If elections are held today, Zambo mayor likely to win by landslide seat in Zamboanga. He ran in the past, but lost in the elections and returned to Manila where he is residing. Unlike Lobregat, Climaco remains loyal to her political party, the Liberal Party, despite calls for her to shift to PDPLaban, saying, she believes in liberalism, democracy and ideology of the LP. And if elections are held today, or if popularity in social media is the gauge of mayoralty poll, Climaco will win hands down or landslide against Lobregat, whose official Facebook page only has over 30,000 followers as of October 17. Climaco’s Facebook “likes” are now more than 133,000. Just like in the elections, the popularity of a candidate is based on numbers. She is a champion for women’s and children’s rights and belongs to a respectable and modest family in Zamboanga. The midterm elections in the country are set on May 13, 2019. Well-wishers also lined up the road and took photos of Mayor Beng and her group for posterity while chanting the same phrase “Climaco” and vowed strong support for Team Climaco. Team Climaco is composed of members affiliated with the Liberal Party, United Nationalist Alliance, Nationalist People’s Coalition, LAKAS, Aggrupation of Parties for Prosperity and Partido Federal ng Pilipinas. Mayor Beng also unveiled a newly created local party called – Partido Prosperidad y Amor Para na Zamboanga or Partido PAZ, that adheres to the principles of people empowerment which underscores that human development is attainable for all through the people’s active participation. With her as running mate is Atty. Rommel Agan,

who also filed his COC for Vice Mayor. He is a threetermer Councilor and son of the late Mayor Vitaliano Agan. For the Congressional race, Team Climaco fielded former City Councilor Cesar “Jawo” Jimenez Jr. for District I and incumbent Congressman Jose Manuel “Mannix” Dalipe for District II. For the Council slate, District I is composed of incumbent Councilors Josephine “Pinpin” Pareja, Cesar “Sang” Jimenez Sr., and Elbert “Bong” Atilano. Other council hopefuls include El King Omaga of Barangay Calarian, Joel Esteban of Barangay San Jose Gusu, ZAMCELCO Board Member Rikki Lim, peace advocate and Muslim leader Engr. Al Urao and businessman and civic leader Crisanto “Monsi” dela Cruz. For District II, the council slate is bannered by incumbent Councilors Atty. Kim Elago, Jihan Edding, Jimmy Villaflores and Teodyver Arquiza. Other council hopefuls include former

City Councilor Eddie Saavedra, John Dalipe of Barangay Tetuan, Samuel Natividad of Barangay Guiwan and retired policeman Alvin Perez. The strong coalition vows to continue their pro-poor programs and to make Zamboanga City more resilient and progressive. “Our administration will prioritize literacy and education for the young generation as they are the future of Zamboanga, and we will continue to provide school buildings and other support needed by our equally hardworking teachers. Our outreach and medical programs for the different barangays and poor communities, including welfare of our children and senior citizens will also be given priority,” Mayor Beng said. “We will not stop in dreaming big for our people and our beloved City. May our love for Zamboanga inspire us to do more and may God be with us in this fight. Amare et Servire Dominum. Love and Serve the Lord,” she added. (With a report from the Mindanao Examiner.)

executive officer and president of the oldest and largest universities in Mindanao – the Universidad de Zamboanga – cited the vigorous business climate here and the Climaco’s strong style of leadership that played a key role in the huge improvement and development of Zamboanga as a city. In a recent speech during the 70th founding celebration the Universidad de Zamboanga which coincided with the Parade of Lights during the Zamboanga La Hermosa Festival, Lim said: “We will carry on, continue to move on and continue to serve our community, especially under the leadership of Mayor Beng.” “It is only under her leadership that Zamboanga saw a flux of investments, we can see all investments coming in, we can feel it, not only see, we can feel it. As of now, Zamboanga City ranks among the top cities with the largest accumulation of wealth in the whole Philippines and that can only happen under the leadership of Mayor Beng. Let us continue to elect people like her because it is only under this kind of leadership that Zamboanga can continue to move on,” she said in a video posted on the mayor’s official Facebook page. Zamboanga is 5th among ten cities in the country which has the biggest amount of economic assets as of 2017. Zamboanga has over P10.4 billion in economic assets along with other wealthiest cities consisting of Makati City (P34.4 billion), Quezon City (P31.9 billion), Pasig City (P20 billion), Manila City (P13.1 billion), Cebu (P7.8 billion), Caloocan City (P6.8 billion), Marikina City (P4.8 billion), Calamba City (P4.6 billion) and Cagayan

