I take my hat off to her for accepting the daunting challenge. Nobody in this world cannot be incapable of accomplishing a task as long as he or she puts his or her mind and conscience into the job,” he said.
“Experience counts but sincerity and mental honesty, not to mention the willingness to learn, should count more. We should all give her the support she needs to contribute her share in battling this pestering problem of illegal drugs that destroys lives, families and the youth to whom we will bequeath the future of our beloved country. In my case, I am ready and willing to humbly share whatever modest law enforcement experience I gained in my previous life,” Lacson said. Maaaring ituring na pork barrel ang individual amendments base sa ruling ng Korte Suprema noong 2013, kung saan sakop ang “all informal practices of similar import and effect, which the Court similarly deems to be acts of grave abuse of discretion amounting to lack or excess of jurisdiction.” “Instead of having their amendments undergo scrutiny in floor deliberations, some lawmakers propose their amendments verbally, or even scribble them on
napkins,” pagbubunyag pa ni Lacson. Kung lahat ng amendments ay mailalagay umano sa websites, magiging klaro ang mga ito sa publiko at mawawala rin ang pagdududa na nagbubulsa ng pondo ang mga mambabatas. “Most if all lawmakers have their own websites. Why not post their amendments there, for the public to scrutinize?” tanong pa ni Lacson. Para sa mambabatas, pinakamainam na magkaroon ng transparency sa paggastos ng pondong nagmumula sa buwis ng publiko dahil ito ay dapat na inilalaan lamang sa mga makabuluhang mga proyekto, ayon kay Lacson. “The national budget involves the people’s money. It should benefit the people and not a few senators or congressmen or even government officials who implement projects. Davao farmers resort to agro-enterprise DAVAO DEL NORTE – Seated beneath a tall coconut tree and hiding himself from the scorching heat of the sun, Narciso Lara was busy chopping coconut husks which he will use to surround other coconut trees in a practice called mulching to keep the soil healthy. Having coconut farming as his main source of income, Mang Narciso as he is called, said he is hopeful for an increase in productivity of his trees through good agricultural practices such as mulching, adding that it will help support the education of his children. “Ginagawa namin ito para lumamig ang puno,” he said, adding, “Mayroon din akong cacao at saging at may mga buyers dito.” Demo farms Mang Narciso is one of 10 ten farmers chosen to be part of the demo farm project of the Peace and Equity Foundation (PEF), with partners Cocolink and Laak Multipurpose Cooperative (LAMPCO), to link enablers across the value chain of San Isidro, Davao del Norte. San Isidro, a fourthclass municipality with a population of 27,000, mostly coconut and ca-
cao farmers. According to Philippine Statistics Authority, the town has a 43% poverty incidence in 2015, way above the 14.5% poverty incidence of the entire province. Recognizing this problem, PEF, Cocolink, and LAMPCO, along with the local government, inked a partnership agreement in January 2019 that hopes to address the issues of farmers on low production and income, and lack of market-oriented knowledge and skills. Part of the value chain approach is the establishment of coconut and cacao rejuvenation sites or demo farms that started in June 2019 where the ten farmers can practice farming techniques learned in training conducted by Davao region-based organization, Cocolink. “Ang attitude ng farmer, to see is to believe. That is why we want demo farms to be classrooms themselves. We conduct trainings not on the four corners of a room but underneath a tree,” said Cocolink Executive Director Dondon Clamor. Since July, Cocolink has conducted a series of agro-enterprise training to demo farm cooperators
such as making vermicast organic fertilizers, nursery management, and planting density, insect and weed control, and farm safety for the workers. “Hopefully, these farmers will become teachers themselves. The plan is for them to open their farms to whoever is interested in learning these technologies,” Clamor said. So far, cooperators like Mang Narciso have begun to implement what he learned in the training like mulching the coconut trees, a process wherein dry coconut fronds, corn stalks, rice straw and other similar materials are applied to the surface of the soil to reduce soil temperature, conserve soil moisture and suppress weed growth. Clustering In addition to demo farms, PEF and LAMPCO also started clustering farmers to improve production efficiency and reduce logistical costs. In clustering, farmers are grouped, and the appointed cluster leader will oversee the consolidation of whole nuts for LAMPCO, which will then deliver to buyers like Davao-based coconut processor Franklin Baker at P6 per kilo (lo-

