KIDAPAWAN CITY – Umabot sa 39 mula sa 543 na mga barangay sa North Cotabato ang inaasahang lalahok sa gagawing plebisito sa bubuuing Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) kapalit ng kasalukuyang Autonomous Region in Muslim Mindanao (ARMM). Ang Bangsamoro Organic Law (BOL) or Republic Act 11054 ang bumuo ng BARMM. Ayon kay Abdullah Cusain, ang head ng Media Affairs Committee para sa BOL, na kabilang sa mga barangay ay mula sa mga bayan ng Pigcawayan, Midsayap, Aleosan, Pikit, Carmen at Kabacan. Ang ARMM ay pinalawak sa pamamagitan ng Republic Act 9054 para isama ang mga lugar na tumutol na isama ang kanilang lugar sa Autonomous Region. Noong Agosto 14, 2001 isinagawa ang plebisito at 39 sa mga barangay sa North Cotabato ang pumayag na isali ang kanilang lugar sa Bangsamoro. Ngunit hindi umano sa takdang bilang ang bumuto kaya hindi ito

napasama at ngayon ay muling lalahon sa plebisito. Dahil dito babalikan ang nasabing mga barangay sa gagawing plebisito sa Nobyembre para sa bagong BARMM kung papayag ang mga ito. “Sa pag-constitute ng Bangsamoro Government, especially the territory, may 5 classifications. Magkakaiba ang appreciation sa plebiscite. Supply of rice, basic commodities running low in Sulu SULU – The prices of rice have gone up in Sulu after the provincial government virtually purchased thousands of bags in the market to provide food for over 5,000 families displaced by a massive fire in the capital town of Jolo. “Prices or rice have gone up from about P750 a bag to nearly a thousand pesos because of artificial shortage of supply,” said villager Mirah Abubakar. The Provincial Disaster Risk Reduction Management Office in a report to Sulu Governor Toto Tan said some 5,200 families were affected by the huge fire in Busbus and Walled City. A bulletin by the Provincial Government said: “As of date, a total of 5,200 families are fire victims, per PDRRMO report. The Office of the Governor Committed to provide a bag of rice to every affected family at thru every possible means as there is no supply of NFA rice for the purpose, leaving no option but to secure commercial rice.” The Local Price Coordinating Council has confirmed the sudden hike in prices of rice due to the shortage of supply. Malaysian goods from nearby Sabah such as noodles and other basic commodities also increases because of a trading ban by the government since June which resulted to the scarcity of cheap products from Malaysia. Tan has ordered the purchase of noodles and necessities from supermarkets in Zamboanga City to help feed the victims. He dispatched social workers and hundreds vollunteers to ensure the safety of the fire victims, who are now

in several temporary shelters in Jolo. A medical mission was also launched Friday and is continuing in the shelters. The Autonomous Region in Muslim Mindanao (ARMM) also sent relief goods to the displaced villagers with Governor Mujiv Hataman leading the humanitarian mission following the conflagration on July 24. Hataman distributed rice and other basic necessities and pledged to send more aid. President Rodrigo Duterte flew to Jolo on July 27 and was welcomed by Tan and they led the government’s relief operation there and promised fire victims more aid to come. He said families left homeless by the conflagration will also receive at least P15,000 and materials to rebuild their homes. Duterte was also in Zamboanga on July 26 where he visited hundreds of fire victims too and pledged to rebuilt the homes of those displaced by conflagration July 24 in Labuan village. Former Sulu Governor Sakur Tan also sent out thousands of food packs for fire victims as civil groups and civilians called for more donations. Even the LM Metro Hotel in Zamboanga City has begun a drive and asked residents here for donations for the victims. The Department of Social Welfare and Development (DSWD) in ARMM said it began releasing Friday cash grants to some 1,600 fire victims who are beneficiaries of the government’s Pantawid Pamilyang Pilipino Program.

