The bill is based on the proposal submitted by the BTC to President Rodrigo Duterte. It aims to establish a political entity, provide for its basic structure of government in recognition of the justness and legitimacy of the cause of the Bangsamoro people and their aspiration to chart their political future through a democratic process that will secure their identity and posterity and allow for a meaningful selfgovernance. Under the bill, the Bangsamoro territory shall
remain a part of the Philippines. The Bangsamoro territory shall be composed of the following: 1) the present geographical area of the ARMM; 2) the municipalities of Baloi, Munai, Nunungan, Pantar, Tagolan and Tangkal in the province of Lanao del Norte and all other barangays in the municipalities of Kabacan, Carmen, Aleosan, Pigkawayan, Pikit, and Midsayap that voted for inclusion in the ARMM during the 2001 plebiscite; 3) the cities of Cotabatao and Isabela; and 4) all other contiguous areas where there is resolution of the local government unit or a petition of at least 10 percent of the registered voters in the area asking for
their inclusion at least two months prior to the conduct of the ratification of the Basic Law and the process of delimitation of the Bangsamoro. The measure also retains the central government's power and control over defense and external issue. The central government shall create a Bangsamoro Military Command of the Armed Forces of the Philippines for the Bangsamoro, which shall be organized, maintained, and utilized in accordance with national laws. Mindanao Railway Project on track, says DOTr
THE DEPARTMENT of Transportation (DOTr) said the Mindanao Railway Project will continue without delays even with the removal of one of its top executive by President Rodrigo Duterte recently due to questionable dealings and involving members of the First Family with matters regarding the railway project. Duterte fired DOTr Assistant Secretary Mark Tolentino. “We assure the public that the Mindanao Railway Project will be done with no corruption, in accordance with rightful processes and no delays while ensuring its quality,”
DOTr Undersecretary for Railways Timothy John Batan said, adding, the railway project would be operational by 2021. DOTr said the Mindanao Railway Project was approved by the National Economic Development Authority (NEDA) Board in June last year after it was first funded in 1957. The DOTr said it already achieved what has not been done in the last six decades - to go beyond repeated studies and to get investment approval, and to swiftly advance the design process for Phase 1 of the Mindanao Railway Project which involves the
construction of a 105 kilom e t e r Tagum-Davao-Digos segment. Once it is completed in 2021, it is expected to reduce travel time from Tagum City in Davao del Norte province to Digos City in Davao del Sur province from 3.5 hours to one hour and 20 minutes. The proposed 2,000kilometer railway project is envisioned to connect key Mindanao cities including Davao, Zamboanga, Butuan, Surigao, Cagayan de Oro, Iligan, and General Santos to spur economic development in the region. Hataman said. In his commemoration speech, Gov. Hataman said: “It has been a year since Marawi City, known as the lone Islamic City of the Philippines, had been ravaged by fear and terror. Parts of a city that was once a melting pot of different histories, cultures, and beliefs have been reduced to rubble. That terrorism had its grip upon a city in the heart of our region reminds us that there is so much more to be done. In our long struggle for peace, our people have survived numerous conflicts, and this most recent war finds its place among the worst in our history.” “And yet, as we have done in response to every threat our people have faced, we must stand united with our brothers and sisters. The price of peace, as we have learned throughout our history, is constant vigilance. We cannot afford to let this happen again, and this requires collective effort towards securing our homes, our cities, and our region. The safety of our people lies not only in ensuring security against crimes and conflict but in ensuring education for all
– an education that is affirmed not only by our schools but by our communities. Peace and security is achieved not only through law enforcement and state offensives, but through constant dialogue that seeks to engage each and every Bangsamoro.” He further said: “As we struggle and work towards rebuilding the city of Marawi, we must also strive to rebuild the foundations of local leadership and re-establish safe spaces for the most vulnerable in our communities. Marawi will rise again, and it will rise with the renewed strength and courage of our people.” ARMM Assistance Exactly a year after fighting and destruction started, the ARMM government remains busy helping the people of Marawi to rebuild and return to their home. The ARMM government has earmarked P150 million for the city’s rehabilitation program. The regional government already provides a series of medical
