Navy warns smugglers

From page 1 THE PHILIPPINE NAVY has warned smugglers to stop their nefarious activities in Western Mindanao and the Sulu Archipelago as it intensifies operations in the region. Just recently, a navy patrol seized assorted seashells worth over P1.75 million from a boat that smuggled the contraband to Zamboanga City, according to the Naval Forces Western Mindanao. It said navy men spotted M/V Mardia moored inside a private pier in Baliwasan village and inspected the boat and discovered the seashells hidden in 13 sacks. The prohibited cargo came from the town of Pangutaran in Sulu, one of 5 provinces under the Muslim autonomous region. The operations result-
ed in the confiscation of assorted seashells, mostly Helmet (Cassidae) and Top shells (Trochidae). “The confiscated seashells were then turned over to the Bureau of Fisheries and Aquatic Resources. As per conducted joint inventory, the watercraft was loaded with thirteen sacks of prohibited seashells with a market value of P1.75 million. M/V Mardia violated Section 102 of Republic Act 10654 or the amended Philippine Fisheries Code of 1998,” the Navy said. It said the species of the seized seashells are included in CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora), an international agreement between governments which aims to ensure that international
trade in specimens of wild animals and plants does not threaten their survival. “Naval Forces Western Mindanao and the Philippine Navy as a whole, with its operating units, will continuously endeavor to not only protect the seawaters of Western Mindanao from any atrocities and sea jacking at sea but also in one with the government to promote the conservation and protection of rare, threatened and endangered species,” it said. But the Navy did not say if any of the crew members of the boat had been detained and charged in court. Slash in education budget criticized DAVAO CITY – The Salinlahi Alliance for Children’s Concerns has strongly criticized the Duterte government for slashing the education budget next year. It said the Department of Education (DepEd) proposed budget was P803.13 billion, but the Department of Budget and Management only approved P550 billion under the 2020 national budget. “How come the Duterte government will allocate budget that will cater to 8,000 classrooms only when 106,081 classrooms are needed? Instead of increasing the budget to make education free, accessible and of quality, the DBM even deducted a significant amount. This only proved that the Duterte government’s free and quality education remains mere rhetoric,” said Eule Rico Bonganay, Salinlahi
Secretary-General. One of the items slashed from the education budget was the Government Assistance to Students and Teachers in Private Education, according to Bonganay, who said there are 766,995 GASTPE beneficiaries next year compared to 1,225,688 this year. “While Salinlahi believes that the GASTPE has been a milking cow of the private sector, the fact is that the amount slashed was not reallocated to build new classrooms to accommodate all the students and provide free education,” Bonganay said. Citing data from Save the Children, Bonganay noted that there are 1.3 million out of school children in 2019. “Under the K to 12 programs, senior high school students are forced to transfer to private schools. The govern-
ment’s failure to comply with basic education facilities such as classrooms and equipment continues to be a problem ever since the implementation of K to 12 started. We see that it gets worse every year as the poor families become poorer due to high prices of basic goods and commodities”, Bonganay added. The child rights group has urged Congress to question the DBM’s move and resolve to increase the budget for education to fully realize the Filipino children’s basic right to free accessible and quality education and not become another promise unfulfilled. 2 killed in foiled Sabah intrusion MALAYSIA HAS STEPPED up its security after two gunmen were killed in a sea battle off Lahad Datu in Sabah near the southern Filipino province of Tawi-Tawi. Malaysian media said the recent fighting erupted after security forces intercepted two motorboats trying to sneak into Lahad Datu. The passengers from one of the boats opened fire on a patrol vessel sparking a sea chase which ended in a deadly shootout. The other boat managed to escape and headed towards the southern Philippines, but security forces retrieved the bodies of the slain gunmen and their boat, according to Sabah Police Commissioner Datuk Omar Mammah. “They were acting suspiciously so the security forces turned on their siren and blue lights and tried to intercept the two. Immediately a shot was fired from one of the boats towards the security forces while another started leaving, heading in the di-