de Oro (P4.6 billion). A Philippine information website, FAQ.ph also cited Zamboanga City as being the center of business in Western Mindanao or the Zamboanga Peninsula region due to many major sardine factories here and the presence of big corporations and “the local government policy that simplifies bureaucracy and attracts more investment in the city business.” City Administrator Marie Angelique Go said Zamboanga City is also a finalist to the “Top 13 Most Business Friendly LGU” and has been conferred by the Philippine Chamber of Commerce and Industry during ceremonies held in Fort Bonifacio in Taguig City on October 9. As finalist, Climaco was cited for “e x e m p l i f y i n g commendable initiatives towards good governance reforms that promote trade and investments and significantly contribute to local economic development.” She said Climaco was also given a special award by the Philippine Chamber of Commerce and Industry and the 44th Philippine Business Conference and Expo for being adjudged as “2018 Most-Business Friendly Local Government Unit Award City Level 1”. The prestigious award was signed by Francis Chua, cochairman of the 44th Philippine Business Conference and Expo; and Maria Alegria Limjoco, president for the Philippine Chamber of Commerce and Industry. And also by Jose Alejandrino, vice president for the Philippine Chamber of Commerce and Industry; and Renato Simbulan, chairman of the 44th Philippine Business Conference and Expo. ‘Respected Sulu leader to run for governor, others join midterm polls’ Continued from page 1 President Rodrigo Duterte, filed his certificate of candidacy on October 17 along with his sons – incumbent governor Toto Tan who is running for vice governor, and Samier Tan, who is seeking a congressional seat and be able – if he wins – to craft laws that would be beneficial to both Muslims and Christians, and other indigenous groups in the country as well. A large crowd of supporters gathered outside the Commission on Elections in Patikul town just to see Tan and his group – his official line up for the elections – and wished them the best in the polls. Team Tan and his slate are expected – like in previous elections – to win because of their untarnished records, dedication to serve the public and the respect and strong support they get from the locals.

Tan vowed to continue the programs and projects and many accomplishments of the incumbent governor. “I will continue the many provincial government programs and projects such as in the field of education, health and livelihood, infrastructure, fisheries and agriculture and more support structures to ensure the success of all these,” he said. Under the present administration of his son, peace and order has further improved as compared to the last two decades and business activities have drastically increased and hasten the flow of trade between Sulu and other provinces resulting to better economy. The Tan patriarch had set a strong foundation of good governance and “true public service” during his time compared to the past administrations of Benjamin Loong and Yusop Jikiri. And both politicians had tried to make a

comeback in previous elections, but had been rejected by the people many times over, and so with other politicians who have only personal and vested interests. In Davao City, incumbent Mayor Sara Duterte is also seeking re-election with brother Sebastian as her vice mayor, and another sibling, Paolo, running for a seat in the House of Representatives. Governor Mujiv Hataman, of the Autonomous Region in Muslim Mindanao, is running for Congress to represent his province, Basilan; and his wife, Djalia, who was former Anak Mindanao party-list representative, is also seeking the mayoralty post in Isabela City, also in Basilan. In Zamboanga City, Mayor Beng Climaco, is also seeking re-election with Council member Rommel Agan as her vice mayor. Agan’s father, Vitaliano, also served as mayor of Zamboanga. (Mindanao Examiner)

Secret Service Saved Trump From Attempted Assassination in Philippines

President Donald Trump with President Rodrigo Duterte in Manila in November 2017. (Reuters) OPERATIVES OF THE Islamic State militant group (ISIS) attempted to assassinate Donald Trump when the president was in Manila, the Philippines, last year but were stopped by Secret Service agents. In November 2017,