and psycho-social services, relief distribution, livelihood training and assistance, peace advocacy, dialogue, and consultation, among others. The Technical Education and Skills Development Authority in ARMM is also offering skills training and the Department of Social Welfare and Development is implementing its sustainable livelihood program, and while the Cooperative Development Authority is supporting the local cooperatives. The ARMM government also granted assistance to IDPs who are most affected by the siege. They are currently staying in Cotabato City for a month to take part in this year's Ramadan Fair with P45, 000 financial support for each qualified beneficiary. One of the beneficiaries, Casana Darangina, whose family left Marawi with only P800. After paying for a place to stay in this city, only P300 remained in her pocket. Casana and her husband used what was left of their money to start a small business, which eventually sustained their family's needs until today. “Sobrang pasalamat na gumanda ang bahay namin dahil sa tulong na binigay sa amin ng regional government. So after dito, ida-dagdag namin ang kita sa paninda namin sa Iligan para tuluy-tuloy na makapag aral ang mga anak
namin,” she said. Tadman di rripatan ipatan ARMM’s Chief of Staff Norkhalila MambuayCampong said departments and line agencies in the region have each “adopted” an evacuation center for the community iftar (meal to break the fast). And to mark the commemoration of the siege, the ARMM held free medical checkup, Oplan Balik Eskwela, and launched a book that compiles Marawi City stories. “This is part of the constant efforts of the regional government to accommodate the needs of the people of Marawi,” Campong said. The ARMM’s Office of
the Bangsamoro Youth Affairs led the launching of the book entitled ‘Tadman di ripatan.’ Tadman di ripatan features narrative essays, poems and photos reflecting the memories of Marawi residents and Mindanao State University students during and after the Marawi siege. The book’s title is derived from the Maranao phrase meaning ‘Remember, do not forget.’ The book hopes to create a space for those affected by the siege to share their experiences and remind others the importance of its impact. It also seeks to expand the discussions on the after-
math of the siege. The event, organized by OBYA-ARMM and the Communication and Media Studies Department of Mindanao State University (MSU)-Marawi, was held at the Mamitua Saber Research Hall in the MSUMarawi Campus. A photo exhibit entitled “Memories of Marawi Siege” was also opened to the public and attended by ARMM officials, students and members of school-based organizations at MSU, faculty of the Communication Studies Department-MSU, and the book’s writers and contributors. Consensus Muslim leaders and various stakeholders in Mindanao are pushing for the separation of Basilan, Sulu and Tawi-Tawi from the Autonomous Region in Muslim Mindanao and include the provinces in Zamboanga Peninsula to form a federated state should Congress approve the proposed federalism government which President Rodrigo Duterte is strongly advocating. The three neighboring provinces were originally part of Region 9 in Western
Mindanao which comprised of Zamboanga City, Zamboanga del Sur and Zamboanga del Norte, and now the addition of Zamboanga Sibugay. In a consensus held on May 10, stakeholders from Zamboanga Peninsula, Basilan, Sulu, Tawi-Tawi and Maguindanao trooped to Zamboanga City to read their manifesto as a show of strong support to the proposal for the creation of ‘Federal State of ZamBaSulTa’. Among the valid justifications for the proposed Federal State of ZamBaSulTa are Economic Viability and to ensure this is to group together Zamboanga Peninsula with Zamboanga City as the center, and Basilan, Sulu and Tawi-Tawi; Historical Reality as the
shared history of the area and proposed federal state is a strong argument for its unity as one federal state. This history stems from the once dominant force exerted by the Sulu Sultanate over these areas, including Southern Palawan and the islands of Sulu and South China Seas, but the consensus also maintained that this is not to say the Sultanate of Sulu will again lay claim to these areas, instead, the region is now witness to different operative local government units that wield the real power and that cannot be changed. It also cited other justification for the union such as Geographical Proximity because the provinces and Zamboanga City is contiguous to each other by land,
and Basilan, Sulu and TawiTawi are situated next to each other like a chain of island south of the Zamboanga Peninsula. And Demographic and Cultural Identity because of similarity in culture and peoples – Muslim and Christian relationship, education and interfaith engagements have strengthened this identity in the region. At least 5 influential Sulu sultans, Ibrahim Bahjin, Muizuddin Jainal Bahjin, Muedzul-Lail Tan Kiram, Mohammad Venizar Julkarnain Jainal Abirin and Phugdalun Kiram who are part of the Royal Council of the Sulu Sultanate, also attended the event dubbed – “The Bangsa Sug Consensus – ZamBaSulTa. A People of Significance.” – and threw their all-out support for the proposal along with Muslim religious leaders led by the Grand Mufti, His Eminence Abdulbaqi Abubakar. Zamboanga City Vice Mayor Cesar Iturralde, who represented Mayor Maria Isabelle Salazar, read a message in front of some 1,500 people. Christian and Muslim political leaders, among them Tan who is a strong ally of Duterte, – and his son, Totoh Tan, the current governor of Sulu, spoke in the event. The Tan patriarch, in a position paper he read before the huge crowd, enumerated several concerns and reaction of Muslims to the proposed Bangsamoro Bill
