Duterte not coddler of Chinese drug suspects – Spokesman Panelo THE PALACE strongly denied damaging accusations by former police officer Eduardo Acierto against President Rodrigo Duterte that he is coddling or protecting two high-profile Chinese nationals, one of them his economic adviser, being accused as involved in the illegal drug trade in the country.
Founded 2006
Presidential Spokesman Salvador Panelo made this reaction as Acierto claimed that Duterte has been photographed with Chinese businessman Michael Yang, who is Duterte’s adviser; and Allan Lim. “The President always accommodates anyone who wants to take picture with him. Kung iyon lang ang

Misuari capable of creating trouble
D
EFENSE SECRETARY Delfin Lorenzana has downplayed ex-rebel chieftain Nur Misuari’s threats of war if his demand for federalism fails, but the Martial Law implementor and former commander of the Special Operations Command admitted the ageing leader of the Moro National Liberation Front and his loyal followers are still capable of creating trouble.

GENERAL SANTOS CITY – Over a dozen cops were relieved from their duty as the regional police ordered an investigation allegedly linking them to an investment scam that reportedly duped as much as P2 billion from their unsuspecting victims. Regional police spokesman, Lt. Col. Aldrin

Gonzales said 14 cops were allegedly involved in the so-called Pulis Paluwagan Movement (PPM) which is similar to Ponzi scheme. He said Brig. Gen. Eliseo Rasco, the regional police commander, ordered the relief of the policemen and transferred them to the Continue on page 2

Misuari capable of creating trouble Lorenzana was referring to the 2001 and 2013 deadly attacks by MNLF forces in Jolo town in Sulu; and Zamboanga City in an effort to stop elections in the Muslim autonomous region and for Misuari to remain the regional governor. He said Misuari - who threatened President Rodrigo Duterte when he told him that he will go to war if the government fails to push through with federalism – is no longer capable of waging war because many of his followers have joined other groups or supportive of the government’s peace efforts and the es-
tablishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). “They are still capable of creating trouble like what they did in the Zamboanga City siege. But war? Not anymore,” Lorenzana said, explaining that Misuari no longer has manpower. Nur still powerful But Lorenzana’s view of Misuari as incapable of waging war is naïve, according to residents of Sulu, the stronghold of the MNLF, where it continues to maintain thousands of armed members and supporters. “They cannot just ar-
rest Misuari and that proves the government is incapable of putting him behind bars for his alleged crimes against humanity in so far as the siege in Zamboanga and Jolo. The MNLF is more stronger now and have more weapons, powerful that your ordinary soldiers,” the 60-year old Ibrahim said, describing Misuari’s firepower. “He may not be as popular as other politicians, but Misuari has this charisma, the way he talks to the people, just like Duterte. They know how to deal with ordinary people and let them believe what he wants to say,” he added.
Cops relieved over investment scam Continued from page 1 headquarters to allow impartial investigation. “They were transferred to the RPHAU while the investigation is being conducted,” he said, referring to the Regional Police Holding and Accounting Unit. National Police Chief, General Oscar Albayalde, also ordered the relief of Col. Manuel Lukban Jr., chief of the regional policed directorial staff; and city police director, Col. Raul Supiter in line with the investigation into the scam transferred the duo to Camp Crame’s RPHAU. “This is a standard operating procedure to
prevent them from influencing the investigation in any way and make it transparent,” Gonzales said, assuring the public that it will file charges against those involved in the scam if they are proven guilty. The investigation is being conducted by the Criminal Investigation and Detection Group. And the National Bureau of Investigation also launched a separate probe after civilians filed complaints in the agency. The PPM began operating in 2018 and eventually collapsed in January 2019 with many of its victims were policemen who invested heavily on the
scheme. In 2012, a similar scam by Aman Futures in Zamboanga del Sur’s Pagadian City duped thousands of people in the southern Philippines by promising them 50% interests of all their investments estimated at P12 billion. Its mastermind, Malaysian national Manuel Amalilio, founder of Aman Futures, escaped the country and returned home after the collapse of his company. Amalilio was arrested in Sabah for using fake travel documents and Malaysia refused to hand him over to the Philippines to face criminal charges. (Mindanao Examiner)
