Brig. Gen. Custodio Parcon, commander of the Joint Task Force Tawi-Tawi, said the incident was well inside Sabah’s territorial waters. “Tambisan is within the waters of Malaysia and 45 nautical miles away from Panguan Island, which is the nearest island of Tawi-Tawi to Sabah,” he said. Parcon said the alleged perpetrators were not yet validated to be members of the Abu Sayyaf group. “Basing from their actions,

they could have been anyone except the Abu Sayyaf group,” he said. He said they have destroyed the backbone of the Abu Sayyaf in TawiTawi, one of 5 provinces under the Autonomous Region in Muslim Mindanao, following intensified military campaign and surrender of many of its fighters the past years. “We have successfully destroyed the Abu Sayyaf group operating in TawiTawi. In fact, the Joint Task Force has prevented the conduct of piracy at sea and kidnappings-forransom since February 2017,” he said, adding, President Rodrigo Duterte acknowledged the accomplishments of the Joint Task Force in cooperation with the armed forces of both Malaysia and Indonesia.

“Your Armed Forces is focused in accomplishing its mandate of protecting the state and securing our people,” he said. Malaysia and Indonesia have a border patrol agreement with the Philippines and share regular intelligence and conduct trilateral maritime patrols to prevent piracy and terrorism, including ransom kidnappings of sailors in the maritime borders. The military previously said that security is tight in the border to prevent Abu Sayyaf kidnappings inside Sabah or in the waters of Tawi-Tawi which is frequented by cargo boats. Search for missing U.S. Marine in Sulu Sea ends

SULU – U.S. military forces have terminated the search for a Marine who went missing from the amphibious assault ship USS Essex during routine operations in the Sulu Sea. U.S. Navy and Marines, aided by the Philippine Coast Guard, concluded a five-day search of the Sulu Sea, Mindanao Sea and the Surigao Strait and failed to recover the missing Marine. The 13th Marine Expeditionary Unit said the search covered an area of 13,000 square miles. The process to presume a service member dead can take up to a week and the official status of Marine is still, “missing.” “Only after exhausting every possibility through

persistent and thorough search efforts, we have concluded the at-sea search and rescue effort for our Marine. We appreciate the continued support provided to us from the U.S. Embassy and Philippine Government,” said U.S. Navy Capt. Gerald Olin, commander, Amphibious Squadron One and the on-scene commander of the search and rescue operation. Additional support for the search came from the Singapore Information Fusion Centre, U.S. Embassy in the Philippines and U.S. Coast Guard District 14, according to a report by the USNI News. “All of our Marines and Sailors demonstrated a tremendous resilience and put forth an extraordinary

effort over the past five days, and I am humbled by the teamwork and professionalism displayed by all involved to find our Marine,” Col. Chandler Nelms, commanding officer, 13th MEU said in a statement. “Our thoughts and prayers have been and will continue to be with our Marine’s family during this difficult time.” The circumstances surrounding the incident are currently being investigated. The Essex ARG and 13th MEU departed San Diego in California on July 10. The ARG includes amphibious transport dock USS Anchorage (LPD-23) and dock landing ship USS Rushmore (LSD-47). (USNI News. ARMM helps families displaced by Lamitan bombing BASILAN – The Autonomous Region in Muslim Mindanao (ARMM) said it is providing assistance to over 2,000 people displaced by an intensified military operation against rebels in Basilan province in southern Philippines. Jo Henry, communications officer of the ARMM – H u m a n i t a r i a n Emergency Action Response Team (HEART), said regional officials led by ARMM Governor Mujiv Hataman visited the affected communities and distributed relief goods and food packs to displaced families. The operation against lawless elements was launched following a suicide attack that left 11 people dead in Lamitan City on July 31. Nurin Salih, municipal social welfare officer, said 705 families from different villages, including Tuburan Proper, Languyan, Langgung and Buton were affected by the

military operation. “A total of 2,181 individuals fled their homes for fear of being hurt during firefight,” said Salih. Jamar Jamiri, Tuburan Proper village chieftain, said some 385 families in his village were trapped and could not leave their homes since the operation started and are in danger of being caught in the crossfire. “Nahihirapan po yung mga pamilyang apektado ng operation dahil simula nung umpisa, hindi na nakalabas yung mga kababayan natin dito sa Tuburan Proper,” he said, adding, their livelihood was affected as well. “Nahinto ang kanilang kabuhayan at yun iba hindi na makapunta sa bukid habang ang iba hindi na makapangisda,” he said. Jamiri is among the thousands of individuals affected by the military operation. Task Force Basilan Commander Col. Fernando Reyeg, however, assured displaced residents of

