ARMM launches intervention program for ex-rebels ISABELA CITY – The Autonomous Region in Muslim Mindanao (ARMM) launched the Program Against Violent Extremism (PAVE) in a fresh bid to combat terrorism and promote peace in five provinces under it. PAVE is the regional government’s first model program in providing various interventions to former Abu Sayyaf Group (ASG) members who surrendered to the government, and their families. It will also cater to returnees from the Bangsamoro Islamic Freedom Fighters (BIFF). ARMM Gover nor Mujiv Hataman said program is recognized by the National Peace

and Order Council (NPOC), and will officially be part of the national government’s reintegration program dubbed as CLIP or Comprehensive Local Integration Program aimed at achieving permanent and peaceful closure of all armed conflicts with rebel groups. He said the ARMM government is committed to do all the necessary measures to address violent extremism. Probe on SAF allowance, hazardous pay pushed

SENATOR Panfilo Lacson is seeking an investigation into the alleged illegal withholding of the release of about P59.8 million in daily subsistence allowance and hazardous pay for the members of the police Special Action Force (SAF). In Senate Resolution 712, which he filed recently, Lacson cited the need to seek a probe into the allegations as it threatens to demoralize SAF members who are the front-liners in the fight against terrorism and criminality. To strengthen the SAF, some 4,000 members who engage in life-threatening police operations are entitled to a daily additional subsistence allowance (ASA) of P30 a day and allocations for hazardous pay of members of the Explosive Ordnance Disposal unit. Lacson, who was a former national police chief, noted that despite the release of the fund by the Department of Budget and Management and the receipt of the same by the SAF Financial Service, SAF members only got their share of ASA for January 2016 and January to July 2017.

When confronted with the issue on the non-release of ASA, then SAF commander Benjamin Lusad, and SAF budget officer Senior Superintendent Andre Dizon admitted they got the unreleased ASA and used the fund for operational expenses, fellowship, and training but did not have any proof of liquidation. Lacson said the unlawful withholding of these funds, if proven true, “constitutes a criminal or unlawful act and runs counter to the evident policy of President Rodrigo Duterte to increase the pay of military and uniformed personnel in order to repay them for their sacrifices.” “We cannot allow, yet again, another injustice to be committed against our heroes in uniform who are in the forefront of our fight against the ills of terrorism and criminality, lest we risk demoralization within their ranks,” Lacson said. Lacson’s Senate Resolution 712 also directs the Senate Committee on Public Order and Dangerous Drugs to conduct an inquiry on the illegal withholding of the release of the allowances. It seeks to propose remedial legis-

lation “to correct the same and put a stop to this unlawful practice to the prejudice of the intended beneficiaries.” “There is a need to revisit existing laws and their implementation to ensure that the benefits granted by law to our police officers are indeed received by them, and to determine whether there is unlawful deprivation of their lawful right that requires the imposition of sanctions to the erring officials of the SAF,” Lacson said. His resolution comes on the heels of plunder and malversation raps filed by current and former SAF personnel against Lusad, Dizon, and police sergeants Maila Salazar Bustamante and James Rodrigo Irica of the SAF’s finance office before the Office of the Deputy Ombudsman for the Military and Other Law Enforcement Offices. Prior to filing his resolution, Lacson said members of the SAF had approached him to air their grievances on the matter, furnishing his office a copy of their complaint affidavit and annexes filed before the Office of the Ombudsman. Malacañang objects Facebook deal with Rappler, Vera Files

