Chinese fishing militias sink Filipino trawler DEFENSE SECRETARY Delfin Lorenzana has called for “diplomatic steps” after a Chinese fishing militia vessel allegedly rammed and sank a Filipino trawler while anchored near Reed Bank in the disputed South China Sea.

Foreign Affairs Assistant Secretary Emmanuel Fernandez said they also advised Filipinos to reschedule their consular transactions at the Con-
sulate General, which is located near the demonstration areas. He said the Consulate General headed by Consul General Antonio Morales continues to monitor the situation and will provide public advisories from time to time as necessary and is ready to provide assistance if needed. A report by the Iran Press said the proposed law has been met with widespread opposition and prompted more than one million of the city’s more than 7 million populations to take to the streets in protest since last week. Up to 5,000 policemen in riot gear have been deployed to guard the legislative building after demonstrators tried to camp near there. The clashes resulted in a violent confrontation with protesters who were seen wearing helmets, goggles and heavy-duty workman’s gloves, and pulling bricks from the sidewalks. Hundreds of businesses, parents and teachers called for a boycott of works and school to show their opposition to the bill. Although Hong Kong is part of China, it has sepa-
rate laws unlike mainland China. Many people fear that the proposed extradition law means they could be taken from Hong Kong by Chinese authorities for political or inadvertent business offenses. Despite the mass demonstrations, Hong Kong’s leader Carrie Lam has refused to withdraw the extradition bill, saying it is needed to plug loopholes to prevent the city from becoming a haven for mainland fugitives. She said safeguards had been added to the bill to protect human rights and had received no instruction from Beijing to push it forward. “Hong Kong people are furious. Our chief executive just ignored the people’s voice, despite the peaceful rally of a million Hong Kong people,” said Senior Democratic Party lawmaker James To. They expressed grave concern over the continued killings carried out across the country. “We are extremely concerned over the high number of killings which are being carried out across the country in an apparent climate of official, institutional impunity,” they said, adding, in the past three years, they have repeatedly brought to the attention of the Philippine government cases alleging a range of gross human rights violations, such as extrajudicial, summary or arbitrary executions, including of children, persons with disabilities, indigenous peoples, trade union and land right activists. Those cases, the Special Rapporteurs claimed, also included allegations of arbitrary detention, torture or inhuman or degrading treatment, gender-based violence against women human rights defenders, attacks against
the independence of judges and lawyers, freedoms of expression and of assembly, as well as people’s right to food and health. “Sadly these cases are just the tip of the iceberg with many more cases being reported regularly. It is time for the Human Rights Council to take action against these sustained attacks on human rights defenders and independent watchdog institutions,” the experts said, stressing that, in many incidents the alleged perpetrators of killings are members of the armed forces, paramilitary groups or individuals linked to them. “Instead of sending a strong message that these killings and harassment are unacceptable, there is a rising rhetoric against independent voices in the country and ongoing intimidation and attacks against voices who are critical of the Government, including independent media, human rights defenders, lawyers and journalists,” said the experts. They said President Rodrigo Duterte has himself publicly intimidated
human rights defenders, United Nations Special Rapporteurs and even the Supreme Court judges. He has publicly degraded women through sexist statements and has incited violence against alleged drugs pushers and others. He has also threatened to bomb the schools of indigenous peoples in Mindanao. “The Government has shown no indication that they will step up to fulfil their obligation to conduct prompt and full investigations into these cases, and to hold perpetrators accountable in order to do justice for victims and to prevent reoccurrence of violations. There are now thousands of grieving families in the Philippines. We call on the international community to do everything possible to ensure there will be no more,” the Special Rapporteurs said. The experts also expressed serious concerns about the decision of the Philippines to withdraw from the International Criminal Court. “This is the last of many actions demonstrating that the
Government is seeking to evade scrutiny and reject accountability,” they said, noting repeated personalised attacks on independent international actors and undermining their credibility. Independent human rights experts appointed by the UN Human Rights Council have raised their concerns with the Duterte government on 33 occasions over the last three years. The Special Rapporteurs are composed of Agnes Callamard, Special Rapporteur on extrajudicial, summary or arbitrary executions; Meskerem Geset Techane, Chair of the Working Group on the issue of discrimination against women in law and in practice; Hilal Elver, Special Rapporteur on the right to food; Michel Forst, Special Rapporteur on the situation of human rights defenders; David Kaye, Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression; Clément Nyaletsossi Voulé, Special Rapporteur on the rights to freedom

