The World Bank forecasted the Philippine economy to grow by 6.7 percent this year and

Heydarian, however, has observed the countr y’s shallow growth, leaving high levels of unemployment, pover ty, and hunger. “And this is where the Dutertenomics’ 'build, build, build' agenda comes into the picture, hoping to (literally) bridge the gap in economic policies of past administrations. Infrastructure is clearly the country’s Achilles heel,” he said. He said lack of infrastructure has been a major source of concern for foreign investors as seen by Japan International Cooperation Agency study blamed traffic congestion in Manila to poor infrastructure. According to the 2017 World Economic Forum’s competitiveness report, the Philippines ranked 97th in the world in terms of infrastructure. In a separate report by the United Nations, the Philippines ranked 5th in Southeast Asia in terms of access to physical infrastructure. For the next five years, the Philippines will be banking on the infrastructure investments from China and Japan
and the Tax Reform for Acceleration and Inclusion as source of funds for the ambitious Build, Build, Build program. Heydarian also noted the observation of many people that even if the Duterte administration fails to achieve half of its massive infrastructure projects, “Duterte could still go down in history as a harbinger of a golden age of infrastr ucture build-up in the country.” But while the socalled Dutertenomics continued to gain praises, Duterte himself is living up to his election campaign to fight illegal drugs, crimes and graft, and corruption. During the oath taking of Presidential Anti-Corruption Commission (PACC) last week in Malacanang, Duterte reiterated his vow to stop corruption. “But for me, if that is the only legacy that I can really leave behind, I don’t have extraordinary talent. I don’t know how else could I do it in governance. But there is one thing that I promised you during the election and it was very a simple one. This is what I’ve said, I will try to stop corruption,” he told PACC officials.

ARMM celebrates National Women’s Month 2018 COTABATO CITY – The Autonomous Region in Muslim Mindanao, through its Regional Commission on Bangsamoro Women (RCBW-ARMM), officially started the celebration of this year’s National Women’s Month (NWM) through a parade, last week inside the ARMM compound here. The parade, followed by a short program, was attended by officials and employees of the region’s different line agencies and offices. The ARMM celebration bears the theme “Meaningful change for Bangsamoro women can happen,” which is anchored on the

Marawi farmers to get Italian aid
MARAWI CITY - Filipino farmers affected by fighting in Marawi are to receive food assistance from the United Nations World Food Programme ( WFP). This has been made possible by a P12.4 million contribution from the Government of Italy to WFP. “Italy stands with the Philippine Government in its efforts to assist the people of Marawi,” said Italian Ambassador Giorgio Guglielmino. “Our partnership with the World Food Programme will support the food needs of thousands of Filipinos as they rebuild their lives.” Fighting broke out in Marawi City in May 2017 between government forces and armed militant groups linked to Islamic State. WFP has since been supporting the Government of the Philippines by addressing the nutrition needs of conflict-affected communities. WFP will support
1,600 displaced farmers and their families over a period of three months, providing them with food assistance in exchange for their participation in agricultural activities to restore community assets. And WFP, in collaboration with its partners, will also implement training in support of rice and corn production, bio-intensive and vegetable gardening, as well as inland fishpond tilapia farming — incorporating basic nutrition and food security sessions. Partners include the Food and Agriculture Organization of the United Nations, the Department of Agriculture, the Department of Agrarian Reform, the Department of Social Welfare and Development, and the Bureau of Fisheries and Aquatic Resources. “WFP is grateful to the Government of Italy for this generous contribution, which will sustain ongoing relief and recov-
ery operations to address the food needs of communities affected by the Marawi crisis,” said Stephen Gluning, WFP Representative and Country Director. “Thanks to Italian support, WFP will be able to provide rice to more than 8,000 people, complementing the Philippine Government’s operations.” Nine months after the start of armed conflict in Marawi, the Philippine government and WFP have distributed rice to some 128,000 people and provided school meals to more than 57,000 students in the provinces of Lanao del Norte and Lanao del Sur where displaced people affected by the conflict have relocated. DOJ indicts ex-Top Gear PH editor-in-chief for 'cyber libel' THE DEPARTMENT of Justice (DOJ) has filed criminal charges against a former editor-in-chief of motoring news website, Top Gear Philippines, in connection with an online libel complaint filed by a man who was mistakenly tagged in a road rage incident in Manila. The DOJ panel of prosecutors found probable cause to indict Vernon Sarne on charges of violation of the libel provision of the Cybercrime Prevention Act of 2012, filed by Nestor Punzalan after he was mistakenly identified in a report published by the website as the gunman behind the shooting of cyclist Mark Vincent Geralde in Quiapo, Manila. Punzalan, in his complaint, accused Sarne of imputing him as the suspect who drove a red Hyundai Eon and shot Geralde dead on July 26, 2016. After checking the plate number of the Hyundai vehicle from the closed circuit
