Army holds battalion commanders’ conference

PAGADIAN CITY – The Philippine Army’s 1st Infantry Division hosted this year’s Battalion Commanders’ Symposium held in Pagadian City in Zamboanga del Sur province. The three-day activity held recently was attended by 66 Western Mindanao Commandbased battalion commanders from 1st Infantry Division and 6th Infantry Division including from Special Forces and Scout Rangers. This year’s theme for BCS is: “Adaptable Battalion Commanders, Responding to Challenge”.

The event emphasized the battalion commander’s critical role in community security, development support, and accomplishing the given mission in their respective area of responsibility. Governor Mujiv Hataman, of the Muslim autonomous region, was also invited as a resource speaker and he shared some valuable insights of the local chief executives and he underscored the importance of partnership and engagement between the local government and the armed forces in attaining peace and development of the region. DILG welcomes institutionalization of '911'

WITH THE recent signing of an executive order institutionalizing 911 as the country’s national emergency hotline number, Department of the Interior and Local Gover nment (DILG) Secretary Eduardo Año has assured the public of improved emergency assistance services related to crime prevention, public order, and public safety. “We welcome President Duterte’s signing of Executive Order No. 56 because this reinforces the administration’s efforts to better serve the public by providing them prompt and efficient assistance in times of emergencies through hotline 911,” Año said. He also enjoined government agencies and LGUs providing emergency aid to immediate link their systems to 911 to make it the lone emergency hotline number. “Let us not confuse the public with many hotline numbers. As directed by the President, let 911 be the sole number for emergency assistance,” he said. He also called on private communication carriers and telecommunication companies to provide uninterrupted connectivity and integration of calls made by their subscribers to the emergency hotline. Executive Order No.

56 signed by the President last May 25, 2018 institutionalizes the emergency 911 hotline as the nationwide emergency answering system, replacing Patrol 117. Under the EO, the DILG Secretary shall serve as Chairperson of the Emergency 911 Commission that will serve as the policy making body and overseer of the emergency national program, with the Secretary of the Department of Information and Communication Technology as ViceChairperson. With the signing of the directive, Año has encouraged local government units (LGUs) to set up and operationalize local 911 call centers within their areas that will be under the overall supervision of the National Call Center. To date, there are eight emergency call centers nationwide with 169 manpower complement who are handling the 911 emergency calls. The largest emergency call center in Metro Manila with 74 manpower and one in Cebu with 22 manpower, both managed by the DILG. There is also the 911 system in Davao City that was established by the President when he was still mayor. The remaining six emergency call centers are managed by the

LGUs. These are located in Bataan with six manpower; Tarlac with seven manpower; Ilocos Norte with 11 manpower; La Union with 13 manpower; Puerto Princesa with 22 manpower; and Parañaque City with 14 manpower. “Help should be within the reach of every Filipino in dire situations even in the farthest cities and towns. Local governments should therefore prioritize the setting up of their local 911 call centers to assure immediste emergency aid,” Año said. In one year of operation, there were 6.762 million calls to the 911 hotline. The top cases are vehicular accident with 30,801 cases; emergency medical/ambulance assistance with 29,016 cases; police assistance with 20,965 cases; nuisance with 20,959 cases; and fire-related incidents with 14,916 cases. Año also warned the public against making fraudulent, hoax and prank reports to 911 as they will be dealt with in accordance with law. “Hotline 911 should serve its purpose of connecting the first responders with the people who need them. Let us therefore not clog the 911 lines with prank calls as legitimate callers who really need assistance will not be able to get through,” Año said.

Kim said she found no malice in the kiss to the lips, and that the President’s gesture was just a twist to make the audience happy. Aquino, the youngest daughter of the late senator, did not take Uson’s video lightly saying that it opened wounds of her 12year-old self when her father was killed. Go refused to com-

ment after being asked by a reporter if he thought Uson’s sharing of the video was right or wrong and instead tried to explain why she posted the video in the first place. “Ang pinapakita niya, both leaders are wellloved,” Go said, stressing that Uson’s action was unintentional and that she was merely defending Duterte from criticisms. “Wala namang intensiyon si Asec. Mocha makasakit ng damdamin kaya kami nalang muna ang naunang mag-sorry,” he said. Asked if he thought Uson should step down amid repeated criticisms for the way she does her job, Go refused to comment, noting that he was not an appointing authority. “Kakausapin ko po si Pangulong Duterte ukol dito since he is the appointing authority,” Go said.