Duterte not coddler of Chinese drug suspects – Spokesman Panelo Continued from page 1 since I assumed office as Chief PNP in April 2018, I do not remember having received any copy of an alleged report that identified presidential adviser Michael Yang as being involved in drug activities,” Albayalde said. “I would like to categorically debunk allegations made by dismissed police Col. Eduardo Acierto that I failed to act accordingly to an intelligence report that he purportedly submitted when he was still in the service with the defunct Anti-Illegal Drugs Special Operations Task Force,” he added. Panelo said Acierto’s motive was to get back at Duterte for dismissing him from the service. “Obviously, the motive is - since he has been accused of involvement in drugs, he wants to get back, that’s why he is pointing fingers at who-
ever,” he said. Duterte has defended Yang and said the Chinese businessman has no connections or links with the illegal drug trade and he threw invectives at Acierto and called him son of a bitch during his public speeches recently. The President even asked the police and military why Acierto is still alive. But Panelo said Duterte will never tolerate anyone involved in illegal drugs. “This President will not tolerate anyone regardless of the stature or relationship with him if he is involved in drugs. He will never allow it. He is against it,” Panelo said. Panelo said Duterte will not say anything without any basis as he defended Yang from Acierto’s allegations. “Common sense will tell us that he (Yang) is not involved, according to the President, Ambassador Zhao slept in the house
of Michael Yang. And we all know that the Chinese government is against illegal drugs, and the Ambassador will never associate himself with anyone involved in drugs,” Panelo said. “The fact alone that you are an Ambassador of China, and your government is against illegal drug industry, how can you be associating yourself with somebody you know to be involved in drugs? Obviously, talagang hindi siya involved. Bakit naman siya makikisama doon?” he asked. Panelo said Duterte’s trust and confidence in Yang will remain unless there is a proof of his involvement in illegal drugs. “There is an allegation and let the allegation be processed, investigated and then if there is a validation, then the Palace will make a move,” he said. (PNA. With a report from Mindanao Examiner.)
Lorenzana said Misuari is just bluffing when he threated the President with war. He dismissed Misuari’s threat as a mere sound bite in an attempt to make himself be noticed. “But he is missing a great chance to be really relevant. He should accept the BARMM, work within it and lend his leadership, stature and expertise to make it succeed. My guess, he’s bluffing,” Lorenzana said. Honor MNLF peace deal Misuari opposed the government’s peace talks with the MILF and the BARMM and insisting the MNLF signed a deal with Manila in September 1996 that led to the creation of the Muslim autonomous region which was abolished this year to pave way for the new autonomous region under the rule of the rival Moro Islamic Liberation Front led by Murad Ebrahim. He is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was the regional governor of the autonomous region. Misuari denied all criminal and graft accusations against him. After the MNLF peace agreement was signed, Misuari became the governor of the Muslim autono-
mous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. Misuari’s loyal forces and former MNLF rebels who joined the Philippine Army following the peace accord, attacked a key military base in Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the autonomous region where Misuari wanted to be a perpetual governor. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo and now House Speaker, in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran thrice for governor in Sulu even while under detention, but lost miserably. Justice Zamboanga City lead-
ers and residents are still demanding justice for the deadly siege that left over 200,000 people without homes following weeks of street battles between security and MNLF forces that killed and wounded some 300 civilians. It was the second time that MNLF forces raided Zamboanga. In November 2001, Misuari’s loyal forces also attacked Zamboanga and left dozens of civilians dead and wounded. Heavily-armed MNLF gunmen also took hostage over 100 civilians, including women and children, and used them as shield and pawn so they can negotiate with the then Lobregat administration and eventually allowed to escape to Basilan and Sulu provinces. In 2016, Mayor Beng Climaco banned all MNLF rallies in Zamboanga City following attempts by Misuari’s group to hold a peace caravan despite the charges against Misuari. “The destruction wrought by the 2013 siege continues to linger, as internally displaced persons – both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in Sulu and Basilan – have suffered the brunt of the MNLF attack in Zamboanga,” Climaco said. South Cotabato’s poor get govt. aid KORONADAL CITY – Poor families from South Cotabato province thanked President Rodrigo Duterte for distributing over P13 million worth of livelihood and financial aid during his recent visit here. Duterte personally handed over the assistance to beneficiaries of the anti-poverty programs of the Department of Social Welfare and Development’s (DSWD). Some 38 community organizations composed of about 1,000 poor families received checks for livelihood grants under the Sustainable Livelihood Program (SLP) while 300 other poor households got their cash