television footage of the incident, Sarne posted on the Facebook page of Top Gear the complainant’s Facebook account and his Hyundai Eon. “The above posts by the officials of Top Gear Philippines allegedly subjected complainant and his wife to public ridicule, trauma, shame, casting dishonor, discredit and contempt,” read the resolution approved by Senior Deputy State Prosecutor Richard Anthony Fadullon and Acting Prosecutor General Jorge Catalan Jr. "He admitted having posted the subject photo and video of complainant's vehicle and assumed full responsibility on the said act," the resolution noted, adding that the alleged offense checked off all the elements for it to be considered as libel. The case was referred to the City Prosecutor of Manila on February 23. Punzalan
filed the complaint against Top Gear Philippines' editors with the National Bureau of Investigation in August 2016, less than a month after he became the subject of netizens' bullying due to the misidentification. Authorities have earlier cleared Punzalan of wrongdoing, instead tracing the cyclist and gaming attendant Geralde's killing to ex-Army reservist Vhon Tanto. Meanwhile, the DOJ dismissed the complaint filed against other respondents Top Gear Philippines officers Dinzo Tabamo, Tracy Carpena, Jeffrey Reyes, and Adelbert Christopher de Jesus for Punzalan's alleged failure to establish their involvement in the uploading of the controversial post. “The complaint against them is recommended dismissed for lack of probable cause,” the resolution said. BASILAN – Some P8-Million worth of infrastructure projects under the Autonomous Region in Muslim Mindanao’s flagship program – Health, Education, Livelihood, Peace and Governance Synergy (ARMM-HELPS) were turned over in two villages in Maluso town in Basilan province. ARMM Governor Mujiv Hataman led the March 4 turn-over of the P5.4-million village hall and a multi-purpose building in Tubigan, and the P2-million fishing livelihood project in Lower Port Holland. He said the regional government is now focused on delivering socioeconomic and infrastructure projects to the towns all over ARMM. Director Anwar Upahm of the ARMM-HELPS said the village of Tubigan will also receive this tear birthing facilities, armchairs for schools, and cattle for farmers. The town of Maluso – used to be a lair of kidnapfor-ransom groups – is a recipient of last year’s Seal of Good Local Governance (SGLG) award along with other 19 towns in the region. The ARMM-HELPS is a convergence initiative of the regional government and is regarded as the centerpiece of the Hataman administration, which has been pursuing programs through the regional line agencies. Its projects include health stations, flea markets and water systems. It also supports cooperatives, and provides medicines and birthing supplies and equipment for its health component. It pushes for the development of a madaris curriculum, as well as the construction of community learning centers, as tools to combat violent extremism. The recipients are the ones who identify the projects. Since its creation in 2013, the ARMM-HELPS has served 403 barangays in the region’s five provinces. It will serve 150 other barangays this year. And for Abdulham Mohammad, 48, he remembers the good old days of the fishing industry in Maluso. “Noon, pusit lang ang hinuhuli ko, kumikita ako ng P500-P5,000 kada araw,” he said, adding that most fishermen would not even reach the market since barter was already being done along the way. “Hindi na namin kailangan magpunta ng palengke dahil sinasalubong nanila kami noon para makipagbarter,” he recalled. But big fishing vessels arrived and encroached on their fishing grounds, he said. “Nagsimula ang problema dito sa amin noong unti-unting pumasok ang mga vessels sa municipal waters kung saan nananagat ang mga smalltime fishermen,” he said. “Dahil malalaki ang gamit nila, talo ang mga maliliit hanggang sa nalulugi sila at unti-unting binebenta ang mga kabuhayan nila.” But Mohammad was all praised to the ARMM, saying Hataman helped their community and provided them with fishing supplies, including boats and fishing nets. “Ngayon, unti-unti nang nanunumbalik ang sigla ng pangingisda dahil suportado ng ARMM ang aming kabuhayan,” he said. “Ngayong nagtatrabaho na ako sa munisipyo, nakikita ko ang efforts ng ating gobyerno para sa Maluso.”
