Mercury-laden skin whitening cosmetics sold in 7 Mindanao cities Continued from page 1 the health of their constituents, especially women and girls, at risk of mercury poisoning. “To uphold the general welfare as stipulated under the Local Government Code, we appeal to concerned city officials, especially to newly-elected or re-elected mayors, to act with urgency to break the criminal sale of mercury-laced skin whitening products,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition. “As the Philippines develops its National Action Plan for mercury-added products, we also urge our councilors to consider replicating the Quezon City Ordinance banning the production, importation, distribution, and sale of mercury-added skin whitening cosmetics in their area of responsibility,” he added. Dizon emphasized the action against these products will not only promote the health and safety of citizens, but also prevent mercury in skin whitening cosmetics from being discharged into wastewater and consequently polluting the environment and the food chain.
He said they conducted test buys recently in those cities and managed to purchase 93 skin lightening creams costing P25 to P350 each from beauty and herbal product retailers mostly operating in public markets and shopping malls. The products, smuggled from China, Indonesia, Malaysia and Pakistan, have not undergone the required quality and safety assessment by the Food and Drug Administration and are therefore illegal to sell and unsafe to use, according to Dizon. Dizon said their group screened the samples for mercury using a handheld X-Ray Fluorescence analytical device. And out of 93 samples, 75 items were found to be contaminated with mercury in the scale of 15 to 23,000 parts per million (ppm), way above the 1 ppm limit under the ASEAN Cosmetic Directive as well as the Minamata Convention on Mercury. All 11 samples of Goree Beauty Cream and Goree Day & Night Whitening Cream, which the FDA banned in 2017, had high concentrations of mercury ranging from 18,700 to 23,000 ppm. Also found to contain violative levels of mercury, a chemical that is forbidden as ingredient in
cosmetic product formulations, were Collagen Plus Vit E, Erna, Huayuenong, Jiaoli, La Widya, S’Zitang, Women of Flower, and Xinjiaoli whitening creams. The FDA had already issued advisories against these products except for La Widya Collagen Day & Night Cream, Dizon said. While negative for mercury, Aichun Beauty Cream Fresh White, Aichun Beauty Cream Repair White, La Widya Temulawak Day & Night Cream, SP Asli Special UV Whitening, SP UV Special Whitening & Anti-Acne, The Face New Mengandung Temulawak Day & Night Cream, and UV Whitening Extra Ginseng are unlawful to sell due to the lack of market authorization from the FDA. The World Health Organization has warned that the main adverse effect of the inorganic mercury contained in skin lightening soaps and creams is kidney damage. “Mercury in skin lightening products may also cause skin rashes, skin discoloration and scarring, as well as a reduction in the skin’s resistance to bacterial and fungal infections. Other effects include anxiety, depression or psychosis and peripheral neuropathy,” it said. (Mindanao Examiner)

Plaridel association gets DOLE aid OROQUIETA CITY - The Department of Labor and Employment (DOLE) released some P250,000 worth of catering utensils to Paglaum Livelihood Association (PLA) in Misamis Occidental’s Plaridel town as part of its so-called Integrated Livelihood Emergency Employment Program. It said at least 30 beneficiaries, mostly housewives, who were already trained in handling catering services logistics and food preparations for their catering business. The financial assistance was used to purchase stainless steel tables, round 10-seater folder tables, chaffing dish with side lamp, pressure cooker, water dispenser and food trolley. PLA President Betty Adorable praised the DOLE for its assistance. “As a firsttime recipient of the government’s livelihood project, I can hardly believe that we have received such help from