MALACAÑANG expressed its opposition against Facebook's partnership with Rappler and Vera Files to check facts on the social media site to prevent the spread of fake news in the Philippines. “I commiserate with those who object to the selection of Rappler and Vera files because they know, we know, where they stand on the political spectrum. I would say that the efforts of Facebook to counter fake news are the solution and not legislation. However, there are those who are complaining that the chosen police of the truth, so

to speak, are sometimes partisan themselves and of course, this is the problem with truth that can be subjective depending on your political perspective,” Presidential Spokesman Harry Roque said. Several Duterte supporters, who have tagged Rappler as “yellow” or part of the Liberal Party and reported fake news about the President to taint his reputation, have shifted to Russian-based social media platform VKontakte (VK) after Facebook announced its fact-checking initiative. They also opposed the

fact-checking partnership since Rappler allegedly violated the constitutional restriction on foreign ownership on mass media.Since the partnership was announced, Facebook has started blocking websites that have supposedly been publishing fake news articles defending Duterte from critics. Philippine Amusement and Gaming Corporation executive Jimmy Bondoc, on his official Facebook account, threatened to start a nationwide petition to delete Facebook and move to an-

other social media website. Bondoc’s post has been deleted but screen shots were shared online. “I will personally commence a nationwide petition to delete Facebook. I also assure you that I will be supported strongly,” Bondoc, an acoustic guitar player and singer, said. Paula Knack, sister of the late Senator Miriam Santiago, also urged Duterte supporters to move to VK to bring their defense of the President and the Philippines to the international audience. “Do not let yellows censor or fact-check you. Let’s leave them to talk to themselves and get votes. We will tell the world what is truth in another platform this time, in Europe,” Knack said. Roque, however, said that Duterte supporters should make known to Facebook their displeasure

over the fact-checking partnership. “It’s the free marketplace of ideas. My advice is for the Facebook users to make their wishes known to Facebook and of course the possibility of shifting is always there,” he said. He also pointed out that there have also been calls to delete Facebook after it was involved in a data mining scandal where personal information of more than a million Filipino users may have been shared without their consent. “There’s a worldwide movement to delete Facebook not just because of their moves in the Philippines but because also of privacy concerns,” Roque said. The Presidential Communications Operations Office (PCOO), for its part, lauded Facebook’s factchecking initiative, but protested the choice of

fact-checkers, referring to Rappler and Vera Files. “We give our all-out support to them in their efforts to combat the creation and spread of false news that have poisoned our shared space and dumbed down, if not encouraged, vicious discourse in our online community -- and that has served no one in any good way,” PCOO Undersecretary Lorraine Marie Badoy said. “We would also like to register our protest at the choice of fact-checkers by Facebook and this will be on the agenda when we finally get to sit with them soon,” she added, however, Badoy said that efforts are underway for both the PCOO and Facebook to discuss and hopefully, reach agreements on the responsible use of social media. ‘Destroy ships carrying smuggled goods’ ZAMBOANGA CITY - A Filipino senator has proposed that every ship caught smuggling cargo into the Philippines suffer the fate of destruction as calls for tougher measures against smuggling intensified following the seizure of a Mongolian-flagged ship caught smuggling over 1300 tons of rice in Zamboanga Sibugay province recently. The proposal was made by Senator Ralph Recto, who is also Senate President Pro Tempore, and he said that if smuggled goods like luxury cars are being destroyed by the government with much hoopla, then the same should also be done to ships that transport contraband from abroad. Recto was referring to the cargo ship Diamond 8

which was seized by the navy off Olutanga town after soldiers discovered the contraband. The navy also held 11 Bangladeshi and four Chinese sailors, including dozens of Filipinos for smuggling some 27,000 bags of rice while at sea. Officials said two smaller boats “Yssa Maine” and “Yousra” which were hauling bags of rice managed to escape and were being tracked down by the navy. Among those being held is the ship’s captain, Lin Yang Yin, who failed to show legal documents for the contraband, according to Rear Admiral Rene Medina, commander of the naval forces in the region. He said the ship was carrying 27,180 bags of rice

