The PRC and the Board for Professional Teachers said that 13,774 elementary teachers out of 58,323 examinees (23.62%) and 22,936 secondary teachers out of 76,673 examinees (29.91%) passed the Licensure Examination for Teachers given on March 25 in 20 testing centers all over the country.
It said that of the 13,774 elementary teacher passers, some 4,360 were first timers and 9,414 were repeaters. For the secondary teachers, 15,035 passers were first timers and 7,901 were repeaters. Duterte has delayed the resumption of the peace talks to allow more time for public consultations. But Lorenzana cited several reasons for his recommendation to end talks with the communist rebel group. He said the rebels held the largest and the 2nd People’s Congress from October to November 2016 and the Central Committee Plenum on December of the same year which coincided with the government’s ceasefire with the New People’s Army. Lorenzana said it is obvious that the rebels are not sincere in talking peace with the Duterte administration and put an end to the armed conflict. He said the ongoing review of all peace documents and agreements revealed that it lays down the foundation of power-sharing towards a coalition government. In fact, Lorenzana added, the government peace panel during the Aquino administration recommended the abrogation of the talks because it realized that they were just being taken for a ride by the communists who were using the peace talks to get concessions such as the release of highranking party members and giving their armed components to recover lost grounds and mass base. Majority of the indigenous tribes in Mindanao were also opposed to the government peace talks with rebels because it will only
embolden the communist group to come or return to their communities and harassed them. They are also demanding that the communist rebel group to publicly apologize for their crimes and acts of terrorism, saying the New People’s Army had murdered thousands of innocent tribal members over the last five decades. Lorenzana said the rebels have failed to comply with government conditions for the resumption of the peace talks and these include the rejection of the coalition government with communists, stop all arson and attacks on civilians, military and police targets, stop to all revolutionary taxation and extortion, and for the rebels to stay in their areas and to stop recruitment and mass mobilization of forces. Jose Maria Sison, founder of the Communist Party of the Philippines, said there would be no more peace negotiations with Manila and that they will work for Duterte’s ouster instead. A nightly program is held where visitors can experience the different Tausug performing arts. There is also a food court inside the area for a taste of the varied Tausug delicacies. To showcase the culture of Sulu and its people through building this enormous structure
and the village per se is not just to let people experience and understand the province’s culture and history. These are significant reminders that the regional government is addressing the historical injustices that happened to the Bangsamoro people, hoping that through these presentations, the Bangsamoro people will gain the right to selfdetermination soon. PAGADIAN CITY – The Good News! The Land Transportation Office (LTO) has began releasing vehicle license plates nationwide. LTO Assistant Secretary Edgar Galvante said the circulation of the plates is already finished and distributions to the regional offices are ongoing. “We are done with the circulation, distribution is ongoing. Release will be done simultaneously and it started on July 5. We will do this by batches. As soon as a new batch becomes available, LTO will deliver to the regional offices.” “This is a long pending issue that we are settling now. I am happy that with the leadership of President Rodrigo Duterte and DOTr Secretary Art Tugade, we are able to deliver our promise to give to our motorists the plates that they have long been waiting for,” Galvante said. DOTr stands for

He said there will be two batches for the releasing of the plates: The first was held on July 5 for all motor vehicles registered July 2016, and July 16 for vehicles registered August 2016. “All they (vehicle owners) have to bring is the Certificate of Registration and the Official Receipt to claim their plates,” he said. Abaton, who is based here, is largely hailed by the public for the many reforms he introduced in LTO offices under his command. Draft Federal Constitution approved
THE Consultative Committee (Concom) tasked to draft a Federal Constitution has approved - in an En Banc session - the proposal which seeks to distribute powers and resources among all the country’s regions. The 22-member Concom held an executive session and voted to unanimously approve the draft Federal Constitution which has 22 articles compared to the 1987 Constitution with 18 articles. Each member took turns signing the draft Federal Constitution with lone female member lawyer Susan Ordinario being the first signatory. The rest of the members were called to sign in alphabetical order. This vote comes over four months after the Concom officially convened on February 19 this year.
The draft will be submitted to President Rodrigo Duterte in time for his State of the Nation Address (SONA) on July 23. Puno said the heart of the draft Federal Constitution is the allocation of powers between federal government and regional governments. C o n c o m spokesperson Ding Generoso said that under the draft Federal Constitution, both the federal government and the federated regions will have exclusive powers. But there are powers that they will jointly exercise. Out of the 22 members, only eight had reservations: Laurence Wacnang, Victor De La Serna, Bienvenido Reyes, Aquilino Pimentel Jr., Randolph Parcasio, Roan Libarios, Ali Balindong, and Eddie Alih.