DOLE. I am happy that aside from doing my passion to cook, I can now assist my husband in the expenses at home. With our perseverance and hard work, I am sure this business will enable us to be at par or more with the salaries of the minimum wage earners,” she said. For 60-year old PLA member, Merlyn Aranas, said with DOLE’s livelihood assistance, she is now able to do more in sustaining her livelihood. “I can finally take a rest from selling kakanin around since it is already strenuous for my age.” “We will rather make sure this catering business will prosper as our sole and reliable source of income. My share from the 80% profit will be used for payment of our electricity, water bill and school allowance of my grandchildren,” she said. Aranas said she will spread the good news to her
neighboring community so they will also benefit from the livelihood assistance of the government. DOLE said that to ensure the implementation of the livelihood project, the Paglaum Community Development Foundation Inc. being the accredited co-partner, will monitor the operation of the project, particularly in the procurement of raw materials, equipment, and tools and to make available all the project records and facilities during audits by DOLE and Commission on Audit. Jose Robles, of the DOLE-Misamis Occidental Provincial Field Office, also urged beneficiaries to take an active part in nurturing the assistance they received from the government, saying that sustaining their projects and doing their best to make them lasting would be a good counterpart. Tan said he and his municipal mayors were also happy to meet with Ebrahim and threw their support to the BARMM. Tan was among those who questioned the constitutionality of the Bangsamoro Organic Law (BOL) that abolish the Autonomous Region in Muslim Mindanao for BARMM. His son, Toto Tan, then governor of Sulu, filed a petition with the Supreme Court to review the legality and constitutionality of the BOL. The proposed law was the result of peace negotiations between the Filipino government and Moro Islamic Liberation Front (MILF) rebels headed by Ebrahim. The respondents in the 48page petition were Executive Secretary Salvador Medialdea, Interior and Local Government Officer-in-Charge Eduardo Año, members of the Senate and the House of Representatives, Presidential Adviser on the Peace Process Jesus Dureza and the
Bangsamoro Transition Commission, and the MILF. In the petition, Tan claimed that Congress committed grave abuse of discretion amounting to lack or excess of jurisdiction when it passed the Bangsamoro Organic Law. He said the Bangsamoro Organic Law violates Section 18 and 19 of Article X of the 1987 Constitution which authorized the enactment of only one Organic Act to establish the Autonomous Region in Muslim Mindanao. “Since ARMM (Autonomous Region in Muslim Mindanao) is created by Constitutional fiat, Congress, by itself, has absolutely no authority to abolish ARMM. Only through an amendment of the Constitution may ARMM be abolished. This is so, because only the Constitution may create or abolish an autonomous region,” he said. “Accordingly, when Congress, by enacting RA 11054, effectively abolished ARMM, and established BAR (Bangsamoro Autonomous Region) in its stead, Congress committed an unconstitutional act, an unwarranted infringement of Article X of the Constitution,” he added. The MILF, which signed an
interim peace deal with Manila in 2014, said it recognizes Tan’s rights to file the petition. But Muslims in Mindanao have ratified the BOL that paved way for the establishment of BARMM. BARMM is headed by a chief minister and two deputy ministers. Its parliament will be composed of political party representatives, parliamentary district representatives, sectoral representatives and indigenous tribes and settler communities. All parliament members will have a term of three years and can enjoy a maximum of three consecutive terms. The parliament can enact its own laws. The BOL also allows 7525 wealth sharing between the Bangsamoro autonomous region and national government. And now, the Tan patriarch - also a staunch political ally of President Rodrigo Duterte – said: “Since it (BARMM) is already here, it is not right for us not to support it because we will suffer. CAGAYAN DE ORO CITY – The Philippine Army’s 4th Infantry Division said it gained significant progress in its peace campaign in the South due to huge public support to the government’s efforts in ending insurgency in the troubled region. Maj. Gen. Franco Nemesio Gacal, the division commander, said security forces had “neutralized” over 1,100 communist rebels during the first six months of the year. He said this number included 1,062 members of the New People’s Army who surrendered to the fold of the law. More than 2 dozen rebels were also killed in clashes and 17 others captured. He said their relentless and focused security operations resulted in the significant reduction of the group’s terror threats. Government troops have captured 67 assorted firearms during encounters, while former rebels handed over 168 firearms of various calibers during the same period. The last two quarters, he said, also saw a sharp increase in the number of surrenderees in Region 10 (Northern Mindanao) with 359 regular members of the Milisya ng Bayan and their underground mass organizations and supporters yielded to various military units and in Region 13 (Caraga) had 763 surrenders during the period. “This is due to the
convergence of efforts of stakeholders backed with the enhanced implementation of community support programs, especially in poor, marginalized, conflict-affected and conflict vulnerable communities. The program effectively bridged residents of these areas to the local government agencies resulting in enhanced delivery of basic services to the people,” Gacal said. “Our army units across the region have deployed community support teams which help identify primary issues affecting communities and facilitate for its immediate resolution with concerned government agencies,” he added. Gacal said that the massive surrenders of rebels can be attributed to the serious implementation of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) which offers livelihood and financial assistance to all rebels who opted to abandon the armed struggle and surrender peacefully to the government. He said additional remuneration is given to a former rebel who surrenders with a firearm. Nearly 1000 surrenderees have been enrolled in the ECLIP. The program has so far distributed P10 million worth of assistance to 209 beneficiaries, according to Gacal. Gacal said efforts to rid communities of com-
munist influence are rapidly paying off as local government officials and community leaders, including tribal chieftains, expressed their full support to the government’s campaign by denouncing, severing all forms of association, and withdrawing any kind of support to the NPA. “The significant achievements of the division are also attributed to the strengthened stakeholder’s support and we encourage all local governments to continue with same vigor and enthusiasm, especially in the institutionalization and operationalization of EO 70. The fight against insurgency is a shared responsibility and we owe it to the next generation to work together,” he said. The EO 70 refers to the Executive Order 70 or the National Task Force to End Local Communist Armed Conflict signed by President Rodrigo Duterte. “We are seeing massive convergence of efforts among national government agencies, government and non-government organizations, civil society, religious, academe and private sectors in achieving our common aspiration that is to fully achieve peace and sustain development. We all want to create conflict resilient communities and put an end to the armed conflict which has plundered our country for five decades,” he said. (Mindanao Examiner)

Angry mayor threatens to file charges vs. project contractor ZAMBOANGA CITY – Local Mayor Beng Climaco has threatened to file charges against the contractor of a covered court at a government school here following its collapse last week that injured 8 students. The students, ages 14 to 15, suffered from bruises and were rushed to hospital, according to Leida Penaflorida, a teacher at the Sinubong National High School. “It was raining hard and then we heard something on the roof, then suddenly the whole roof collapsed,” she said, adding, the students, mostly Grade 9, were at the covered court because rains were sipping in their classrooms. “We are just thankful that nobody died from the accident, but some suffered bruises. At least six students were rushed to the hospital for treatment,” Penaflorida said. Village chieftain Eric Casipe blamed the project contractor for the collapse of the covered court. “I already forewarned the contractor that the covered court looks unsafe and now this happened,” he said.