Go said he never advised Uson on what or what not to post on social media, stressing that the she was old enough to make decisions for herself. “Si Asec. He said he told Duterte about Aquino personally texting him and telling him that she was hurt by how Uson’s actions showed disrespect for her father. The President’s top aide said that his boss said: “Sabihin mo na we are sorry for the incident. ”But Uson, in her blog, said: "With all due respect to everyone involved, I decline to apologize for the truth." Abella on WPS diplomatic actions: It's the content that matters

DEPARTMENT OF Foreign Affairs (DFA) Undersecretary for Strategic Communications Ernesto Abella said it is the content, whatever form it is conveyed, that matters in every diplomatic action taken by the agency on issues concerning the South China Sea or the West Philippine Sea as Manila calls it. Abella made the statemrnt amid questions on the DFA’s response on the series of Chinese activities in the contested waters. Representative Gary Alejano claimed that DFA Secretary Alan Peter Cayetano only filed one diplomatic protest against China, contesting the DFA chief's claim that the Philippines had filed dozens of protest in the last two years. But Abella said the Philippines, under the

Duterte administration, engaged in 85 diplomatic actions, 35 of which were undertaken by Cayetano. He did not identify whether the diplomatic actions were written or spoken. “We asserted our rights numerous times in bilateral consultations, in face to face meetings and in written documents. It is important to understand that in diplomatic engagement, it is the content that matters, in whatever form it is conveyed,” he said. “While some critics may nitpick, it is important that our gains are not only conserved but that our national interest thrives, as a careful accounting will show.” Abella reiterated that the DFA fully supports the policy of President Rodrigo Duterte that Manila will continue to fight for its rights in the disputed wa-

ters, adding that Cayetano himself committed the “Philippines will not give up a single inch of its territory in the South China Sea.” China, Philippines, Vietnam, Malaysia, Brunei and Taiwan have overlapping claims on the strategic sea lane, where trillion dollars of trade passes annually. The latest controversial activity of China in the disputed waters was on May 11, when a Philippine Navy boat resupplying Filipino troops at the Ayungin Shoal was challenged and harassed by the Chinese Coast Guard and China’s People's Liberation Army Navy. Senior NPA leader captured

DAVAO CITY – The Philippine Army is holding a senior communist rebel leader following her recent capture in Butuan City in the southern region of Mindanao, officials said. Captain Ezra Balagtey, a spokesman for the Eastern Mindanao Command, said soldiers and policemen nabbed Nerita de Castro in her hideout in Emenville Subdivision in the village called Ambago. He said the 55-year old De Castro is the head of the NPA’s finance committee who is in-charge of the rebel group’s extortion activities. De Castro took over the post left behind by Leonida Guao who was arrested in Butuan City just this year. “She assumed as head of finance committee and is in-charge of the extortion activities after Leonida Guao was arrested on February 2, 2018. After the arrest of Guao, the Komisyon Mindanao of the PA designated De Castro to be in charge of all the extortion

activities in Mindanao,” Balagtey quoted Brigadier General Franco Gacal, as saying. DAVAO CITY – Police and military tightened security in Mati City in Davao Oriental following a roadside bombing there last week. A former policeman, Ferdinand Mabandos was driving his truck when an improvised explosive was detonated in the village of

Macambol . He escaped death. Mabandos managed to drive his truck away from the blast site and sought help from the police. Witnesses said they saw three men running away from the area after the blast. No individual or

group claimed responsibility for the bombing which coincided despite the prolonged martial law declaration in the troubled region. Security forces are fighting Muslim and communist secessionist rebel groups in southern Philippines. (Mindanao Examiner)

