COTABATO CITY -- The Commission on Elections has proclaimed incumbent Mayor Frances Cynthia Guiani-Sayadi as the winner in this year’s mayoral race. Guiani-Sayadi garnered 34,753 votes to win over rival Bai Sandra Sema, who got 21,655 votes, to clinch the city’s mayoral post. On top of this, the state-owned agency likewise paid PHP5.9 billion in taxes for 2018, more than half of the total taxes

it paid in the last 10 years. Overall, the PPA is contributing a record-breaking amount of PHP9.41 billion in terms of dividends and taxes to the national government for the past year, which can be used for the government’s various social welfare, health and other

projects. Latest data from the PPA showed that total dividends for 2018 amounted to PhP3.51 billion, setting another all-time record for the PPA. In 2017, PPA remitted some PHP3.1 billion, its highest recorded dividend then in the last 30 years. Howev-

PPA is mandated to remit at least 50 percent of its annual net income to the NG after it was granted fiscal autonomy during the term of former President Corazon C. Aquino. Meanwhile, total revenues for 2018 reached PHP17.49 billion or 8.13 percent higher than the target for the year. The agency has achieved so much in terms of dividends remittance despite the massive infrastructure spending for port rehabilitation and development. This kind of fiscal management shall truly aid the government in achieving the ‘Golden Age of Infrastructure’,” Tugade said. According to PPA General Manager Jay Daniel Santiago, the agency’s performance in the last two years has placed the PPA on stable financial ground, which will enable the agency to continue sustaining port services of the highest standards. “The streamlining of port processes coupled with strategic port development and modernization have greatly

contributed to this strong performance as we aim for our operations to be on par with global standards,” Santiago said. Santiago added that the overall remittance of Government-Owned and Controlled Corporations (GOCCs) is a positive indication of the country’s growing economic status worldwide. “This is also a testament to the resiliency of the Philippine economy as it continues to thrive despite external pressures from different foreign economies,” Santiago added. With this, the PPA is expected to once again land in the higher echelon of the “Billionaires’ Club” of GOCCs contributing billions of pesos in dividends to the national government. PPA is a consistent member of this club in the last decade but belonging only to the bottom half of the club. It only upped the ante when the Duterte administration took over in 2016.

‘Tear down your own campaign posters’, candidates told THE COMMISSION on Elections (Comelec) urged local and national candidates anew to take down their campaign posters, following the conclusion of the midterm elections. “The cost of putting those campaign posters is already huge, why not shell out a few more and tear it down themselves?” said Comelec Commissioner Rowena Guanzon. “It’s an election offense if they refuse to take it down three days from notice, we’ll

know it at the committee,” she said. At present, the Philippine National Police (PNP) is mobilizing its personnel to tear down campaign materials in its ‘Oplan Baklas’. Last week, the police said it had already removed over 650,000 campaign posters in Metro Manila alone. The Metropolitan Manila Development Authority (MMDA) collected a total of 168.84 tons of campaign materials in various parts of the region during the recent

mid-term elections. This, as the MMDA’s Metro Parkway Clearing Group (MPCG) hauled campaign materials of various sizes before and after the election day on May 13. “All in all, we have collected so far 168.84 tons of campaign trash this midterm elections,” said MPCG chief Francis Martinez. A post-clean up report by the MPCG disclosed that at least 21,700 pieces of election-related materials equivalent to 23.42 tons

