Malaysia foils terror attacks, arrests 2 Sayyaf militants

Sayyafs abduct 3 Indonesians Despite the anti-terror campaign in Sabah, suspected Abu Sayyaf militants kidnapped 3 Indonesian fishing crew members off Sabah and had been taken to the southern Filipino province of Sulu, Malaysian media reported. It said the trio - Heri Ardiansyah, 19; Jari Abdullah, and Hariadin, 45, were working for a fishing company in Sandakan town and had been seized by 7 gunmen on the night of December 5 near Pegasus Reef – an area where four

armed men also attacked a tugboat two days later and wounded an Indonesian crew in what police said was a failed abduction. Sabah police recovered the trawler of the missing Indonesian crewmen with its engine still running. “They were abducted on Wednesday. One of the victims apparently made contact with a family member late Thursday night. The sources also disclosed that the family member was urged to seek the assistance of the Indonesian consulate,” the Star reported. It said, citing intelligence sources, that the gunmen were led by Abu Sayyaf commanders Al Mujir Yadah and Hajan Sawadjaan, who teamed up with another militant commander, Indang Susukan. The group was tagged as behind the spate of ransom kidnappings in the waters of Sabah and the recent attack on tugboat off Pegasus Reef. The Star Online, quoting unidentified intelligence sources, said three fishermen had been taken by their abductors to Pata Island and later transferred them to Panamao town. Sulu Panamao is near Luuk town where Abu Sayyaf had freed their Indonesian hostages several times in the past. Just December 6, the militants freed the 35-year old Usman Yusuf in Luuk’s Bual village. Yusuf was quickly brought to a military base in the capital town of Jolo after soldiers recovered him

in Bual village. He was kidnapped along with another Indonesian man Samsul Saguni, 40, in September 11 off Gaya Island in Sabah’s Semporna town and brought to Sulu, one of 5 provinces under the Muslim autonomous region. Saguni’s fate remains unknown. The release of Yusuf came after the Chief of the Indonesian Consul-General’s Office in Sabah, Sulistijo Djati Ismojo, appealed to Malaysia to resolve the kidnapping of its citizens. It was unknown whether ransom had been paid to the kidnappers in exchange for Yusuf’s release. Misuari But in September, the Abu Sayyaf had previously released other kidnapped Indonesian hostages to Nur Misuari, chieftain of the former rebel group Moro National Liberation Front, and his wife Tarhata; and a former Indonesian army general Kivlan Zein who was believed to have negotiated for the victims’ freedom. In September 14 this year, the militant group, whose leaders pledged allegiance to the Islamic State, also released to Misuari 3 other Indonesian hostages Hamdam Salim, Subandi Sattuh and Sudarlan Samansung, who were kidnapped at sea off Sabah in January. In August 2016, civilians recovered 2 of seven Indonesian sailors Ismail and Mohamad Soyfan in the same village of Bual. The duo was part of a crew of

Bangsamoro referendum has no funding

Khalid Dimaporo said the referendum set in January of the Bangsamoro Organic Law (BOL) in Mindanao has no funding after the proposed P857 million for the plebiscite was not included in the P3.757 trillion national budget in the 2019 General Appropriations Act. Dimaporo said this during the budget deliberation and that the Commission on Elections and the Palace will have to make use of their savings to be able to hold the referendum in the Autonomous Region in Muslim Mindanao. ARMM Gov. Mujiv Hataman has said that they could set aside a fraction of its 2019 budget to fund the plebiscite if in case national fund for the referendum does not come on time. “We support the BOL all the way and budget should not be a problem; we are recommending to allow part of the ARMM proposed budget to be used for the plebiscite,” he said. Lawmakers have said that the P10-billion budget submitted by the Commission on Elections for 2019 does not include expenditures for the plebiscite. Hataman, a strong advocate of the BOL, said Congress may realign over P800 million for the plebiscite from the P10.1 billion infrastructure fund for the region proposed by the ARMM next year.

