He also spoke on the government’s milestone by spending five to seven percent on infrastructure, bring down poverty from 22% in 2015 to 14% by 2022, and achieve a growth of 7%-8% every year up to 2022. stressed on his administration’s “Build, Build, Build” program which will provide the solid backbone for growth. “This will continue to upgrade the infrastructure, connect more people and communities and create more jobs,” he said and announced that the government already started a three-year rolling program amounting to over US$69 billion until 2022. “We are investing in innovation – in government processes, in technology and in human development. By 2022, the Philippines sees itself as joining the top one-third [in] the Global Innovation Index,” he said. The President also stated the government’s commitment to invest on improving skills of Filipinos to improve competitiveness; to apply Science, Technology and Innovation in agriculture and the (service) industries; invest in improving research and development and intensify international cooperation in this area. Illegal drug cases, terrorism are top priorities of new DOJ chief N E W LY - A P P O I N T E D Justice Secretary Menardo Guevarra vowed to give special attention to cases involving illegal drugs and terrorism in compliance with President Rodrigo Duterte's instructions. “He (Duterte) just reminded me to put special focus on the prosecution of crimes on illegal drugs and terrorism,” Guevarra said, adding, he would prioritize the review of the controversial drug cases involving Cebu businessman Peter Lim and self-confessed drug lord Kerwin Espinosa and the decision of his predecessor, Vitaliano Aguirre II, to place alleged pork barrel scam mastermind Janet Napoles under provisional coverage of the Witness Protection Program (WPP). “I would have to review the past actions of the
DOJ. More of the recent things give focus on these matters. I am not prejudging (but) the first thing I will look at facts presented without premature conclusion (and) I would not be bothered by public sentiment” he said. Guevarra also said that the President told to him to sack all those who are engaged in wrongdoings in the Department of Justice (DOJ). “He gave me a free hand to replace people, to bring his honor to the Department of Justice,” he said. “The first order of business is to familiarize myself with the various functions of the DOJ as a lawyer I know that I need to know the nitty-gritty of the DOJ and basically to know the key people here. And to determine for myself if there is a need to hire new recruits; to introduce new
people to help me out in the DOJ so basically organizational muna.” “Like any person who is new into the job I would like to have people in my confidence, but I want continuity. I don’t want abrupt. I have a lot of respect with people who have been here some time even those under the previous and present organization,” he said. Guevarra said the President would not intervene in his way of performing his duties. “He (Duterte) expressly stated he would not interfere in any way in the discharge of my functions as secretary of justice,” he said. All these will continue because we have all seen their effect on our peace and order, not only in the National Capital Region but the entire country,” said Albayalde. “Our internal discipline within the organization…As far as I can tell, there are only a few scalawags in uniform. We really need to weed them out to cleanse our ranks and change, transform the PNP," he said. Albayalde, who is currently National Capital Region Police Office (NCRPO) Director, said he will expedite the processing of pending cases of wayward policemen. Since he began his stint in the NCRPO on July 1, 2016, some 279 police officers had been dismissed from the service and 99 more were demoted while 825 others had been suspended, and 365 were reassigned to areas outside the NCR. Its headquarters will be at Fort Magsaysay in Nueva Ecija province, according to Lt. Col. Emmanuel Garcia, of the AFP Public Affairs Office. Garcia, quoting AFP Chief of Staff Gen. Rey Leonardo Guerrero, said: “The activation of AFP SOCOM was the result of lessons learned in Zamboanga City attack in 2013 and Marawi siege in 2017”. “I have personally seen the need for a joint SOCOM, having been a Brigade, Division, and Area Commander. In the Eastern Mindanao Command I saw the need for a single unit that would oversee the proper employment of the different
major service special operations forces deployed in the area,” Guerrero was quoted as saying. “I expect that all of the gaps and challenges we encountered in joint operations involving our SOFs will be addressed with our activation of the AFP SOCOM. This organizational improvements will ensure that the AFP remains responsive and adaptive to current and emerging challenges in the global security environment,” Guerrero added. Maj. Gen. Ronnie Evangelista is named as the AFP SOCOM chief. Armed followers of Nur Misuari, the chairman of the Moro National Liberation Front, invaded Zamboanga City with forces coming from Basilan and Sulu, and lo-
cal forces and took civilians as hostages. The siege lasted over three weeks and left hundreds of people dead and wounded and displaced more than 130,000. It was the second attack since 2001 after Misuari’s forces also laid siege of Cabatangan village in Zamboanga and Jolo town in Sulu province and took more than 100 civilian hostages. They were eventually freed in exchange for the hostages. The attacks were trigged after Manila rejected Misuari’s demand to “perpetually” stay in power as governor of the Muslim autonomous region following the signing of the peace agreement in September 1996. Under the peace deal, Manila would have to provide a mini-Marshal Plan
to spur economic development in Muslim areas in Mindanao and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. After the failed rebellion, Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. But Misuari was also ousted by his Foreign Affairs chief Parouk Hussin, who along with Muslimen Sema, a senior leader; and other senior leaders, made up the so-called Council of 15.