Hataman, recalling Maluso’s glory days, said historically the town was really a fishing port. “Lahat ng isda papuntang Zamboanga at Isabela City ay nagmumula sa Maluso,” he said. Maluso Mayor Hanie Bud thanked Hataman and President Rodrigo Duterte for heeding their request that the town’s municipal waters be made exclusive

Cruise tourism initiatives pay off as arrivals jump more than 100% MANILA -- Philippine cruise ship arrivals posted unprecedented figures in the last 12 months capped by the simultaneous docking of cruise ships at the Manila’s South Harbor. The Manila South Harbor, managed and operated by Asian Terminals, Inc., on March 5 registered the biggest number of cruise ships docked at the ports with four, namely, SuperStar Virgo of Star Cruises, Costa Atlantica of Costa Cruises, Amsterdam of Holland America Lines, and Silver Shadow of Silversea Cruises. According to Philippine Ports Authority (PPA) General Manager Jay Daniel R. Santiago, the continuous hike in cruise ship arrivals are testaments to the initiatives put into place by different government agencies like the PPA, the Department of Tourism, the Department of Transportation, among others. “On the part of the PPA, we have been injecting so much effort to improve the cruise facilities of our ports
particularly in areas like Puerto Princesa in Palawan, South Harbor and North Harbor in Manila, Bohol in the Visayas, and Currimao in Northern Luzon,” Santiago said in a press statement. “The more than 1000% increase in the number of cruise tourism passengers suggest that we are slowly reaping the benefits of those initiatives,” Santiago stressed. “The direction of the current administration is to further harvest the fruits of global tourism efforts and PPA is continuing its efforts to make port facilities for cruise ships world class,” Santiago added. Currently, PPA is carrying out several infrastructure projects in key areas to support the booming cruise industry aimed at developing international hubs for cruise liners like Davao, Bohol, Boracay, Cebu, Metro Manila, Puerto Princesa, Subic, and Zamboanga. These make up the nation’s major
nautical cruise arteries. It has also lined up various port programs for the development of cruise terminals. These include the Ports of Puerto Princesa, Currimao in Ilocos Norte and Catagbacan in Bohol Province. As of January of this year, cruise tourism arrivals registered an increase of 1,952.82% to 9,156 passsengers from only 446 in January of last year. Of the total, more than half of the volume or 4,520 was recorded in PMO Northern Luzon in view of the regained interest of Star Cruises at the Port of Currimao as one of its cruise routes. The other areas that posted positive cruise tourism arrivals include Coron, Boracay and South Harbor. “PPA is really bent on equipping major cruise destinations with the minimum requirements to handle cruise ships and slowly put improvements thereon,” Santiago added. DOJ junks criminal raps vs. Tunisian with alleged ISIS links THE DEPARTMENT of Justice (DOJ) has dismissed criminal charges filed by the police and military against an alleged Islamic State militant who was captured recently in Manila. In a seven-page resolution signed by Senior Assistant State Prosecutor Peter L. Ong, the DOJ dismissed charges of illegal possession of explosive devices and firear ms complaint against Tunisian national Fehmi Lassqued and his Filipina live-in partner Anabel Salipada for lack of merit. “After a careful review and evaluation of the evidence submitted by the parties, the undersigned finds no probable cause to charge respondents for violations of RA 10591 and RA 9516,” according to the DOJ resolution approved re-
cently by Senior Deputy State Prosecutor Rassenell Rex Gingoyon and Acting Prosecutor General Jorge Catalan Jr. “Basic and well-established is the rule that the party alleging has the burden of substantiating his allegation and any declaration or assertion not so substantiated is, at best, a self-ser ving statement or declaration which is inadmissible in evidence for being hearsay,” it stressed. The two we re arrested in Er mita on February 16. The charge sheet signed by Superintendent Carlito Narag Jr. sought the indictment of the suspects for violations of RA 10591 and RA 9516. It cited as evidence the explosive devices seized from the couple during their arrest, including four pipes, two