President Rodrigo Duterte signed Republic Act Number 11054, or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on July 26, days after his State of the Nation Address. ARMM received approval for the 2019 regional budget amounting to roughly P32 billion, a third of which will be for infrastructure. It remains uncertain if Congress can still work out a solution to the problem, specifically in allocating the funds needed to hold the plebiscite. This plebiscite seeks to formally create the BARMM, comprising of areas under ARMM’s existing jurisdiction, as well as affirm or reject the inclusion in the new region of the cities of Cotabato in Maguindanao; and Isabela in Basilan, as well as six towns in Lanao del Norte and 39 villages in North Cotabato. AMIN Party-list Rep. Makmod Mending believes there is still time to find funds for the plebiscite. “I believe there is enough time for us here in the House of Representatives to be able to put in our General Appropriations Bill the necessary fund to cover the expenses for the conduct of the plebiscite,” he said. Hataman said it is vital the plebiscite takes place as scheduled. “We are looking at all the options open to us,

including realignment of regional government funds because it is that important to the future of our region,” he said. The Commission on Elections said the plebiscite will be held on 2 separate days to allow time for the full resolution of petitions for voluntary inclusion in the plebiscite. For the geographical areas comprising ARMM as well as Isabela City in Basilan, and Cotabato City, the plebiscite will push through on January 21. And on February 6 for the province of Lanao del Norte, except Iligan City; the municipalities of Aleosan, Carmen, Kabacan, Midsayap, Pikit, and Pigkawayan in the province of North Cotabato; and all other areas contiguous to any of the Bangsamoro core areas where the local government of such area, by way of a resolution, asked for inclusion in the plebiscite; or at least 10% of the registered voters in a local government, by way of a petition. It said there are currently 99 pending petitions for inclusion in the new autonomous region. The BOL, however, is being challenged in the Supreme Court after Gov. Toto Tan, of Sulu, one of the 5 ARMM provinces, questioned the legality and constitutionality of the law that would replace ARMM. (Mindanao Examiner)

Marines pursue Sayyafs in Sulu SULU – Philippine Marines were sent to hunt down the Abu Sayyaf in Sulu, one of 5 provinces under the Muslim autonomous region, in an effort to crush the militant group tied to ISIS. Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command, said he ordered security forces to intensify the offensives against the Abu Sayyaf which is holding several foreigners and Filipinos kidnapped in the South and in Sabah. “The Joint Task Force Sulu continues to intensify the conduct of offensives against the Abu Sayyaf to neutralize the bandits. All measures are now being undertaken in accordance with the rules of engagement, and with the support of the local government and the populace,” he said. Just recently, marines killed 3 militants in fierce clashes on Minis Island

off Sulu’s Patikul town, but one soldier was also slain and two more wounded in the fighting. The fighting erupted after a group of marines tracked down dozens of militants on the island and sparked a battle at dawn. By daybreak, troops recovered the bodies of the militants and two M14 rifles. The slain soldier, who name was not made public by the military, was taken by his companions to a military base in the capital town of Jolo, where the wounded marines were evacuated for medical emergency and later flown to Camp Navarro General Hospital in Zamboanga City. Army Lt. Col. Gerry Besana, a spokesman for the Western Mindanao Command, said the militants were under Abu Sayyaf commander Majid Emamil. He said the soldiers, all members of the

Police said James de Villa Alvarez, who was resident of Lemery town in Batangas province, was conducting herpetofaunal research when he started puking and cannot breath properly. Supt. Ramel Hojilla,

the local police chief, said Alvarez climbed Mount Apo with a group of other people led by Kristian Suetos on December 5 to do research on amphibians and reptiles. And on the second day, Alvarez first complained of dizziness and then vomited and eventually had problems in his breathing. Rescuers were sent to the area and found Alvarez who was not anymore breathing. His body was brought to a funeral parlor here. (Rhoderick Beñez)

