BIFF crippled in anti-terror ops in Mindanao COTABATO CITY – The Army’s 6th Infantry Division said it had killed and wounded about three dozen members of the Bangsamoro Islamic Freedom Fighters blamed for the spate of deadly attacks in the restive region of Mindanao. Military operations launched in recent days dismantled terror mechanisms of the BIFF in Maguindanao and North Cotabato provinces where troops destroyed several weapons and bomb factories of the militant group. Just last week, soldiers raided a BIFF hideout in Olandang village in North Cotabato’s Midsayap town and neutralized several militants. Target of the military operation was BIFF leader Mando Mamalumpong.
Soldiers recovered an M16 automatic rifle, ammunition, two grenades and improvised explosive, including military uniform and a binocular, in the area where the gun fight occurred. The military also recently launched an offensive in Liguasan marsh in the neighboring province of Maguindanao and killed at least 2 dozen militants. It said the strike also destroyed a weapons’ factory of the BIFF and soldiers captured a Muslim couple. The was ordered by Brigadier General Cirilito Sobejana, commander of the 6th Infantry Division. The provincial governor, Esmael Mangudadatu, a staunch supporter of the military, did not release any statement on the violence in
Maguindanao. The military assault also forced the Department of Education to suspend classes in four towns in the province. Regional Education Secretary Rasol Mitmug said they continue to monitor the situation of students and teachers in General Salipada Pendatun, Pagalungan, Rajah Buayan and Montawal. He said over 1500 students and 754 teachers – both in elementar y and high schools – were affected by the violence. Governor Mujiv Hataman, of the Muslim autonomous region, has ordered social workers and emergency groups to deliver food aid to war evacuees now in different shelters in the restive province. Even the landing recently of a Chinese military cargo plane in Davao City is also becoming a big issue against Duterte. But Chinese Ambassador to the Philippines Zhao Jianhua said all standard protocols in the country had been strictly followed. “Well it’s your protocols we have followed. Now we
have applied through your agencies, through your militaries, DFA (Department of Foreign Affairs) for the landing,” Zhao said, explaning that the cargo plane stopped over in Davao to refuel on its way to New Zealand for a bilateral military exercise. He pointed out that all foreign jets, including civilian or military, would not be allowed to land in Philippine territory without following protocols and procedures. “If you do not allow the Chinese there to land or fly over your airspace, we are not there to do that because you might shoot them down,” he said. The Chinese envoy fur-
ther said that he was “puzzled” and “surprised” that the landing caused a stir among Filipino lawmakers, including Senator Panfilo Lacson, who said that if the government allowed Chinese military planes to land in the country, it was acting like a province of China rather than an independent and sovereign state. “I’m really puzzled and even surprised that some of the people here [are] taking the landing of Chinese military jets as a kind of military threat to the Philippines,” Zhao said. In one sickening case, Aussie sex attacker Peter Gerard Scully, 55, dubbed one of the world’s worst paedophiles, made two little girls dig their own graves. Authorities in the Philippines had considered bringing back the death penalty because of the severity of the former Melbourne property developer’s heinous crimes. Scully was filmed grinning as he left the Cagayan de Oro city court in the southern Philippines province of northern Mindanao, reports News.com.au. He had just been sentenced to life in prison, along with his former girlfriend
and accomplice, Carme Ann Alvarez. The Australian faces up to 60 further charges for child murder, torture and abuse cases against children as young as 12-months-old. Judge Jose Escobido declared Scully guilty of one count of human trafficking and five counts of rape by sexual assault of underage girls. Acting Regional State Prosecutor Merlyn Uy said pending cases against Scully involved his former live-in partner Liezel Margallo and had different child victims. The evil rapist fled fraud charges in Australia in 2011 and moved to Mindanao, where he would entice impoverished children with money and gifts. He then drugged the vulnerable youngsters and made films of him raping