Both Lassqued and Salipada denied the allegations in separate counter-affidavits filed through the assistance of public attorneys. both respondents underwent medical examination at two different places and on two different occasions suggests that they were arrested in separate places at different time,” he said. ARMM, Marawi to build P115-million infra projects MARAWI CITY – The Autonomous Region in Muslim Mindanao (ARMM) and the City Government of Marawi will construct P115-million worth of infrastructure projects starting this month as part of the city’s rehabilitation program. ARMM Governor Mujiv Hataman and Marawi City Mayor Majul Gandamra led the ground breaking for the P90-million Integrated Market, Food and Transport Terminal at Buadi Sacayo and the P25-million rehabilitation of City Hall and City Health Center – both will undergo rehabilitation since the two structures also sustained minor damage because of the battle. The ARMM will also provide an additional P15
million for the procurement of hospital facilities and equipment. The integrated market, food and transport terminal will sit in more than one-hectare land and would house about 200 stalls. Mayor Gandamra expressed confidence the city’s economy will rebound after it suffered heavy losses due to last year’s Maute Group siege of the city. The Maute and Abu Sayyaf groups inflicted terror in Marawi that forced more than 200,000 residents to flee the city. Hostilities between the government troops and the terror groups lasted roughly five months. Mayor Gandamra said the infrastructure projects will hasten rehabilitation efforts here. “Definitely it

NTC summons Globe over ‘vanishing load’
THE NATIONAL Telecommunications Commission (NTC) said it has summoned Globe Telecom and its mobile content provider over reports and complaints by its subscribers that their “prepaid phone credit” has vanished even if they are not using their mobile phones. The NTC ordered Globe to suspend the implementation of its content service provider agreement with Gotdeals Mobile Inc. pending an investigation into the reports and complaints. One woman, Feanne Mauricio, also filed a similar complaint with the NTC which prompted it to summon the giant telecom company.
The NTC said that it is eyeing to impose stricter penalties against those behind the vanishing prepaid phone credit. During a recent Senate hearing on the issue, NTC Deputy Commissioner Edgar Cabarios admitted there are erring valueadded service ( VAS) providers that eat up a certain amount of prepaid load or credit without notifying the mobile phone user. According to Cabarios, VAS groups' other telecommunication services beyond standard voice calls and text messaging are considered as spam messages. A consumer should not receive messages if not
registered with the VAS providers. The NTC can suspend the registration of the VAS providers. Senator Paolo Benigno Aquino IV, head of the Senate Committee on Science and Technology, urged telecom companies to immediately institute clear-cut policies to solve the problem of unwarranted deductions on prepaid mobile loads. He proposed that telecom firms issue notifications to their subscribers whenever a load is added or deducted from their prepaid accounts. Sustained economic growth results in buoyant labor market EMPLOYMENT rates surged in January as the Philippine labor market continued to thrive on the back of sustained economic growth, the National Economic and Development Authority said. In the January 2018 Labor Force Survey (LFS) conducted by the Philippine Statistics Authority, employment rate rose to 94.7 percent, equivalent to 41.8 million Filipinos employed. This rate is the highest in all of the previous January rounds of the LFS since 2009. Labor force participation rate (LFPR) also increased by 1.5 ppts, rising to 62.2 percent in January 2018. Furthermore, female LFPR bounced back to 47.5 percent or a 2.3 ppts increase from 45.2 percent in January 2017. This reflects the sharp decline in the number of economically inactive married women and females who opt out of the labor force due to household duties. Notably, the unemployment rate dropped further to 5.3 percent, the lowest rate recorded for all January rounds of the LFS in the past decade. This is within the Philippine Development Plan (PDP) 2017-2022 target of 4.7-5.3 percent for 2018. “These improvements in the labor market indicate that more Filipinos are encouraged to join and re-join the labor force, and that more people are being employed. This signals that the economy is responding positively to the economic reforms and programs that the government has been laying down,” Socioeconomic Planning Secretary Ernesto M. Pernia said.
