MNLF unwanted in Zamboanga

ZAMBOANGA CITY MAYOR Beng Climaco has stood firm in disallowing any activities here of the Moro National Liberation Front (MNLF), especially the faction of Nur MiYsuari, whose loyal forces attacked the city in two separate occasions in the last 2 decades. Just recently, a let-

ter purportedly signed by Mukisin Taguid-id and Jubail Kamlian asking the local government for a permit to allow about 500 MNLF members and supporters to gather here for a peace and federalism forum, and even invited Climaco to be one of their honored guests. Climaco rejected the MNLF request and said

she will not issue any permit to Taguid-id and Kamlian following the recommendation of the police and military authorities. “Upon recommendation by the security forces, the city government of Zamboanga has denied the request of the Moro National Liberation Front for a permit to conduct a forum on peace process and

federalism,” she said. The forum was supposed to take place on October 30. Capt. Edwin Duco, a police spokesman, has confirmed Climaco’s statement and said they have recommended to the local government not to issue any permit that would allow the forum. Continue on page 2

MNLF unwanted in Zamboanga Continued from page 1 “We recommended to the City Government to deny and disapprove the request for a permit,” he said, adding, the local police force and the military-led Joint Task Force Zamboanga had immediately convened to assess the MNLF request. MNLF Denial “We have been informed that there are false rumors circulating through SMS and social media platforms about the MNLF. The Office of the Chairman (Nur Misuari) of the MNLF Central Committee reiterates that it has no involvement in a since-cancelled forum that was to be held in Zamboanga City on Wednesday, 30th of October.” “In connection with this, some have spread misinformation of a threat of confrontation between the MNLF and local government forces if the request for the permit of the said event would be denied. These are unfounded accusations and are not true. Please be vigilant and help stop the spread of lies that are causing undue panic and fear,” it said. Misuari was reported

to have ordered all MNLF units, State and National Commands, including others to refrain from any provocative acts, saying, the MNLF now has engaged in peace process. Climaco has previously rejected similar requests by the MNLF to hold its meetings here and told the former rebel group to be “sensitive and perceptive of the fact that the scars of the September 9, 2013 Zamboanga siege caused by the MNLF remain unhealed and fresh in the hearts and minds of Zamboanguenos.” The mayor was referring to the attack by the MNLF here that resulted to the deaths of dozens of innocent civilians and the destruction it left, including the tens of thousands of families displaced by the violence. The Sieges Six years after deadly siege by hundreds of armed MNLF members, residents here are still crying for justice which remains elusive for the victims of the attack. Climaco also set September 9 as a “Special Day of Remembrance” in honor of all those who perished in the siege that lasted for 3 weeks.

Supporters of Misuari, the MNLF chairman, attacked Zamboanga after declaring independence and their failed attempt to raise the Bangsamoro Republik flag at City Hall. The siege displaced over 100,000 people and affected the economies of Basilan and Sulu which are dependent on Zamboanga for their trades and goods. Misuari has publicly denied involvement in the siege of Zamboanga. In 2016, Climaco – who stood firm against the MNLF during the entire period of the crisis – has banned any so-called peace rally or gathering of the MNLF members in Zamboanga City. She said such rallies will not be allowed in the as this might disturb Zamboanga anew. “I am giving you a categorical no; you must not disturb Zamboanga anymore. If you want to come up with your rally, make it in your area, Zamboanga will not welcome a rally by MNLF, not at this time because you still have to be accountable with the killings and devastations we are suffering from,” Climaco said in the past. “The destruction

wrought by the 2013 siege continues to linger, as internally displaced persons – both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in Sulu and Basilan – have suffered the brunt of the MNLF attack in Zamboanga,” she said. Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, he said there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal

Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. Cabatangan It was the second attack by MNLF in the past decade. In November 2001, hundreds of MNLF members occupied the Cabatangan Complex and held hostage dozens of civilians, including children; and another group also attacked a military base in Sulu province in an effort to stop the elections in the Muslim autonomous region after Misuari was ousted as governor. More than 100 people were killed in the fighting and in the end, then May-

or Maria Clara Lobregat allowed the attackers to leave Zamboanga in exchange for the hostages. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran several times for governor in Sulu even while under detention, but lost. Now, President Rodrigo Duterte said he wanted to resume the peace process with Misuari and ordered police and military not to arrest the MNLF chieftain. (Zamboanga Post)