The roof collapsed from its seam in the middle of the covered court after its steel beams gave way to the weight of the rainwater. Mayor Beng Climaco has ordered an investigation into the accident and said the local government will file the necessary charges against erring contractors, including city government personnel accountable for incidents like this, resulting from inferior quality projects. Climaco said the covered court project was undertaken by Lamitan VJ’s Construction and Supplies. She has directed City Legal Officer Atty. Carbon to ensure enforcement of liability of contractors under applicable laws and contractual obligations with the local government, specifically on damages incurred to life and property. “This is unacceptable and should not happen again,” Climaco said. “The project contractor will shoulder all costs, redo the project and will be accountable for
the lapses, pending thorough investigation.” The mayor also visited the injured students in the hospital and spoke to them one by one. Most of the injured had returned home after medical examination. City Engineer Chris Navarro said the covered court project is a result of “poor workmanship” with the contractor not abiding with plans and specifications. The contractor blamed poor welding quality of the steel beams due to under voltage that led to the collapse of the covered court. The project is yet to be handed over to the local government. A month before school opening, Climaco ordered the City Engineer Office and the City Disaster Risk Reduction Management Office and the City Administrator Office to coordinate with the Department of Education to thoroughly inspect the quality of all infrastructure projects and ensure intensified enforcement of the building code. The boat, painted with the marking “Azeez Express”, was escorted to the Philippine Navy headquarters in Zamboanga where it was documented. The contraband was turned over by the Philippine Navy to the Bureau of Customs. “The foiling of the transport of smuggled imported cigarettes is a result of an intensified and focused maritime patrol and operation of the Philippine Navy in collaboration with other law enforcement agen-
cies,” the Navy said. It did not say where the boat or cigarettes originated from and if any of the crew members had been detained or not. Climaco praised the apprehension of the boat and lauded the Philippine Navy. She again warned smugglers to stay out of Zamboanga and ordered police and military forces to intensify the operation against the nefarious activities not only in the city, but in Zamboanga Peninsula as well where she sits as chairperson of the Regional Peace and Order Council. Last May, three people were arrested and over 500 boxes of smuggled Union Cigarettes
were seized by authorities from a warehouse in the village of Arena Blanco in Zamboanga where Climaco commended authorities for their continuous efforts against smuggling activities in support of President Rodrigo Duterte’s unwavering campaign. The mayor is active in the government’s anti-smuggling campaign and vowed to put a stop to illegal activities by unscrupulous traders who used Zamboanga’s long coastline to smuggle rice, petrol and sugar among other commodities from neighboring countries of Malaysia and Indonesia. Misuari wants travel bond back From page 1 FORMER REBEL CHIEFTAIN Nur Misuari is asking the Sandigan Bayan - where he is facing graft charges – to return P920,000 travel bond he put up for his recent trips abroad. Lawyer Arthur Lim, legal counsel of Misuari, filed a motion before the Court, asking the Sandigan Bayan’s 3rd Division to allow the Moro National Liberation Front (MNLF) chieftain to withdraw the bond. In his motion, Lim said Misuari has no plan of traveling abroad in the future and for this reason, he is asking to withdraw his money. “That he has no plan of going abroad in the foreseeable future and would now like to withdraw his travel bond,” Lim said in a report by ABS-CBN.
Misuari had been allowed to fly to the United Arab Emirates and Morocco in February to attend a series of meetings by the Organization of the Islamic Cooperation where the MNLF sits as an observer. He is facing two counts of graft and two counts of malversation with falsification of documents for the allegedly anomalous purchase of educational materials amounting to P77 million when he was governor of the Muslim autonomous region in 2001. Aside from graft charges, Misuari is also accused of attacking Zamboanga City in 2013 that left over 200,000 people without homes following weeks of street battles between security and rebel forces that killed and wounded some