their safety and that they could now return home. Hataman earlier condemned the senseless attack and vowed to exert every effort to help the families affected by the incident. “ We will strengthen efforts to secure our region without compromising the rights of the Bangsamoro,” he said. Last April, the regional government launched a reintegration program dubbed Program Against Violent Extremism (PAVE) aimed at solving the issue of the growing number of terrorist groups in the region. Divided into three pillars namely good governance, effective law enforcement, and community participation, PAVE is the first of its kind in the history of ARMM and is the regional government’s response to prevent rebel returnees from going back to lawless activities through the provision of opportunities to start anew. 7 die of HIV infections in General Santos City GENERAL SANTOS CITY – Seven people here have died from HIV (human immunodeficiency virus) infection since early this year, health officials said. Dr. Mely Lastimoso, coordinator of the City Health Office's (CHO) Social Hygiene Clinic, said the patients succumbed to various disease complications triggered by full-blown AIDS or a c q u i r e d immunodeficiency syndrome. She said most of the victims were already suffering from the advanced stages of the disease when they submitted themselves for medical examination. “Some only came to us when they already have severe opportunistic infections,” Lastimoso said. Lastimoso said the most common infections they recorded were

tuberculosis, severe pneumonia, and others died of dehydration and related symptoms after suffering from severe diarrhea. Due to the late diagnosis, she said the patients were not able to get antiretroviral or ARV drug treatment early and already too weak then to undergo treatment. Lastimoso said an HIV/ AIDS patient’s life could be prolonged through immediate ARV treatment after the initial diagnosis. The Department of Health (DOH) provides HIV/AIDS patients with free maintenance or ARV drug treatment, which mainly stops the multiplication of the infected person’s viral load. In some countries, the use of antiretroviral drugs has helped effectively lower the incidence of HIV

infection to about one percent and eventually stabilized the detected cases. The Social Hygiene Clinic is one of the satellite treatment facilities in Region 12 accredited by the DOH. “A patient who undergoes ARV treatment becomes virallysuppressed so they can no longer infect other people,” Lastimoso said. CHO records showed that HIV cases have already reached nearly 600, but Lastimoso believes there are many persons who are living with HIV in the area who remained untested. “The goal of the government campaign is to look for these HIV-positive individuals and subject them to ARV treatment. Marawi siege victims get ARMM housing units MARAWI CITY – A total of 180 families who were left homeless by the five-month battle between government soldiers and local terrorists last year will benefit from housing projects by the Autonomous Region in Muslim Mindanao (ARMM). ARMM Gov. Mujiv Hataman on Friday led the turnover of an initial 36 units of transitional shelters in the village of Lumbaca Toros in the town of Saguiran in Lanao del Sur province. The beneficiaries are from Norhaya, one of the villages within an area in Marawi dubbed ‘Ground Zero’. The additional 144 units located in Pantaon village of the same town are still under construction and would be handed over to beneficiaries this year. Those who will benefit from the two housing projects are mostly residents who stayed at the Saguiaran evacuation center. “Gusto namin na mabawasan na ang mga nakatira sa tents at evacuation center. Magtulungan tayong lahat upang mabilis tayong makabangon sa sakunang ito,” Gov. Hataman said. The regional government has earmarked about P20 million for the construction of housing units, additional water facilities and a 100-meter access road. Since the Marawi siege on May 2017, the ARMM government continues to provide assistance to thousands of residents affected by the crisis. Gov. Hataman said the regional government strives to rebuild the foundations of local leadership and reestablish safe spaces for the most vulnerable groups in the communities. “Marawi

will rise again, and it will rise with the renewed strength and courage of our people,” he said, adding, an initial of P150 million has been allocated for the city’s rehabilitation program. The regional government already provides a series of medical and psycho-social services, relief distribution, livelihood training and assistance, peace advocacy, dialogue, and consultation, among others, to those displaced by the Marawi siege. Gov. Hataman assured that the beneficiaries will overcome the crisis. “Titiyakin namin na maibibigay namin ang mga pangangailangan ninyo upang makabangon,” he said. The villages of Lumbaca Toros and Pantaon are both recipients of the governor’s anti-poverty program dubbed ARMM-HELPS or Health, Education, Livelihood, Peace and Governance, and Synergy. Anwar Upahm, ARMMHELPS program manager, said other projects in Pantaon will be turned over this year while construction of facilities in Lumbaca Toros will start this August. The projects include a village hall, multi-purpose building, school armchairs, and farm machinery. Gov. Hataman said the regional government will also provide them livelihood programs and train them in Islamic finance. For 48-year-old mother Norma Umpa, it is very difficult to experience a crisis like the Marawi siege, but seeing that there are people who are willing to help gives her courage to hope for a recovery. “Sa totoo lang po, nawalan na kami ng pag-asa.