rection of southern Philippines,” he said. There were no reports of casualties of the side of security forces and the identities if the slain gunmen remain unknown. It was unclear whether they were Abu Sayyaf militants on a kidnap-for-ransom mission. A rifle was also recovered from the boat. Indonesia, citing an intelligence report, earlier warned Malaysia that Abu Sayyaf militants may strike inside Sabah, according to a report by the Malaysian Mail. “Security forces are on the alert after Indonesia issued a warning about raiders from southern Philippines seeking hostages to fund their militant activities,” it said. Omar said the slain gunmen could be part of a “scouting party” and possibly looking for potential kidnap victims. “If they were fishermen, they won’t have firearms on them. We also didn’t find smuggled goods on board so they’re likely either spotters looking for victims to kidnap or mili-
tants looking for violence. We are looking into a few possibilities,” he said. “They are estimated to be between 30 to 40 years old. We have taken their fingerprints for identification. The pump boat they were on did not have any registration number. We believe the two suspects and the other boat were attempting some crime when we came across them,” he added. There were also intelligence reports that 3 groups of Abu Sayyaf militants were targeting several ships in Sabah and among them are Kapal Batubara, Kapal Tanker, Nelayan Kapal Lengkong and Kapal Tarik Udang. And militants may also strike in several places there, including the islands of Bakongan, Bahala, Sandakan, Mamiang, Tambisan and Taganak. Army battles ‘fake news’ with truth CAGAYAN DE ORO CITY – The Duterte government has stepped up efforts to fight black propaganda and fake news being peddled by communist insurgents who have resorted to spreading false information and lies and deceit following the steady flow of surrenderees to main stream society. Regional Task Force To End Local Communist Armed Conflict (RTFELCAC) also said it will fight black propaganda by swamping fake news with the truth, instead of attacking the story. Brigadier General Edgardo de Leon, commander of the 403rd Infantry Brigade, said the government will counter black propaganda by the New People’s Army and the Communist Party of
the Philippines and its fronts through constant information dissemination and fighting disinformation. Such a strategy, he said, will allow the public to have access to more context that will enable themselves to identify fake news. “To counter communist propaganda, we do not have to always demonize them. We just have to tell the truth and focus the battle on fighting disinformation,” De Leon said. “We in the government do not have a penchant for lifting our own chair, for boasting about the good things that we have done. But our silence has been taken advantage of by other interest groups that use it as an opportu-
nity to distort the picture, malign our image, and portray us negatively to the people,” he added. Philippines hits Vietnam with new tariffs on cement imports A SURGE in cement imports, mainly from Vietnam, has prompted the Philippine government to impose tariffs on the construction material, as it seeks to protect domestic industry from cheaper competition. Manila announced it will implement the measure for three years, following earlier moves to slap provisional safeguard duties on ceramic and wall tiles, as well as on clear and tinted float glass. Demand for cement has increased as President Rodrigo Duterte pushes ahead with his $180 billion “Build, Build, Build” infrastructure program to attract more foreign investment and create new jobs. A 250-peso ($4 duty
will be imposed on every metric ton of cement imported in the first year, dropping to 225 pesos the following year and 200 in the third and final year, according the Philippines’ Department of Trade and Industry. The measure, which will be reviewed annually, will take effect 15 days after the announcement. The duty is lower than the 297 pesos per metric ton recommended by the Philippines’ Tariff Commission last month. Citing potential damage to its domestic cement sector, the Philippines last year launched a probe into the rise of imported cement, which surged to around 3 million metric tons in 2017 from 3,600 in 2013. Around 75% of
the imports come from Vietnam, 18% from China, and 8% from Thailand, according to the trade department. Manila imposed a provisional 210-peso tariff for 200 days early this year to protect domestic investors, whose businesses have been hurt by rising cement imports. Major local manufacturers include the local units of Mexico’s Cemex, Switzerland’s Holcim and Japan’s Taiheiyo. San Miguel chief Ramon Ang’s Eagle Cement is another domestic player. Crispy Fried Chicken

