ARMM to build housing project, health office in Lanao town, Marawi City LANAO DEL SUR – Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) led the groundbreaking ceremony of the “Pabahay ng ARMM” housing project in Saguiaran town in Lanao del Sur province. The housing project, located in the village of Pagalamatan, is intended for families displaced by the Marawi Siege last year, particularly those staying at the covered court and People’s Park at the municipal government compound. Gov. Hataman thanked Pagalamatan village Chairman Wahab Pangcoga for donating his own land for the project. After the Marawi Siege, it was a challenge for the regional government to locate a land where the projects would be built, according to Gov. Hataman. “Sisikapin natin na matapos agad ang proyekto na ito bago pa man matapos ang taon para sa mga kababayan natin naapektuhan ng Marawi Siege,” he said. Aside from permanent shelters, the governor also plans to build a prayer house or a mosque and a covered court within the area intended for internally

displaced persons. Luvizminda Sani, chief of Lanao del Sur’s 1st District Engineering Office, said the shelter project will consist of 200 housing units with water system. The total land area for 50 core shelters is one hectare. Each housing unit measures 36 square meters in floor area and 120 square meters in lot area. Each unit would cost P300,000 to build. The housing project is equipped with solar panels and water systems and are part of the ‘Apat na Dapat’ framework of the ARMM – Bangsamoro Regional Inclusive Development for Growth and Empowerment, or ARMM-BRIDGE, which aims at providing decent homes, food, water, light, and livelihood to the region’s constituents. And as part of efforts to ramp up progress in the health sector, a new structure more conducive for hundreds of health workers in Lanao del Sur will be constructed to house the Integrated Provincial Health Office (IPHO). The same building will also host the satellite office of the ARMM’s Humanitarian Emergency Action and Response Team (ARMM-HEART) in

Marawi City. Gov. Hataman has already signed a memorandum of agreement for the construction of the building, and along with other officials, led its ground-breaking ceremony recently. He said that creating a safe and high-quality healthcare environment will boost the passion of the health workers to provide sustainable and essential health services to the regional g o v e r n m e n t ’ s constituents. “Sa pamamagitan nito mas inaasahan namin na mas mabibigay natin nang maayos ang pangangailangan ng ating mga kababayan,” Gov. THE DEPARTMENT OF Tourism (DOT) said it is currently marketing the Philippines as an ideal diving hub in Asia by highlighting its numerous dive spots for beginners and professional divers who are inclined to underwater photography. “Part of our commitment is to make sure that we promote the Philippines as a whole to the international diving community and more specifically to look at two segments that we feel we have a distinct advantage in: underwater photography and beginner divers,” DOT Undersecretary Benito Bengzon Jr. said. Bengzon said he is optimistic the market for dive tourism will further grow with the year-round free diving opportunities in the country. “We feel that we can be very competitive in this segment because all year round, there are free diving opportunities. And as in the case of mainstream diving, (we have) very rich marine

life,” he said. United Kingdombased DIVE Magazine has cited the best dive spots in the Philippines - the Malapascua in Cebu; Dimakya Island in Palawan; Donsol, Sorsogon; Dauin in Negros Oriental; Apo Reef in Occidental Mindoro; Puerto Galera in Mindoro; Anilao in Batangas; Coron Bay in Palawan; and the Tubbataha Reef, often called the diving Mecca in the Philippines. Aside from these popular sites, the DOT shared emerging dive spots in Samal and Talikud Island in Davao del Norte province, as well as Camiguin Island in Mindanao. Tourism Secretary Bernadette Puyat said the agency plans to strengthen the Philippine Commission on Sports Scuba Diving in a bid to market the country as an ideal dive hub in Asia while making sure policies are in place to protect all destinations being promoted in the country. “We will make policies

Of course, you know that our overarching theme is sustainable tourism and of course, that goes with all marine resources,” Puyat said. “We have a lot of our tourists; we have now 26 countries (nationalities) who came here just for the dive spots. I just came from Zamboanga del Norte and I'm actually surprised to see that they have really good diving destinations and there were a lot of Japanese there just to go for diving,” she added. She said while Boracay Island’s soft opening draws near, the interagency group has yet to discuss if diving activities would be part of the launch on October 26. “Our last meeting with Task Force Boracay is on September 28 and we will be discussing the following guidelines, one of those is diving. Security tight in South after foiled bombing COTABATO CITY – Police and military forces heightened their alert after a failed bombing near a police station in the restive Muslim province of Maguindanao.