and federalism. He said the main objections of the people of Sulu through its Sultanate to the proposed Bangsamoro law center on the provisions on Territory that would change the historical name of the Sulu Sea to “Bangsamoro Waters.” He said Sulu Sea should retain its name. Tan said the constituents in the provinces under the ARMM (including Lanao del Sur and Maguindanao) should be given the option to vote against inclusion in the new Bangsamoro entity. “The position is anchored on the principle of democratic consultation which is an essential element of plebiscites and a basic concept in Islam, as embodied by the principle of Shura (or consultation) in the Holy Qur’an.” “The method of plebiscite and the counting of votes should be based on real democratic consultation and should not be hampered by what may be considered as the tyranny of the majority,” the elder Tan said. He said the present version of the bill provides that the establishment of the Bangsamoro and the determination of the Bangsamoro territory shall take effect upon ratification of the Basic Law by majority votes cast in plebiscite. The present bill, Tan said, takes for granted that all five constituent provinces favor inclusion in the new Bangsamoro entity. “This should never be
presumed because presumption destroys the democratic essence of plebiscites. Precisely for the reason that the Bangsamoro entity is new, and is not just an amended version of the ARMM, the consent and option of the ARMM constituent provinces should be respected,” he said. Tan said when the constituent provinces voted for inclusion to the ARMM in past plebiscites, they consented to be included in the ARMM, and not in the Bangsamoro which is completely new legal entity. “Ratification therefore should be on the basis of the majority votes of each constituent province and not of the entire geographical area of the present ARMM,” he said. He said the territorial lines of federalization should not be dictated by religious dogma for this would be limiting, counterproductive and contrary to the spirit of nationhood. “The federal territorial divide is not a divide of peoples and religions; it is a realistic and practical divide of administration and governance, so that the people get the best and most viable governance that befits their needs and circumstances,” Tan said, adding, a copy of the consensus would be submitted to the House of Representatives and Senate, and the Palace. Maguindanao village chieftain sued by PDEA
THE PHILIPPINE Drug Enforcement Agency (PDEA) filed administrative charges before the Office of the Ombudsman against an incumbent village chieftain in the troubled Muslim province of Maguindanao for his alleged failure to activate the Barangay Anti-Drug Abuse Council (BADAC). PDEA Director General Aaron Aquino said Jamil S. Dilabaken, of Mataya village in Buldon town has been charged with gross negligence and dereliction of duty. He said Dulabaken violated Section 60 of Local Government Code, in relation to Section 19 of Dangerous Drugs Board (DDB) Regulation No. 3 Series of 2017, otherwise known as “Strengthening the Implementation of the Barangay Drug-Clearing Program”. According to Aquino, failure to allocate funds in anti-drug efforts shall be a ground for disapproval of
their annual budget and possible filing of appropriate charges pursuant to the local government code and anti-drug law. “In case of failure of the local officials to conform to the duties as mandated in the barangay drug-clearing program shall also be a ground for the filing of appropriate charges of gross negligence and dereliction of duties,” he said. BADACs’ main role is to assist law enforcement agencies in the eradication and clearing operation of illegal drugs. They were deputized to plan and implement strategic policies, programs and projects on drug prevention and control, given the political and police powers of the villge to administer the affairs of the community. In accordance with the DDB regulation, all local government units are enjoined to appropriate a
substantial portion of their annual budgets for barangay drug-clearing operations, including the activation of BADACs. The Department of the Interior and Local government had issued a similar memorandum, and at the same time admonished the non-compliant barangay officials to establish functional BADACs through letters, but those warnings were not heeded. “PDEA reiterates its call for all barangays not only activate but also strengthen their BADACs, which are deemed important in maintaining a pro-active stand in shielding the people from the drug menace,” Aquino said. There was no immediate statement from the town mayor or the provincial governor on why they failed to monitor whether the village has organized its own BADAC. (Christopher Lloyd Caliwan)
A year after Marawi siege, evacuees hope to rebuild life, homes
