Anti-Terror Ops

A N T I - T E R R O R operations continue in southern Philippines as security forces hunt down members of militant groups allied with the Islamic State. The militar y and other law enforcement agencies have been working closely in the anti-terror campaign in the restive, but mineral-r ich region where militants are fighting to put up a caliphate in Mindanao and dr ive away Christian settlers. Several armed groups have been waging “jihad” in the South and continue recruiting young members who had been brainwashed by false interpretation of the holy Koran similar to teachings espoused by the Islamic State in Iraq and Syria, and even Taliban in Afghanistan. Just last week, security forces in General Santos city shot dead a pro-ISIS bomber and captured 7 people, including the wife of the leader of local ISIS group in southern Philippines following a dangerous mission that left one police commando wounded dur ing a firefight. Major Ezra Balagtey, a spokesman for the Easter n Mindanao Command, said the slain bomber, Najib Pundog,

was a member of the Maute group that laid siege in Marawi City last year. “Najib Calimba Pundog alias Najib Hussein, an IED expert and bomber of the Maute group was killed during an inter-agency law enforcement operations in General Santos city,” he said. The operations were launched in the village of Fatima where Pundog was hiding, according to Balagtey, who said the bomber opened fire on security forces sent to arrest him, sparking a firefight that wounded the commando. “Recovered in his possession are one Glock automatic pistol and a hand grenade,” Balagtey said. Security forces also swooped down on another hideout in Apopong village also in General Santos and captured Nasifa Pundog, one of several wives of Humam Abdulmajid, also known as Abu Dar and the new emir of ISIS in the Philippines who was also involved in the siege of Marawi that left hundreds of people dead and wounded in fighting that lasted for 5 months. Pundog is facing a string of criminal charges, including illegal possession of incendiary device. Five other people

– Nafah Pundug Macaraya, 35; Famida Amer Macasindel, 29; Naica Amina Calimba Pundug, 22; Nashibah Calimba Pundug, 37; Saramina Calimba Pundug, 60, – were also arrested after they prevented security forces from arresting the woman. Troops also arrested the younger brother of the slain bomber, Mohamad Naif Pundog, 23, after a fragmentation grenade was found in his possession. It was unclear whether the man tried to detonate the grenade during the security operations. Lt. Gen. Benjamin Madrigal Jr., chief of the Eastern Mindanao Command, praised the successful operations and appealed to the public to support the government’s anti-terror campaign in order to prevent any possible atrocities by terrorists in the restive region. “This joint efforts of the local communities and our law enforcers manifest that terrorism will not prosper if we put our acts together. We call on the continuous participation of the communities and other government organizations and law enforcement agencies in our effort to prevent violent extremism in our midst,” he said. Rebels urged to surrender, live peacefully PAGADIAN CITY – The Philippine Army has urged communist rebels to abandon their armed struggle and return to the fold of law and live peacefully with their families. Major General Roseller Murillo, commander of the Joint Task Force ZAMPELAN, renewed his appeal to the members of the New People’s Army following a recent clash that killed a senior rebel leader, Edwin Lapinig, in Zamboanga del Norte’s Sindangan town. Lapinig was killed in firefight with police commandos and soldiers who were trying to arrest him. He opened fire on

security forces that left 2 soldiers wounded. Murillo said operations still continue in the Zamboanga Peninsula and nearby provinces where communist rebels are actively operating. “We will continue our security operations in order to ensure the safety and well-being of the civilians,” he said and at the same time urged families and relatives of rebels to convince communist fighters to abandon their armed struggle and return to the fold of the law and avail of the government’s amnesty program. Infantry Division, said security forces tracked down Lapinig’s hideout following a long intelligence operation in the province. The rebel leader, who had a string of criminal cases, was also tagged as behind the killing of 2 soldiers and the disarming of policemen in Don Victoriano Chiongbian town in the neighboring province of Misamis Occidental, and the series of arson attacks on construction sites in Zamboanga Peninsula. The rebels have been fighting for many decades now for the establishment of a separate Maoist state in the country. (Mindanao Examiner)