Trump was in the city for the Association of South East Asian Nations’ ASEAN 50 Summit, where he met with Philippine President Rodrigo Duterte, when the botched assassination effort took place. The planned killing was

previously kept under wraps until National Geographic disclosed it during Sunday’s two-hour television special about the Secret Service, United States Secret Service: On the Front Line. According to the

report, threats were being made online against Trump even before he arrived in Manila. One tweet read, “Gonna be in Manila the same time as Trump.… I’ll take one for the team lads.” The post also featured a mug shot of Lee Harvey Oswald, who assassinated President John F. Kennedy. Before Trump arrived in the Philippines, ISIS also released a series of videos with threatening messages for the president. One featured a picture of Trump with numerous bullet holes, accompanied by a message telling operatives to “lie in wait” and “ambush” him. On the person’s Instagram account, Secret Service agents found a photo of him holding the book How to Kill: The Definitive History

of the Assassin. Agents then discovered that one jihadi was hiding out in downtown Manila, just blocks from the hotel where the president was staying. When the discovery was made by the Secret Service, Trump was about 20 minutes from landing in the country on Air Force One. The agents tracked down the ISIS operative in a park approximately 1 mile away from Trump’s hotel. The operative was meeting with an “associate” when Secret Service members apprehended them. The Philippines became an attraction for ISIS after jihadis started being forced out of Middle Eastern countries. Last

year, the group stormed and held the Philippine city of Marawi last year, killing more than 1,100 people and displacing hundreds of thousands more. After ISIS controlled Marawi for five months, Duterte’s forces drove out the militants and declared the city safe in October 2017, a month before Trump’s arrival in Manila. The failed assassination attempt in Manila is not the first threat against Trump intercepted by the Secret Service. Earlier this month, agents confirmed that they confiscated a “suspicious envelope” addressed to the president. The agency said it was investigating the matter. (Alexandra Hutzler. MSN News)

'There is no God,' says Stephen Hawking in final book

Stephen Hawking attends the EE British Academy Film Awards on February 8, 2015 in London. (Intelligencer - http://nymag.com) There is no God -- that's the conclusion of the celebrated physicist Stephen Hawking, whose final book is published Tuesday. The book, which was completed by his family after his death, presents answers to the questions that Hawking said he received most during his time on Earth. Other bombshells the British scientist left his readers with include the belief that alien life is out there, artificial intelligence could outsmart humans and time travel can't be ruled out. Hawking, considered one of the most brilliant scientists of his generation, died in March at the age of

76.

"There is no God. No one directs the universe," he writes in "Brief Answers to the Big Questions." "For centuries, it was believed that disabled people like me were living under a curse that was inflicted by God," he adds. "I prefer to think that everything can be explained another way, by the laws of nature." Hawking suffered from amyotrophic lateral sclerosis (ALS), a neurodegenerative disorder also known as Lou Gehrig's Disease, for most of his adult life. The scientist died while still working on the book, which his family and colleagues finished with

the help of his vast personal archives. While Hawking spoke of his lack of belief in God during his life, several of his other answers are more surprising. "There are forms of intelligent life out there," he writes. "We need to be wary of answering back until we have developed a bit further." And he leaves open the possibility of other phenomena. "Travel back in time can't be ruled out according to our present understanding," he says. He also predicts that "within the next hundred years we will be able to travel to anywhere in the Solar System."

"He realized that people specifically wanted his answers to these questions," the scientist's daughter, Lucy Hawking, who helped complete the book, told CNN. Hawking saw the world on the brink of a "vast transformative change" when he died, she noted, adding: "He's asking us not to go into the future blindly. How good is the track record of the human race in using advances in technology for the good of ordinary people?" In remarks prepared by Hawking and played at

the launch of the book in London on Monday, the scientist also turned his attention to the world he was leaving behind. "With Brexit and Trump now exerting new forces in relation to immigration and the development of education, we are witnessing a global revolt against experts, and that includes scientists," Hawking said. Hawking had been a critic of the United Kingdom's decision to leave the European Union, and called Donald Trump a "demagogue" in 2016. His greatest concern,

his daughter said, "is how divided we've become," adding: "He makes this comment about how we seem to have lost the ability to look outward, and we are increasingly looking inward to ourselves." Hawking's final message to readers, though, is a hopeful one. Attempting to answer the question "How do we shape the future?" in the book's final chapter, the scientist writes: "Remember to look up at the stars and not down at your feet." (By Rob Picheta, CNN)