Sulu gets poultry farm, housing project from Go Negosyo, Bounty Fresh SULU – A poultry farm that can accommodate thousands of chickens is soon to start construction in the town of Parang in the southern Philippine province of Sulu, Gov. Toto Tan said. Tan said Bounty Fresh Agro Ventures in partnership with the Go Negosyo Program and the provincial government recently launched the “Kapatid for Agro Bounty Fresh Poultry Farm” in the village of Tukay. The seizure of the rice came after Climaco, on orders from President Rodrigo Duterte, intensified the anti-smuggling campaign here. She directed Acting District Collector Segundo Sigmundfreud Barte to “clean up Zamboanga of smuggling, stressing

that the city has been in the focus of anti-smuggling operations due to the failure of previous customs officials.” Climaco told Barte: “It is the direct order of the President and the City Government to clean up Zamboanga City of smuggling. I hope you take this order to heart.” Thousands of bags of smuggled rice had been seized by authorities in

Zamboanga since early this year and in some instances had disappeared from the warehouses of the Bureau of Customs and even while being guarded by the police. THE UNITED Nations Special Rapporteur on Freedom of Expression, David Kaye, has a litany of credentials which could account for his hubris in calling the attention of sovereign nations for what he suspects go beyond the norm and standard expected of civilized nations. Kaye has become too swell headed he had the temerity to order the Philippine government to drop the charges against Rappler boss Maria Ressa on what he claimed as a serious threat against independent and investigative journalism in the country. Rapporteur Kaye is from California, USA and like Agnes Calamard, the Special Rapporteur on extra-judicial killing, the duo make up for the twin in the UN High Commission on Human Rights that dedicate themselves in demonizing the irrepressible Philippine Pres. Rodrigo Duterte. The duo cannot disengage from Ressa because they both believed the extrapolated statistics on the so-called extrajudicial killing conjured by Rappler which in turn picked the figures from Leila de Lima, the ex-CHR Chairman, ex-Justice Secretary and future ex-senator. In turn De Lima who is presently in detention for her self-confessed frailties believed the fairy tales of perjured witnesses. Kaye is either playing possum or simply stonewalling the fundamental issue that Ressa and her retinue of writers are never repressed or oppressed. The fact that Ressa can rant and her writers can write with nary a consonant ordered deleted from their manuscripts eloquently argues against their claims that their freedom of expression are repressed or threatened.

Both Kaye and Ressa however are trying to veer away from the real issue surrounding the latter’s predicament. Ressa accepted foreign investments from Omidyar Network and issued Philippine Depository Receipts for these. This was in 2015. Moving forward to recent times the Securities and Exchange Commission, the members of which are still appointees of ex-Pres. Noynoy Aquino, reported that the social media outfit violated the rule that media should be 100% Filipino-owned. Omidyar, whose notoriety is center page in the ouster of pro-Russia Ukraine President, later donated its PDRs to the staff of Rappler in an attempt to prove that it is not exercising editorial intervention on the outfit. For her part, Ressa declared that Rappler is not a media outfit. And therein lies the irony. In the meantime, Rappler’s ace reporter Pia Ranada, would impute wrongdoings on then SAP Bong Go’s cursory note endorsing the document that pertains to the purchase of Navy frigates for appropriate attention. Pia had hounded Go despite oral manifestation of the naval officials that the Presidential Assistant has nothing to do whatsoever with the frigate deal. She pushed her luck too far leading to her ban in participating in the President’s meeting with the press in Malacanang. It was actually an offshoot not only about Pia’s intransigence on the frigate issue but also on the heels of the SEC decision revoking Rappler’s license to operate for violating the constitutional issue of 100% ownership of Philippine media establishments. Her privilege to attend press conferences in the palace was sus-

