ZAMBOANGA CITY – Malaysian sailors have rescued 10 Filipino crewmen of a cargo which nearly sank after hitting a coral reef off Kudat in Sabah, reports said. Malaysia’s Daily Express reported that the ship was carrying sugar and other merchandise and heading to Sulu province from Labuan when it hit the reef near Malawali Strangler. It said the mishap cost the ship’s agent some RM1.4 million. The Filipinos were rescued by members of the Malaysian Maritime Enforcement Agency and some fishermen in the
area in the middle of rough seas, heavy rain and strong wind, according to Kudat Maritime Zone Chief Lt Commander Boon Chin Chau, who said to have received the report at around 2 a.m. A patrol boat was immediately sent to the area, some 0.6 nautical miles west of Beting Banggi Tenggara. IBON however said that as it is, the prevailing farmgate price of Php21 does not provide sufficient income from the farmers’ average production cost of Php12 per kilo. Computing the average yield of 80 cavans of palay from one hectare, which is equivalent to 4,000 kilos, the rice farmer earns only Php36,000 until the next cropping. Each cropping commonly lasts for six months, which means that the farmer’s average monthly income of Php6,000 is 76% short of the estimated monthly family living wage (FLW) of Php25,454 for a family of five. If higher importation will decrease farmgate prices, then the already insufficient income of farmers will fall further, IBON said. Retail prices, on the other hand, will not likely automatically go down with increased rice imports that supposedly stabilize supply. The years of highest importation are also the years of highest price increases, IBON observed. For instance, when rice retail prices increased by Php7.99 per kilo during the rice crisis in 2008, the country was already importing an average of 1.8 million metric tons (MMT) for three years, an unprecedented volume since 2000s. When the country imported even more at a yearly average of 2.2 MMT from 20082010, retail prices
continued to increase by an annual average of Php1.20 until 2016. The farmers are themselves rice consumers, IBON said, and will be affected badly
by lower income yet continuously increasing rice retail prices. The group added that Congress may be misguided for placing hopes on unlimited rice
importation for stabilizing supply and prices while the rice industry remains dominated by an alleged trading cartel that dictates rice prices.
Davao City Hall employees dismissed for qualified theft DAVAO CITY — Seven employees working for the Ancillary Service Unit (ASU) at City Hall have been fired from their jobs after they were allegedly caught stealing confiscated items from an illegal store demolished in Toril and selling them. They were seen in a CCTV video stuffing shoes in their bags and selling these in front of the ASU office in Magsaysay Park. The names of the employees were not made public by ASU. I ASU Chief Paul Bermejo said he has been receiving complaints from vendors about their lost items after the
demolition team confiscated them. “This is not the first time that we receive complaints; however, it is the first time that we have concrete evidence to verify the complaints,” he said. Bermejo said that on July 6, his attention was called by personnel manning the CCTV about the actions of some employees. “The vendor, who is a member of Badjao tribe, also came to me after the incident. We immediately conducted an investigation and through that, we found out that the team really took the demolished items,” he said.
Asked if the ASU employees will face charges, Bermejo said: “ We let them choose between voluntar y resignations or we will file charges against them and eventually they will be ter minated. They chose the former.” Bermejo then reminded the employees to follow the standard procedure of the office after implementing a demolition, and avoid committing wrongdoings that can ruin their reputation at work. Muslim cleric’s son murdered in Zamboanga City ZAMBOANGA CITY – A lone gunman shot dead the son of a Muslim preacher while he and his father was about to start a prayer in a house in Zamboanga City in southern Philippines, police said. Police said the gunmen barged in the house of Evelyn Kalaw in Sinunuc village and shot the 27-year old Abdel Muin Jikiri several times. The attacker escaped on a motorcycle after the shooting which occured last week. Jikiri’s father and other house occupants were unhurt from the shooting.

Since those years, he said, the Moro has been marginalized in the aspects of political, socioeconomic, and cultural issues. “The Bangsamoro Organic Law (BOL) is the blood of tens of thousands of martyrs and soldiers who lost their lives for the present and future generations to live a peaceful life,” said Manticayan, pertaining to the decades-long struggle of the Moro people.
It was underscored that the BOL is important especially for the youth. “This is for the youth and for the future generations of Bangsamoro because they will be the ones who will reap all these benefits,” he added. Froilyn Mendoza, a non-Muslim who advocates indigenous peoples’ and women’s rights, said there is still much work to do as she called for the people to vote in affirmation in the coming plebiscite. “BOL must be given flesh and spirit and must be ratified by the people so that the aspiration of our long suffering people will be heard in order to make a change in their lives,” she said. Hataman praised the stakeholders’ unity in attaining this milestone.