ISIS leader killed, Mindanao in high alert

Continued from page 1 hostile plans of the IS-inspired groups in southern Philippines. “We are on alert. I ordered the units this morning to implement proactive measures to monitor these IS-inspired groups and to anticipate for the worst case scenario. But there is no cause for alarm,” Sobejana said. In July, Sobejana said that at least seven foreign terrorists who were affiliated with the IS are trying to embed in the local existing terror organizations in southern Philippines. He said the Abu Sayyaf terror group is coddling the seven suspected terrorists in the remote island provinces of Basilan and Sulu, and the Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao province. Filipino Defense Secretary Delfin Lorenzana said Al-Baghdadi’s death is a blow to the IS organization. “But this is just a momentary setback considering the depth and reach of the organization worldwide. Somebody will take his place to lead the IS,” he said. President Rodrigo Duterte has repeatedly said in public that ISIS is the biggest security threat in the country. Authorities have tagged the Abu Sayyaf, the BIFF and the Maute Group as terrorist groups with alleged links to the ISIS. Foreign ISIS militants and a local recruit had killed themselves in suicide attacks in Basilan and Sulu. U.S. Special Forces U.S. President Donald Trump said the U.S. had been searching for Baghdadi for many years, adding, capturing or kill-

ing Baghdadi had been the top national security priority of his administration. Trump said U.S. Special Operations Forces executed a dangerous and daring night time raid in northwestern Syria and accomplished their mission in “grand style” and adding “the U.S. personnel were incredible. I got to watch much of it,” he said. In a press conference, Trump told journalists how the U.S. Special Operators executed their mission. “No personnel were lost in the operation, while a large number of Baghdadi’s fighters and companions were killed with him. He died after running into a dead-end tunnel, whimpering and crying and screaming all the way. The compound had been cleared by this time, with people either surrendering or being shot and killed. Eleven young children were moved out of the house and are uninjured. The only ones remaining were Baghdadi in the tunnel, and he had dragged three of his young children with him. They were led to certain death. He reached the end of the tunnel, as our dogs chased him down. He ignited his vest, killing himself and the three children. His body was mutilated by the blast. The tunnel had caved in on it, in addition. But test results gave certain immediate and totally positive identification. It was him. The thug who tried so hard to intimidate others spent his last moments in utter fear, in total panic and dread, terrified of the American forces

bearing down on him. We were in the compound for approximately two hours, and after the mission was accomplished, we took highly sensitive material and information from the raid, much having to do with ISIS origins, future plans, things that we very much want. Baghdadi’s demise demonstrates America’s relentless pursuit of terrorist leaders and our commitment to the enduring and total defeat of ISIS and other terrorist organizations. Our reach is very long. As you know, last month, we announced that we recently killed Hamza bin Laden, the very violent son of Osama bin Laden, who was saying very bad things about people, about our country, about the world. He was the heir apparent to al Qaeda. Terrorists who oppress and murder innocent people should never sleep soundly, knowing that we will completely destroy them. These savage monsters will not escape their fate, and they will not escape the final judgment of God. Baghdadi has been on the run for many years, long before I took office. But at my direction, as C o m m a n d e r- i n - C h i e f of the United States, we obliterated his caliphate, 100 percent, in March of this year. Today’s events are another reminder that we will continue to pursue the remaining ISIS terrorists to their brutal end. That also goes for other terrorist organizations. They are, likewise, in our sights. Baghdadi and the losers who worked for him — and losers they are — they had no idea what