Emelina Quintillan. “I am not an apologist for Duterte, but people who voted for him already know that he cannot be judged from the perceptual framework of the “morality of the oligarchs.” I think that’s why he won. There is a conflict of interest between the rich and the poor in the Philippines so that’s why Duterte’s tirades against the rich or the “oligarchs” have been lauded by the majority and poorer “masa”. Right or wrong, he won as elected President. The country will never progress if the tools of his opposition will continue to derail his intentions for the country and if people will not be united in accepting the democratic rule of the majority. I don’t care who is President, but after the squabble for the race to the Presidency and the “majority” votes of people have spoken, there should be peace & quiet so those elected can do their job. There will be another chance to fight and change hands at the helm of the government again. That is the democratic framework of the country that the opposition is ignoring. Tell me if there has ever been a President

in the history of the Philippines without flaws or misdeeds. I never believed Duterte will be able to accomplish in 3 MONTHS whatever he promised. That is not possible in a fractious society and well-entrenched opposition. Madali lang kasi siya magsalita before he knew what he was getting into. I don’t think the Dutertards believed that too, but he was the only one who challenged the traditional politicians and political system even if he would “die for the Filipino nation.” He was chosen because of the hope for change that he gave. But who is destroying that hope? Of course there should also be vigilance by the opposition, but “vigilance” does not mean “obstruction” or “destruction.” To obstruct will only destroy the country and its nation. As a monk said: “It’s OK if you can’t help, but at least don’t hurt or destroy.” The anomaly in the Philippines is that most of the newspapers and TV networks are owned by Duterte’s enemies. Hence, the easy spread of suspicions, allegations, and lies. The problem of Duterte, which may also be his advantage, is he is too noisy and bisaklat even with his “dirty linens.” He is out to shock the

“moralist” and “ethical” kuno. As someone said: “Bagay siya sa Philippine politics kay baga siya ug nawong.” The usual morality framework that we know does not apply to him. That’s fortunately or unfortunately, depending on whose perspective one is taking. The malice in Solicitor General Jose Calida’s “conflict of interest” kuno is obvious in the timing that this issue is coming out. He just won in the SC quo warranto case that the opposition were up against. If those who are propagating this COI are really for good government, why is this issue coming out only now & where is it coming from? They should file a case against him if they have evidence instead of simply spreading “tsismis.” Diyan sa tsismis magaling ang Filipino, di ba? If one wants to destroy an enemy, magkalat lang ng masamang tsismis.” That’s Attorney Quintillan reacting from abroad. She, along with other OFWs monitoring and watching the development in the country are always abreast with the events taking place in their native land. And they knew that that kiss is nothing but a sign of endearment and a leader’s fatherly affection to his countrymen. Next time Mr. President blow a kiss to the crowd.

RECIPE: Classic Macaroni Salad

Exercising 4 to 5 times a week keeps heart healthy, young A NEW study released by the Journal of Physiology concluded that the best way to keep your ticker healthy and youthful is by exercising some four to five days a week for at least 30 minutes. The study, called The Effect of Lifelong Exercise Frequency on Arter ial Stiffness, examined 102 people over the age of 60 who identified themselves as being physically active throughout their lives. Noting that as people age, their arteries begin to stiffen, researchers measured the arter ial stiffness of participants and divided them into four different groups based on the amount of time they dedicated to working out. The groups were defined as sedentary (people who worked out less than twice a week), casual exercisers (exercising two to three times a week), committed exerciser (four to five workouts a week) and master athletes (six to seven sweat sessions

weekly). Based on their observations, officials involved in the study determined that those who reported working out two to three times a week had youthful, middle-sized arteries, which are important for blood flow to the head and neck. The "committed exercisers" who hit the gym four or five days out of seven were even healthier, with middlesized arteries and large central arteries, which helped to facilitate blood flow to the chest and abdomen. Master athletes and committed exercisers both had younger, healthier hearts than the sedentary group. Though various forms of exercise can help reduce heart disease-related deaths overall, researchers suggested that their new findings can help to "develop exercise programs to keep the heart youthful and even turn back time on older hearts and blood vessels.