Inflation rate increased from 3.4% in January 2018 to 5.2% in June. Measured using the 2012 as the base year, the June inflation rate is already more than double the 2.5% rate in the same period a year ago and four times the 1.3% inflation rate in June 2016 at the start of the Duterte administration. Measured using 2006 as the base year, the inflation rate would be 5.7%, making it already the highest monthly rate in nearly 10 years or since March 2009, said the group. The Department of Finance (DOF) has estimated the first to sixth income deciles in the country as having monthly household incomes of P7,724 to P21,119 in 2018. Assuming these to be
constant in the first semester and deflating them monthly by the prevailing inflation rate allows the erosion of household purchasing power to be estimated. Each decile covers 10% of the country’s approximately 23 million households arranged from poorest to richest. IBON estimates that in the first six months of the year so far, households in the poorest first decile with P7,724 monthly income have cumulatively lost P993 due to inflation, those in the second decile (P10,711 monthly income) have lost P1,377 and those in the third decile (P12,835 monthly income) have lost P1,650. Households in the fourth decile (P15,132 monthly income) have lost P1,945, those in the fourth decile (P17,309 monthly income) lost P2,225, and those in the sixth decile
(P21,119) lost P2,715. The peso’s depreciation, rising global oil prices and the newly-implemented Tax Reform of Acceleration and Inclusion ( TRAIN) Law are among the most important proximate sources of inflationary pressure. Of these factors, TRAIN Package 1 is most directly within the Duterte administration’s control, said the group. TRAIN’s mitigating measures are so far failing to support the incomes of the country’s poorest and most vulnerable, said IBON. Six months into high inflation, only 3.8 million out of the target 10 million families have received their supposed unconditional cash transfers. This leaves some 6.2 million families struggling with higher TRAIN-driven prices for their basic goods and services, said the group. (Ibon Foundation)

legislation compared with the old ARMM Organic Law, or Republic Act 9054. “This is not less than ARMM, and this is for the hope of the Bangsamoro people to bring longlasting peace in Mindanao,” USec. Tan said. He also lauded Governor Hataman for changing the negative image of ARMM as an institution into a good one. Many have doubted and lost confidence in the region, but Hataman improved the organizational structure of the regional government as part of his reform agenda significantly eliminating irregularities that led to the purging of ghost employees. USec. Tan noted that during his term as ARMM vice-governor in 19931996, the region has only P5 million in annual budgetary allocations. During Gov. Don’t spread ‘scare rumors’, police tell public

SULU – Davao City Mayor and presidential daughter (Inday) Sara Duterte-Carpio recently visited the southern Filipino province of Sulu and inspected victims of fire in Jolo town before meeting with government leaders there. Acting Governor Nurunisah Tan led officials in welcoming Mayor Carpio, who was accompanied by lawyer Salvador Panelo, the Chief Legal Counsel of President Rodrigo Duterte. Also in her entourage were Davao del Norte Governor Anthony del Rosario and Davao
Occidental Governor Claude Bautista. Influential politician and a strong ally of President Duterte, former governor Sakur Tan was also present to welcome Mayor Carpio’s group. Tan, a respected philanthropist, is also the Special Envoy of the Royal Council of the Sulu Sultanate. Governor Tan said Mayor Carpio handed over P5 million in cheque to the Jolo municipal government to aid fire victims and distributed schoolbags to hundreds of elementary students affected by the
conflagration last month. Mayor Carpio also promised to help in the construction of school buildings damaged by the fire. Governor Tan thanked Mayor Carpio for the donation and for visiting Sulu. Locals, who spotted Mayor Carpio, cheered while civil workers surrounded the presidential daughter at the Capitol. ZAMBOANGA CITY – Police have urged the public not to spread rumors that would scare the public or create panic following text messages of impending terror attacks circulating in social media. “The PNP advises the public to be cautious in handling scare rumors being spread thru text, email, and digital social networks. There is no specific threat on any particular target. Therefore, the text scare being spread
around is untrue and is obviously designed only to create panic,” said Chief Inspector Helen Galvez, a regional police spokeswoman. She said scare messages of this nature deserve to be discarded and not shared and urged citizens to delete them and not to share it. “Break the scare chain and delete that message as soon as it is received,” she said. Galvez said police have put up a good security
measure for everyone’s peace of mind. “We are laying-out a preventive security plan designed to harden possible targets and deter any attempt by threat groups to infiltrate our communities. Public vigilance is the best response to this situation. Panic will only make matters worse,” she said. She also urged citizens to report to the police if they knew of anyone spreading scare rumors. Cop linked to Tawi-Tawi politician’s murder ZAMBOANGA CITY – Police have implicated a cop in the killing of a TawiTawi municipal vice mayor in a daring attack in Zamboanga City in southern Philippines. National police chief Oscar Albayalde said he ordered police forces to hunt down the suspect in the July 11 murder of SapaSapa vice mayor Al-Rashid Mohammad Ali.
The gunman shot Ali was in a car with his companions, including a policeman, during a traffic stop in downtown Zamboanga. The assailant apparently tailed Ali’s car and then shot him several times through the window. The attacker escaped on a motorcycle driven by an accomplice after the shooting. Ali’s escort tried to pursue the shooter, but
failed to catch up on him. The politician was rushed to the Zamboanga Doctor’s Hospital nearby, but he did not survive the attack. Albayalde said the suspect is an active member of the police force assigned in Lamitan City in Basilan province who has gone hiding. The murder was believed connected to politics. (Mindanao Examiner)