INGREDIENTS : • 2 ½ lbs chicken cut into serving pieces • 4 tablespoons Knorr SavorRich Chicken Liquid Seasoning

2 pieces eggs beaten 3/4 cup all-purpose flour 1/4 teaspoon ground white pepper 3 cups cooking oil

Combine chicken, Knorr SavorRich Chicken Liquid Seasoning, and ground white pepper in a large bowl. Mix well. Let it stay for at least 30 minutes. Heat oil in a pan until it the temperature reaches 350F Note: use a kitchen thermometer to measure the temp. Prepare the marinated chicken for frying by dredging in flour and then sipping in beaten eggs. Dredge the chicken with flour again. Fry one side for 6 minutes. Turn the chicken over and continue to fry the opposite side for 5 minutes. Turn it over again and fry the other side for 1 minute. Remove the crispy fried chicken from the pan and arrange on a wire rack. Let excess oil drip. Transfer to a serving plate. Serve. Share and enjoy!

DOE urges local governments to come up with energy plans CEBU CITY - The Department of Energy (DOE) has urged local governments in Cebu province to come up with their own energy plans and secure their respective energy supply to help steer the country closer towards sustainable prosperity. Michael Sinocruz, who heads the DOE’s Energy Policy and Planning Bureau, made the exhortation during a recent consultation on the “Philippine Energy Plan 2018-2040” at Hotel Elizabeth here. He said local energy planning is very important as this would help execute projects and programs cited under the Philippine Energy Plan. “The LGUs must include their energy plans in their local development planning as these are essential in our exploration
of potential energy sources. The programs and plans under the PEP must be highlighted in the local development plan of the LGUs,” Sinocruz said. Assistant Director Irma Exconde, of the DOE’s Power Industry Management Bureau, also said that LGUs have a very important role in development planning. “Vital information and inputs from the LGUs’ energy plan will help us determine how much power supply will be needed for the arrival of new industries in their locality,” Exconde said. She said the local energy plan will also help power utilities determine if they have enough supply to meet the requirement or demand of consumers. DOE Visayas OIC-Director Jose Rey Maleza said
Bohol has already formulated its local energy plan years earlier, but it hasn’t been strengthened yet. Maleza said the municipality of Alegria in Cebu has also organized its local energy group and, with the help of DOE, will be officially activated in December. “We are encouraging other LGUs to do the same. Although the Visayas Regional Energy Plan has already been scheduled to be held next year, we are still encouraging the LGUs to have their own energy plan,” he said. He said local energy plans must include not only power, but also other aspects of the energy sector, like utilization of renewable energies and the use of alternative fuels and energy technologies. Macalindog said that for the past 80 years, Marvel has told stories beyond the fans’ imagination, pulling in comic book readers, moviegoers, gamers, television viewers, toy collectors, and other consumer products to many fans into the fantastic sphere of superheroes. Yu explained to the fans how he and American film director Greg Pak co-created “Wave” with a recognizable Filipino Imagery garbing a feminine, technology-based suit highlighting classical weapon, Kampilan. “I am so proud to be part of this project. Two

Anton del Prado, mall manager of SM Seaside, highlighted the pride of the Filipinos for having “Wave” as an addition to Marvel’s superheroes. Del Prado also underscored the values of “Wave” as protector of the ocean and the environment, which, he said, “we also do as individuals, as Cebuanos.” “So imagine, now the pride and joy that we have a new Filipino, a Cebuano, Marvel superhero in Wave. Wave is a very relatable character. She is not only a Filipina, a Cebuana, but she’s a person from Mactan,” he said. Before becoming a superhero, Pangan grew up by the beach on Mactan Island and displayed a strong affinity for water at an early age, becoming a swimmer full of promise and Olympic potential. Obstacles in life turned her aside from that path. While working
at a fastfood chain, Pangan was approached by a representative of the company Alontech who had learned of her from her high school’s swim team records, then used her swimming expertise for experiments during which she was exposed to an illegal biotech chemical. Using telekinetic powers over water molecules, Wave or Pangan stands against all threats being the newest members of the Agents of Atlas. Highlighted during the celebration was Yu’s on-the-spot sketching of Wave, as the fans astoundingly viewed the transitions of his rough portray of the superhero on a videoed sheet of paper.