300 civilians. It was the second time that MNLF forces raided Zamboanga. In November 2001, Misuari’s loyal forces also attacked Zamboanga and left dozens of civilians dead and wounded. Heavily-armed MNLF gunmen also took hostage over 100 civilians, including women and children, and used them as shield and pawn so they can negotiate with the then Lobregat administration and eventually allowed to escape to Basilan and Sulu provinces. Masakit Ang Likod: Ano Ang Dahilan? ANG sakit sa likod at balakang ay nararamdaman ng halos lahat ng tao. Nag-uumpisa ito ng edad 40 pataas. Kung ika’y sobra sa timbang, may problema sa likod (tulad ng Scoliosis), o hindi nag-eehersisyo, mas maaga mo itong mararamdaman. Bakit sumasakit ang likod? Ang kadalasang dahilan ng pagsakit sa likod ay ang muscle strain o sprain, o iyung sakit ng kalamnan. Para bang na-pilay ang likod. Ang sanhi nito ay ang pagkapuwersa sa masel sa likod dahil sa (1.) maling posisyon sa pagtulog; (2.) maling pag-upo (naka-kuba); (3.) maling pagbubuhat (nakayuko kung magbuhat) o nagbuhat ng sobrang bigat; (4.) sobra sa timbang, at (5.) pagka-edad (arthritis). Ano ang gagawin? 1. Kung ika’y sobra sa timbang, kailangang magpapayat. Hindi kasi kaya ng likod mo ang bigat ng iyong tiyan! 2. Mag-ehersisyo kapag pawala na ang sakit sa likod. Napakahalaga ng ehersisyo. 3. Palakasin ang masel sa ating likod. Mag-ehersisyo ng katamtaman

Huwag yumuko para magbuhat. Mali iyan! 6. Umupo ng deretso ang likod. Maglagay ng suporta (maliit na unan) sa ating upuan para laging naka-straight ang ating likod. 7. Huwag maglakad o
umupo nang matagal. Mapapagod ang ating likod kapag nakapirmi sa isang puwesto. Ang pinakamaganda sa likod ay ang paghiga sa kama. 8. Pumili ng katamtamang kutson na tulugan. Huwag ‘yung sobrang lambot na lumulundo ang iyong likod. At huwag din matulog sa papag dahil sobrang tigas ito. 9. Matulog ng naka-“s” ang katawan. Humiga ng patihaya. Mag-unan para may suporta sa ulo at leeg. Maglagay pa ng isang unan sa ilalim ng tuhod para nakataas ito. Mas komportable sa likod ang nakabaluktot ang tuhod. 10. Kung nakatagilid kang matulog, maglagay ng unan sa pagitan ng iyong hita. Ito ay para huwag bumaluktot masyado ang ating hita at mapuwersa ang likod. 11. Puwedeng lagyan ng medyo mainit na bagay sa ating likod (warm compress). 12. Huwag hilutin o pa daganan ang likod. Baka lalo pang mapilay ito. Puwedeng magpamasahe ng dahan-dahan lang para lumuwag ang masel. Kapag hindi nawala ang sakit sa loob ng 2 linggo, magpa-konsulta sa isang rehabilitation medicine doctor o orthopedic surgeon. Aside from translation, publishing, printing, and distribution, it is also involved in Internet and multimedia services, as well as theoretical research, and also in-charge of translating government documents and white papers, and administers tests, such as that of the Cen-
ter of China Aptitude Test for Translators and Interpreters. In 1964, the Training Center for CIPG was organized as a professional training institute for staff and other organizations across the country in the fields as high-end foreign languages, translation, international communications, international journalism, as well as publication quality control and management for the publishing activities of the CIPG. Cairong said after the four-day classroom-type lecture on China government and economy, public diplomacy and press release, the country’s poverty alleviation measures, innovation on international communication, international news reporting, as well as the Belt and Road Initiative, the participants of the seminar will be exposed to CIPG’s digital media center. “We can’t have the LCCT right now as we don’t have enough land in Taiwan airport, but we are improving our efficiency. If LCCs want a minimum turnaround time, we can help them with that. Of course, if Taiwan has the land, we can build an LCCT, but I think efficiency is more important right now,” Yu explained. Steve Dicdican, of the Mactan-Cebu International Airport Authority, said the LCCs must set the expectations as the airport has the facilities to cater to their needs. “If expectations are not set, and the passengers require certain levels of service, that will affect our performance as a passenger-friendly airport,” he said. Dicdican also said that airlines should educate their market on what to expect when flying on LCCs because some of their passengers, including politicians and persons with disabilities, complain about using the stairs instead of the tubes or bridges. “The LCCs should be more transparent with their services and there has to be a collaboration, if we are going to do route development and airport development, there has to be collaboration, where the passenger knows exactly what they are getting,” he said.