ARMM-BRIDGE program sends food aid to 900 poor families in Lanao Sur COTABATO CITY – In an effort to address issues besetting poor families in the region, about 900 family-beneficiaries in Lanao del Sur received their two-month food and nutrition assistance from the Autonomous Region in Muslim Mindanao (ARMM). Through the Bangsamoro Regional Inclusive Development for Growth and Empowerment (ARMMBRIDGE), or Apat na Dapat Program, the regional government said it is providing supplementary food support targeting all 7,000 family-beneficiaries in the ARMM for 2018. The ARMM government earmarked a total of P2.9 billion for this program that combats poverty and uplifts the living condition of the poorest households by providing basic needs such as food, livelihood training, water and sanitation, shelter, and electricity. ARMM Governor Mujiv Hataman reiterated that the absence of one of

the basic needs poses risks to a family. He said the program seeks to ensure the beneficiaryfamilies are able to sustain their food needs through livelihood assistance and training and other incomegenerating activities. On July 18, food distribution in Lanao del Sur was simultaneously held in the municipalities of Picong, Balabagan, Madamba, LumbaBayabao, Balindong, Saguiaran, Mulondo, Butig, and DitsaanRamain. The distribution in the municipalities of Piagapo, Lumbaca Unayan, Lumbayanague, Bubong Ramain, Kapai, Ganassi, Madalum, Masiu, Kapatagan and Marawi City will be held soon. The food items include two sacks of 50kilogram good quality rice, fresh eggs, mung beans, powdered milk, cooking oil, iodized salt, brown sugar, and coffee. Hygiene kits including bath soap, shampoo, toothpaste, and toothbrush were also

distributed to each family. David Ali, ARMM BRIDGE project manager, noted that inadequate food is one of the factors why there are families considered as ‘poorest of the poor’. “Kung kaya, nagbibigay tayo ng support sa pagkain. Nasa 80 ang magiging miyembro ng naturang parliament. “Ang arrangement po, yun parliament is raised by the Moro Islamic Liberation Front, so in this case, we will recommend to our President kung sino yung gusto nating maging miyembro ng parliament, so ibig sabihin kung 80 ang members ng parliament, 40 or 41 ang magiging miyembro ng parliament that will be recommended by us and appointed by the President. Yung remaining 39 na miyembro ng parliament to make it 80, pipiliin po ito ng mahal nating Pangulo sa iba’t ibang probinsya na sakop nitong Bangsamoro Government, and another thing na sa palagay ko na kailangang malaman ng mamamayan, ay yung Bangsamoro Transition Authority, kapag nandiyan na yung batas, ay kailangan pong merong caretaker government, and yung caretaker government ay yung Bangsamoro Transition Authority.” “It will be January or February 2019, uupo napo ang Bangsamoro Transition Authority at ang members nito will be appointed by the President at maliban dun sa 41 members that the MILF and the 39 that will be selected by the President, kasama po yung miyembro ng kasalukuyang Regional Legistrative Assembly ng

SULU – Four Abu Sayyaf militants have surrendered to Sulu Governor Toto Tan and have been handed over to the military where they are currently being investigated. The four young militants also surrendered three rifles and an automatic pistol to Tan in the presence of Lt. Col. Amadeo Cruz, commander of the 35th Infantry Battalion, at the Provincial Capitol in Patikul town last week. The names of the surrenderees were not made public as military investigation continues in an effort to gather intelligence on the Abu Sayyaf activities in the province. Tan said village officials of Anuling in Patikul town and the army battalion were

instrumental in the surrender of the militants who wanted to live a peaceful life with their families. “They were instrumental in convincing the militants to surrender and return to the fold of the law,” he said. “The four surrenderees are now under the military custody.” The governor also urged other Abu Sayyaf members to give up fighting and surrender peacefully and avail of the government’s amnesty program. “I hope that other members of lawless groups will follow suit and surrender in order for our people to enjoy an environment that is free from constant threat of fear and terror,” Tan said. Last week, three Abu Sayyaf fighters – Radjuli Hadjijani, 25; Jun-Jun Elah,