subsidies under the Unconditional Cash Transfer (UCT) program. Duterte urged the beneficiaries to use the grants properly, stressing that these were intended to make their lives better. “Let us be clear. These were not given to you so you can buy liquor, get into gambling, and buy drugs. We will not understand each other with that,” he said. “When you get home, give some to your children and buy them good food. Then use the rest for your daily needs.” The event was also attended by Social Welfare Secretary Rolando Bautista, Presidential Adviser on Overseas Filipino
Workers Affairs and Muslim Concerns, Abdullah Mamao; South Cotabato Governor Daisy Fuentes, among others. Zorahayda Taha, DSWD regional director, said the SLP beneficiaries, composed of up to 30 members, received grants of between P300,000 and P450,000 as seed fund for their approved business enterprises. She said these include rice retailing, flower production, chicken egg production, cattle-raising, poultry production, bakery, and dressmaking. Under the program, each individual member of the SLP group may avail of as much as P15,000 in livelihood

the national government to help poor households cope with the impact of the Tax Reform for Acceleration and Inclusion Law Emma Sorsano, president of an SLP association based in Lake Sebu town, expressed gratitude to the government for giving them the chance
to eventually get out of poverty through their hog fattening project. “We will do our best to grow and sustain this for our families and communities in Lake Sebu. It’s hard to earn money but it is harder to see our families starve and we can’t do anything about it,” she said. (Allen Estabillo)
51 mayors face charges over failed ADAC THE DEPARTMENT of the Interior and Local Government said it filed administrative charges against 51 mayors over their alleged failure to establish an Anti-Drug Abuse Council (ADAC) in their locality. DILG Assistant Secretary Ricojudge Echiverri underscored the importance of setting up an ADAC in every community, saying it signifies commitment and collective action to eliminate the problem of illegal drugs. He said the charges were filed recently at the Office of the Ombudsman for misconduct and dereliction of duty against.
He said the failure of the respondent to create the local ADAC can be classified as a misconduct in office or a dereliction of duty which is among the grounds for discipline, suspension, or removal from office of a local official. “We will leave it to the Ombudsman to decide on the punishment, the lightest is reprimand, one is suspension, or the worst -- removal,” he said. Echiverri said 9 respondents from municipalities with low functioning anti-drugs council are on also on the so-called narco-list. He explained that a local government
unit could be classified with low functionality ADAC if there is no allocation of resources for the council or the heads failed to establish a community-based rehabilitation center. While the non-compliant are the local government units that scored zero in the agency’s performance ratings. Echiverri enjoined the LGUs to organize their ADAC as mandated by the law. The first batch of the complaints was filed against 20 mayors on March 14 while the second batch against another 25 was lodged on March 20. (Joyce Ann Rocamora)

Philippines won’t fall into China’s debt trap, says DOF party na kunin o angkinin ang ating mga likas na yaman,” Agabin said. The Chico River irrigation project aims to provide a stable supply of water to around 8,700 hectares of agricultural land in the provinces of Kalinga and Cagayan. Finance Undersecretary Mark Dennis Joven also rejected concerns that the Philippines will fall into China’s debt trap the same way Sri Lanka did, stressing
Manila does a better job in managing foreign loans. “We’re very well aware of what is happening in the world and we’re fiscally responsible enough not to do something which will endanger the fiscal position of our country,” Joven said. In 2017, China took ownership and control of Sri Lanka’s two major ports after the latter failed to pay back loans. Joven said the Philippines failure to pay China
is least likely because the Philippines has a smaller debt to gross domestic product of around 40 percent compared to Sri Lanka’s debt to GDP of around 80 percent. “The Philippines is, in terms of all the countries in the world, I think we’re at around top 40 of most debt solvent countries in the world. In terms of possibility of failure to pay or over leverage, it’s very, very unlikely,” Joven said. (Azer Parrocha)