and torturing them for an international paedophile ring. Filipino police say Scully also buried a 11-year-old under the floor of a house he was renting after making a film of him raping her and strangling her to death. Operating a secret child pornography site on the Dark Web called “No Limits Fun”, he sold the videos for up to $10,000 per view. But of all his despicable acts, his most infamous is the film he made for the Dark Web is horrifying film titled Daisy’s Destruction. It is this footage which shocked even seasoned child trafficking investigators, a Filipino police chief calling it “the worst we have encountered in our years campaigning against child pornography”. It is believed the victim in the film is a girl called
Barbie, who was taken from her family at the age of five by Magallo - one of Scully’s cohorts. Margallo and another young girl Carmen Ann Alvarez are also facing charges of child exploitation. In the film, with Barbie playing “Daisy”, Alvarez and Margallo participate in the child’s torture and sexual assault. The little girl screams and cries as she is beaten, raped, tortured and defiled by Scully and his two masked accomplices. Scully uses hot wax, a lighter, barbed wire, submersion in water and sex aids. His vile crimes went largely undetected until two of his victims, cousins Queenie and Daisy, aged 9 and 12, escaped. Offered food and shelter by Alvarez, the girls were taken in, raped and tortured
and held captive wearing dog collars and chains for five days. Alvarez, known as Mistress Scully, made them perform sexual acts upon each other while Scully filmed it. On camera, they were recorded digging their own graves while being continually raped. Alvarez reportedly let them go out of guilt. Authorities have 45 witnesses in the distressing case of the two girls. The Philippines Justice Department reported in 2016 that Scully’s paedophile syndicate engaged in cybersex operations, using children below 12-years-old, and including a one-year-old. Video of the sexual abuse was uploaded on exclusive pornography websites between 2011 and 2014, with payments col-
lected from the viewers via money transfer. The sick paedo sold his depraved videos to customers in Germany, the US and Brazil. Chief Philippine prosecutor Jaime Umpa told Fairfax that Scully was the mastermind of an extreme child sex and torture video syndicate based in the southern cities of Surigao, Cagayan de Oro and Malaybalay. Following the production of the shocking Daisy’s Destruction, police issued a global manhunt for the film’s maker. Scully was arrested at his home in the Philippines in February 2015. He said there is a need to address the inadequate government response to the mental health needs of Filipinos by establishing a national mental health system. Data from the Department of Health showed that one in 5 adults and one in 10 children in the country have experienced mental health problems. “Far too many promising lives have been destroyed or diminished because of unaddressed mental health care needs," Quimbo said. “Even when they are able to reach out to their friends and families, Filipinos living with mental health problems simply have no mental health facilities or psychiatrists to
turn to. This is precisely why the Mental Health Act is needed now.” The bill mandates the DOH to develop a National Mental Health Care Services Delivery System, which shall constitute a quality mental health care program as well as a nationwide mental health information and education program. The program shall be done in close coordination with, and active involvement of, persons with disabilities and their respective organizations, and other users of mental health facilities and services, including their careers, and mental health professionals. Furthermore, the bill seeks the reconstitution and strengthening of the
Philippine Mental Health Council as an attached agency under the DOH to provide for a coherent, rational and unified response to mental health problems, concerns and efforts. Other provisions of the bill include the creation of community-based mental health care facilities, and the integration of the study of mental health in elemen-
tary and high schools. “The eventual passage into law of the Mental Health Act will not solve the problem overnight. Providing mental health services to all Filipinos who need it and ending the stigma attached to mental health will be a long process requiring additional and committed work from government and all concerned sectors,"
Quimbo said. "What is important, however, is that the process be jumpstarted through the passage into law of this measure. Most Pinoys satisfied with democracy now MAJORITY OF FILIPINOS are satisfied with the democracy in the country, according to the latest Social Weather Stations (SWS) survey. Data from the survey conducted from March 2327 showed that 78 percent of adult Filipinos are satisfied with the way democracy