45; and Indek Sahimarri, 28, – also surrendered to the military in Sulu. They also handed over their M1 Garand rifles to the 101st Infantry Brigade under Brig. Gen. Divino Rey Pabayo. Some 127 Abu Sayyaf fighters had surrendered to the military in the Sulu, Basilan, Tawi-Tawi, and Zamboanga City since January this year. Security forces have intensified its offensive operation against the notorious group in an effort to neutralize those who continue to fight the government. The Abu Sayyaf is still holding nearly a dozen hostages, mostly foreign sailors kidnapped at sea in the restive southern Philippine region over the past years. (Mindanao Examiner)

6 kidnapped Zamboanga family members ‘rescued’ in Sulu ZAMBOANGA CITY – Security forces have allegedly rescued 6 members of a farming family kidnapped in Zamboanga del Norte’s Sirawai town and were all handed over last week to the municipal mayor, a military spokesman said. Lt. Col. Gerry Besana, of the Western Mindanao Command, said the victims were rescued by soldiers and policemen in the village of Gata in Talipao town in Sulu province. “The rescue operations, in support to the law enforcement operations of the Philippine National Police, was successfully undertaken by the combined elements of the Marine Battalion Landing

Team 3 led by Lieutenant Colonel Ramil Holgado, under the Joint Task Force Sulu led by Brigadier General Devino Rey Pabayo, with support from the intelligence operatives of the Philippine Navy,” he said without further elaborating. Besana did not say if any of the kidnappers had been arrested or if security forces clashed with the captors, or if the victims were freed and fetched by troops in Sulu. Gunmen kidnapped Feliciano Javier, 28; his wife Elsa, 28, and their five-month old baby Vincent; and Junior Javier, 22, and wife Rica, also 22years old and their five-year old son Val, on July 1. The couples are all keepers of farm owned by

Valiente Felizarta, the municipal engineer of Sirawai. The kidnappers originally demanded P400,000 for the safe release of the hostages. Police have tagged Jamilon Tukalan as the leader of the kidnappers, but the Western Mindanao Command said the gang is headed by Jamilo Wahab. It was unclear whether Tukalan and Wahab is the same man or if he is a leader of the Abu Sayyaf or allied with the notorious group. guns, barged in the house of Alejandro Bation in the coastal village of Nazareth late Sunday and dragged him out to a waiting motorize boat. The 58-year old trader, whose family owns a fishpond, was having dinner with his sons and a worker and a visitor, when the gunmen broke inside the house, said Chief Inspector Helen Galvez, a regional police spokeswoman. “Six unidentified men, armed with long and short firearms, and wearing military and police uniform entered the premises and two of them went inside the house and pointed their gun and drag the victim going outside the house towards the mini wharf of said barangay and boarded to one of the three motorized pump boats. The armed men fled towards the coastal waters of Naga and Payao

municipalities,” she said. Galvez said police forces pursued the gunmen after receiving a report, but did not catch up with the abductors and their hostage. No individual or group claimed responsibility for the abduction, but several rebel groups are actively operating in the province and were largely blamed in past ransom kidnappings in the area. In April, at least 7 gunmen also kidnapped a woman, Laarni Bandi, who works as a secretary for Celebes Marine Products, in the coastal town of Malangas in Zamboanga Sibugay. Tawi-Tawi village exhibit highlights ‘peace and simplicity’ COTABATO CITY – To bring Tawi-Tawi closer to people from other places, the Autonomous Region in Muslim Mindanao (ARMM) opened the island province’s mock cultural village at the Office of the Regional Governor-ARMM compound here. The mock village, representing the culture and tradition of the province, is still part of the celebration of the ARMM Pakaradjaan 2018. The original inhabitants of Tawi-Tawi are the Sama, a word derived from the term ‘samasama’ which means ‘togetherness’. The Sama people are peace-loving and no wonder the province has the lowest crime rate in the entire region. Tawi-Tawi, tagged as an ‘Island Paradise’, is known for its wonderful sceneries. Its peaks and beaches possess natural beauty that Sama people are truly proud of. “Tawi-Tawi has the simplest among the five mock villages. It is based on what the province really is – peaceful and simple,” said village chieftain Dayang Carlsum Jumaide, Secretary of the Department of Agrarian