According to Comelec Resolution 10505, which amended several provisions of the Omnibus Rules on Campaign Finance, the failure of the candidate to submit SOCEs within six months from proclamation will stop him/her from assuming the duties of the post he/she had won. Party-list groups urge Comelec to release info on data logs SOME PARTYLIST GROUPS have urged the Commission on Elections (Comelec) to release the information on the election data logs to determine no irregularities have taken place during this year’s mid-term polls. “We wanted to manifest this on the floor, not to delay the canvassing but to point out why we need the data logs because some voters reported they weren’t able to see the party-list they voted in their receipts,” Aaron Pedrosa, legal representative of the Partido Lakas ng Masa (PLM), told reporters in an interview. “Even in our bailiwicks, the votes of PLM party-list is too low, it’s as if our membership were decimated,” he added. Comelec proclaims new South Cotabato governor, other winners GENERAL SANTOS CITY -The Commission on Elections (Comelec), through the provincial board of canvassers (PBOC), proclaimed Tupi Mayor Reynaldo Tamayo Jr. as the newly-elected governor of South Cotabato province. Lawyer Duque Kadatuan, Comelec provincial supervisor, said Tamayo garnered a total of 222,060 votes based on the canvassed election returns from 726 clustered precincts within the province’s 10 towns and lone city. Tamayo, who ran under the Partido Federal ng Pilipinas (PFP), defeated incumbent Governor Daisy Avance-Fuentes of the Nationalist People’s Coalition (NPC)-Hugpong ng Pagbabago, who got 195,038 votes. Kadatuan, who chairs the PBOC, led the proclamation of winners after reconvening the board at the Sangguniang Panlalawigan session hall in Koronadal City for the fifth time after election day. He said the canvassing of votes at the provincial level was delayed due to the late transmission of results from Koroandal City and the municipalities of Lake Sebu and T’boli. The feeding of ballots to the Vote Counting Machine at precinct number 18 of the Koronadal National Comprehensive High School in Koronadal City was stalled on election day due to the defec-

The PBOC proclaimed Fuentes’ running mate, incumbent Vice Gov. Vicente de Jesus (PDP-Laban), as winner with 193,649 votes over outgoing Koronadal City Councilor Mark Lapidez who got 179,196 votes. The elected provincial board members in the first district were Glycel Mariano-Trabado (PDP-Laban), Eamo Matti (PDP-Laban) and Noel Escobillo (PFP). The winners in the second district were Ester Marin-Catorce (PDP-Laban), Dardanilo Dar (NPC), Ellen Grace Subere-Albios (NPC), Jinky Avance (NPC), Hilario de Pedro VI (NPC), Antonio Fungan (PDP-Laban) and Henry Ladot (NPC). The board proclaimed Deputy House Speaker and incumbent Rep. Ferdinand Hernandez (PDP-Laban) as winner in the 2nd District congressional race after garnering a total of 222,524 votes, defeating independents Lyndale Causing and Darius Solis who got 47,516 and 1,705, respectively. The PBOC did not proclaim a winner for the first congressional district seat due to the suspension of the elections by the Comelec en banc, with

the signing last March 11 by President Rodrigo R. Duterte of Republic Act 111243. RA 11243 reapportioned the first district of South Cotabato and established the city as the province’s third district. Comelec issued Resolution 10524 last April 11, postponing the election for the first district representative on May 13 and set the first regular election for the representatives of the two new districts within six months. The camp of Vice Mayor Shirlyn Banas-Nograles, who was among the four aspirants for the post, sought her proclamation after topping the race with 194,929 votes but was denied by the PBOC. “The (Comelec) en banc resolution was very clear that the elections for the district has been suspended and all votes cast for the position will be considered as stray,” Kadatuan said. In Koronadal City, incumbent Vice Mayor Eliordo Ogena (PDP-Laban) was proclaimed winner in the mayoralty race with 45,027 votes, over former South Cotabato Gov. No leadership change seen in Senate SENATE PRESIDENT Vicente Sotto Is seen to continue holding the reins of the upper chamber as the 18th Congress opens in July. Senate Majority Leader Juan Miguel Zubiri said there is no talk of leadership change in the Senate since Sotto still enjoys the “trust and confidence” of his colleagues. “As far as I’m concerned our SP still has the strong trust and confidence of all the re-electionists coming back to the Senate plus a solid number of those remaining,” Zubiri told reporters. “I’m not sure who wants to make a go for it but definitely the combined bloc of the ‘seatmates’ and ‘macho’ bloc is a group to contend with,” he said.

Zubiri said the “seatmates” bloc consists of Senators Sherwin Gatchalian, Joel Villanueva, Richard Gordon, and reelectionists Nancy Binay, Sonny Angara, and JV Ejercito. On the other hand, the “macho” bloc comprises senators Panfilo Lacson, Gringo Honasan, and Sotto. Lacson said Sotto’s presidency is stable as he has shown “very good leadership qualities.” He noted that Sotto has consistently taken the cudgels for senators from both the majority and minority groups on several occasions. “How he dealt with the 2019 national budget is a fine example of his grit and guts in handling such difficult situations,” Lacson said.