Duterte said he never ordered police to kill suspects in his anti-drug campaign. “I did not say kill this person because he’s a drug pusher or drug importer. What I said to them: ‘Destroy the apparatus of the drug organization’,” Duterte said. But he admitted that poor drug suspects are vulnerable to the government’s campaign against illegal drugs. “Remember, shabu is the commodity of the poor. DOLE limits deployment of Filipino nurses abroad THE DEPARTMENT of Labor and Employment (DOLE) said it is planning to slow down the deployment of nurses abroad due to shortage of medical professionals in the country. Labor Secretary Silvestre Bello said many government and private hospitals have inadequate number of nurses and that is why they have to decrease the deployment of medical professionals. “There could be a slowdown in the deployment of nurses because we also need our nurses, especially senior citizens,” he said. DOLE has already slowed down deployment of construction workers overseas because of similar problems. “We slowed down the deployment of construction workers earlier. Now, we want to include our nurses,” he said. Many nurses work abroad because of the high salaries. Nurses working in Saudi Arabia earn as much as P90,000 a month while
those in the United States or United Kingdom can earn as high as P200,000 a month compared to those working at government or private hospital back home who only earns less than P20,000 a month. Filipino nurses are in demand in countries in Europe, the Middle East, among others. Bello noted that he is contemplating on the plan after a dialogue with the Philippine Nurses Association (PNA), who sought his assistance to address the shortage of nurses in the country. “All the while, I thought there is an oversupply of nurses. But I just learned that those graduating with nursing degrees and have passed the Board only train for two years and will go work abroad,” he said. Bello said the government should do something and increasing the salaries of nurses for them to stay and work in the country. “In order for them to not want to work
abroad and just stay here, we should also consider increasing their salaries. And the President appears amenable to giving them that,” he said. He said the salary increase for nurses would be discussed with the Department of Budget and Management. Early this year, the government has implemented a slowdown in sending construction workers to other countries, by as much as 90 percent due to the reported manpower shortage in the local construction industry stemming from the “Build, Build, Build” program in 75 projects. Under the program, the government is set to construct roads, bridges, airport, railways among others, covering 2017 to 2022, with a total budget of P8 trillion. NBI builds case vs. Kapa founder, Cebu manager CEBU CITY - The National Bureau of Investigation (NBI) said it is now building a legal case against the founder of the Kapa Community Ministry International, Inc. and the manager of its Cebu office for operating an investment firm without authority from the Securities and Exchange Commission (SEC). Lawyer Tomas Enrile, NBI regional director, said they will investigate its Kapa’s founder, Pastor Joel Apolinario, and Cebu branch manager Christopher Abad. Enrile’s group, backed by members of the Criminal Investigation and Detection Group also raided Kapa’s Compostela branch recently after the Manila Regional Trial Court Branch 20 Judge Marivic Umali issued a search warrant. “Kami dito sa NBI-

Thai Princess Maha visits Cebu’s Basilica CEBU CITY - The Augustinian friars of the Basilica Minore del Sto. Niño de Cebu said the recent visit here of Princess Maha Chakri Sirindhorn, sister of King Maha Vajiralongkorn of Thailand, was a memorable history since its foundation more than four centuries ago. The Princess, along with her entourage of 57 royal guards, visited the Basilica and spent 70 minutes to learn about its history, according to Father Ric Anthony Reyes, the museum director. The visit proves that no religion can repel the true essence of faith and humanity during her visit at the Basilica Minore del Santo Niño de Cebu. The visit was part of the annual educational tour of the Chulachomklao Royal Military Academy where the Princess is the
head of the History department. Chainarong Monthienvichienchai, Chancellor of Saint John’s University in Ladphrao in Bangkok, said: “This is an educational tour so that they (students) will understand about Christianity. They are all Buddhists.” The Augustinian friars toured the Princess and the whole delegation around the Basilica compound where she carefully listened to historical backgrounds of the interior and exterior architectures and the exhibition at the museum. The friars said they are “blessed to have the Royal Princess of Thailand paving her historical visit in the Philippines specifically in Cebu, the cradle of Christianity.” The Philippines will celebrate the 500th year of Christianity in 2021.