Troops hunt Sayyafs in island President Rodrigo Duterte with Zhao Jianhua and Song Tong. (PCOO) THE DEPARTMENT of Finance (DOF) has allayed fears the Philippines could fall into China’s debt trap, saying, Manila has never reneged on its debt obligations to any creditors. It made the assurance following concerns raised by Senior Associate Justice Antonio Carpio that Beijing can seize the country’s patrimonial assets if the Philippines fails to pay the P3.69 billion loan extended by China to fund the controversial Chico River Pump Irrigation project. Finance Undersecretary Bayani Agabin ex-
plained that under the Philippine laws, particularly Presidential Decree No. 1177, requires automatic appropriation in the national budget for debt obligation. “May probisyon tayo sa batas PD 1177 na automatikong naglalaan ng pambayad ng utang na nakapaloob po ito sa taunang General Appropriations Act,” Agabin said. “Lahat ng mga nabanggit na probisyon sa loan agreement ay mangyayari lamang kung ang gobyerno ng Pilipinas ay hindi na makabayad ng utang nito.” Agabin challenged
critics of the Chinese loan agreements to review the Philippines credit history and consult with experts before jumping into conclusions that the country is in danger of falling into China’s debt trap. He said none of the foreign loan agreements include the surrender of Philippine assets to the lender country. Agabin reiterated that the Philippines did not offer any of its natural resources as collateral in securing the project. “Ang waiver of sovereign immunity ay hindi nagpapahintulot sa sinumang dayuhan o foreign
ZAMBOANGA CITY – Government troops were searching for Abu Sayyaf militants on the southern Filipino island of Simisa where a series of fighting broke out. Just last week, soldiers clashed with militants and citing intelligence report, security officials claimed that troops killed 3 gunmen. But soldiers failed to recover bodies of the slain pro-ISIS fighters. No soldiers were reported wounded or killed in the fighting on Simisa Island. Marines were tracking down the group of Abu Sayyaf sub-leader Najir Arik on the remote island when it ran into a band of militants, spark-
ing gun battles in two sites. “The exchange of fires that lasted for 5 minutes resulted to three enemies killed based on human intelligence, while no casualty was reported on the government side. Pursuit operation was immediately conducted to go after the fleeing bandits.” “While conducting pursuit operation, troops of the Marine Battalion Landing Team 1 chanced upon the fleeing bandits few meters away from the first encounter site. Intermittent firefight lasted for about twenty minutes,” said Lieutenant General Arnel Dela Vega, chief of the Western Min-
danao Command, adding, the anti-terror Joint Task Force Sulu continues to intensify the conduct of offensives against the Abu Sayyaf, whose leaders have pledged allegiance to ISIS. The Abu Sayyaf is still holding nearly dozen mostly Malaysian and Indonesian fishermen kidnapped for ransom off Sabah and has recently threatened to executive 3 captives if ransoms running into tens of millions of pesos are not paid by Jakarta or Kuala Lumpur. No deadline has been set for the execution of 2 Indonesians and a Malaysian fisherman. (Mindanao Examiner)

Senatorial bet Francis Tolentino: Lift crop insurance payment due to El Niño ENVIRONMENTAL LAWYER and administration Senatorial candidate Atty. Francis Tolentino has urged concerned government agencies like the Philippine Crop Insurance Corporation (PCIC) to lift the crop insurance payments of El Niño-hit farmers and fisherfolks in the country. Tolentino issued this statement in light of the already reported P1.33 billion damage to agriculture caused by El Niño. “The livelihood of our farmers and fisherfolks are the first to absorb the impacts of droughts and other natural calamities. Thus, they should likewise be the first to receive government support when calamities challenge their means of living. Lifting crop insurance payments and expanding government support will enable farmers and fishermen to recover
Atty. Francis Tolentino faster from the damages brought by typhoons and other natural phenomenon such as El Niño,” Tolentino said. He said farmers and fisherfolks should be granted collateral-free loans especially by government banks in order for them to be able to quickly resume farming or fishing after damage to their products and equipment caused by calamities. “Last year, only P598 billion out of the P644 billion earmarked for ag-
ricultural and agrarian reform credit was extended to the agriculture sector. More agri-prenuers could have been empowered had the allocation for the aforementioned purpose been maximized,” Tolentino said. “Our food supply is greatly dependent on the production of farmers and the catch of fishermen. Hence, in order to ensure food supply and price stability, assistance to farmers and fishermen should be made available,” he added. El Niño is a part of a routine climate pattern that occurs when sea surface temperatures in the tropical Pacific Ocean rise to above-normal levels for an extended period of time. The opposite of El Niño, La Niña, is when sea surface temperatures in the central Pacific drop to lower-than-normal levels.