pended although if I remember it right, the legal opinion emanating from Malacanang was open to Pia’s participating in press cons provided she represents other media organization. The last that I heard of her was that she was quarreling with Malacanang security detail. It was a clever move to prove she is being repressed, oppressed and harassed since the scene was fully recorded on video. Meanwhile across the Pacific Ocean US White House banned Jim Acosta of CNN for being rude. But what the hell is the fuss over Ressa, Pia and for that matter Rappler plaint that their freedom of expression is curtailed. The issue here is TAX EVASION. Kaye, Callamard and Ressa very well know that in the United States evading taxes can send you to jail, pay a huge penalty or both. Remember Al Capone, the notorious leader of gangsters in Chicago? He made billions from all gangsterism and murder but elude conviction. But what sent him to jail and ultimately landing in Alcatraz was his TAX EVASION case. All the while he thought that money he amassed from illegal source is not subject to tax. Well, he is dead wrong. In the US of A, the Internal Revenue Service will hound you all the way to your grave. So why should it be wrong for the Bureau of Internal Revenue of the Philippines to collect tax due from Ressa? Why should Kaye order the Philippine government to drop the case of tax evasion on Ressa so that she can continue exercising her freedom of expression? Something is terribly wrong here and I think Rapporteur Kaye is laughing at his own childish though arrogant impertinence.

Heto ang tips: 1. Ipahinga ang kamay. Bawasan ang pagta-trabaho sa computer at pananahi. Mag-break at ipahinga kada oras ang iyong kamay. Mas gamitin din ang kamay na hindi apektado. Alam

6. Ipatong ang kamay habang natutulog. Mahalaga po ito! Huwag ipatong ang kamay sa ilalim ng ulo habang natutulog. Baka maipit ang median nerve. Huwag ding hayaang nakalawit ang iyong kamay sa tabi ng kama. Ang tamang posisyon ay ang paglagay ng kamay sa ibabaw ng dibdib o ipatong ang kamay sa unan sa iyong tabi. 7. Puwedeng maglagay ng Splint o kalso sa kamay. Kumuha ng isang matigas at pahabang cardboard. I-tape ito sa ilalim ng iyong palad at wrist. Ang layunin nito ay para hindi mo mai-bend ang iyong kamay kapag natutulog. 8. Kapag namamaga at sumasakit ang kamay, lagyan ng ice pack. 9. Magbawas sa alat sa pagkain at magbawas din ng timbang. Ang asin ay nagpapadami ng tubig sa ating katawan. Dahil dito, puwedeng mamaga ang ating kamay at lalo lang maiipit ang median nerve. 10. Puwedeng uminom ng Vitamin B complex. Hindi pa ito tiyak, pero may posibilidad na may tulong ang vitamin B6 para sa mga ugat (nerves). Para makasigurado kung ika’y may Carpal Tunnel, kumonsulta sa isang orthopedic surgeon na doktor. RECIPE

Filipino Style Chicken Curry

INGREDIENTS : • 2 1/2 lbs. chicken cut into serving pieces • 1 pack Knorr Ginataang Gulay Mix 45 grams

• 2 pieces baking potato cubed • 2 pieces red bell pepper sliced into squares • 3/4 cup chopped celery • 2 pieces red onions chopped • 3 cloves garlic chopped • 1 1/2 tablespoons curry powder • 3 pieces long green chili pepper • 4 tablespoons cooking oil • 2 cups water • 1 1/2 teaspoons fish sauce • 1/4 teaspoon ground black pepper

INSTRUCTIONS : 1. Heat oil in a pot. Pan fry the chicken pieces for 1 ½ to 2 minutes per side. Remove the chicken from the cooking pot. Set aside. 2. Combine Knorr Ginataang Gulay recipe Mix with 2 cups water. Stir until well blended. Set aside. 3. Heat remaining oil on the pot. Saute onion and garlic. Add the celery. Continue to cook until onion and celery softens. 4. Pour the gata mixture into the pot. Let boil. 5. Add curry powder. Stir until the powder totally dilutes in coconut milk. 6. Put the pan-fried chicken into the pan. Cover and cook in medium heat for 30 to 35 minutes or until tender. 7. Add red bell pepper, long green pepper, and potato. Cover the pot and cook for 5 to 8 minutes. 8. Add fish sauce and ground black pepper. Stir. 9. Transfer to a serving plate. Serve. Share and enjoy!

