Highways (DPWH), in cooperation with the Japan International Cooperation Agency (JICA), has commenced. Southern Leyte District Engineer Maria Margarita Junia said the research will help determine proper measures to undertake before drafting the master plan of the mega bridge projects. The research team from JICA arrived
in Southern Leyte to start their study on the long span bridges. “We are going to work closely with JICA in the conduct of an ocular inspection in Guadalupe Village, Maasin City, and Benit Village, San Ricardo town. Benit Village has an existing port that serves as the region’s exit point to Mindanao while Guadalupe Village is the nearest point in Southern Leyte to Bohol Island,” she said. The project is part of the government's plan to connect
the islands of Leyte and Bohol as well as with Mindanao islands. JICA conducted similar initial studies in Iloilo, Negros, Cebu and Guimaras as sites of long bridge projects in Visayas. CEBU CITY - The Cebu City government has begun the strict implementation of its policy on the “No Segregation, No Collection” of garbage which is also pursuant to Republic Act Number 9003 or the Ecological Solid Waste Management Act of 2010, and City Ordinance No. 2031, or the Solid Waste Segregation. Greggy Senados, of the Cebu City Public Information Office, said the city implemented the policy in its effort to speed up garbage collection in the metropolis.