Wacnang said the proposal's literacy requirement which requires top government officials to be holders of college degrees or the equivalent noting that it was discriminatory against the poor who could not afford college education. Parcasio also had reservations on the number of federated regions, the lack of clarity on shared powers, the primacy of national policies against policies for indigenous peoples, power of Congress to increase voting capital of certain key industries, and the incomplete work on the Bangsamoro. Duterte signs law on National Feeding Program PRESIDENT RODRIGO DUTERTE has signed a law institutionalizing the National Feeding Program for undernourished Filipino children in all public schools.
Duterte signed Masustansyang Pagkain para sa Batang Pilipino Act (R.A 11037) on June 29 to address the problem of under nutrition among Filipino children in day-
care centers, kindergarten, and elementary schools. This act is a consolidation of Senate Bill No. 1279 and House Bill No. 5269 passed on March 20, 2018. Under the
governors being elected by the regional assemblies, ban of political switching, and transitory provisions which do not have safeguards against the abuse by the transition commission. Balindong said the provisions were not enough to right the social injustice experienced by the Bangsamoro people. He wanted the Bangsamoro Organic Act included in the Federal Constitution. Other members will submit their reservations through writing. Alih noted the Bangsamoro provisions as approved by the En Banc should be included in the Federal Constitution since they were left out. Aguilar raised concerns on the structure of federated regions noting that it does not grant more power for the current local
government positions such as governors and mayors. He also raised concerns on restrictions on land ownership, that agrarian reform should be shared power, and the cryptic wording of the Constitution on the economy which could be construed as a move toward Socialism. Puno acknowledged that some of the proposal’s provisions are “debatable and welcomed the Concom members’ reservations. “Some of the provisions are inherently debatable so I asked them to express their opinions. If they will that some aspects of the draft Constitution should have been approved, let them say so. That’s the code of conduct that we follow in this committee,” he said. The law also includes the creation of a National Nutrition Information System which will harmonize all existing national and local nutrition databases to identify individuals, groups, and/or localities that have the highest magnitude of hunger and under nutrition. This was also confirmed by the Western Mindanao Command and said focused military operations began at around July 1 when members of the 21st Mechanized Company led by 1st Lieutenant Juvylito Lisondra clashed with BIFF in Pamalian village in Shariff Saydona Mustapha town. The fighting lasted for 2 hours. Timeline In a timeline released by the Western Mindanao Command, it said the militant group also harassed troops in Elian village in the neighboring Datu Ampatuan town where 3 soldiers were wounded. On the second day, July 2, one Mechanized Infantry Platoon of the 2nd Mechanized Battalion and one infantry section of the Alpha Company, of the 57th Infantry Battalion also encountered at least 30 BIFF members in Pusao village in Shariff Saydona Mustapha. The intermittent fighting was so heavy that the Philippine Air Force’s Tactical Operations Group 12 needed to provide combat air strike to support ground forces battling the militants for 10 hours. The Western Mindanao Command said that on the same day over a dozen militants clashed with 23rd Mechanized Company in Elian village in Datu Saudi Ampatuan town while fighting continued in Pusao and Pamalian villages. “Personnel from the 57th Infantry Battalion delivered accurate mortar fires to the locations of the enemy opting the rebels to scamper to different directions,” it said. And on July 3, another operation was launched against the BIFF by the 33rd Infantry Battalion, Special Action Force, Special Reaction Platoon, 1st Platoon Alpha Company, 1st Platoon Bravo Company, 14th Mechanized Company and the 12th Mechanized Company in downtown Datu Paglas. Three soldiers were wounded during the close quarter battle. Security forces managed to push back the BIFF and soldiers recovered improvised explosives there. Pursuit operation was conducted by the 40th Infantry
Battalion on the same day in the village of Pidsandawan in Mamasapano and recovered weapons and a cadaver of a militant. Attempt to seiz e po wer seize pow The 6th Infantry Division said combined army and police forces had blocked the attempt of the BIFF to occupy the seat of the municipal government of Datu Paglas. It said troops, backed by armored vehicles and infantry mortars, engaged the militants in house-tohouse close quarter battle that lasted about 9 hours. No civilians were reported hurt in the fighting. Lt. Col. Harold Cabunoc, commander of the 33rd Infantry Battalion, said: “We confronted enemy snipers and improvised bombs as we seized the areas that are previously occupied by the terrorists. We also wanted to contain the fighting outside of the highly populated area some 500 meters away.” And on July 4, troops from the Alpha Company of the 40th Infantry Battalion under 1Lt. Charles Joseph Ramos together with a scout platoon under 1Lt. Mario Flores and intelligence operatives clashed anew with the BIFF led by Nanding’s group and inflicted heavy enemy casualties. Troops are continuously probing the area for the possible recovery of additional body counts as more enemies were confirmed hit due to body parts littered in the encounter area. Additional seizures include three M14 rifles, two M1 Carbine rifle, one Garand rifle, one Ultimax SMG 3 rifle, and three shotguns. Defeat terr or ism terror orism Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command, urged the public to help them defeat terrorism by reporting the presence of militants hiding in the communities. “We believe the enemies are just in the immediate vicinity hiding from our troops, that is why we are urging the people to report suspicious-looking people they happen to meet in the area,” he said. Dela Vega said pursuit operations continue and troops have cordoned or blockaded the conflict areas in Maguindanao to prevent the militants from escaping. “Blockade are