Troops fail to locate Sayyafs, hostages in Sulu SULU – Security forces have failed to locate Abu Sayyaf hideouts in Sulu province despite the continued release of hostages by the dreaded militang group tied to ISIS. Just last weekm Abu Sayyaf rebels freed Engineer Enrico Nee in exchange for a still unspecified amount of ransom in Sulu. Nee, who works for the Department of Public Works and Highways in the Autonomous Region in Muslim Mindanao, was kidnapped in February in Jolo town. The Abu Sayyaf, whose leaders pledged allegiance to the Islamic State, is still holding at least 9 hostages, including three Indonesian sailors and a Vietnamese seaman, a Dutchman and four Filipinos. Two policewomen
Bennie Rose Alvarez and Dinah Gumahad were also released on May 16 barely three weeks after rebels seized them in Patikul town on April 29 along with two other civilians Jakosalem Blas and Faizal Ahidji who had been earlier freed. Philippine police chief Oscar Albayalde flew to Sulu province and fetched the officers and presented them to President Rodrigo Duterte. Albayalde thanked Sulu Governor Totoh Tan for his assistance in the safe release of the officers. The release of the officers came days after Albayalde sought Tan’s help in recover ing Alvarez and Gumahad. Former rebel chieftain Nur Misuari of the Moro National Liberation Front was also present during the handover, and was believed to have ne-
gotiated with the Abu Sayyaf for the release of the hostages. The Abu Sayyaf had demanded P5 million in exchange for the officers. It was unknown whether ransom had been paid for the freedom of the police officers, but there was a report that some P2.5 million had been paid to the kidnappers. The officers are assigned with the the crime laboratory and engineering depar tment and were vacationing in Sulu when rebels kidnapped them near a militar y base. They were travelling on a motorcycle taxi when about a dozen gunmen flagged down their vehicle in Liang village in Patikul town and took them away. Police have identified the gang’s leader as Mujir Yada. (Mindanao Examiner)
MARAWI CITY – An emotional call to prayer by a 49-year old Imam, Haji Muhaimin, brought back painful reminders of last year’s war in the Muslim city of Marawi that devastated not only him, but residents who lost their loved ones and homes from five months of deadly and brutal fighting between ISIS militants and security forces. Calling the prayer in time for the breaking of fast, the Imam or prayer leader at Sagonsongan resettlement site’s mosque, thanked the Almighty for sparing his life. “Marami ang namatay sa amin. Nagpapasalamat ako sa Allah na nabigyan ako ng isa pang buhay. Naging parang panata ko na ang maging bilal,” Muhaimin said. Reminiscing the past, he said many of his relatives died in crossfires.
And for couple Gulam and Wanisa Dia, the siege robbed them of a lifetime’s worth of memories. “Masakit sa amin na nawala lahat ng kinalakihan namin,” Gulam said, but at the same time praising Governor Mujiv Hataman, of the Autonomous Region in Muslim Mindanao, for giving them a glimmer of hope and to return to where they built their lives. Manisa said Hataman recently visited the area and promised to help us rebuild our lives. “Sa pagbisita niya dito, nasabi namin ang hangarin namin na makabalik kami sa Marawi at makikipagtulungan daw siya sa amin,” Wanisa said. A 23-year old villager, Najma Radia, also remains hopeful that they will still find their parents who had been missing since the
war broke out. Radia is only one of those many who have never seen their family members who went missing in Marawi. Najma, Gulam and Wanisa, and Muhaimin are among the thousands of individuals displaced by the siege. Hataman reiterated the importance of unity in rebuilding what is left of Marawi and start a new life again. “In our efforts towards healing, we must go back to the core of our faith as Muslims and, and as we fast together this Holy Month, we must remember that with every hardship comes relief,” he said. “As we fulfil our duties as Muslims, we must also remember to continue the work that lies ahead of us together, as we worship Allah and dedicate all our efforts for his glory.” (Bureau of Public Information)
BI to deport 3 Hong Kong nationals who landed in Basilan
THE BUREAU of Immigration (BI) said it will deport 3 Hong Kong nationals who illegally entered the country by boat and landed in Basilan, one of 5 provinces under the Muslim autonomous region in southern Philippines. The trio - Tsui Tsz Kin, Ho Chun Wai and Wong Po,
were arrested in May this year after villagers reported their presence to authorities while buying fuel in the village of Dasalan in Hadji Muhtamad town. The foreigners said they drifted to Basilan due to bad weather and decided to buy fuel so they can continue on with their
trip. Police in Basilan were quick to accuse the foreigners as drug traffickers which the trio strongly denied. Immigration Commissioner Jaime Morente said the foreigners are currently detained at Camp Bagong Diwa in Taguig City. (Ferdinand Patinio)

INGREDIENT S: INGREDIENTS:
– 3 lbs. beef ribs – 1 (40g) pack Knorr Sinigang sa Sampaloc Mix Original – 1 bunch kangkong – 1 medium eggplant, sliced – 2 ripe tomato, quartered – 3 long green pepper – 8 to 10 pieces okra
