The 6th Infantry Division said the campaign, which began March 11, was aimed containing the terror threats posed by the BIFF, whose leaders led by Abu Turaife, have pledged allegiance to ISIS. It said as many as 20 militants under Turaife were slain in the assaults in Shariff Saydona town, and among those killed was Muhammad Ali Bin Abd Al Rahman or Muawiya, a notorious jihadist belonging to the Indonesian Jemaah Islamiya and had been a bomb trainer for the Abu Sayyaf group. The reports were based on intelligence information, but army commanders claimed to have seen or recovered pieces of body parts of those killed in an area targeted by military bombardments. Over 100 militants were being pursued by security forces in the province which is also a

stronghold of the rebel group Moro Islamic Liberation Front (MILF) that signed an interim peace deal with Manila in 2014. The clashes also killed one soldier and wounded at least 7 more. The military’s Joint Task Force Central (JTFC) said air, artillery and ground operation were continuing not only in Shariff Saydona, but also in the towns of Datu Salibo, Mamasapano and Shariff Aguak where the group of pro-ISIS militant commander Salahudin Hassan was scattered. “JTFC launched a surgical air and artillery mission to clearly identify and confirmed targets that complemented a focused ground operations against the Daesh-inspired terrorist group at dawn of March 11. The operation was initiated after a concerned citizen relayed information regarding the consolidation of the fully armed terrorist group in the specific area,” it said. It added that local residents also reported to the authorities that terror-

ists had forcibly occupied their houses since last month that pushed them to live because of fear and sorrow. The task force revealed that former BIFF members who surrendered to the military had provided intelligence that allowed security forces to track down the locations or hideouts of militants in the province. “Former BIFF rebels who surrendered to JTFC also supported the information being relayed to locate the specific locations of the terror group. Follow on operations ensured that the terrorists were confined in the area and prevented the spill over as our troops were deployed in the strategic areas,” it said, adding, the military also coordinated with the MILF to prevent any accidental clashes while troops were pursuing the BIFF in the towns. Misuari said the payments to CPR Publishing took place in July 2004, MBJ Learning in December 2003, and for White Orchids in July 2004 and September 2005, all of which were covered by the incumbency of former regional governor Parouk Hussin since his term expired on September 30, 2001. The issue of conspiracy is also non-existent, according to Misuari, as he was detained in Malaysia from December 2001 to January 2002 and for six years in the Philippines from 2002 to 2008. Zamboanga raided twice It was the second time that MNLF forces raided Zamboanga. In November 2001, Misuari’s loyal forces also attacked Zamboanga and left dozens of civilians dead and wounded. Heavily-armed MNLF gunmen also took hostage over 100 civilians, including women and children, and used them as shield and pawn so they can escape to Basilan and Sulu provinces. In 2016, Mayor Beng Climaco banned all MNLF rallies in Zamboanga City following attempts by Misuari’s group to hold a peace caravan. “I am giving you a categorical no, you must not disturb Zamboanga anymore. If you want to come up with your rally, make it in your area, Zamboanga will not welcome a rally by MNLF, not at this time because you still have to be accountable with the killings and devastations we are suffering from,” Climaco said. “The destruction wrought by the 2013 siege continues to linger, as internally displaced persons – both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in Sulu and Basilan – have suffered the brunt of the MNLF attack in Zamboanga,” Climaco said. Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. Misuari’s loyal forces and former MNLF rebels, who joined the Philippine Army following the peace accord, attacked a key military base in Sulu’s Jolo town and civilian targets in Zamboanga in 2001 in an effort to stop the government from calling an election in the autonomous region where Misuari wanted to be a perpetual governor. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. transmitted to the Senate for Sotto’s signature. Both signatures of the Speaker and the Senate President are needed before the measure can be transmitted to Malacañang for the President’s signature. Congressional leaders had met with President Rodrigo Duterte to resolve the

ongoing budget impasse, but no consensus has been reached. Lacson said his suggestion to revert to the ratified version of the 2019 budget was endorsed to the President by Executive Secretary Salvador Medialdea and Finance Secretary Carlos Dominguez.