Lawyer Laisa Alamia, ARMM Executive Secretary and concurrent DSWD Regional Secretary, said some 1,325 beneficiaries from Busbus; and 290 from Walled City will receive a total of P16,484,400 in cash grants. Day-care and elementary school children will receive P300 each while P500 will be given to every high school student displaced by the fire. Pregnant women who have to undergo prenatal check-ups will also be given P500 each for health allowance. “What little we can do to alleviate their suffering should be of top most priority now. The extra amount will go a long way for the fire victims,” she said. The Department of Education (DepEd) in ARMM is also providing psychological first aid to students adversely affected by the huge fire. Lawyer Rasol Mitmug, DepEd Regional Secretary, said they initially conducted psychological first aid to students in Grades one to six to help them cope with psychological trauma in the aftermath of the disaster. Mitmug said they have yet to verify the total number of students affected by the fire, but initial report shows there were 92 students from Jolo National High School; over 200 students from Sulu National High School; 100 pupils from Mohammad Tulawie Central Elementar y School, and 9 pupils in Asturias Elementar y School. The Bureau of Fire Protection has begun an investigation into the fire as ordered by Tan to determine its cause and total damage to property. (Mindanao Examiner)

ARMM’s Pakaradjaan Food Festival highlights local cuisines THE AUTONOMOUS Region in Muslim Mindanao (ARMM) showcased its rich cuisines at the Pakaradjaan Food Festival held here which is among the highlights of the annual celebration of ARMM’s 29th anniversary where each of the five provinces exhibited delicacies and cooking during the event. The unique foods from each of the five ARMM province were critiqued by well-known food enthusiasts and certified foodie and blogger Erwan Heusaff, celebrity chef Boy Logro, actor-restaurateur Diether Ocampo, BecomingFilipino blogger Kyle ‘Kulas’ Jennermann, Anak Mindanao Executive Director Djalia Turabin Hataman, and local chef Ivana Karla Valerie Sol. The chieftains of the different ARMM villages were also present during the July 26 event and led the presentation of the foods to the judges. There were three sets of food presentations: the first was the appetizer; second was the side dish; and the third was the dessert. The criteria for judging are palatability (40%), execution (20%), presentation (20%), and the service and overall dining experience in the

villages (20%).The judges were surprised and amazed with the unique tastes of the delicacies from each province. Heusaff said food is so important because it could be the gateway to discover more about the culture. He said he was happy that he was invited in the event to learn more about the region’s different peoples and their culture. “It was good, everything was really surprising, most of the dishes. I wasn’t familiar (with these dishes) and these were really tasty and delicious and I’m glad I was able to taste these foods,” he stressed. delicious and I’m glad I was able to taste the food here and looking forward to joining more (events),” he added. Ocampo noted that joining the food festival is a great opportunity to share the good news not only to Filipinos but also to the world. “It’s about time to recognize (our own) – the culinary expertise in our country, something I’ve always been looking forward to. Now that I have the chance to have a great experience with them, I think we should definitely continue doing this in the next couple of years,” Ocampo said, adding, that experiencing the food in the region is a great surprise for him. He also suggested that each village should share their recipes so they can share these delights in other parts of the country. Part of the proceeds from the activity will be used to provide relief assistance to families affected by Tuesday’s fire in Jolo, Sulu. The ARMM government announced that part of the proceeds from the event will be used to assist families who lost their properties in a major fire that occurred July 24, in Jolo town in Sulu. Globe Telecom, DepEdARMM launch Global Filipino Schools program COTABATO CITY – Globe Telecom Inc., in partnership with the Department of Education of the Autonomous Region in Muslim Mindanao (DepEdARMM), launched the Global Filipino Schools (GFS) Program. GFS is a long-term and modern approach to education that allows 21st century learning methods to be introduced and implemented in public schools nationwide. Globe has committed to introduce the program in every schools division under the ARMM. The program, launched July 26, will benefit one high school, or integrated school, to each of ARMM’s schools divisions. It will deliver free internet connectivity, information and communications technology equipment, and proficiency training for teachers on each selected school. “With the ARMM on board, we are very happy to say that the GFS project is already in the 17th of the 17 regions in the entire Philippines,” said Maria Yolanda Crisanto, senior vice president on communications of Globe