Reform in ARMM. One of the main attractions of the village is the replica of Bongao Peak or Bud Bongao, the first eco-tourism park developed by the ARMM. Bongao Peak is one of the 12 key biodiversity sites in the countr y protected under the Department of Environment and Natural Resources’ New Conservation Areas in the Philippines Project. The region has developed Bud Bongao into an Eco-Tourism Park with the construction of a visitor receiving center, waiting sheds, view decks, solar-powered post lights, concrete paved steps and handrails, and a 400meter access road. Also featured inside the village exhibit is the country’s oldest mosque – the Sheikh Karimul Makhdum Mosque – a National Historical Landmark as per declaration of the National Historical

Commission and is recognized as a National Cultural Treasure by the National Museum. Sheikh Karimul Makhdum is an Islamic preacher from Malaysia who arrived in Tawi-Tawi in 1380. From then on, Islam became the faith of the Moro people and has been dominant in the Bangsamoro life and culture, setting the Moros’ identity apart from the rest of the country. Through the ARMM’s Regional Legislative Assembly, a management board was created to manage, preserve and promote the Makhdum mosque as one of Bangsamoro’s historical landmarks. However, the mosque is currently closed to visitors to allow restoration and rehabilitation. To complete the TawiTawi village experience, visitors can enjoy performing arts such as Pangalay dance and Sama songs that are featured every night. Visitors can also have a taste of different delicacies from Tawi-Tawi. Sea foods, being the province’s main source of income, are the main commodities offered to visitors inside the village. ‘Not all is well in Boracay’ Ano Ang Dapat Nating Kainin? But, according to him, he dutifully paid all government dues. He also revealed that of the thousands of establishments that sprouted in Boracay only about 100 had permits all others have none. He said discounting the local government permit, he is the most compliant. He said he has written Malacanang to reconsider his case. When the order to self-demolish buildings that are violative of the “25 +5” rule, he proceeded to do away with the viewing platform. Moreover the demolition team from the local government swooped on West Cove at the time when he was away

and demolished the delicate structures of the main building then set on fire a number of rooms. Aquino bared more. According to him some characters sold forest lands to foreigners with only Tax Declaration to show. The aliens, in turn, sold the land to their compatriots who constructed luxury villas in forest lands and reclaimed wetlands. A famous family from Manila was able to obtain title to a 12-hectare “alienable-disposable” land which is 90% forest land. They are still there, standing and was not even a subject of investigation. As West Cove was burning, none of the buildings which were similarly situated as his, were not touched. Aquino said that he is in accord with President Rodrigo Duterte’s directive to totally rehabilitate Boracay and he will not raise any howl of protest for as long as every building that violates the law shall be torn down. He also bares that the road-widening done by DPWH was only three meters each side when it should have been six meters. What they did was follow the local government edict, which he said was passed precisely to limit the width of the road and to allow illegal structures in both sides of the road. What sanctions were slapped the big time violators of environmental laws who throw wastes in the erstwhile pristine Boracay shorelines? Both DENR and DILG looked the other way while the Department of Tourism Infrastructure and Enterprise Zone Authority sets aside P300-million for sewerage project which

should actually be done by the water concessionaires in Boracay. For a small islet, there are two water utilities – Boracay Island Water Company owned by Ayala, and Boracay Tubig originally owned by a James Molina, who later sold the outfit to Lucio Tan, says Aquino. Both sell water for P130 per cubic meter! For now, establishments pay P2,360 per cubic meter of human waste as desludging fee and “we do not know where they are throwing it”, Aquino revealed. It looks like for now, the shorelines have been cleared of debris, and because business and human activity had stopped, the sands in the island start to sparkle again. In the meantime we still want to hear who among the local officials are to be held accountable for commercialising the wet lands the road and shoreline easements. The last time we heard from Usec. Epimaco Densing, he gave us the number of people to charged but never came out with names. And what about the billions of pesos collected from entrance and exit fees? Whose pocket did these go? The flooded street in this 1,000-hectare islet is nature’s proof, thanks to Typhoon Henry, that all is not well as yet in Boracay. Boracay is set to reopen this late October but only the beachfront is clear. The institutionalized corruption that destroyed this prime tourist destination in the country is very much in place. It is not farfetched therefore that again we will see the specter of yet another cesspool a little past October.