Sema’s group previously appointed Misuari as chairman emeritus, but he rejected the position. Sema had criticized Misuari for dragging the MNLF into disarray. The Council of 15 also accused Misuari of being incompetent as governor of the Muslim autonomous region in Mindanao. Misuari’s fall had severely affected the MNLF which is now heavily divided and rift among its leaders is becoming more apparent. Misuari also ran thrice for governor in Sulu province even while under detention, but lost miserably. Despite the rebellion charges against Misuari, he remains untouchable and free due to his huge number of armed followers in Mindanao and political dealings with Arroyo and now President
Rodrigo Duterte. Local ISIS militants also occupied Marawi City, the capital of Lanao del Sur, last year in an effort to put up a caliphate in the province. The siege lasted months until the military rained bombs and artillery on the hideouts of militants and virtually destroying nearly all buildings in Marawi. The occupation of Marawi by the militants led by the Maute Brothers and Abu Sayyaf chieftain Isnilon Hapilon was largely blamed on the lapses of security and failure of intelligence on the part of the military and police. The regional military commander during the deadly siege is Lt. Gen. Carlito Galvez, who has been named by Duterte as the next AFP chief. (Mindanao Examiner)
TESDA-ARMM gets P10 million for Community-Based Training and Enterprise Development COTABATO CITY – The Technical Education and Skills Development Authority of the Autonomous Region in Muslim Mindanao (TESDA-ARMM) said some P10 million in funds have been allocated by the regional government for the implementation of the Community-Based Training and Enterprise Development (CBTED). Omarkhayyam Dalagan, TESDA-ARMM Director, said ARMM Governor Mujiv Hataman allocated the funds for the implemen-
tation of the program, especially in conflict-affected communities. The CBTED is only one of the many TESDA programs. TESDA-ARMM has been helping in the advancement of skills and technical education of the region’s constituents by providing free technical vocational education and training (TVET). “Ang CBTED ay isang programa kung saan sasanayin natin ang isang tao at bibigyan ng pangangailangan niya tulad
ng tool kits at maliit na puhunan, upang masimulan ang enterprise na kanyang napili,” Dir. Dalagan said. He said just this year, TESDA-ARMM conducted the national TVET enrollment where more than 23,000 beneficiaries from the region have signified their intentions in availing skills training courses. Among the courses offered are Food Processing, Dressmaking, Carpentry, Masonry, Plumbing, Computer System Servicing, Health Care Ser-
vices, Motorcycle and Small Engine Servicing, Electrical Installation and Maintenance, among others. Graduates will undergo Competency Assessment and Certification to determine whether they can perform within the standard expected in the workplace based on the defined competency benchmarks. Passers are then provided with a TESDA National Certificate, according to Dir. Dalagan. He said in 2017, TESDAARMM trained a total of 26,638 individuals and as-
sessed 7,297 of whom 87.5% were certified as competent skilled workers. During the same year, a total of 11,153 scholarship slots were awarded by TESDA-ARMM amounting to over P81 million covering programs under the Training for Work Scholarship Program, Private Education Student Financial Assistance, and Skills Training for Employment Program. Dir. Dalagan said TESDA’s services are not limited to providing skills training. “Kabilang rin sa

Dr. Malik pointed out that the basic idea is to provide support in improving the capacity of the economic cluster, RBOI, and other departments -- including the local government units - to show how businesses, entrepreneurs, and enterprises can work effectively to achieve sustainable operation and address weak points in the operation of business firms. The weak points that are often overlooked by some businesses are also covered in five components of the Business Sustainability Framework. These are Community Development Planning, Ecosystem Conservation, Sustainable Livelihood Development, Food Security, and Values and Leadership Transformation. With this, it is believed that there has to be a paradigm shift in the nature of investments with equal partnership
between the business enterpr ise and the communities. Despite violent incidents in Mindanao in recent years including the Marawi siege, Zamboanga siege, and the Mamasapano incident, “we want to show them (the investors) that there are good leaders here… that there are good entrepreneurs here in Mindanao that can be partnered with,” he added. Upon achieving the goal of the BRIDGe Project, there will be an enhanced capacity of the regional government to facilitate business investments; empowered local communities to engage in business and enterprise development; and sustainable business investment practices in both local and international business partners. Repair, rehab of ARMM schools begin COTABATO CITY -The Autonomous Region in Muslim Mindanao (ARMM) has started repairing and rehabilitating a total of 612 classrooms both in public elementary and secondary schools across the region. Assistant Secretary Alfhadar Pajiji, of the Department of Education in ARMM, said some P130 million will be used to repair and rehabilitate school buildings. “The projects are intended for major repairs while minor repairs including painting and cleaning of classrooms will be done during the Brigada Eskwela, which will start in May,” Assistant Secretary Pajiji said. The highest funding allocation for the repair and rehabilitation of school buildings is Lanao del Sur. Official DepEdARMM data listed the number of classrooms