Considering that the study did not indicate the intensity and what kind of exercises the participants did, Benjamin Levine, one of the study's authors, told Time that the main message "is that exercise needs to be part of your personal hygiene." Levine told the publication that in his own practice he recommends his patients to do high intensity workouts at least once a week and moderately intense session two or three times. On the weekends, take it easy with a fun physical activity, he suggested. Although officials indicated that waiting until the age of 70 isn't ideal for preventing hear t aging, they did conclude that beginning different forms of exercise before the age of 65 would have a positive impact. – 1 lb. elbow macaroni – 1½ cups Lady's Choice Mayonnaise – 1 medium red bell pepper – 1 medium green bell pepper – ¼ cup minced carrot – ½ cup minced celery – 1 medium onion, minced

– 4 tablespoons distilled or white vinegar

– 2¼ tablespoons mustard powder – 4 tablespoons granulated white sugar – ½ teaspoon ground black pepper – 4 teaspoons salt – 5 quarts water (for boiling macaroni)

INSTR UCTIONS: INSTRUCTIONS: 1) Pour water into a cooking pot. Let boil. 2) Add 2 teaspoons salt and then put-in the elbow macaroni. Continue to boil for 6 minutes. 3) Drain the water and add cold water into the pot. Let is stay for 3 minutes and then drain. Set the macaroni aside. 4) Combine mayonnaise, vinegar, mustard powder, ground black pepper, salt, and sugar. Mix well. 5) Add the minced vegetables (onion, carrot, celery, and bell peppers). Fold the mixture until blended. 6) Add the macaroni. Continue to fold until all the ingredients are well blended. 7) Cover the bowl. Gov’t to launch new anti-corruption program

THE DEPARTMENT of the Interior and Local Government (DILG) said it will introduce a new program, dubbed “Bantay Kaagapay Program” (BKP) to give emphasis to corruption at the local government level. The program will replace the former M a s a - M a s i d (Mamamayang Ayaw sa Anomaliya, Mamamayang Ayaw sa Droga), which targeted corruption and illegal drug concerns. Masa-Masid had already been shelved. BKP was introduced to local government operations officers (LGOOs) during their recent Visayas cluster meeting with DILG Officer-in-Charge Eduardo

Año in Cebu City. Lawyer Ferdinand Panes, of the DILG, said BKP has a three-way approach advocacy, prevention and deterrence. “DILG is yet to come up with specific guidelines on how it will be implemented,” Panes said. He said that in coordination with the provincial LGOOs, they came up with activities on information dissemination to “popularize the program.” He added that they also intend to include the program in their training for barangay newly-elected officials (BNEO) program. “We have instructed other government agencies not to conduct other trainings, not until we have conducted the BNEO,” he

added. Panes noted that the introduction of the program is timely, given the new sets of barangay and Sangguniang Kabataan (SK) officials. He quoted Año as saying that they would be a big help to the program. Referring to the SK, he said that youths still have an “aggressive idealism” to keep watch against any corruption attempt at the barangay, municipal, city and provincial offices. “I hope this would have a great impact on the anti-corruption program of our President (Duterte),” he said. The program is expected to be implemented this year and this semester, they will focus on advocacy as part of the initial stage. (Perla Lena)

Cebu port project loans signed THE PHILIPPINES and South Korea signed a $172.64 million loan agreement for the construction of a new international container port in Cebu that aims to free up the existing seaport in the province; and provide a more efficient and reliable transport infrastructure for the unimpeded flow of goods and services in the Visayas. The agreement was signed by Finance Secretary Carlos Dominguez III on behalf of the Philippine government, and SungSoo Eun, chairman and president of the Export Import Bank of Korea (KEXIM). Duterte and South Korean President Moon Jae-in witnessed the signing of the loan accord, which was among the five agreements signed during the Philippine leader’s official visit there last week. A new Cebu International Container Port with a total estimated project cost of P10.1 billion will be built on a 25-hectare reclaimed land in the town of Consolacion in Cebu. It will include a berthing facility with a 500-meter quay wall length that can simultaneously accommodate two 2,000 TEU vessels; operating facilities and structures for containers, such as a freight station and inspection shed;

an access road and bridge; and a dredged waterway and turning basin. Aside from the construction of physical structures, the loan also covers the procurement of cargo handling equipment and consulting services. KEXIM-EDCF will extend $172.641 million for the Port project with a preferential interest rate of 0.15 percent per annum for nonconsulting services and zero percent for consulting services. The loan has a maturity period of 40 years, inclusive of a 10-year grace period. The Philippines, for its part, will provide a counterpart fund of $26.09 million for the project.