PUJ fare now P10 THE LAND T R A N S P O RTAT I O N Franchising and Regulatory Board (LTFRB) has approved a P2 fare increase for public utility jeeps. LTFRB granted the petition filed by various transport groups seeking for a permanent fare hike for jeeps from P8 to P10. “The Board hereby resolves to grant the petition for a fare increase, to make permanent the provisional increase of P1 granted on July 6, 2018 and an additional P1 for the first four kilometers

or a minimum fare of P10 from the original fare of P8,” LTFRB decision read. The decision shall be effective 15 days after publication in a newspaper of general or local circulation. However, the Board clarified that drivers must not impose the new jeepney fare yet as it has yet to release an official copy of the decision. “Please be informed that the LTFRB will release an official copy once the document is signed by the LTFRB Executive Director and marked as docketed. We

request drivers to wait until the LTFRB releases the official document on the fare hike before charging any additional fare,” the LTFRB said. LTFRB Chairman Martin Delgra III said they will decide on the jeepney fare hike which is aimed at mitigating the impact of a series of oil price increases in the country. He said they strive to come up with a fare structure that will balance the welfare of the riding public and ensure sustainable income for jeepney operators and drivers. (Aerol John Pateña)

By JJun un Ledesma

Continued from page 1 Province. The basic objective is to consolidate the bargaining power of the leaders in Congress and harmonize development plans so as to disperse industries regionwide. HnP was a rainbow coalition made up of Liberal Party, Nacionali ta Party, PDP and PDP-Laba including regional p rties among them H gpong sa Tawong Lungsod and Kusog Baryohanon. Mayo Inday Sara was the g oup’s lead convenor and the membership incl des political heavy weights among them Gov. del Rosario of Davao del Norte, Gov. Dayanghirang of Davao Oriental, Gov. Bautista of Davao Occidental, Gov. Uy of Comval, Congressman Tonyboy Floirendo and hundreds of Mayors and Barangay Captains in the Region. Things evolved into a political machinery when then Speaker Bebot Alvarez dubbed HnP as an opposition and that its organization was without the permission from Pres. Rodrigo Duterte. This was later compounded when Alvarez ordered the dismantling of quarantine stations in the banana plantations of the Floirendos. At that time the dreaded Fusarium wilt that wiped out banana fields in Panama was monitored in the Davao Cavendish plantations. Banana e port, for those who are no aware, is the prime dri er of economy in the re ion and the industry to my mind, is the biggest employer in the country. It

is also the major dollarearner in the region. All these accounts for the unprecedented economic growth rate that is anyw ere in the vicin ty of 12%. The spat betwee Alvarez and Inday Sara d d not go unnoticed. Quietly but perceptively influential political leaders all over the country could be seen visiting Davao to touch base with HnP. I saw this happening as the beginning of the rise and alliances of regional parties in the country. The demonstration of power and influence of this alliance was seen later in the blitzkrieg strategy that jettisoned Alvarez as Speaker of the House of Representatives. Well Alvarez maybe down but definitely he is far from being out. He is seeking re-election and had been consolidating forces. He has seen a little crack at HnP and he convinced ex-Tagum Mayor Chong Uy (CO) to run with him for Vice Governor under PDP banner. CO had long wanted to run for VG under the HnP banner but words had it that he is not getting any answer. My eye in both HnP camps however confided that the Del Rosario camp have not actually arrived at any thing concrete (as of last Saturday). But things had shaped up . It’s Rodney del Rosario for Governor, Anthony del Rosario for Representative of the 1st District and Joey Millan for Vice Governor. Former Gov. Rodolfo del Rosario will be the General Campaign Manager. Also

completed are the slates in the 2nd District where Rep. Tonyboy Floirendo and nominees for members of the Provincial Board had filed their CoCs. Except for District 2, it will be battle royale in Davao del Norte and its worth watching. In Davao Oriental, Rep. Cora Malanyaon confirmed she and that Gov. Nelson Dayanghirang will seek reelection. When I called her the other night, Cora was already asleep. Elections in Davao City is as placid as its prevailing peace. Mayor Inday Sara Z. DuterteCarpio, come-backing congressmen Vincent Garcia of the 2nd District and Sid Ungab in the 3rd and Polong Duterte in the 1st District are all running unopposed. It’s only the Vice Mayoral Post that remains vacant. A little bird whispered to me that Inday’s best choice is former Vice Mayor Louie Bonguyan who is presently a member of the Board of the Development Bank of the Philippines. The position is his in a silver platter. By the looks of it all, the HnP will have a grand celebration when the votes are counted in May. The die is cast. It looks like it will be literally a walk in the park for the HnPs and my hunch is that they will focus on the election of SAP Bong Go and. Gen. Bato dela Rosa instead. I do not think there will be any significant changes ahead but I have an advice to some wannabees who have very slim chance of winning to just keep your money for the Christmas Holidays.