‘Spooking Federalism’ by Jun Ledesma
PRESIDENT RODRIGO R. DUTERTE wants to perpetuate himself in power. When former President Glor ia Macapagal Arroyo (GMA) was installed Speaker of the House of Representatives another tale was conjured: She will return to power. These are among the scare tactics of those who oppose the change of the present unitary form of government to a federal system. When some nitwits posted on Facebook Mocha Unson with a dancing buffoon in what looks like a first step of Mocha-led P90-million info drive strategy to get her 5-million followers educated the critics of varied colors pounced on her like hungry hyenas. Mocha’s second after all looks like and talks like a king’s jester who confidently tells us Singapore is a federal state and that the Philippines is the only remaining country in this part of the globe that has not embraced federalism. That Duterte will stay an hour more after his ter m ends is a classic example of fakery. If only VP Leni Robredo is competent enough, he will step down from office once the new Constitution is approved in a plebiscite. That GMA will return to power is nebulous and
speculative. That Mocha will get a P90-million funding for her info drive is another figment in the imagination of black propagandists. The only real thing in that FB post is the now famous “Pepe and Dede” line of the comedian whose gyrating behind speaks eloquently of what goes on in his/her head. Oh well, we need comic relief to keep our sanity. Frankly, I haven’t seen the draft of the proposed Constitution done by the Consultative Committee headed by Justice Reynato Puno. DILG or PCOO should post this on their domain for easy access and then spice this up with latest news development, videos and photos. The domain could be debating forum to make things exciting minus the posts of unidentifiable trolls that use profane language and the dumb Pepe Dede initiative. The road to change is fraught with cynism and absurd speculations spawned by politicized political analysts. Justice Puno assured us that in time the fear of the unknown will fade. I believe so. A taxi driver that brought me from my residence to the airport in Davao last Thursday asked coyly. “Sir unsa man ng Pederalismo? Alang ba ni sa komunista ug NPA?” (Sir, what is this
Federalism? Is this for the communist and the NPAs?). I almost broke into laughter, but realising how serious he was, I managed to only say that it’s a system of government that will devolve most of the central powers in the present centrist government to the region like Region 11 which will also retain at least 80 percent of tax revenues instead of 20 at most. “Diay ba? Abi nako eslogan sa NPA kay ‘ismo’ man? (Is that right? All the while I thought it is an NPA slogan because of ‘ism’. ) The taxi driver was smiling in amusement as I handed him my fare. I realized a dire need for information to elicit awareness but not the kind of comedy and stark display of ignorance that throw cold water to the draft Constitution. But never mind the curtain raisers. I am confident that PCOO Secretary Martin Andanar and the DILG will soon put their acts together. The upgrades done by PCOO on the government television and radio assets are almost accomplished with communications hubs in Luzon, Visayas and Mindanao now operational. They are just in the first lap. The amateurs and the clowns had their feel or fill and will soon be consigned and confined to the bleachers.