Lacson said Arroyo signed the House version of the budget bill that was different from the bicameral conference committee report that both chambers of Congress had ratified. He said Arroyo’s act is tantamount to falsification of the records of the legislative process. “Since SGMA already signed the (House) version of the enrolled bill, she’s already prone to being

THE COMMISSION on Elections (COMELEC) said it has so far printed more than 28 million ballots or nearly half of the total number needed for the May midterm polls. COMELEC spokesman James Jimenez said they are on track in the preparations for the polls. “The daily average of ballots being printed at the National Printing Office (NPO) is one million, and 45.38 percent or 28,887,821 pieces have been printed as of March 11,” he said. Jimenez said they expect to finish printing earlier than the projected date which is on April 25. He said the dispatch of official ballots, accountable forms and other supplies as well as automated election system equipment will start on April 24.

“These various election paraphernalia will be dispatched to the various regional offices of the Comelec through the country will follow a staggered schedule, and is targeted to be completed within five days upon the start of dispatch,” Jimenez said. He also reported the training of Election Boards (EBs), who will serve in the polls, is also ongoing.“EBs in the farflung areas such as in the Mindanao provinces are being prioritized,” the said. The first to be printed are overseas absentee voting ballots, followed by provinces in Mindanao, Visayas, Luzon and the National Capital Region. Jimenez cautioned the public against malicious rumors against the

poll body intended to undermine public trust and confidence in the poll body. “The persons or parties responsible for starting and spreading these malicious allegations of wrongdoing, including accusation of graft, corruption and partisanship in the elections, both National and Local, are put on notice that their activities will not go unpunished,” he said. Jimenez said they have monitored accusations of wrongdoings against COMELEC commissioners and officials. “Basically, according to the rumors, there were offers that elections can be fixed. They are claiming that they know this person. Allegations of partisanship or expressions of support supposedly by a commissioner for a

particular candidate,” he said. “We’re seeing this primarily in the local elections, we’re here to set to set that record straight and to warn the public not to fall for these kinds of allegations and malicious rumors,” he added. Jimenez noted that they will be coordinating with the appropriate law enforcement agencies to uncover the persons or parties responsible for these rumors. “Undermining public confidence in the elections is an election offense, and persons or parties engaging in cowardly and dishonorable acts of dishonesty that tend to erode public trust in the mechanisms and processes of democratic elections will be held accountable,” he said. Filipinos satisfied with Duterte in latest survey

President Rodrigo Duterte (PCOO) THE LATEST Social Weather Stations (SWS) survey released recently showed that 3 out of every four Filipinos are satisfied with the general performance of the administration of President Rodrigo Duterte. The fourth quarter 2018 survey said 76% of Filipinos are satisfied while only 9% are dissatisfied and 15% are neither satisfied nor dissatisfied, for a net satisfaction rating of +66 classified by SWS as “very good”. The pollster explained that +66 is 16-point higher compared to “very good” +50 rating obtained by the administration in September 2018. It said that the Duterte administration scored “excellent” ratings in promoting women’s rights and building and maintenance of public works with +71 and +70 net satisfaction ratings, respectively. The administration scored “very good” ratings in helping the poor (+68), protecting human rights (+62), reconstructing Marawi City (+60), fighting terrorism (+55), transparency in government activities (+54), and deciding quickly (+50). On the other hand, the administration scored “good ratings” in fighting crimes (+44), reconciling with Muslim rebels (+43), eradicating graft and corruption (+42),