works in the country. It also showed that 60 percent of Filipinos prefer democracy over any other kind of government compared to the 19 percent saying "under some circumstances, an authoritarian government can be preferable to a democratic one.” Meanwhile, 21 percent

DOJ to wrap up probe on P1.1-B tax rap vs. Dunkin Donuts THE DEPARTMENT of Justice (DOJ) is expected to end the preliminary investigation on the P1.118-billion tax evasion complaint filed by the Bureau of Internal Revenue (BIR) against Golden Donuts Inc. (GDI), exclusive franchiser and license grantee of US company Dunkin Donuts, by August. Facing tax evasion raps are officers Walter Spakowski, Miguel Prieto, Pedro Paraiso, and Jocelyn Santos for violation of Sections 254 and 255 of the National Internal Revenue Code (NIRC) for wilful attempt to evade or defeat
tax and for deliberate failure to supply correct and accurate information. Assistant State Prosecutor Charlie Guhit, who is handling the preliminary investigation, disclosed this as ordered the respondents to file their respective rejoinders by July 3. Guhit said the filing of the rejoinder will be the last hearing of the preliminary investigation, after which, the parties will have to file their respective memorandum which would list their evidence in the case. “The parties will file their respective memorandum within 30 days from
July 3 then the case is submitted for resolution,” he said. The BIR filed the complaint last February 23 before the DOJ alleging the company is liable for nonpayment of P1.118 billion in income tax, value added tax, and expanded withholding tax - including surcharges and interests for the year 2007. Marissa Cabreros, Deputy Commissioner of the BIR's Legal and Inspection Group, said under the NIRC, prescription period in filing tax cases involving fraud is 10 years from discovery, adding that the
investigation against GDI was prompted by “confidential information” they received only in 2017. With the record, the BIR said its office has issued a Letter of Authority to examine GDI’s books and other accounting records. BIR said the result of the investigation showed altered sales invoices while other invoices do not contain GDI’s income tax number. “Through this scheme, GDI was able to claim the altered invoices as deductions from its income and as input VAT credits in the amount of P99,297,036.47
and P11, 915,644.38, respectively,” the BIR said. “This is an independent evaluation conducted by an officer on the basis of the information provided to us,” Cabreros said, adding, that while tax evasion cases have a prescription period of 10 years under the law, such period in this case starts only from last year when the alleged fraud was discovered. The complaint lodged against GDI is the 131st filed under Run After Tax Evaders program under the leadership of Commissioner Caesar Dulay. GDI has denied the accusations
of tax evasion, saying its tax liabilities for 2007 had been settled with the BIR as of 2012. In a statement, GDI said while it has yet to receive a copy of the complaint filed, it said it appears that the complaint was filed based on an alleged 39 percent under declaration of sales which arose from the attribution of sales of franchises to GDI which argued that all its franchisees are business entities separate from GDI that are responsible for paying their own taxes. Presidential Spokesman Harry Roque said there is no need to file a case against Beijing in reaction to Acting Chief Justice Antonio Carpio’s suggestion for Manila to sue China over the destruction of the coral reefs by Chinese fishermen while harvesting giant clams. “Filing a new case against China will reverse our diplomatic gains, not to mention the cost it entails,” Roque said. “We can, therefore, discuss the issue of destroyed coral reefs in Scarborough Shoal as this forms part of the area of maritime environmental protection instead of filing a new case.” Roque said the Philip-
pines can address the issue through the existing Bilateral Consultation Mechanism (BCM) with China. He said the BCM has resulted in productive exchanges “in views on how to boost cooperation on areas which include maritime environmental protection.” A television report by GMA News on June 11 showed that Chinese fishermen have destroyed coral reefs while harvesting giant clams from Scarborough Shoal. “We have had continuous discussions on environmental issues with China and both countries are committed to protecting and preserving the environment and to deal strictly with those who do not abide by relevant regulations,” Roque explained, adding, President Rodrigo Duterte believes that diplomacy is still the best way to address the concerns of both countries. “We are a witness to how our friendly consulta-