Hindi namin inakala na makakatanggap pa kami ng tulong mula sa gobyerno,” Ompa said. She is one of thousands of residents who were displaced by the conflict and lived in evacuation centers. “Makakatulog na rin po kami ng maayos at masaya dahil hindi lang basta bahay na matutuluyan ang binigay sa amin, pati na rin pangkabuhayan,” she added. Meanwhile, village chieftain Caomanan Dalepang of Alinun in Saguiran town said she is also willing to donate her half-hectare lot to serve as temporary shelter for the evacuees. Before the Marawi siege last year, Daud was a driver, while Inday worked as a tailor. “Hindi kami mayaman, pero noon, mayroon kaming sariling bahay,” Inday said. After the displacement brought by the siege, the couple with their four children, found refuge in a small area in Lumbaca Toros. Being highly dependent on relief goods provided by the government and without a stable job, Daud could no

longer work since his license had expired and he has no sufficient money to have it renewed. Living inside a tent for a year, Inday said they are constantly worried about their situation – especially for their grandchildren. “Basta umuulan, umiiyak ang mga bata. Natatakot na kasi sila dahil noon, nabagsakan ng kahoy ang tentnamin dahil sa lakas ng hangin,” she recalled. Now that the Radia family has moved from a tent to a housing unit, the couple has gained peace of mind. “Hindi kami nakakahiga sa kama noon. Matanda na kami, kaya mahirap na ang humiga sa banig. Ngayong may bahay na kami ulit, mas safe na ang pamilya namin at maginhawa na ang buhay namin,” Inday said. Daud’s plan is to save money to have his license renewed to jump start the family’s income. “Hindi ko na poproblemahin ang pang-araw-araw namin. Panatag ako sa asawa’t mga anak ko,” he said. Inday, on the other hand, will return to tailoring as soon as the family settles down to its new home. “Parang bagong buhay sa amin ito. Iba na ang lugar, pero sa tulong ng gobyerno, makakabalik kami

sa kung ano ang buhay namin noon,” she said. Gov. Hataman encouraged the displaced families to keep their faith since Islam teaches that with every hardship comes ease. “Sa Islam ganoon ho ang paniniwala, habang mayroong sakuna, palaging mayroong bago at kagandahan ang bukas,” he

said. He also assured displaced residents that government agencies are united in the endeavor to rebuild Marawi. “Hindi ako nawawalan ng pag-asa lalo’t lahat ng istruktura ng gobyerno ay nagtutulongtulong ngayon,” he said. (Bureau of Public Information)

USEP eyes data center in Davao City DAVAO CITY – The staterun University of Southeastern Philippines (USEP) is putting up a data center which aims at aiding policymakers and involves three basic services: socio-economic or data analysis; training capability for researchers; and database management. The project will cost around P4.89 million, according to Jennifer Hinlo, acting USEP Dean of Schools of Applied Economics. She said the project is collaboration among USEP and two other state universities – the Central Luzon State University and the Visayas State University.

Among those that would benefit from the services of the data center are the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARD), and banana farmers. “As much as possible we will cater to as many sectors and we will start getting the needs of the industries, the government and also those private researchers,” Hinlo said. Bangsamoro youth leaders attend confab on peace, security and development COTABATO CITY – Over 200 Bangsamoro youth leaders have attended a recent conference here on peace, security, and development. The event was coorganized by the Office of Regional Governor, Department of the Interior and Local GovernmentARMM, Regional Darul Ifta’, Office on Bangsamoro Youth Affairs (OBYA) and Autonomous Region in Muslim Mindanao (ARMM) Development Academy and participated by the Moro Islamic Liberation Front (MILF) and the Bangsamoro Transition Commission (BTC). Nizam Pabil, OBYA Executive Director, speaking at the event, emphasized the importance of the youth’s voice in addressing current social issues and its role in countering violent extremism. With recent major developments such as the Marawi siege last year, Pabil said the youth’s participation has become instrumental in solving conflicts. He also noted that the role of religious leaders is pivotal in preventing violent extremism underscoring “religion was used in justifying the problem to some extent, so it is also important to note that religious leaders can