COTABATO CITY – The Autonomous Region in Muslim Mindanao (ARMM) said it is donating all the proceeds from its food festival to the victims of a recent conflagration in Sulu’s Jolo town that left about 30,000 residents homeless. The food festival showcased the culinary delights of the Bangsamoro and catered to thousands of visitors. It was held on July 27 and raised over P400,000. A huge fire razed about 5,200 homes from the villages of Walled City and Busbus on July 24. Authorities said the blaze broke out in Busbus and quickly spread to the adjacent Walled City. The ARMM’s H u m a n i t a r i a n Emergency Action Response Team that serves as its emergency operation center immediately delivered assistance to the fire

victims and some P5million worth of food, clothes, prayer garments and kitchen essentials were provided to the displaced families now in temporary shelters. A day after the fire incident, ARMM Governor Mujiv Hataman immediately visited the areas and led the distribution of relief assistance. “The regional government is continuously monitoring and providing aid to the victims,” Gov. Hataman said. Executive Director Amilbahar Mawallil of the Bureau of Public Information, who also visited Sulu after the incident said: “From the air, the sight of these razed villages was heart breaking. There was almost nothing left. These 30,000 people have lost their homes, and some of these are school-age children.” He noted that the

‘Ending neo-feudalism’ by Jun Ledesma

It is in fact a sublime paradox that some regions considered by the centrist disciples as depressed actually contribute immensely to the wealth and comforts of those we see today as rich and endowed Imperial Manila. Let me illustrate this based on my personal experience. I strayed into an informal gathering of businessmen in Makati last week. “Ano ang mangyari halimbawa sa Surigao (provinces) at yong island municipalities kung hindi tulungan ng national government? At itong Bangsamoro land? Mas lalong magkagulo dyan pag hindi tulungan ng central government?” It’s so easy and casual for the centrists to come out with these usual lines. Maybe the richest region in terms of metallic and non-metallic deposits in the country is the Surigao provinces. In the bowels of the earth of the entire Caraga Region of northeastern Mindanao which is comprised by Agusan and Surigao provinces and the island towns, are awash with precious

metallic deposits: nickel, copper and gold to name a few while lime and coal resources are barely touched. The swamps in Agusan have veritable natural gas deposits and it tells us that oil is a big possibility. There are talks of deuterium as the last resource for energy and Surigao deep is said to have an infinite resource. Siargao of course has become a prime tourist destination especially for surfers who are in search for ultimate adventure. The biggest mining operations in the country are in Surigao and Agusan, South Cotabato and even in the almost-forgottenland of Tawi-Tawi which are all in Mindanao. Billions of raw and processed ores have been exported worldwide from the crude piers in these parts. But where do mining companies pay taxes? Answer: In Imperial Manila! Who gets the biggest share of the IRA? Imperial Manila. A federal government will correct this iniquity in that 75% of the income/revenues derived from these regions in Mindanao will now be retained. There

will be immediate bonanza. The gains of Mindanao regions will be a loss of Metro Manila. Non-mineral resources are also found in Mindanao. Liguasan and Agusan marshes have untapped natural gas. Mindanao has its share of freak typhoons but it remains to be the veritable food basket of the Philippines. It’s the second largest exporter of Cavendish bananas in the world and the country’s biggest industry employer. It is home to pineapple plantations and the seas around it are rich with marine resources. The biggest remaining coconut plantations in the country is scattered all over the island. The potentials of every region in Mindanao are immense. Whatever the form of the Federal System be what matters most to us is justice and fairness in the allocation of wealth which had been denied Mindanao all these decades. It is time to put an end to treating Mindanao and other regions of the country vassals of feudal Manila. The ticket to freedom is Federalism.

'Clean Rider' campaign launched in Digos City DIGOS CITY - Hundreds of motorcycle riders joined the recent launch of the Philippine National Police (PNP) Clean Rider campaign here. Mayor Joseph Peñas lauded the campaign, saying, it would help deter crimes perpetrated by motorcycle-riding criminals. “I am very happy about the launching of this campaign because this is also very timely, especially with my instruction to law enforcement agencies here to implement the No Helmet, No Driving Policy,” he said. Peñas said he was not worried about the reaction of his constituents, more so of other motorists passing through Digos City, as he challenged all motorcycle owners to follow the rule of law. The campaign aims to

put an end to criminal acts perpetrated by motorcycle-riding suspects, curb road unworthy motorcycles, impound stolen motorcycles, and ensure the safety and security of law-abiding motorcycle riders. Through the Clean Rider campaign, police said motorcycle riders are encouraged to submit and present pertinent documents such as the official receipt and certificate of registration, including their driver’s license and valid identification card to the nearest police stations in their community. The documents will then be thoroughly checked if the motorcycle was involved in a previous traffic violation or crime, or subject of an alert at the Vehicle Information