A motorcycle, laden with dynamites and wired to a blasting cap and a cell phone, was abandoned last week in Datu Odin Sinsuat town. It was unclear whether the

motorcycle was intentionally parked near the police station or left by its owner upon seeing policemen manning a checkpoint in the area. No individual or group has claimed ownership of the motorcycle, but authorities were looking at the militant group Bangsamoro Islamic Freedom Fighters or BIFF as behind the foiled attack. The military has blamed the BIFF, a small, but one of the most notorious militant groups, for two recent deadly bombings in Isulan town in the neighboring province of

Sultan Kudarat. Dozens of suspected militants from the BIFF and the larger Abu Sayyaf groups operating in Basilan and Sulu provinces in the Muslim autonomous region have been charged in courts for the attacks, including the July 31 suicide bombing in Lamitan City in Basilan, just 30 nautical miles south of Zamboanga, carried out by a Moroccan ISIS soldier Abu Katheer al Maghribi. ISIS claimed responsibility for the attack. Just last week, BIFF militants clashed with soldiers in Maguindanao’s

Datu Montawal town that left 3 civilian casualties who were trapped in the crossfire. Two militants – Mohamid Kambilan and Abdulah Minola – were also captured by soldiers and recovered 3 rifles and a pistol, including ammunition from them. It was unknown if they were included in the criminal complaints filed by the police on Monday in connection to the bombings in Isulan. But the duo was being linked by the 6th Infantry Division to BIFF faction of militant leader Abu Turaife, who pledged allegiance with ISIS. The

captured militants were handed over by soldiers to the municipal police force, according to Captain Arvin Encinas, an army spokesman. He said the fighting erupted after troops received reports that gunmen were transporting improvised explosives to North Cotabato’s Kabacan town. And soldiers caught up with the militants in the village of Tunggol and a firefight broke out. Both the BIFF and Abu Sayyaf are fighting for the establishment of a caliphate in the southern (Mindanao region. Examiner)

MARAWI CITY – Autonomous Region in Muslim Mindanao has recently turned over a newly-built public market to municipal officials in Saguiaran in Lanao del Sur province. ARMM Gov. Mujiv Hataman led the turn-over ceremony of the 1,200 square-meter market which has both wet and dry areas catering to displaced families in the 2017 Marawi Siege. The cost of the project was about P20 million. Saguiaran hosts almost a thousand families from neighboring Marawi City. Mayor Macmod Muti said the establishment of a public market in his town

will not just provide livelihood for internally displaced persons (IDPs), but will also resolve the vehicular traffic problem in the municipality. “Malaking tulong ang pagpapatayo ng public market dahil kailangang kailangan natin ito. Dahil dito, hinamon ni Vice Mayor Piñol si Attorney Cabelin kung siya ba ay legal counsel ng city o personal na legal counsel ni Mayor Evangelista. Dagdag pa nito na ginawa lamang niya ang nasabing hakbang upang makatulong sa mga job order at casual employees ng local government na kakarampot lamang ang kinikita. A do-not lesson for Trillanes By Jun Ledesma

They are nonpoliticians unlike Trillanes so they have to eke a living somewhere. Contrary to the so-called investigative reports, the big ticket projects in Davao cannot simply be parcelled out in favor of any contractor. I should know because as a publisher of a community paper, projects are bid out. Since the time the pork barrel was scrapped, the practice of congressmen assigning projects to preferred contractors have become a thing of the past. One cannot just come out and create a story to be used later as fodder to strike an enemy. That is not investigative journalism. That is plain ‘envelopmental journalism’. Often the counter strike can be hurting. Such is the case of Senator Trillanes. He defiled the memory of the late Governor

Duterte who is known to have an unblemished record in the annals of Davao political history. So honest was the governor that early in the Presidency of Ferdinand Marcos, he appointed him in the sensitive position of Secretary of General Services. For professional mutineer to debase the late governor is out of decorum. We Davaowenyos are mad at this childish display of arrogance but we cannot do anything for he is shielded from suit and he is virtually hiding in the soutane of grandstanding priests and habits of impressionable nuns. But President Duterte cannot be a docile punching bag of Trillanes. A one liner attributed to the business of his father and mother elicited a repartee characteristic of a bully from the senator. “Do not drag my mother here” to which the President counseled “do not do unto others what you don’t want others do unto you”.

That is what we have heard in so far as the remarks of Duterte and Bong Go is concerned. On Facebook recently, somebody who has been probably watching Trillanes chicanery from his hole in the Senate revealed a litany of what Trillanes’ parents were into. His name is Commodore Vicente Cejaco, AFP, PMA Class 822003. I cannot fathom what prodded this Outstanding Filipino Soldier Awardee to come out in the open against his fellow PMAyers. It can be out of consternation or to defend the Philippine Military Academy from further degradation, or maybe to define what a true soldier of the Philippine Republic be. I will not go into the details for the revealing story is out on Facebook. Lesson is absorbed in this episode: “Do not throw stones at your neighbor if you are living in a house of glass”. Your neighbor might throw the rock of Gibraltar at you.