that need rehabilitation and repair as follows: Maguindanao – 158; Marawi City – 31; Lanao del Sur – 214; Lamitan City – 41; Basilan – 32; Sulu – 106; and Tawi-Tawi – 30. Assistant Secretary Pajiji said the DepEdARMM and the Department of Public Works and HighwaysARMM have signed a memorandum of agreement for the implementation of the projects with district engineers in each province to supervise the projects. The ARMM is composed of nine schools divisions namely Maguindanao I and II, Marawi City, Lanao del Sur I and II, Lamitan City, Basilan, Sulu, and TawiTawi. To date, there are some 2,155 elementary schools and 304 secondary schools in the region. Atty. Rasol Mitmug Jr., DepEd-ARMM Secretary,
has assured that the students can use the newly rehabilitated classrooms in the opening of classes in June. He said DepEdARMM will provide a safe and healthy environment for learners and teachers. “The regional government is continuing its effort to address the lack of classrooms in the region,” Secretary Mitmug said. Volunteers across the region also started the second batch of Brigada Eskwela in Marawi City. The DepEd-ARMM conducted the first batch of Brigada Eskwela in the city in December last year, which brought together volunteers from various DepEd offices across the country. It exposes the tyranny of Duterte’s terrorist regime and its mockery of the peace process and towards individuals like Manipis and Domingo who have been working tirelessly for a just peace and for the resumption of the peace talks,” he added. There was no immediate statement from the military or government on Arsenio’s allegations. The NPA has been fighting for many decades now for the establishment of a separate state in the country. Government peace talks with the rebels have collapsed after communist negotiators demanded Duterte to free over 500 NPA leaders and members detained for various crimes, and a coalition government. Political Assassination New People’s Army rebels have owned up Sunday to the killing of a councilman in Magpet town in North Cotabato province in southern Philippines. Isabel Santiago, a spokeswoman for the rebel group, said Antonio Takinan was killed as a punishment for his alleged involvement in the anti-insurgency campaign and human rights violations in the province. Takinan was shot dead on April 4 while travelling on a motorcycle with his brother-in-law Robilio Tambunan, who was wounded in the attack and escaped assassination. Santiago accused Takinan to being an intelligence agent for the military and behind forced recruitment of tribesmen to fight the NPA as government militias. She said the rebel group had ordered Takinan’s death. “The standing order imposed by the NPA against Takinan stemmed from his active intelligence gathering activities, forced recruitment of indigenous peoples for the paramilitary CAFGU Bagani fighters, and assisting the military in its
combat operations that resulted in grave human rights and international humanitarian law violations.” “Takinan’s intel activities led to the indiscriminate mortar shelling and aerial bombardment of Lumad communities on December 21 last year by the 39th Infantry Battalion. Recently, Takinan aided the 19th Infantry Battalion which had been terrorizing Lumad communities of Manobo for several weeks now, forcing civilians to either surrender or admit to being supporters of the NPA,” she added. Santiago also said that Takinan allegedly extorted money from other tribesmen who are locked in bitter land disputes in the town. “Masses also reported that Takinan took advantage of land disputes in the hinterlands of Magpet by extorting from the Lumad,” she said. Takinan’s slaying came barely a week after rebel forces clashed with soldiers from the 39th Infantry Battalion and killing three infantrymen in nearby Digos City in retaliation to military operations dubbed as “Oplan Kapayapaan” in the towns of Arakan, Antipas, Roxas and Magpet and Makilala in North Cotabato, and the towns of Santa Cruz and Bansalan, including Digos City in Davao del Sur province. Santiago said the military operations in those areas have targeted innocent civilians and tribesmen. “It is aimed at targeting civilian Lumad and peasants, coercing them to swear in as combatants and surrendered persons,” she said, adding, in response to the government’s anti-insurgency campaign, the NPA has been ordered to defend the masses and punish legitimate military targets, including armed and active intelligence agents hiding under the badge of civilian bureaucracy.” There was no immediate statement from the military on Santiago’s allegations, but the NPA has been waging decades of deadly campaign in the country for the establishment of its own Maoist government, and even demanded from President Rodrigo Duterte a coalition government as one of its preconditions for the revival of the stalled peace talks last year. Kapag humawak ang isang may sore eyes sa pintuan, computer o refrigerator, puwedeng manatili doon ang bacteria at makahawa ng iba. Ang tawag sa sore eyes ay Acute Conjunctivitis. Ang ibig sabihin ay may virus o bacteria ang mata. Ang pangkaraniwang bacteria ay ang Chlamydia at Staphylococcus, ang kanilang mata. Mapula at namamaga ang talukap ng mata ng may sore eyes. Minsan isang mata lang, pero mabilis mahawa ang kabilang mata. Puno rin ng muta at nana ang mga mata. Dahil makati ito, lagi itong pinupunasan, at tuloy ang kamay nila ay punong-puno ng mikrobyo ng sore eyes. Paano Iiwas Sa Sore Eyes?