defending Philippine sovereignty in the West Philippine Sea (+40), reconciling with communist rebels (+39), fulfilling commitments in international treaties (+39), and foreign relations (+38). According to SWS, the national administration’s net satisfaction rating rose by one grade in all areas. In Mindanao, net satisfaction rating rose from very good to excellent, up by 8 points from +67 to +75 while it jumped from good to very good or up by 21 points from +42 to +63 in Visayas; from good to very good (from +40 to +60) in Metro Manila; and, also from good to very good (+48 to +65) in Balance of Luzon. The survey was conducted from December 1619, 2018 with 1,440 respondents and a margin of error of ±2.6 percent. Presidential Spokesperson Salvador Panelo described the survey results as “loud and clear repudiations” of his critics and detractors who questioned his policies and reforms. “These figures are loud and clear repudiations of the critics and detractors of PRRD who have described him as misogynistic, anti-poor and anti-human rights, and who have taken turns in questioning the Build-Build-Build Infrastructure Program and lam-

DILG urges provinces to create own anti-insurgency body THE DEPARTMENT of the Interior and Local Government (DILG) has urged the country’s 81 provinces to create their own task force to combat insurgencies in their areas. “With no less than President Rodrigo Duterte himself taking the role as National Task Force chairperson, provincial governments should follow his lead by taking more active and decisive actions to counter communist terrorist groups through the creation

of a provincial task force,” Año said. “Putting an end to insurgency does not only require a military solution because this will address only one facet of the issue. We should therefore work together and put our acts together as one nation -- starting from the provinces, cities, towns and barangays - to lick the insurgency problem,” he added. In December, Duterte signed Executive Order 70 which institutionalized a

whole-of-nation approach in dealing with insurgency through the creation of NTFELCAC or the National Task Force to End Local Communist Armed Conflict. According to Año, the primary responsibility of the provincial task force is to harmonize and optimize government efforts and resources at the provincial level to address the root causes of insurgency and attain sustainable peace and development. Alcohol tax to raise P237-B in revenues A PROPOSAL by Senator Manny Pacquiao to increase the excise tax on alcohol products will raise additional revenues of almost P237 billion over a five-year period and at the same time help reduce excessive consumption of alcoholic drinks or binge drinking that is linked to vehicular crash accidents, domestic abuse and other crimes. Finance Undersecretary Karl Kendrick Chua said that like the proposed hike in cigarette taxes, increasing the excise tax levied on alcohol prod-

ucts will help close the P40-billion funding gap in the Universal Health Care (UHC) program. Pacquiao’s Senate Bill (SB) No. 2197 will raise around P32.3 billion in the first year of its implementation in 2019, and P40 billion in 2020; P47.4 billion in 2021, P54.6 billion in 2022 and another P62.4 billion in 2023, for a total of P236.6 billion, according to Chua. In endorsing the bill, Chua said computations done by the DOF’s Strategy, Economics and Results Group show that the

inflationary impact of increasing the excise tax on alcohol products under the measure would only be 0.1 percentage points. “If inflation is, let’s say, 3.2 percent this year as the Bangko Sentral ng Pilipinas projects, then the additional inflation will be 0.1, so 3.3 percent,” Chua said. Health Undersecretary Rolando Domingo said higher alcohol excise taxes would help curb binge drinking, which often leads to vehicular accidents and the commission of crimes.

Ito ay nagdudulot ng iba pang mga problema tulad ng: 1. Mahabang pagputol sa paghinga (mahigit sampung segundo) habang natutulog dahil sa sagabal o harang sa daanan ng hangin. 2. Madalas na paggising mula sa pagtulog kahit na hindi mo namamalayan na nagigising ka. 3. Mababaw na pagtulog. Ang mga taong may obstructive sleep apnea ay hindi nakakatulog ng malalim upang mapigilan ang pagiging relaxed ng kanilang throat muscles upang hindi ito makasagabal sa daanan ng hangin. Ang mga taong madalas humilik ay laging inaantok sa umaga.

Nagdudulot ito ng pagbabago sa pressure na humihigop ng mga pagkaing tinutunaw na sa tiyan pabalik sa esophagus. 8. Pagsakit ng ulo 9. Pagtaba 10. Pakiramdam na laging pagod sa umaga.