“But despite these encouraging numbers, the government must continue to raise investments and improve productivity, which in turn, will help boost the productive sectors of the economy and encourage the generation of higher quality employment opportunities,” he said. Pernia added that the government should facilitate the creation of new businesses and boost the outputs of firms by amending market regulations, tackling structural barriers, and passing key reforms. These include the reduction of foreign investment restrictions, as well as the passage of the Ease of Doing Business bill and Package 2 of the Tax Reform program, which will lower corporate taxes while rationalizing investment incentives. The services sector remained the top employment contributor with a share of 55.9 percent, increasing by 3.8 percent despite the downbeat business outlook of firms for the first quarter. Employment in agriculture grew by 8.4 percentage points to 26 percent employment share, employing an additional 841,000 workers. Pernia, however, emphasized that there is a need to help move the labor force in the agriculture sector out of low-productivity jobs. This can be facilitated by shifting rice farmers to high-value crops, promoting crop diversification, accelerating development of local infrastructure (e.g. farm-to-market roads, etc.), and training farmers in technological advancements.
Meanwhile, the industry sector employed an additional 719,000 workers after expanding by 10.5 percentage points to 18.1 percent in January 2018, led by the increase in employment in construction and manufacturing. “More jobs are expected to be created during the country’s infrastructure build up which will not only ease traffic and promote regional development but also generate more quality jobs,” the Cabinet official said. Moreover, the unemployment rate among the youth continued to slide to 12.5 percent in January 2018, the lowest rate recorded for January since 2009. Likewise, the share of inactive youth, those who are neither studying nor employed, also declined to 18.8 percent. “If we are to sustain this trend for the rest of the year, we can achieve the PDP target of lowering youth unemployment to 19.5 – 21.5 percent for 2018,” Pernia said. “It is important that we continue to push for the full implementation of the Responsible Parenthood and Reproductive Health Law to enable more women to participate in the labor force,” Pernia said. He added that it may be the appropriate time to put in place the legal and regulatory framework to allow part-time work especially in low-paying jobs. “This will especially benefit school dropouts so they can study or be trained further and get themselves into higher paying jobs in the future,” Pernia said.
Sulu town officials, civilians surrender illegal weapons
Alleged irregularities in 2016 polls bared SENATOR Vicente Sotto III has urged the Senate to conduct a probe into the country’s automated election system after allegations of early transmission of votes and remote foreign access to the election server during the 2016 elections surfaced. Saying that these claims, if proven to be true, amounted to electoral sabotage, Sotto said. In a privilege speech, the Senate Majority Leader said a concerned and impeccably reliable source handed him confidential information regarding the irregularities that happened on May 2016 which allegedly altered the results of the last national elections. “What I am about to present to you may or may not be gospel truth but very accurate information, and if these allegations are serious enough and are proven to be true after due investigation, then we have a case of electoral sabotage. If we don’t do anything to clear the doubts as to the legitimacy of the previous election, then we put at risk the accuracy of the 2019 elections,” Sotto said. He asked the Senate to subpoena the Commission on Elections and automated election provider
Smartmatic to shed light on the issue. According to the documents presented by Sotto, the alleged transmission activities started as early as 9 a.m. of May 8, 2016 and continued until 9 a.m. the following day prior to the official conduct of the elections. In the slides presented by Sotto, the alleged early transmissions were supposedly being done by certain Vote Counting Machines to the Municipal Board of Canvassers. He said that all the early transmissions activities were captured and seen in the logs of the main server used by VCMs and Consolidated Canvassing System. Sotto said that what he showed were only examples of the numerous early transmissions to different Municipal and Provincial Board of Canvassers in Luzon, Visayas and Mindanao. “The standard answer of Smartmatic would be that these transmissions are only testing’ transmissions,” he noted. “These transmissions cannot be in any way be claimed as testing transmissions because, as far as I can remember, the last official testing was made on April 23, 2016,” Sotto said. On the issue of alleged foreign access into the