being conducted by the ground troops to thwart the extrication of the enemies. Aerial and land assets are being utilized to track down the fleeing members of the terror group in the immediate vicinity of the encounter site,” he said. Government forces have maintained its security patrols in the areas to protect and facilitate the return of villagers displaced by the fighting. Despite the breakdown of peace and order and the spread of violence, the provincial governor Esmael Mangudadatu has not released any statement as in the past conflicts. Stay Vigilant As the military pursues the BIFF, President Rodrigo Duterte called on the Philippine Air Force to remain vigilant in protecting the nation from threats of terrorism and external forces. “I therefore enjoin the men and women of the Philippine Air Force to remain vigilant as we intensify our fight against the current challenges of terrorism and external security,” Duterte said in his speech during last week’s 71st Founding Anniversary of the Philippine Air Force at Villamor Air Base in Pasay City. Duterte said his administration is working on the implementation of the “second horizon” of the Armed Forces of the P h i l i p p i n e s modernization program by 2022 “to further develop a modern, adequately equipped border security force’. He said part of the second phase of the modernization project, worth about P300 billion, includes the 16 projects for the Philippine Air Force worth some P139 billion. “We will continue to face challenges as we realize our shared vision of a stronger and safer Philippines. It is therefore vital to innovate and invest in strategies and technologies that will allow our forces to perform their duties safely and effectively,” he said. Duterte said the Philippine Air Force has completed this year the acquisition of air defense surveillance radars, utility aircraft and unmanned aerial vehicles that complemented the existing air crafts. Gov. Hataman said a total of 765 teachers were hired and that their appointment and deployment orders were signed on June 2 during mass oath-taking ceremonies held here on Monday and Tuesday. The ceremony was attended by DepEdARMM Secretary lawyer Rasol Mitmug Jr., and other education officials, including Executive Director Amir Mawallil, of the Bureau of Public Information. The hir ing of new
teachers is part of DepEd-ARMM’s mission to provide quality education for Bangsamoro children. Davao City allocates P5.8 M for ‘Kalinaw Village’ for rebel returnees DAVAO CITY - The local government has allocated P5.8 million for the construction of a halfway house for New People’s Army (NPA) rebels who have returned to the fold of the law. Presidential daughter and Davao City Mayor Sara Carpio said the halfway house will be called “Kalinaw Village”, where surrendered rebels will be housed while they are being processed for reintegration back to society. Carpio said the fund has been included in the recently-approved P1.2 billion Supplemental Budget No. 1. While the national government implements the Comprehensive Local Integration Program (CLIP) to provide financial assistance for former rebels, Carpio said a complementary program
was needed as not all surrenderees can qualify for the CLIP initiative. and Local Government for the program's infrastructure needs. Brig. Gen. Ernesto Torres Jr., 1003 Infantry Brigade commander, said the construction of the facility has already started and that it will be managed by a representative from a Department of Social Welfare and Development. Torres said Kalinaw Village will feature units for safety protection, psychosocial, capability building and employment, home line services, monitoring and evaluation. “If we determine that the FR (former rebel) can be enrolled in CLIP, he or she can proceed to the next level of processing but if they don't, there has to be a program from the local government that will cater to them,” he said. DOH launches deworming campaign CEBU CITY - The Department of Health in Central Visayas (DOH-7) has urged children and adults to undergo regular deworming and rid their bodies of parasites and stay healthy. Dr. Ronald Jarvik Buscato, DOH-7 medical officer, assured the public that deworming is safe and that they have been administering deworming medicines for years now. “We want to remind all parents and people that deworming has been done long time ago and there is no bad effect,” Buscato said. He said deworming is the giving of an anthelmintic drug to a human or animal to rid them of parasites, such as flukes, roundworm, and tapeworm. The most common infections in humans are caused by unclean hands and food, which are vehicles for parasites, Buscato said. Children are the most vulnerable to intestinal worms because outdoor activities take up most of their time, he said. He clarified that deworming is different from vaccination. “It (deworming) is a preventive therapy where the child or adult will be tested for
worms in the stomach. If found positive, they will be treated by just taking medicines,” he said. Buscato said that after the Dengvaxia vaccine issue last year, the number of people who underwent deworming decreased by 50% because of concerns. “The problem that we are facing now is the decrease in our accomplishment in deworming in 2018 because of the issue regarding the

Lagamon said the two aircrafts will be back in the Philippines by October and CEB expects to start offering the air cargo service by the fourth quarter of 2018. CEB has been utilizing the belly space of its passenger aircraft fleet for cargo services. The airline added that presently, it has about 50 percent market share for domestic cargo.