worth nearly P68 million. Medina said they radioed the ship after it was spotted off Olutanga, but it did not respond, forcing the navy to send patrol ships for fear that the vessel was under attack or being harassed by pirates. But soldiers were shocked to discover the ship was loaded with 1,359 tons of rice and immediately seized the vessel. He said there were 34 undocumented Filipinos – some of them are minors – and 17 others whose identities remain unknown. Medina said the navy already informed and coordinated with the Bureau of Customs, Department of Trade and Industry, Bureau of Immigration, the Criminal Investigation and Detec-

tion Group and the Department of Social Welfare and Development. Medina said the ship was brought to the headquarters of the Naval Forces Western Mindanao in Zamboanga City where authorities are investigating those apprehended. “The successful foiling of the illegal transport of smuggled tons of rice is a result of an intensified and focused maritime patrol and operation of the Philippine Navy. With this, the Philippine Navy through the Naval Forces Western Mindanao will continue to conduct constant monitoring and patrolling to deter any unlawful activities in its area of operation for a secured maritime environment,” he said. It was not immediately known where the rice originated or who was behind it or its receiver in the province. Most of the smuggled rice that is now flooding the market in the region comes

from Malaysia. “Ships that wittingly carry smuggled goods, such as rice, in large quantities should be seized and confiscated, and if allowed by law, destroyed, sank, be made into artificial reefs. That would be the strongest deterrent to the illegal importation of farm products, which harm the livelihood of millions of farmers,” Recto said. Agriculture watchdog Samahang Industriya ng Agrikultura said that about P200 billion in farm products were smuggled into the country in the last five years causing government to lose some P80 billion in revenues. On the other hand, smuggled oil deprived government of about P27 billion in taxes and duties in 2016, according to an estimate by the Department of Finance. But Recto clarified that he was not proposing that every ship caught smug-

gling cargo be destroyed, but only those that were contracted to transport only one kind of smuggled item, whose nature as contraband, is known to the crew. “If the carrier has good faith and was also fooled, they should not be punished. But if the ship is in conspiracy with the shipper, and participates in its clandestine unloading, and navigates in a manner that eludes detection, then the ship is an active participant in a crime,” he said, adding, the forfeiture of vessels are allowed under Philippine law, citing Section 1113 (a) of the Customs Modernization and Tariff Act, adding that if confiscated ships are not allowed to be destroyed, then they can still be repurposed and used as a training ship, a carrier of relief goods to calamity areas or a research ship. There are 139 ASG returnees in Basilan; 61 in Sulu; and 23 in Tawi-Tawi. Four BIFF members also surrendered in the province of Maguindanao. Lanao del Sur is also part of the ARMM. The regional government has called on members of the rebel groups to peacefully surrender and take advantage of the government’s offer for them to start a new life. Child soldier bikes to new life Tarik happily rode a bicycle during the launching of the PAVE. He was given a bicycle after he and 138 other Abu Sayyaf members attended the event at the headquarters of the Army’s 4th Special Forces Battalion. Tarik is only 10 years old. The youngest among eight siblings, Tarik said all of them were members of the ASG. Three of his siblings were killed while fighting government forces, two (including him) surrendered, while the rest are still in hiding. He said his parents were killed by government forces. “Maliit pa ako non. Dumedede pa ako noon kaya hindi ko maalala,” he said. According to his grandfather, the boy’s pregnant

mother had just taken a bath when shot. “Kakatapos lang niyang maligo, bigla siyang binaril. Napagkamalan silang members ng Abu Sayyaf”, he said. He and his siblings joined the ASG last year, when his grandmother passed away due to illness. He said they agreed to join the group because they were promised free food. Tarik, on the other hand, found a chance to avenge the death of his parents. “Galit ako sa gobyerno kasi sila ang pumatay sa mga magulang ko,” he said. Puwede rin makakuha ng alipunga sa paliligo sa ma-ruming tubig at pampublikong paliguan. 6. Sakmal ng aso – Ang kagat ng aso at pusa ay puwede magdulot ng rabies. Para maiwasan ito, sigura-duhing napabakunahan ang aso bawat taon. Kung nakagat ka ng aso, magtungo agad sa ospital para mabigyan ka ng bakuna laban sa rabies. Maraming bata ang nakakagat ng aso kapag summer. Wala pasok sa school at naglalaro ang mga bata sa labas ng bahay.