election servers, Sotto showed slides of supposed secure logs of one of the two Domain Name Service (DNS) servers used during the 2016 elections. He said that there were a series of access before, during and after the election, with the time stamps indicating that accessing was done precisely every minute. He noted that “this is only possible to be done by machines.” He showed that username “e360sync” is accessing one of the DNS servers with root access privilege, which means it can open, copy and transmit any information gathered. The DNS server in question is used only by the Queue Servers from May 10-11. On May 8, 2016, or a day before the election, e360sync allegedly made a malicious activity -accessing DNS report logs - that is categorized as a critical intrusion to a computer system. “Apparently, e360 is a server in amazonaws.com, which is a cloud computing service located mainly in the United States,” Sotto said, adding, that the username E360 looks very similar to a software product of the Philippine election provider, Smartmatic. SULU – Some 187 assorted weapons, many of them without gun permits, had been handed over by their owners to the authorities in the southern Philippine province of Sulu, officials said. The weapons were surrendered by civilians through their village and municipal officials in Talipao, Parang, Omar, Indanan, Maimbung, Jolo and Patikul after Governor Totoh Tan urged illegal gun holders to surrender their weapons, mostly used for protection against lawless elements. Among the weapons handed over to the military were automatic rifles, grenade launchers and handguns. Several politicians, including the mayors
of Talipao, Nebukadnezar Tulawie and Madzfar Loong, of Parang; Hermont Jikiri of Indanan; and several town vice mayors also turned over their firearms during a ceremony at a military base in Jolo. The Western Mindanao Command said over 600 illegal weapons had been recovered since January in Zamboanga Peninsula, Zamboanga City, Sulu and Central Mindanao. It said all the weapons handed to the military will undergo ballistic examination to determine whether these came from its arsenal. Governor Tan also urged civilians to turn over their weapons or secure permits from the police so they can legally own the firearms. “This (campaign)
is part of the government’s efforts to recover illegal weapons and to make our community a gun-free society and a peaceful place to live in,” he said. The whole of Southern Philippines is under an extended martial rule after the deadly ISIS siege of Marawi City in the Muslim autonomous region in Mindanao last year. But despite government efforts to recover illegal weapons from civilians and politicians, the military miserably failed to confiscate high-powered weapons from rebel groups that include the Moro National Liberation Front and its rival Moro Islamic Liberation Front in the troubled region. RECIPE: Deep Fried Bulalo with Restaurant Style Teriyaki Sauce
INGREDIENT S: INGREDIENTS:
Bulalo ingredients: – 2½ lbs. beef shank – 1 egg, beaten – ¾ cups Panko breadcrumbs – ½ cup all-purpose flour – 8 cups water – 2 cups cooking oil – 1 teaspoon salt – 1 teaspoon garlic powder – ½ teaspoon ground black pepper
Teriyaki Sauce ingredients: – 5 tablespoons dark soy sauce – 1/4 teaspoon ginger powder – 1/4 teaspoon garlic powder – ¼ cup brown sugar or muscovado sugar – 1 tablespoon honey – 1 tablespoons cornstarch – 1 cup water
INSTR UCTIONS: INSTRUCTIONS: 1) Arrange the beef shank in a pressure cooker and pour water in it. Pressure cook for 15 to 20 minutes. Note: Do not cook longer to keep the meat intact. 2) Remove the beef shank (bulalo) from the pressure cooker. Let it cool down. 3) Combine salt, pepper, and garlic powder. Rub all over the bulalo. Let it stay for 10 minutes. 4) Meanwhile, heat oil in a deep and wide cooking pot. 5) Dredge the beef shanks in flour. Make sure to shake off any excess flour. Dip in beaten egg, and then roll over the Panko breadcrumbs. Note: ensure that the beef shank are completely covered with bread crumbs. 6) Once the oil start to get hot (but not too hot), deep fry the beef shanks. Adjust heat to medium. Continue to fry for 10 minutes or until the crumbs turn golden brown. Remove the beef shanks from the pot and place in a plate lined with paper towel. 7) Prepare the Restaurant Style Teriyaki sauce by combining all the ingredients in a sauce pan, except for the cornstarch. Stir until well blended. Apply heat to the saucepan, let the mixture boil. Dilute cornstarch in 3 tablespoons cold water. Pour the cornstarch mixture into the saucepan. Continuously stir until the texture gets thicker. Note: you can dilute more cornstarch in cold water and mix it in the mixture, if you want the sauce to be thicker. 8) Arrange the deep fried bulalo on a serving plate. DILG readies charges vs. government people linked to Boracay crisis THE DEPARTMENT of the Interior and Local Government (DILG) said it is mulling charges against government personnel and private individuals found accountable for the environmental crisis now besetting Boracay Island. Lawyer Anthony Nuyda, DILG Regional Director, said the inquiry undertaken by the Boracay Investigating Team (BIT) is ongoing. Nuyda is among the 12 members of the BIT. DILG Secretary Charge Eduardo Año earlier asked BIT to submit a comprehensive report on the result of their probe so they could file cases against those who are ac-
countable for the environmental crisis. “As to what charges will be filed, we cannot tell that at the moment because it will depend on what documents we could get.