Police fail to arrest Sulu lawmaker Continued from page 1 Detection Group allegedly waited for him at the office of the Commission on Elections in Jolo town. The lawmaker, who is seeking re-election in next year’s polls, strongly denied all the charges against him and said the criminal cases filed against him in court were 20 years old. Arbison said he had

nothing to do with the cases and branded it as mere fabrication, adding, some of those who filed charges against him were either deceased or had gone to Malaysia. It was unclear why Arbison had to evade the policemen waiting to arrest him since he denied allegations against him, but he branded the attempt as

a political harassment. Arbison, a former political ally of former senator Mar Roxas who lost to Davao City Mayor Rodrigo Duterte in the presidential elections in 2016, is seeking reelection. There was no immediate statement from the police on Arbison’s accusation of harassment. (Mindanao Examiner)

3. No lead on Peter Lim so far: DOJ

Peter Lim. (PTV 4) THE DEPARTMENT OF JUSTICE said the government has yet to get fresh leads on the whereabouts of Cebu businessman and suspected drug lord Peter Lim. “There are no lead(s) on Lim so far,” Justice Secretary Menardo

Guevarra said. In September, the Supreme Court (SC) dismissed the petition filed by Lim's lawyers last June in connection with his indictment on drug charges. In a minute resolution, the High Court's Third Division said Lim failed to show any grave abuse of discretion in

rendering the challenged order and resolution of the DoJ against him. The SC added that the assailed DOJ orders which charged Lim “appear to be in accord with the facts and the applicable law and jurisprudence.” The members of the DOJ prosecution panel who pursued the charges against Lim were Assistant State Prosecutor Juan Navera, Senior Assistant State Prosecutor Anna Noreen Devanadera and Prosecution Attorney Herbert Babugan. At a Senate hearing on December 5, 2016, selfconfessed drug distributor Kerwin Espinosa identified Lim as one of his drug suppliers, an allegation which the Cebuano millionaire denied. In August 2017, the Criminal Investigation and Detection Group filed a case against Lim, Espinosa and six others for alleged drug trafficking. And a court ordered Lim’s arrest after finding probable cause against him. (Benjamin Pulta)

regional office and the field offices in Cebu City, Mandaue, Lapu-Lapu, Negros Oriental, Bohol, and Siquijor, according to Taniza. The audit centered on the context of the organization, internal and external issues, needs and expectations of interested parties, and

the actions taken to address risks and opportunities, among others. “Regional Director Cañete also encouraged all DOLE-7 employees to translate the ISO Certification into action that would ensure client satisfaction,” Taniza said. (Luel Galarpe)

SWD revises LinGap sa MASA program THE DEPARTMENT OF Social Welfare and Development (DSWD) has amended the guidelines to avail the “Lingap at Gabay Para sa May Sakit (LinGAP sa MaSa), including the provision of prosthesis, assistive devices, radiology, and chemotherapy, Secretary Virginia Orogo said. “Based on the previous guidelines, patients may seek assistance once per quarter, or every three months. With the amended guidelines, patients who are in need of regular medical treatment may seek assistance from the LinGAP sa MaSa program as prescribed by their doctors or with a justification from the medical doctor or physicians and social services as a basis for the provision of additional assistance,” Orogo said. LinGAP sa MaSa is the P1 billion medical program of President Rodrigo

Duterte being implemented by the DSWD. It initially began as a free medicines program. In amending the guidelines, the DSWD took into consideration the various medical conditions that need continuous treatment on a regular basis. Orogo said this is part of DSWD’s continuing efforts to be more responsive to the changing needs of the poor, disadvantaged, and marginalized sectors. Patients may still avail of medical assistance from the Department of Health, Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office to defray medical expenses. The remainder of the bill may be covered under the LinGAP sa MaSa program. If a patient has a representative who is within the second degree of consanguinity, there is no need to present an

authorization letter to avail of the benefits. For other representatives, any valid identification and a written authorization letter signed by the patient will be accepted. The LinGAP sa MaSa is currently being implemented in 34 hospitals in Regions 3 (Central Luzon), 6 ( Western Visayas) , 7 (Central Visayas), 11 (Davao Region), and the National Capital Region (NCR). Patients in Central Visayas may avail the program at Vicente Sotto Memorial Medical Center in Cebu City; Governor Celestino Gallares Memorial Hospital; Don Emilio Del Valle; Talisay District Hospital; Eversly Child Sanitarium and General Hospital; St. Anthony Mother and Child Hospital. The Western Visayas Medical Center in Iloilo City is also implementing the