One dated February 13, 2007, stated that the then honorary Thai consul in Langkawi had expressed his belief that a recent visit to Thailand by Malaysia’s then prime minister would result in the MEIO taking up a facilitation role in discussions between Thai intelligence and southern insurgents. On May 4, five days before the last general elections, a letter by MEIO’s then director-general Datuk Hasanah Abdul Hamid that reportedly appealed to the United States to support Datuk Seri Najib Tun Razak’s admi¬nistration was leaked. The letter was addressed to CIA director Gina Haspel. Last week, Hasanah lodged a police report calling on the authorities to probe the individuals
responsible for the leak of the confidential letter which she said fell under the Official Secrets Act. In a statement, Hasanah said the leak had destroyed the trust foreign intelligence agencies had in MEIO and jeopardised ties between the agency and its foreign counterparts. Hasanah explained in her statement that MEIO – which uses the formal name of the Research Division, Prime Minister’s Department – was set up in the 1960s. She said MEIO had contributed much to national security including resolving the Communist threat, confrontation with Indonesia, regional conflicts and most recently the Daesh threat. (The Star. Huwag baliwalain ang mga sintomas na ito: • Nagbago ang nunal – Posibleng kanser sa balat o melanoma. Ang nunal na hindi pantaypantay ang gilid at hugis ay dapat ipasuri. Lalu na kung nagbago ang anyo nito, naging masmaumbok o lumaki ito. Pumunta sa isang dermatologist. Delikado ang melanoma. Mabilis itong kumalat at nakamamatay ito. • Namumula ang palad – Posibleng nasisira ang atay (liver cirrhosis) o kanser sa atay. Isang senyales ng sakit sa atay ang pamumula ng palad na kung tawagin ay palmar erythema. Kapag malala na ang sakit sa atay, puwede maging madilaw ang pasyente at may panginginig din ng kamay. • Nagbago ang ugali – Posibleng kanser sa utak, kombulsiyon o Alzheimer’s disease. Hindi lahat ng tumor sa utak ay nagdudulot ng sakit ng ulo. May mga tumor sa harapan (frontal lobe) ng utak na ang unang sintomas ay ang pagbabago ng ugali.

lalamunan. Ang pangkaraniwang dahilan ng pamamaos ay ang sobrang pagkanta, pagtalumpati, o pagsermon sa asawa. Kapag hindi ito umigi ng 2 linggo, kailangan magpacheck sa isang ENT specialist para masuri ang vocal cords. • Bukol sa katawan – Karamihan ng bukol sa katawan ay dahil sa lipoma o iyung taba lamang. Hindi po ito delikado. Pero posible din na may masasamang bukol. Halimbawa, ang bukol sa suso ay puwedeng kanser. Ganoon din ang mga bukol sa thyroid at sa gilid ng leeg. Maaaring kulani ito dulot ng impeksiyon o tuberculosis sa baga. Ipasuri ito sa doktor para malaman kung okay lang ito. • Namamayat – Baka kanser na pala. Kahit anong pamamayat ng walang dahilan ay dapat imbestigahan. Kapag pumayat ng 10 pounds at hindi naman nag-didiyeta, magpa-check up. Ang iba pang sintomas ng kanser ay ang pamumutla at panghihina ng katawan. Kung may duda kayo sa inyong katawan, kumonsulta sa doktor.

SULU – At least 50 motorized fishing boats made of fiber glass have been awarded to 100 beneficiaries as a livelihood support for fishermen in the southern Philippine province of Sulu, officials said. Officials said Acting Governor Nurunisah Tan led the distribution of the 20-meter boats and
complete with accessories in a ceremony held in Patikul town. The awarding of the boats was in partnership with Bureau of Fisheries and Aquatic Resources (BFAR). Fishermen from the towns of Maimbung, Jolo, Patikul, Indanan and Parang benefited from the program. They praised the provincial government
and the BFAR for providing them the boats. Governor Toto Tan, who is now on a pilgrimage in Saudi Arabia, earlier issued directives to his appropriate functionaries to provide full support to this initiative which is beneficial to those who are based in coastal settlements and islands. Hataman also downplayed claims by the Islamic State, saying, it was propaganda by the terror group. “Mahilig naman mag-claim mga yan. Mga yan mahilig din magpropaganda. Hindi naman suicide yun kasi nasita,” he told the regional newspaper Mindanao Examiner.

Tecson was with his driver, Arnulfo Bauyaban, when another vehicle blocked their path in the village of Perrelos and motorcycle gunmen peppered the agent with bullets. Bauyaban was also wounded in the shooting. Police investigators recovered at least 36 bullet casings from different guns and probably automatic rifles also.
Gunmen also killed Baby Earl Rallos, the PDEA deputy chief, in an attack in Cebu on July 27. The latest killing came after PDEA Director General Aaron Aquino ordered Tecson and dozens of agents transferred to other areas. The motive of Tecson’s killing is still unknown.