Coast Guard intensifies ports surveillance vs. illegal drugs C EBU CITY – The Philippine Coast Guard (PCG) in Central Visayas has intensified its intelligence monitoring in all the ports here in collaboration with shipping companies, the ports authority, and law enforcement units, in view of President Rodrigo Duterte’s campaign against illegal drugs. The PCG, he said, has also recognized the active participation of the PCG Auxiliary in ensuring safety and security in the ports. “We have this so-called Passenger Assistance Center or PAC in major ports in Region 7. These PACs are manned by the Philippine Coast Guard Auxiliary officers and men. Passengers who have concerns can talk to our PCGA guys at the PCAs,” Encina said. (John Rey Saavedra)

DPWH presents P1.7-B infra projects feasibility studies CEBU CITY – The Regional Development Council-7 Investment Development Committee (RDC-IDC) recently discussed the feasibility studies on different proposed infrastructure projects aimed at solving Metro Cebu’s traffic woes. Department of Public Works and Highways (DPWH-7) Regional Director Edgar Tabacon said these projects, if implemented, will be constructed under the Duterte administration’s “Build, Build, Build” program. A team from the DPWH-7 headed by Engineer Tabacon presented projects that include five depressed structures, underpasses, overpasses, and intersection improvements in Cebu City. These infrastructure projects will hopefully solve the traffic problem. The purpose of these projects is to improve the

flow of traffic in different intersections,” Tabacon told the committee. The projects included the 700-meter long depressed structure at the junction of M.J. Cuenco Avenue and General Maxilom Avenue and another one along the intersection in Gorordo Avenue and Doña Modesta Gaisano Street. The DPWH-7 also presented three routes of underpass projects - along D. Jakosalem Street, F. Sotto Drive, Archbishop Reyes, Governor Cuenco, to culminate in Talamban Proper; along Salinas Drive, Pope John Paul II Avenue, and Sergio Osmena Jr. Boulevard; and along Cardinal Rosales Avenue, F. Cabahug Street connecting the H. Cortes flyover in Mandaue City. The feasibility study on these depressed structures and underpass projects has a total cost of P1.789 billion. Also reflect-

ed in the DPWH-7 PAPs is the feasibility on the construction of Cebu Transaxial Highway which costs P8 million. Engineer Nonato Paylado, DPWH-7 planning officer, said the two consulting firms that undertake the feasibility of those infrastructure projects have estimated to finish their studies by the end of this month. “After the feasibility study proper, prioritization of project implementation will follow,” Paylado told the Philippine News Agency in a separate interview. The proposed depressed structure along M.J. Cuenco Avenue and General Maxilom Avenue might be submitted to the NEDA Investment Coordination Committee, considering that the project cost exceeds PHP2.5 billion, Paylado said. These infrastructure projects are, however, moved for further discus-

sions. According to Tabacon, the study conducted by the Japan International Cooperation Agency (JICA) has revealed that the traffic problem in the metro has caused PHP1.3-billion productivity loss. The regional director of DPWH-7 also said that JICA has culminated the study on the fourth bridge connecting mainland Cebu to Mactan Island. Construction of the third bridge, the Cebu-Cordova Link Expressway (CCLEX), linking Cebu City and the municipality of Cordova, Cebu is ongoing. Officials of the Cebu-Cordova Link Expressway Corp. (CCLEC), the Metro Pacific Tollways Corp., and the Metro Pacific Investment Corp. assured to finish the third bridge by 2021 in time for the 500th anniversary celebration of the birth of Christianity in the country.