“The quality of water here is way better that in other areas in Mindanao and has a lower turbidity based on international standard set by the World Health Organization,” ani ng opisyal. (Rhoderick Beñez)

they were getting into. In some cases, they were very frightened puppies. In other cases, they were hard-core killers. But they killed many, many people. Their murder of innocent Americans — James Foley, Steven Sotloff, Peter Kassig, and Kayla Mueller — were especially heinous. The shocking publicized murder of a Jordanian pilot, a wonderful young man — spoke to the King of Jordan; they all knew him, they all loved him — he was burned alive in a cage for all to see. And the execution of Christians in Libya and Egypt, as well as the genocidal mass murder of Yazidis, rank ISIS among the most depraved organizations in the history of our world. The forced religious conversions, the orange suits prior to so many beheadings, all of which were openly displayed for the world to see, this was all that Abu Bakr al-Baghdadi — this is what he wanted. This is what he was proud of. He was a sick and depraved man, and now he’s gone. Baghdadi was vicious and violent, and he died in a vicious and violent way, as a coward, running and crying. This raid was impec-

cable, and could only have taken place with the acknowledgement and help of certain other nations and people. I want to thank the nations of Russia, Turkey, Syria, and Iraq. And I also want to thank the Syrian Kurds for certain support they were able to give us. This was a very, very dangerous mission. Thank you, as well, to the great intelligence professionals who helped make this very successful journey possible. I want to thank the soldiers, and sailors, airmen, and Marines involved in last tonight’s operation. You are the very best there is anywhere in the world. No matter where you go, there is nobody even close. I want to thank General Mark Milley and our Joint Chiefs of Staff, and I also want to thank our professionals who work in other agencies of the United States government and were critical to the mission’s unbelievable success. Last night (October 26) was a great night for the United States and for the world. A brutal killer, one who has caused so much hardship and death, has violently been eliminated. He will never again harm another in-

nocent man, woman, or child. He died like a dog. He died like a coward. The world is now a much safer place.” U.S. Secretary of Defense Mark Esper also praised the killing of the notorious and elusive IS leader. “This is a great day for America and a great day for the world. US joint special operations forces and interagency partners flawlessly executed a Commander-in-Chief directed operation to capture or kill Abu Bakr al-Baghdadi. As a result, al-Baghdadi, who led the Islamic State of Iraq and Syria terrorist movement and inspired one of the most brutal and misguided terror campaigns in modern history, is dead at the hands of the United States military.” “With our partners, we defeated the physical caliphate of ISIS earlier this year and now its founder and leader is dead. This is a major victory in the enduring defeat ISIS mission. I want to commend all those participating in and supporting the operation American and partners alike - for a job well done.” (Xinhua. Family of executed militiaman cries for justice A branch of the Banco de Oro in North Cotabato’s Makilala town sustains damage from the recent earthquake that hit the southern region, the third since last month. (Geonarri Solmerano - Mindanao Examiner) NORTH COTABATO – Local government officials continue to ask for donations for victims of the recent earthquake that hit the province and areas nearby and displaced many residents. Authorities in North Cotabato said at least 9 people died from the Magnitude 6.7 tremor, whose epicenter was traced in Tulunan town. Last week,

another tremor struck Tulunan town. Hundreds of aftershocks or smaller tremors have been detected in the region, according to government volcanologists. The number of casualties may still increase after several people in other provinces were reported missing. It was the third powerful earthquake to hit central Mindanao. Last

month, the Magnitude 6.3 triggered landslides and killed several people. The Philippines sits on the so-called Pacific Ring of Fire, a 40,000-kilometer area where large number of earthquakes and volcanic eruptions occur in the basin of the Pacific Ocean. It has more than 400 volcanoes and sometimes called the circum-Pacific seismic belt. (Rhoderick Beñez)

BUKIDNON – The family of a pro-government militiaman who was abducted and executed by communist insurgents in Valencia City is crying for justice as troops continue to pursue New People’s Army rebels in the province, security officials said. Officials said Pablo Omblero was killed by rebels after being taken captive last week. He was shot in the face and body. Omblero’s partner said at least 7 gunmen barged into their house in the village of Batangan and dragged him away despite her pleadings. She said Omblero was also begging for his life.