Sotto, who was elected Senate president on May 21, 2018, has promised to uphold the Senate’s independence amid the looming victory of at least eight senators backed by President Rodrigo Duterte. AS THE CLICHE goes, “the people have spoken”. Many polling precincts had become a virtual market place where votes were sold. But such is the nature of the beast. It’s a gamble where bets are placed in “the dark”...meaning one foregoes with probabilities and just say “come what may”. For those who sold their votes, they just gambled their future. For the rest of us life must move on. That’s for the local election. The national election derby is another story. In the past, captive votes were traded for guns and golds but since the fiefdoms of Andal Ampatuan had been totally expunged those running for national positions have to rely on the strength of their party organizations. The regional parties and the alliance that they forged were a force to reckona with. Hugpong Ng Pagbabago which was

spearheaded by Davao City Mayor Inday Sara Duterte welded an alliance that became an effective vehicle for senatorial race like what we have just seen in the May 13 midterm elections. For certain this will determine the outcome of future elections. HnP-PDP Laban totally obliterated the Liberal Party senatorial slate Otso Deretso. In the meantime, Davaowenyos celebrate the spectacular performance of their homegrown neophyte politicians - Christopher “Bong” Go and Ronald “Bato” dela Rosa. They and the rest of the candidates identified with Pres. Rodrigo Duterte decisively won the elections. Their victory is extremely crucial to this administration as it embarks on the implementation stage of its Build, Build, Build program. The Duterte government just achieved unprecedented milestones

in the Philippines. Its 10-point economic agenda and tax reforms earned a bbb+ investment grade for the country, Duterte himself registered an “Excellent” approval never experienced in the annals of the Social Weather Station or trust rating and he is bound to have full cooperation from the legislative department. The autonomous government in the bangsamoro region will soon be fully functional paving a new era of peace and development in Mindanao while the local peace talks with the New Peoples Army continue to gain headway. We have seen the defeat of left-leaning political organizations while the voice of Jose Ma. Sison, head of the moribund communist party of the Philippines, had become pipsqueak and irrelevant. It’s time to move forward.

The clan took the last bailiwick of the Codilla family – the town of Kananga, Leyte -- after Board Member Matt Torres beat incumbent Mayor Rowena Codilla in the mayoral race. It was a tight race with 15,350 votes gained by Matt against 13,310 obtained by Rowena. Rowena’s husband, Elmer, mayor of Kananga from 2007 to 2016, also lost in the vice mayoral

race after Matt’s running mate, Miguel Tan, garnered 13,911 votes, slightly higher than the 13,672 votes received by Elmer. Matt is the brother of actress-turned-congresswoman Lucy Torres-Gomez, wife of actor-turned-mayor Richard Gomez. by the Codillas, a political clan established by Elmer’s father, Eufrocino Codilla Sr. Eufrocino, who died in 2016, was known as “Man of the Masses” in Leyte’s northwest area due to his ties with the common people. He entered politics as Ormoc City mayor in 1992. In 2001, he was elected as a lawmaker and served for nine years. Two of his children also served as Ormoc’s local government. Eric was three-term mayor of Ormoc (2004-2013) while Edward served as mayor for only one term because Richard Gomez stopped his re-election bid in 2016. Another son of Eufrocino, Winnie, crashed out of the congressional race after garnering only 50,969 votes, a fraction of the 177,938 votes obtained by Lucy. Rico, the youngest member of the Codilla political clan, lost his bid to represent Leyte’s 4th district in the provincial board. In Ormoc City’s mayoralty race, Richard beat Eric by nearly 48,000 votes. Eric is publicly known as the friendliest son of the late Codilla patriarch. In a statement, the actor thanked the people for their support to his family and political allies. His

Reelectionist congressmen Raul del Mar and Rodrigo Abellanosa were likewise declared winners over their closest rivals, showbiz personality Richard Yap and City Councilor Jocelyn Pesquera in the North and South Districts, respectively.

Del Mar defeated Yap with 135,528 votes against the actor’s 81,575, while Abellanosa garnered 163,247 votes versus the 103,524 votes received by Pesquera. The winning city councilors in the North District were proclaimed as well. They were Nestor Archival, Niña Mabatid, Joy Augustus Young, Lea Japson, Sisinio Andales, Alvin Arcilla, and Alvin Dizon. Those who won seats in the City Council from the South District, including former Philippine Basketball Association star Dondon Hontiveros, will be proclaimed as soon as the canvassing of votes had been completed.