– 1 small daikon radish (labanos), sliced – 10 pieces snake beans (sitaw), cut into 2 inch pieces
– 1 medium onion, quartered – 8 to 10 cups water – 2½ tablespoons patis – ¼ teaspoon ground black pepper
INSTR UCTIONS: INSTRUCTIONS: 1) Combine water and beef ribs in a pressure cooker. Pressure cook for 25 to 30 minutes. Note: you can transfer this later to a larger cooking pot once the beef gets tender, if needed. 2) Add onion and tomato. Cook for 3 minutes. 3) Add Knorr Sinigang sa Sampaloc Mix. Stir. 4) Put the daikon radish (labanos) into the pot, Cover and cook for 5 minutes. 5) Add long green pepper, okra, snake beans, eggplant, and the kangkong stalks. Cover and cook for 5 minutes. 6) Season with patis and ground black pepper. 7) Add kangkong leaves. Cover the pot and turn the stovetop off. Let t stay for 5 minutes. 8) Transfer to a serving bowl. Clean up your mess, DENR tells Boracay hotels, establishments CEBU – The reopening of the island resort of Boracay may take longer if hotels and tourism establishments would not fix their faulty sewerage and drainage systems following the discovery of pipes hidden beneath the sands that go out in the sea and polluting the marine environment. Environment Secretary Roy Cimatu said the level of faecal coliform in the waters of Boracay is still way above the accepted level, adding, the indiscriminate discharge of wastewater into the sea is one of the main reasons for the island's environmental ruin. “I will never allow Boracay's re-opening if fae-
cal coliform in waters there is above standard," Cimatu said. The government closed Boracay for six months starting on April 26 to speed up the island's rehabilitation. But Cimatu, who heads the inter-agency task force managing the rehabilitation efforts, wants the drainage system problems fixed before the reopening of Boracay. Cimatu said latest tests made on the Boracay waters revealed a coliform concentration as high as 74,000 MPN/100ml in other areas as compared to 400MPN/ 100mL. He said Boracay establishments need to speed up fixing their respective faulty sewerage and drainage systems before October.
He said the Department of Environment and Natural Resources also entered intio an agreement with major business groups - Boracay Foundation Inc., Boracay Chamber of Commerce of the Philippines, and Filipino Chinese Chamber Federation - for the construction of sewerage treatment plants to help address water pollution in the area. Cimatu said de-siltation and rehabilitation of drainage lines being undertaken by the Provincial Engineering Office are almost complete, while DENR's Environmental Management Bureau issued notices of violation to at least 195 establishments with no proper sewer connections. PMA Class 82 condemns attack on Cebu town mayor
CEBU – The Philippine Military Academy (PMA) Sandigan Class of 1982 has denounced the recent slay attempt on one of its members, former police general and now incumbent Daanbantayan town Mayor Vicente Loot. “The PSAI denounces in no uncertain terms this cowardly attack on their constitutionally protected rights and the safety of one of their members (Loot) and his family,” it said. Five gunmen ambushed Loot’s vehicle at the New Maya Port in Daanbantayan town. Loot was with his family and just returned from a vacation in Malapascua Island. Two of his drivers and a nanny were wounded in the attack. The PSAI said the assault in broad daylight has traumatized the Loot family. “This defiant display of armed aggression when the gun ban is strictly imposed by the PNP (Philippine National Police) cannot be

countenanced as it is an affront to peace-loving citizens about to participate in the democratic process of selecting their barangay elective officials,” it added and the PSAI appealed to authorities to intensely investigate the incident and bring swift justice to Loot and his family. “We appeal to the leadership of the Philippine National Police and the National Bureau of Investigation to conduct an honest to goodness and unrelenting investigation on this incident, and to leave no stone unturned until the solution of the crime is accomplished. This is the only way by which our people can be assured of a peaceful community to live in,” the PSAI said. President Rodrigo Duterte has repeatedly accused Loot as involved in illegal drug trade, an accusation he strongly denied. In his recent visit in Cebu, Duterte again lambasted the mayor in front of a huge crowd in Tabogonanon town.
“Pa-general, general. Yes, general problem. You (Loot) start to kill your own policemen who do not obey you,” Duterte said. “Remember, General Loot, your house was flooded with drugs in one room. Huwag na tayong maglokohan dito.” Duterte was the guest of honor in Tabogon’s annual fiesta celebration and called on Cebuanos to be one with his administration in shunning terrorism, criminality, illegal drugs and corruption. “Let us stand firm in our shared mission of building a great nation free from the shackles of terrorism, criminality, illegal drugs and corruption. Drugs will kill our nation someday…you reduce the young people of this country to crave for a chemical called ‘shabu’ and make them inutile for the rest of their lives.