also help in addressing the problem.” Also in the event were Mohagher Iqbal, MILF Vice Chairman; Atty. Pabil said the conference was organized not only to talk about violent extremism but also major issues. “We think that the youth has a different perspective on these issues that’s why we provided them a space to discuss and create a network,” he said. “Young ulama and professionals gather for this two-day event to talk about pressing issues. Not only countering violent extremism, pero yung mga kalakip na issues like BOL, and the talks on federalism,” he said. With the participants coming from Bangsamoro provinces, Pabil said the event is expected to have a sustainable effect on the region’s youth sector. “Yung output ng assembly, yung mga participants magkaron ng network dahil nagmumula sila sa different provinces. So among themselves, may mga activities and workshops para makapag-create ng action plan after the

assembly,” Pabil explained. During the event, ARMM Governor Mujiv Hataman encouraged the participants to create a political party to act as the voice of the youth sector in the upcoming Bangsamoro parliament. “Kung tama ang bilang na marami sa populasyon ng ating rehiyon ay nagmula sa kabataan, tama lang na dapat sa darating na panahon ay magbubuo ng isang malakas na partido ang kabataan upang magtransform ang ating politika mula sa dinastiya patungo sa isang partido na kung saan mas marami ang kanilang populasyon,” he said. “Kaya sa araw na ito, dapat ang ating isipan ay magsisimula na ang ating transisyon, hindi lang from one structure ng ARMM patungo sa bagong structure ngBangsamoro autonomous region kung hindi maging ang ating active participation. Ang failure ng BOL, ay failure natin lahat. Ang success ng Bangsamoro ay success natin lahat,” Hataman added. ARMM flagship program builds progressive communities COTABATO CITY – With efforts of the Autonomous Region in Muslim Mindanao (ARMM) to build e m p o w e r e d communities, about a million people from 553 barangay or villages have received various projects through the region’s flagship program dubbed ARMM’s Health, Education, Livelihood, Peace and Governance, and Synergy (ARMMHELPS). Since the program’s implementation in 2014, the regional government has ear marked P6.2 billion for high-impact projects. ARMM Gover nor Mujiv Hataman reiterated that the regional government continues to make greater progress in improving the quality of the peoples’ lives, improve their living environment, and create more development opportunities in b e n e f i c i a r y communities. Official data from

ARMM-HELPS showed a total of 1,062 of 1,713 infrastructure projects targeted for construction were completed; 374 of 563 cooperatives were served, and 257 of 530 barangay halls were built. “Projects for 2018 are on-going and we hope to implement all of these before the transition to the new Bangsamoro entity,” Anwar Upahm, ARMMHELPS program manager said. ARMM-HELPS is a convergence initiative of the regional government and is regarded as the centerpiece of the H a t a m a n administration. It was established to achieve a more coordinated and focused intervention at the barangay level and eventually to create maximum impact of services delivered to the community. Pr ojects include provision of essential medicines, setting up of bir thing facilities, constr uction of

barangay health stations and water and sanitation projects, construction of community lear ning centers, support to standard madrasah development program, and deliver y of basic liv elihood and enterpr ising projects, among others. Gov. Hataman said he is confident that before the new Bangsamoro political entity comes in, the ARMM government has already helped improve the lives of at least a million Bangsamoro people and has strengthened local gover nance in the region. “Ito naman talaga ang goal natin na maramdaman ng mga kababayan natin na may gobyer nong handang tumulong sa kanila,” Gov. ‘Conflict on contentious issues’ By Jun Ledesma