System of the PNP’s Highway Patrol Group. If the documents are cleared, the chief of the police station will allow the motorist to be given a Clean Rider sticker which they can put in front of the motorcycle and one on the driver’s license. The clean rider sticker and serial number are non-transferrable. The PNP also reminded the motorists to immediately report to the nearest police station if they lose their clean rider sticker or serial number. Among the groups that joined the launching was the Underground Riders Club, Karancho and Kawasaki Riders Club whose members composed the hundreds of contingents in the motorcade along the major thorough. Davao PNP bags 'Best Police Office' award

DAVAO CITY - The Davao City Police Office (DCPO) has bagged the “Best City Police Office” national award for 2017, the second in a row for the local police force. Senior Supt. Alexander Tagum, DCPO director, said the feat means more responsibilities to ensure a secure and peaceful Davao City. He attributed the award to the men and women of the DCPO, as well as the strong support of the city

government, to the local police force. He also urged all personnel of the DCPO to double their efforts for a safe and secure Davao City. “This means additional responsibility for the men and women of DCPO to be the exemplary police of the whole police organization,” he said. Tagum said the recognition did not come easy as it required the cooperation and support of

everybody, both in operational and administrative aspect. He said the local police must not rest on its laurels saying there is still room for improvements so that people can walk in any corner and nook of the city without fear. Senior Insp. Maria Teresita Gaspan, DCPO spokeswoman, said the City Mobile Force was also named the Best City Mobile Force this year. (Lilian C. Mellejor)

May tulong cholesterol at sakit sa puso – Ayon sa pagaaral, maaaring mapigilan ng sili ang pagbabara sa ugat ng puso. Nagpapababa din ang lebel ng bad cholesterol sa ating katawan. 4. Nagpapaluwag ng baradong ilong

dulot ng sinusitis at sipon. 5. Pang-alis ng sakit sa katawan – Ang sangkap na capsaicin ay puwedeng makaalis ng sakit sa katawan. Ang sili ay g i n a g a w a n g pampahid sa masakit na joints at arthritis. 6. Marami pang pinag-aaralang benepisyo ang sili. Nalaman din na posibleng makapigil sa kanser tulad ng prostate cancer. Para sa may almoranas, konti lang ang kainin na sili. Puwede din piliin ang siling hindi gaanong maanghang. Wala pang malinaw na rekomendasyon kung gaano karaming sili ang kakainin. Para sa akin, wala naman masama kung paminsan-minsan tayong kumain ng sili, bilang gulay o sawsawan. Tandaan lamang na pantulong lang ito sa sakit. Political parties, coalitions have until Aug. 31 to file info update THE COMMISSION on Elections (Comelec) has reminded all registered political parties or coalitions of political parties have until August 31 to submit their Sworn Information Update Statement (SIUS) in connection with the May 2019 midterm polls. “To ensure that those in the registry are still in existence and continue to comply with the requirements of the Constitution, the laws, the rules of the Commission, political parties or coalition of political parties must submit an SIUS with the Office of the Clerk of the Commission,” the poll body said. The SIUS must provide the full name of the political party, organization, or coalition of political parties with acronyms; principal headquarters and postal office address, including its branches and divisions; date of registration; constituency; list of current officers; list of elected members and positions in the immediately preceding national and local elections; and list of members, including guest candidates. Failure to comply with the requirement to submit an SIUS may result in the cancellation of their registrations, it warned. “Failure to comply with the requirement despite due notice shall constitute prima facie evidence that the political party or coalition of political parties

concerned already cease to exist, and shall be a cause for the party’s and coalition’s cancellation of registration,” the Comelec said. The poll body, however, noted that affected parties and coalitions will be given the opportunity to show why

their registration should not be forfeited in the subsequent cancellation proceedings to be set by the Comelec en banc. Only accredited political parties or coalitions of political parties may nominate a candidate for an elective post. (Ferdinand Patinio)

Airport operator GMR Megawide Cebu Airport Corporation has apologized to passengers and assured that it will implement all possible remedies to control the flooding. “We apologize to all passengers for the inconvenience caused by the overflow of rainwater at the departure level linkbridge at MCIA Terminal 2. We are already taking corrective measures to rectify the situation,” it said. GMR Megawide Cebu Airport Corporation said it is conducting an inspection of the drainage to ensure normal outflow of water and is also looking into installing exterior blinds at the linkbridge to prevent rainwater from sipping in. “We thank everyone for their patience and understanding as we go through the transition phase