Beware of fake anti-rabies vaccines
Don’t buy pirated CDs, DVDs - OMB Photo taken from smartparenting.com.ph GENERAL SANTOS CITY - Health authorities have warned the public on the proliferation of fake anti-rabies vaccines after several cases of animal bite victims were discovered using counterfeit vaccines in Koronadal City. John Codilla, of the Integrated Provincial Health Office (IPHO), said they have monitored a number of fake vaccines that were used by victims who sought treatment at the provincial hospital. He said they are currently investigating the possible sources or suppliers of the counterfeit vaccines, which allegedly carry the barnd Verorab. “We confiscated some of these fake vaccines at the provincial hospital,” he said. Codilla said they have issued advisories to all Animal Bite and Treat-
ment Centers (ABTC) in the province to properly evaluate the vaccines before administering them to bite victims and seize the fake items. Before using, he urged residents to present the vaccines first to the ABTCs to properly check their validity. The World Health Organization also issued an alert last month regarding counterfeited Verorab vaccines circulating in parts of the Philippines. It said the genuine vaccine is manufactured by Sanofi Pasteur. The Department of Health (DOH) earlier said at least two brands are currently available and approved for use by the Food and Drug Administration and these are Speeda and Vaccirub. It temporarily suspended the procurement of Rabipur, a vaccine recommended by the WHO, after it was found
to be contaminated with bacterial residues. Codilla said the move has so far affected the supply of anti-rabies vaccines, with shortages reported in parts of the country, including Region 12. He said there are available human rabies vaccines but are limited for advanced cases of infections. The DOH provides free vaccines to patients who were bitten by rabid animals, especially dogs, in the upper part of the body, he said. In the wake of the shortage of anti-rabies vaccines, Codilla advised residents to avoid resorting to traditional methods like “tandok, bato and dahon.” He said these had been proven ineffective and could potentially contaminate and worsen the bite wounds. (Anna Liza Cabrido)
ILIGAN CITY – The Optical Media Board (OMB) warned unscrupulous traders from selling pirated movie CDs and DVDs and computer software and games or face criminal charges. It also urged the public not to buy pirated movies and softwares and instead report them to the OMB and help the government fight piracy.
Just recently, a team of OMB raided many stalls selling pirated CDs and DVDs in Iligan City following mounting complaints from movie producers and intellectual property rights owner on the rampant trading of pirated optical media there. OMB chairman Anselmo Adriano said they confiscated many pirated
music and movies CDs and DVDs here. He said they also seized duplicating machines and hundreds of blank CDs and DVDs and printers from unscrupulous traders. He said they will file charges against the erring traders for violating the Optical Media Act. (Mindanao Examiner. With a report from Divina Suson)

Salay housing project natagamtaman na sa residente
HEALTH
Umupo paminsan-minsan at magpahinga. Mas relaks ang tuhod kapag tayo’y nakaupo. • Huwag mag-high
heels.