2 Indon fishermen abducted off Sabah

The armed men were said to have spoken in the Suluk dialect,” the report said. Police said all four Indonesians had earlier gone fishing with 11 other fishermen near Pulau Gaya in the past three days. The 11 fishermen then headed to shore to deliver their catch. The abduction occurred just a day before an extended sea curfew is to end September 13 after four years. Sabah extended its curfew covering three nautical miles off Tawau, Semporna, Kunak, Lahad Datu, Kinabatangan, Sandakan and Beluran – all near the border of TawiTawi’s chain of islands. Sabah Police Commissioner Datuk Ramli Din as saying that the decision to extend the

curfew was made based on continuous threats from cross-border criminals, including from kidnap-forransom groups and the Abu Sayyaf. Ramli said police intelligence indicated that kidnap-for-ransom groups and Abu Sayyaf militants were still trying to commit cross-border crimes. The curfew was implemented on July 19, 2014, following a series of kidnappings which saw the beheading of Sarawakian Bernard Then Ted Fed and the killing of several others, including a policeman and tourists. In August, a group of gunmen also attempted to abduct crew members of a tugboat in Sabah. At least 10 armed men were involved in the failed abduction near Lahad Datu’s Tambisan area after crew members locked themselves in a room. The armed men managed to sneak into Sabah and boarded the tug boat on the evening of August 9. Crew members quickly radioed for help and patrolling members of the

Eastern Sabah Security Command (Esscom) responded immediately and forced the gunmen to escape. Esscom commander Datuk Hazani Ghazali said the crewmen were ferrying palm oil from Felda Sabahat in Tengku and on their way to Kuantan when the gunmen on motorboat came alongside their boat in Tambisan waters near the Tawi-Tawi chain of islands. Malaysia and Indonesia have a border patrol agreement with the Philippines and share regular intelligence and conduct trilateral maritime patrols to prevent piracy and terrorism, including ransom kidnappings of sailors in the maritime borders. The military previously said that security is tight in the border to prevent Abu Sayyaf kidnappings inside Sabah or in the waters of Tawi-Tawi which is frequented by cargo boats. Gender equality campaign launched THE “Samahan ng mga Pilipina para sa Reporma at Kaunlaran” (SPARK) launched its #inFAIRness advocacy campaign in Cebu which is aimed at breaking stereotypes and challenge assumptions towards gender equality. SPARK trustee Maria Isabel Quimson said the campaign also seeks to normalize the role of men at home and recognize the importance of women’s economic role. “Some women are unpaid for rigorous work they do. It is very disheartening when you realize the burdens on women’s backs on top of having to cook for their families and tend to their children. We believe that the way to achieve gender

equality is by normalizing the role of women in the workplace and the role of men at home,” Quimson said. She urged everyone to acknowledge the importance of gender equality. “We won’t be able to achieve this gender equality withouAt the help our men, our husbands, male government officials, and men everywhere in the community. So, please help us with our advocacy,” Quimson said. The nationwide #inFAIRNESS movement, which was first launched at the Senate of the Philippines last August 15, is supported by “Investing in Women,” an initiative of the Australian

Government. The regional launch in Cebu was held in partnership with the Cebu City government and attended by local government officials, women’s organizations, transport groups, and other stakeholders. Quimson said the campaign will utilize both the traditional and technological means to gather attention including posting of information in public offices, posting of stickers in public utility vehicles, and creating an online community on social media. Cops identify ‘persons of interest’ in Ronda mayor's slay