“Pito sila nga nagsulod sa amo balay, ilang gihigtan akong bana, gidala mi sa Batangan, grabe among pakitluoy, among hilaka apan mga walay konsensya ug kasingkasing. Ilang gipusil akong bana kaduha bisag walay ikasukol, sako atubangan pa gyud. Ngano lugar ilang patyon akong asawa sa mga NPA nga klarong wala man mi nisukol ug ikasukol?” the woman told authorities. Brigadier General Edgardo de Leon, commander of the 403rd Infantry Brigade, also condemned the murder of Omblero. “The NPA should have respected his rights enshrined by the Interna-

tional Humanitarian Law (IHL) as he can no longer be considered combatant because he was already captured, disarmed, and therefore has no capacity to fight the armed NPA,” De Leon said. “We ask the Commission of Human Rights and IHL watchdog KARAPATAN to join the investigation of this NPA-perpetrated IHL violation,” he added. There was no immediate statement from the NPA, but the rebel group has been linked to many executions of security personnel in the southern region. (Mindanao Examiner)

LOTTO TIPS KARON SEMANA

Timbo karon, timbo ugma, timbo kada adlaw ug timbo kada semana!

HEALTH

Magpa-check up!

Cebuanos warned vs. investment scams

CEBU CITY – The Criminal Investigation and Detection Group (CIDG) has warned the public against investing in so-called companies that offer interest rates higher that legitimate financial institutions or commercial banks. This warning came after the CIDG arrested several people here for their alleged involvement in the scam. Major Edwin Lacostales, the CIDG chief in Mandaue City, said among those arrested is the leader

of an investment firm that reportedly duped their unsuspecting victims in Davao and Cagayan de Oro cities with some P400 million in fraudulent schemes. The recent arrests were the result of a sting operation conducted by the CIDG. “Kapag mag-invest ka ng P5,000 o P10,000 hanggang half a million pesos, tutubo raw ito. Para bang double your money,” Lacostales said, noting that the group has raked in a significant amount of money from

their victims in Mindanao. He said they were also investigating whether the suspects operate in Cebu or if they had managed to scam investors in the province. He urged the public to be wary of individuals who would coax them to invest in a company in exchange for huge returns similar to the Ponzi scheme. Investment scammers are targeting mostly overseas Filipino workers who are looking for businesses where they can invest their earnings. (John Rey Saavedra)

Mactan and Iloilo airports are among best in Asia

CEBU – Two of the country’s premier airports landed on the list of the 2019 Sleeping In Airport’s “Best Airports in Asia” and these are the Mactan Cebu International Airport which ranked 16th and Iloilo International Airport placed 18th, according to the Civil Aviation Authority of the Philippines (CAAP). The list is based on the airport sleepers’ guide and resource website, sleepinginairports.net, which does the annual survey. In the survey, travellers were asked to rank their experiences on the following: Comfort, Services, Food Options, Immigration or Security, Customer Service, Ease of Transit, Cleanliness and “Sleepability.” “We expect that more Philippine airports will be in-

cluded (on the list) next year. The survey for the 2019 list was done until September. We have airports that were built just recently,” CAAP spokesperson Eric Apolonio told the Philippine News Agency. He expressed optimism that the newly-built Bohol Panglao International Airport, and the airports in General Santos and Laguindingan in Misamis Oriental that are both undergoing rehabilitation, would join the 2020 best list. “We are very optimistic that these airports would make it into the list,” Apolonio said. Singapore’s Changi Airport topped the 2019 list, in both the website’s top 10 best airports as well as its top 20 best airports in Asia. Other airports on the list include Seoul Incheon Airport,

Tokyo Narita Airport, Osaka Kansai Airport, Taipei Taoyuan Airport, Hong Kong Airport, Kuala Lumpur Airport, New Delhi Airport, Jakarta Airport, Tokyo Haneda Airport, Mumbai Airport, Bangkok Suvarnabhumi Airport, Bangalore Airport, Ho Chi Minh City Tan Son Nhat Airport, Hyderabad Airport, Da Nang Airport, Islamabad Airport, and Kunming Airport. “Top airports have a lot in common: plenty of seating, rest areas, a good amount of food options, helpful staff and efficient check-in, and security procedures. Some airports go above-and-beyond with perks like in-terminal movie theatres and gardens,” according to the sleepinginairports.net website. (Maria Cristina Arayata)