INSTRUCTIONS: 1. Boil water in a large cooking pot. 2. Add beef shank. Cover the pot and boil for 15 minutes. 3. Scrape the scums out of the cooking pot. Add whole peppercorn and onion. Cover the pot. Continue to cook in low heat for 2 to 3 hours or until the beef becomes tender. Note: you can use a pressure cooker to tenderize the meat. It should only take around 45 minutes. 4. Scoop the fats (oil) floating on top of the soup and discard. 5. Add corn. Cover and cook for 15 minutes. 6. Add long green beans (Baguio beans) and season with fish sauce (patis). 7. Arrange the fresh Napa cabbage (pechay baguio) on the serving bowl. Pour hot broth and arrange the beef shank, corn, and long green beans in the bowl. 8. Serve hot. Share and enjoy!

Cebu LGUs urged to set up AIDS councils LTO chief hits back CEBU CITY - The Bill and Melinda Gates Foundation has urged local governments in Cebu to establish their own local AIDS (Acquired Immune Deficiency Syndrome) Council or LACS in an effort to help spread awareness of the deadly disease in the province. DENR starts updating Hazard Exposure Maps in Central Visayas CEBU CITY - The Department of Environment and Natural Resources in Central Visayas has begun updating the Vulnerability Risk Assessment or the Hazard Exposure Maps for the region in an effort to identify risks in time of natural calamities. Al Emil Berador, chief geologist of DENR’s Mines and Geosciences Bureau (MGB), said their main goal is to know the risks that the people, including infrastructures, may face in times of natural calamities. He said the maps which can determine the percentage of the population in a village exposed to a particular type of hazard, for instance a landslide - can help the local governments with their risk reduction

management plans because they can already identify the areas which are vulnerable to subsidence hazards, or areas where there are underlying limestone. “We have already updated the mapping for some LGUs - one in Guihulngan City in Negros Oriental; one in Siquijor, and three other municipalities in Bohol,” Berador said, adding, they are prioritizing local governments with high vulnerabilities but will ultimately update all Hazard Exposure Maps in Central Visayas because they are very useful to local governments. CEBU CITY – The regional director of the Land Transportation Office has strongly criticized Cebu City Mayor Tomas Osmeña and told him to leave the LTO-7 out of politics. “If he (Mayor Osmeña) wants to play politics, leave LTO out of it because I know how to do my job and I'm not telling him on how to do his job,” Director Victor Caindec said, adding, it is better for the mayor to first solve the problems of Cebu City before intervening in LTO’s business. “If he wants, he'll manage the LTO and I'll manage Cebu City. It's better if he will fix Cebu City’s problems on flooding, traffic, and garbage. Leave LTO alone. Do not politicize this agency. We are trying to de-politicize it,” Caindec said after Mayor Osmeña criticized the LTO on his Facebook page on July 10, saying the agency is not doing its job well. Part of the post reads: “LTO, I have already paid for the fines of 2 motorists who don’t have registration because you haven’t processed their Department of Science and Technology-Philippine Institute of Volcanology and Seismology as

registration. You are punishing them for not having something that you failed to give. Only government is capable of such logic. Get your acts together please.” Caindec said there is no special treatment for government officials in the processing of driver’s licenses or vehicle registrations, adding that LTO even has 13,774 backlogs in registration. “It is not a special treatment to local government units. We call it as objectivity of process. That's why we have our own citizen's charter,” he said. He said the mayor should send someone to the LTO and directly talk to them if there are problems, and not post his complaints on social media. He said Mayor Osmeña is the only government official in the entire Central Visayas region who has complained and made noise about the LTO.