Sulu imposes ‘no smoking’ in public, enclosed areas SULU – The Sulu Provincial Government has strictly prohibited smoking in public and enclosed places in support to President Rodrigo Duterte’s executive order and in an effort to promote smoke-free environment and promote good health. Governor Toto Tan said the provincial board has approved Resolution Number 25 implementing Duterte’s order and providing penal-
ties for violators. He said violations of this order shall be punishable in accordance with the applicable penalties provided under Section 32 of Republic Act Number 9211 or also known as the “Tobacco Regulation Act” and Republic Act 8749 or otherwise known as “Clean Air Act.” He said the order imposes fines of up to P10,000 for violation of the smoking
ban in public places and enforcement of this order can be performed by the police and local task forces. For the first offense, the fine is P500; and P1,000 – P5,000 for the second offense, and P5,000 – P10,000 for the third offense, plus the revocation of business permit or license to operate of the violating establishments. Indonesian man adrift at sea for 23 days is rescued off Tawi-Tawi ZAMBOANGA CITY – A Filipino fisherman rescued an Indonesian man whose floating cottage had drifted far into the southern Philippine province of Tawi-Tawi where he spent 23 days at sea, security officials said. Army Captain Jo-ann Petinglay, a spokeswoman for the Western Mindanao Command, Erens Fiter was recovered last week by Idris Elsan and spent a night with his rescuer before being handed over to the police in the remote town of Simunul. Fiter said he drifted out to the open sea after his cottage was cut from its anchor on March 19. “His cottage was casted away from shore and he further revealed that he had been trying to get help among passing sea crafts, however, it seemed
that he was not able to catch attention,” Petinglay said, quoting a military report released on Thursday. Petinglay said the Indonesian national was picked up on Wednesday in Simunul by the military’s Joint Task Force Tawi-Tawi and the Marine Battalion Landing Team 9 brought Fiter to Bongao, the provincial capital town, and was examined by doctors before being interviewed by the Bureau of Immigration and the local police. Brigadier General Custodio Parcon, commander of the Joint Task Force Tawi-Tawi, said they have coordinated with the Indonesian Border Crossing Station, as well as the International Criminal Police Organization, for a
background check on Fiter. “We coordinated with the Interpol Tawi-Tawi and the Indonesian Border Crossing Station for the background check of Fiter. The Indonesian Border Crossing Station personnel initially vouched for the subject’s nationality, but reserved the final confirmation when Indonesian authorities communicate their feedback. The subject is currently at the headquarters of the Joint Task Force Tawi-Tawi while waiting for his final disposition,” Custodio said. Two South Korean brothers arrested in Cebu for fraud
Photos released by the Bureau of Immigration show the two South Korean brothers after their arrest in Cebu province. IMMIGRATION AUTHORITIES in Cebu have arrested and detained 2 South Korean brothers who are allegedly wanted by authorities in Seoul for swindling. Bureau of Immigration (BI) Commissioner Jaime Morente said Choi Sunghyun, 32, and Choi Sungmin, 35, were both arrested recently in their house in Mandaue City after they had been tracked down by fugitive search unit agents. He said the duo will be deported as soon as the BI
Board of Commissioners issues the order for them to be sent back to Seoul. The Choi brothers are subjects of red notices from the Interpol as they are wanted by the South Korean police for fraud. Based on information provided by the South Korean embassy, Sunghyun got a total of 360 million won on eight different occasions from his victim between February and April 2011. He allegedly promised the victim that his money would earn a 3% profit once it is invested in his business.
On the other hand, Sungmin is wanted for defrauding and enticing his victims to invest $40,000 in a non-existent business venture. Instead of returning the money, he used it to settle debts he owed to other individuals. They are also overstaying in the country and are considered undocumented aliens as their passports had been cancelled by the Korean government.