I CANNOT UNDERSTAND why there is so much brouhaha over the statements of Cabinet members on some contentious issues in the draft Constitution. While there are quarters who said that Cabinet members should have taken their stand on the draft Constitution in an executive session with the President, airing their views in public would convey a message that the public should freely participate in the debate. That is what Pres. Rodrigo Duterte precisely wants. Sec. Sonny Dominguez succinctly said his piece. It is better discussed now, he suggested, than leave the discordant issues that may led to regrets later. Indeed, we are traversing the parallel line that will take us from the unitary and highly centralized government that had held regions outside of Metro Manila its vassal to Federalism that would finally share both power and wealth to the regional or state governments. But then again, we are in a crucial time when the government is embarking on the most ambitious infrastructure programs aimed at addressing complex problems that hounded and deterred development as well as missed opportunities. The Duterte administration launched the aptly worded program: BUILD, BUILD, BUILD. This comprehends of at least 31 major infrastructures that include railways, roads and bridges, air and sea ports, irrigation projects and information technology. To translate this program to pulsating reality, the government needs money. And here lies the bitter reality. The economic managers led by Secretary Dominguez had crafted the most comprehensive tax reform for acceleration or inclusion. This, in addition to a no-nonsense tax collection drive, drafting Pres. Rodrigo Duterte, as the leading tax collector. To their credit Internal Revenue Commissioner Cesar Dulay and Customs Commissioner Isidro Lapena achieved their collection targets and way beyond their quota. But this unprecedented performance is not enough. The government has to borrow money to build those infrastructures. Again, we should be lucky. While critics feast on the expletive-rich and the lack of

finesse (as Erap puts it) and crude diplomatic language of Duterte we earned the respect and admiration of world leaders – Xi, Trump, Putin and Abe among them. The bilateral talks with Xi Jinping of China and renewal of ties and friendships with Shinzo Abe of Japan earned unquantifiable blessings. Cheap money with grace period to repay debts that is long enough it allows funded projects to be completed first and become financially viable before we start amortising them. And we have some freebees too like bridges across the river Pasig, firearms and ammunitions to fight terrorists and funds to upgrade the broadcast facilities of the Philippine Broadcasting System to name a few. But obligations are obligations. Thus the TRAIN. Thus the concern of economic managers like Dominguez, who worry about how to repay debts. I don’t think that the Consultative Committee that approved the draft Charter of the Federal government ever consulted the economic team of the Duterte government. Dominguez raised the red flag in the Senate because the upper house will scrutinise the draft and yes, he has to point out early and rather bluntly his issues of concern. And rightfully it is now being debated rather than being swept under the rug. And make no mistake about it. Being one from Mindanao, Secretary Sonny is a disciple of federalism otherwise he would not bother spearheading the move of convincing Mayor Duterte to run for President and rallying friends to support the presidential campaign. Remember the centerpiece of Duterte’s campaign platform was Federalism, war on drugs, crime and corruption. If we want change, then we are all in this together. The Presidential Communications Operations Office under Sec. Martin Andanar is preparing an arena where exchanges and clashes of opinions from all political and social spectrums will be entertained. There will be no winners or losers, right or wrong ideas. I think the object is to help us hoi polloi crystallise our thoughts and then judgement later whether we shift to federal or stay with the status quo.

Troops hunt down NPA rebels in Misamis Occidental province PAGADIAN CITY – Troops continue its operation against the communist rebel group New People’s Army in Misamis Occidental province following a recent fighting in Tangub City that left one infantryman wounded, officials said. Officials said the fighting erupted in the village called Hoyohoy and lasted about 40 minutes. There were no reports of rebel casualties. “After the forty minutes firefight, troops recovered one AK47 assault rifle with four empty magazines, two half sacks rice, dried fish, and two back packs. our soldiers has sustained minor injury in the firefight,” said Maj. Ronald Suscano, an army spokesman, quoting a report by Lt. Col. Ryan Severo. 1 medium onion, sliced 3 pieces star anise ½ teaspoon ground black pepper 1 ½ teaspoons salt 10 to 12 cups water

INSTR UCTIONS: INSTRUCTIONS: 1. Combine water and oxtail. Let boil. Continue to cook in medium heat for 15 minutes. Discard the water. 2. Pour 10 to 12 cups water into the cooking pot. Add the semi-boiled oxtail, onion, ginger, and star anise. Let boil. 3. Add Knorr beef cube. Stir. Continue to cook between low to medium heat until the oxtail becomes tender. Note: this usually takes between 2 to 3 hours. You can use a pressure cooker to make the cooking time faster. If using a pressure cooker, 35 minutes should be enough. 4. Add the Shiitake mushroom. Cook for 15 minutes. 5. Season with ground black pepper and salt. Stir. 6. Add scallions and bok choy. Stir. 7. Turn the heat off. Cover and let it stay for 5 minutes. 8. Transfer to a serving bowl. Serve. 8. Serve hot. Share and enjoy!