tion and negotiation with China yielded positive results,” Roque said. In 2013, the Philippines, under the administration of former president Benigno Aquino III, filed an arbitration case before the United Nationsbacked Permanent Court of Arbitration (PCA) to protest China’s nine-dash line map that covers almost the entire South China Sea. But the action had strained Philippine-Chinese relations with China pushing Filipino fishermen out of Scarborough Shoal. In July 2016, the PCA ruled in favor of the Philippines but China refused to recognize the verdict, prompting Duterte to temporarily shelve the decision to settle the dispute through friendly and peaceful dialogues. Duterte concerned over killings of journalists, priests and fiscals PRESIDENT RODRIGO DUTERTE has expressed concern on the rise in the number of killings following the series of killings that have targeted media practitioners, priests and prosecutors. Just recently, a lone gunman murdered Catholic priest Father Richmond Nilo in Nueva Ecija. He was third priest killed in the past seven months. Presidential spokesperson Harry Roque said that the government will make the case its top priority. “Nababahala talaga si Presidente dito sa pagtaas ng kriminalidad,” Roque said. Roque said that Police
Director General Oscar Albayalde is supervising the probe into the killing of the priest. He also emphasized that unlike the administration of former President Benigno Aquino, the current administration is not taking lightly the spate of killings, including those of media men and prosecutors. “Hindi gaya ng mga nakalipas na administrasyon, mayroon po tayong task force pagdating sa patayan ng mga mamamahayag. The Millenial Walwal WALWAL. It’s a familiar term even for millennials who’re more than two decades old. Friday nights are usually Walwalan Nights, the after-work sesh of party and booze. Of course, the older ladies and gents know this as plain, old hardcore inuman. But it’s the millennium and the kids of the post-Y2K scare are too cool for just plain old words. And so the slang, “Walwal” or “Walwalan” came to being. The Pinoy slang “Walwalan” or “Walwal” was first recognized in 2015. The word is believed to have been taken from the phrases “walang pakialam,” “walang pangarap” and “walang kinabukasan”, which were used to describe hardcore drinking sessions, ‘yon bang kung uminom ay akala mo wala nang bukas. Walwal nights came to mean the weekly, sometimes monthly, nocturnal gatherings of officemates as well as students, college students, graduate stu-
dents, to chill and let go of their cares after days-long of hard work and study. This reminds me of the “Happy Thursday” of my former students along Taft. Contrary to the SanMig Light-filled Chillnuman nights where conversations and catching-up are the thing, walwalan came to mean nocturnal sessions of drink-till-you-drop. Hence, walang pakialam (no cares). Walwalan sessions usually start late, 10 PM being the “earliest”, loud music tears through everyone’s ears, and of course, conversations, at least, meaningful and intelligent ones, are totally out of the scene. For some setups, it’s a bacchanalia of sorts, a night of wild revelry with the aftermath of puke puddles. The walwalan night was made to be a night without cares, a night where the tired, stress-ridden can vent-out his frustrations, where the broken-hearted can cry her
heart-out without qualms. Some use this as an escape from their haunted bouts of depression. Others use this as a night to try out vices they wouldn’t even try under the usual circumstances. I drink. A lot. But I am yet to be convinced to binge drink with the intent to get drunk, and I mean, in the millennial speak, as in basag na basag. But, as an acquaintance once said, you don’t need a reason to make walwal. You just walwal. Let’s see how this walwalan culture is portrayed in popular mass media. Based on the official trailer, the film takes on millennial youth culture, specifically among students and the reasons behind why they make and are led to walwalan nights. Descriptives for the young people are “Walang-hiya”,
“Walang muang”, “Walang magawa”, and “Walangwala”: Walwal. The cast of “Walwal” includes Elmo Magalona, Kiko Estrada, Jerome Ponce, Devon Seron, Jane de Leon, Donny Pangilinan and Kisses Delavin. And this June 05, the #WalWalGrandPresscon was held.