EBU CITY – Police said it now has several “persons of inter est interest est”” in connection to the murder of Ronda town Mayor Mariano Blanco III, but it was quick to say that these people people are not considered as suspects. Provincial Police Director Senior Superintendent Manuel Abrugena said they have more than two persons of interest, but he declined to divulge their identities saying investigation is still on-going.He said the Special Investigation Task Group has already identified several people who have possible involvement in Blanco’s murder. Abrugena said they are looking into politics and personal grudge as main motives in the recent slaying of Blanco, who was shot many times by gunmen who barged inside his office. One of these persons of interest allegedly has an axe to grind with Blanco, he said, adding, the mayor was allegedly coddling people of “questionable characters.” Investigators are also not discounting the possibility that Blanco’s killing was drug-related as the mayor was accused by President Rodrigo Duterte in 2016 as a drug protector. Prior to his killing, Blanco, who previously denied all accusations against him by Duterte, was also stripped last year of his police supervision in his town. No individual or group claimed responsibility for the murder. Abrugena said they are also studying the connection of Blanco’s murder to the ambush-slay of his nephew, Ronda Vice Mayor Jonah John Ungab, last February. Ungab was one of the legal counsels of self-confessed drug lord Rolando Espinosa Jr. Espinosa’s father, Mayor Rolando Espinosa Sr, of Leyte’s Albuera town, – tagged by Duterte as a drug lord – was also killed by policemen inside his prison cell. Blanco’s family have asked the National Bureau of Investigation to look into the murder of the 58-year old mayor which Abrugena welcomed. “It is most welcome. The more law enforcement agencies investigating the case, the bigger the possibility of solving the case soonest,” he said. Various human rights groups have asked the Commission on Human Rights in the Philippines and the United Nations Human Rights Council to look into the spate of alleged extrajudicial killings in Cebu following Blanco’s murder. Since early this year, there had been over a hundred killings – mostly perpetrated by motorcycle gunmen – in Cebu. Even Cebu Archbishop Jose Palma has appealed for an end to the culture of impunity in the province and called on the authorities to seriously address the series of killings. A report by ABS-CBN, said Blanco was the 16th elected official killed under the Duterte administration. Cebuana sisters among AirAsia's lady pilots

(Photo by Luel Galarpe for the Philippine News Agency) CEBU CITY - Cebuana sisters Marizette and Abegail Bacus who both passed the Nursing Board examination after graduating in 2008 and 2010, respectively, are now proud pilots of AirAsia Philippines and this is their story. Flying was a childhood dream for both women, whose father, Mario, was an airline pilot. “Our inspiration to become pilots was our father. He was a pilot of the Philippine Airlines. My conviction to become a pilot began when he took us to the flight deck for the first time. I think I was about five years old at the time,” said the 30-year-old Marizette. “I felt the excitement seeing the instrument panel in the cockpit. And that was it! That triggered my desire to become a pilot like my dad,” said Abegail, who is two years younger than her sister. “After that amazing experience, we would always ask our dad to take us to the flight deck every time we travel and he was by chance the pilot of the flight.”After graduating from high school, Marizette asked her dad if she can go to flight school and pursue her dream of flying. “I remember him saying, yes, why not? But he added that I needed to have a college degree first,” Marizette recalled.At this stage, their mother Suzette, a physician, proved to be a big influence, too, as Marizette took up Bachelor of Science in Nursing at the Cebu Doctors’ University. Abegail followed her elder sister’s footsteps a couple of years later. They both set

aside their dreams of flying for a time to practice their nursing profession. Marizette looked after patients of the Intensive Care Unit at the Mactan Doctors’ Hospital while Abegail was assigned as an Emergency Room nurse at the Chong Hua Hospital. After several years of attending to the needs of sick people, Marizette and Abegail decided it was time to make their dream a reality. “We were very determined to become pilots, so we enrolled at a flying school in Mactan,” Marizette said. The Bacus sisters eventually completed their flying qualifications and went on to become one of the 25 female pilots of AirAsia Philippines. “We were lucky to be chosen to train with AirAsia, who trained us to become not just first officers, but captains,” Abegail said. AirAsia Philippines Chief Executive Officer Capt. Dexter Comendador said the airline is investing in the training of their pilots. “We have 240 pilots, 25 are women, who have all undergone our Airbus training, which costs AirAsia P1.7 million. In fact, we are encouraging employees who wish to become pilots to enlist for the training,” he said. He said some of their pilots are former flight attendants and ground crew members who have undergone the Airbus training. Comendador said AirAsia has the most number of female pilots in Asia and they are proud to have them. “We take pride in our women pilots, who have proven that they weren’t any different from male pilots,” he said. Marizette and Abegail both fly domestic and international flights for AirAsia Philippines and have not experienced any untoward incident so far. “You cannot feel that you’re flying a big aircraft, but you have to keep your composure up there. You have to be prepared for any eventuality,” Marizette said. However, the sisters have never flown together as AirAsia prohibits siblings from flying together as pilot and co-pilot. On gender issues, the Bacus sisters said female pilots are treated equally and fairly at AirAsia. “Our male pilots never discriminate against us. They treat us, even if we’re still first officers, with respect,” Marizette said. For young ladies aspiring to conquer the skies someday, Abegail only had one thing to say: “When you put your mind to it, you can do anything.” (Luel Galarpe)