1) Heat a cooking pot or pressure cooker. Once hot, sear one side of the beef shank for 2 minutes. Turn it over to sear the other side for another 2 minutes.Remove the beef shank and set aside. 2) Pour oil into the pressure cooker. Saute onion, garlic, and tomato. 3) Add Chinese sausage or chorizo de bilbao. Saute for 2 minutes. 4) Add the seared bulalo back into the pressure cooker.

5) Pour tomato sauce and beef broth. Let boil. Cover the pressure cooker and pressure cook for 20 to 30 minutes. 6) Let the pressure out of the pressure cooker and then remove the cover. 7) Add the saba banana, garbanzos, and potato. After Boracay, DENR sets eye on Cebu, Bohol resorts THE DEPARTMENT of Environment and Natural Resources (DENR) will keep resorts in other tourist destinations, particularly in Cebu and Bohol, on the radar following the closure of Boracay, according to Presidential Spokesman Harry Roque. Roque made this remark following reports by DENR’s Environmental Management Bureau (EMB) that Mactan Island in Cebu and Panglao Island in Bohol were said to be unsafe for swimming and water sports due to high coliform levels found in seawater which exceeded standard. “I am almost certain that the DENR will also ensure that all the resorts are in compliance particularly with the rule that they should have their own waste water treatment facility. Otherwise, they

should be attached to a sewerage system that has a water treatment facility,” Roque said. But Roque was quick to say that Panglao is unlikely to experience the same fate as Boracay since it has its own waste water treatment facility. “Ang Panglao po, ang mabuting balita diyan, iyong waste water treatment nasa ilalim mismo ng bagong airport,” he said, referring to the Panglao Island International Airport. “Hindi po magiging problema itong sa Panglao as soon as it is operational. But it’s already in place and it’s right under the new international airport of Panglao. So I think, the prospects for Panglao are rather good,” he said. Roque, however, said that he was not aware of a centralized water treatment facility in Mactan. Despite the six-month

closure of tourist-raking Boracay, the Department of Tourism (DOT) is optimistic that the country could still meet the 7.4 million international tourist arrivals goal for this year. “The target will still be the same.We will meet the target, we will work on it,” Tourism Secretary Wanda Teo said. Teo said that while Boracay is the first destination that comes into mind when talking about Philippine tourism, its temporary closure does not mean an end to the tourism industry. She said they will continue to push for new and underrated destinations in the country and to further promote farm and faith tourism sectors. Aside from Cebu, Bohol and Palawan other beaches in Siargao, Samal and Pagudpud are also being considered as alternative beach destinations. (Azer Parrocha)

City council approves curfew for minors in Bogo

CEBU CITY - The City Council of Bogo has approved a proposed law that would impose curfew hours to keep minors safe and address the problem in juvenile crimes. Ordinance No. 0062017 prohibits individuals aged 17 and younger from staying outside their domicile during the curfew hours from 10 p.m. to 4 a.m. Exceptions, however, are given to minors who are accompanied by a parent or guardian and those who

are out for educational and church activities provided they can present certification from the school and the religious organization they are affiliated with. Under the ordinance, violators shall be subjected to the following fines and sanctions: First offense: Parents or guardians will be given a warning and will undergo counselling for at least one hour. Second offense: Parents or guardians shall pay P2,000 or render 16 hours of com-

munity service. And for the Third offense: Parents or guardians shall pay P5,000 and will be required to report to the City Social Welfare and Development Office. The City Council also approved Ordinance No. 014-2017 which regulates the use of plastic bags as secondary packing material and declaring “Green Days” in the city. Once approved by the mayor, it will be implemented every Thursday. (Luel Galarpe)