So let’s see how the film presents and analyzes this millennial walwal drinking culture. And perhaps, elders and parents could learn a thing or two to better understand and care for the stressed millennials and i-Generation kids. And perhaps, through the film, even us millennials can learn a

This is the reason why the property is known by locals as “Lupong.” When the LTP was abolished upon the creation of the ARMM, the Cabatangan property was placed under the jurisdiction of the ARMM. Director Amir Mawallil, of the ARMM-Bureau of Public Information, said the Regional Government has received no confirmation of Salazar’s claim that Duterte gave his nod to buy the Cabatangan property,
and that ARMM was not consulted at any point prior to the announcement of the alleged intent to purchase. Any plan regarding the property must involve the Bangsamoro people, from its proposal to its approval or rejection. Our right to self-determination as Bangsamoros is not only challenged in the halls of congress but in the everyday realities we face as a people already recognized as autonomous on paper by the Constitution,” Mawallil said. “The ARMM government will always seek to represent the Bangsamoro people with accountability and transparency, and that every decision involving our history and our people will not be taken lightly,” he added. The ARMM Regional Legislative Assembly is yet to issue a statement on the issue, but many of its lawmakers are likely to reject Salazar and Lobregat’s insistence for Zamboanga to purchase the Cabatangan property. 4 million Muslims celebrate Eid'l Fitr; ARMM governor emphasizes unity COTABATO CITY – Close to four million Muslims in the Autonomous Region in Muslim Mindanao (ARMM) celebrated the three-day Eid'l Fitr. In his message, ARMM Governor Mujiv Hataman said breaking fast every sunset during iftar, should remind everyone that unity is integral in overcoming any struggle. “Just as wickedness might be contagious, the righteousness of those around us brightens and amplifies our own,” he said. “Banded together – as peers and friends, as families, as communities, as one people sharing the same aspirations – we become even more mindful of the greatness we can achieve through Allah.” He added that Ramadan is a time of both reflection and struggle amid so many choices even as Muslims are taught to submit to the will of Allah; to side with what is kind, just, and good; to be cleansed of negativity; and emerge from every challenge with peace and greater clarity of purpose. “We rise today in jubilation and gratitude to Allah who gave us the strength to overcome our struggles and to remain righteous as we did. By his boundless benevolence, too, did we find solidarity with each other. In this togetherness, we found even greater purpose and resolve,” the governor said. During Eid al-Fitr, Muslims congregate in open areas to perform prayers fol-
lowed by a short sermon given by the Imam, or worship leader. Family gatherings, feasts, visits to relatives and friends, and exchanging of gifts are part of the celebration. Yusuf Eldani, 24, a Sama living in Bongao, Tawi-Tawi, said people working outside their province come home to Tawi-Tawi to celebrate the Eid. “And we renew our expressions of gratitude and forgiveness to one another. Pintac, ORG - Intelligence Security Service Director, said this year’s security preparation was much more intensified to ensure the welfare of the worshipers. ConCom eyes 'Democracy Fund' to level political playing field TO EMPOWER smaller, lesser-known political parties in the country, the Consultative Committee (ConCom) tasked by President Rodrigo Duterte to review the 1987 Constitution wants to create a “Democracy Fund” to serve as a depository of campaign contributions to level the political playing field. ConCom Senior Technical Assistant and spokesperson Ding Generoso said this proposal will fall under the draft Federal Constitution’s proposed new section under the new article on Suffrage, Political Rights and Political Parties (Article V). This provision, formulated by ConCom member Prof. Julio Teehankee, has been approved in the ConCom sub-committee on Political Reforms and Leveling the Political Field and will be voted in the final en banc session, he said. Generoso explained that the Campaign Finance Reform is not only meant to encourage smaller political parties but also regulate political contributions and campaign financing; make campaign funding available to all parties and candidates; and ensure transparency. “Kasi malaki ang imbalance natin. According to Generoso, the Democracy Fund will be a state-managed common fund to be apportioned among political parties and candidates for president. Independent candidates can also tap into the fund. It will also assure that women candidates also get their fair share to allow more of them to participate in the political affairs of the nation. The Democracy Fund will be administered by the Commission on Elections (Comelec) and audited by the Commission on Audit. “Kita naman natin, pag halalan, yung established political parties sandamakmak ang pera nila at malaki kasi yung connection nila sa mga nagpopondo ng kampaniya lalo sa mga malalaking,” Generoso said. “Instead of giving directly to the candidate, you give it to a common fund so everyone can benefit. Individual citizens can contribute anywhere from P10,000 to P100,000 and then they will get tax credit from the Bureau of Internal Revenue.On the other hand, for corporations, partnerships, and associations, they may contribute from P100,000 to P3 million and will also be entitled to tax credit. Contributions from religious organizations, foreigners, foreign governments, and illegal sources will be prohibited. Generoso said the ConCom will leave it to the Comelec to develop the Democracy Fund’s Implementing Rules and Regulations. “(The ConCom is) still working out the details on apportionment but it will be part of the annotation as a guide to Comelec,” he said, noting that only political parties and candidates registered under the Comelec will be allowed to avail of the fund. He said the ConCom is still on track to submit its draft Federal Constitution to Duterte on July 9, before he delivers his third State of the Nation Address (SONA) on July 23. At present, the draft charter is 95 percent complete. The ConCom is currently finalizing provisions on Federated Regions. (Azer Parrocha)