So far, local chocolate producer Chocolate De San Isidro and Rural Improvement Club of San Isidro have joined the
meetings of the group and were aiming for a bigger role in the development of the municipality. As the value chain approach continues to gain steam in the coming months, and with continued support from different stakeholders, farmers like Lara are beginning to hope for a brighter future for them and their families. Naglalabas kasi ng sobrang acid kaya humahapdi ang sikmura. Ang tawag dito ay gastritis at kung lumala ay puwedeng maging ulcer. Hindi lang gamot ang solusyon sa paghapdi ng sikmura. nang wasto: 1. Kumain sa tamang oras (small, frequent meals). Kumain ng pakonti-konti pero madalas sa isang araw. Halimbawa, kumain ng alas-7 ng umaga. Mag-saging ng alas-10. Mag-lunch ng kaunti lang. Magmerienda ng tinapay sa alas-4 ng hapon. Mag-dinner ng alas-7 ng gabi. Kahit busy ka sa trabaho, huwag kalimutang kumain sa oras.
RECIPE
Shrimp and Chicken Pancit Canton
INGREDIENTS : • 8 ounces 227 grams pancit canton (flour noodles) • 1 Knorr shrimp cube • ½ head small cabbage sliced into small pieces • 10 to 12 pieces medium shrimp shell and head removed • 4 ounces chicken boiled and shredded • 12 to 15 pieces snow peas INSTRUCTIONS : 1. Heat oil in a cooking pot. 2. Once the oil gets hot, pan-fry the shrimp for 40 seconds per side. Remove from the pot. Set aside. 3. Using the remaining oil (you can add more oil if needed), sauté garlic and onion. 4. Add the Chinese sausage and shredded chicken. Saute for 2 minutes. 5. Pour the soy sauce into the pot along with the beef broth. Stir. Let boil. Cover and continue to cook in medium heat for 5 minutes. 6. Add parsley, snow peas, carrot, and cabbage. Cover and cook for 8 minutes.

1 Chinese sausage chopped 1 medium carrot julienne ¼ cup chopped parsley ¼ cup soy sauce 1 medium yellow onion sliced 4 cloves garlic minced ½ teaspoon ground black pepper 1 ½ to 2 cups water or beef broth 3 tablespoons cooking oil
Put the ground black pepper into the pot. Stir. Add the pancit canton (flour noodles). Cover and cook until the noodles starts to get softer. Note: there is no need to stir the noodles after adding. Covering the pot traps the steam, which the noodles absorb. This makes it softer, eventually. 9. Gently toss noodles. Add pan-fried shrimp. Cover the pot and continue to cook in medium heat for 3 minutes. 10. Transfer to a serving plate. Serve with lime or calamansi. 11. Share and enjoy!

Sa aking palagay, hindi na kailangan ng gamot sa ordinaryong paghapdi ng sikmura. Kumain na lang ng mga pagkaing ikaka-relax ng ating tiyan, tulad ng saging, tinapay, kanin, lugaw at gulay. At mag-relax din kaibigan habang kumakain para hindi mastress ang ating tiyan!

Cebu cops relieved
CEBU CITY – Police have relieved several senior officials of the Cebu City Police Office (CCPO) and Police Station 2 to erase any suspicion or notion of cover-up in the investigation on the murder of Misamis Occidental’s Clarin Mayor David Navarro. Brig. Gen. Valeriano de Leon, the regional police chief, said he relieved Maj. Eduard Sanchez as chief of Police Station 2 (Abellana Police Station) and chief of police Col. Gemma Vinluan. Sanchez and Vinluan were ordered to report directly to the Regional Personnel
Holding and Accounting Unit (RPHAU). De Leon, however, said Vinluan and Sanchez should not be judged based on the decision relieving them of their respective posts while the National Bureau of Investigation (NBI) in Central Visayas is investigating the killing, noting that it is just a matter of procedure. “To be relieved (in their posts) is not a penalty, hindi ganun ang perception natin. It is just to pave way for impartial investigation,” he said. De Leon invoked the principle of “command responsibility” in relieving Sanchez after Navar-
ro was ambushed last month while in police custody on his way to the court. Sanchez was among five officers who escorted Navarro on October 25 when the mayor was gunned down while on board a patrol car along M. Velez Street. Maj. Elisandro Quijano has been designated by De Leon as acting police station chief, while Sanchez is reporting to RPHAU based in Camp Sergio Osmeña Sr. here. “Major Quijano took his (Sanchez) place, (while he is) administratively relieved, para dun sa command responsibility,” De Leon said. lice authorities to step aside and let the NBI do its investigation. Navarro, who was arrested by the police late last month for beating a masseur here, had been killed in an ambush on his way to the court despite having police security. The attack also wounded 2 policemen and two of Navarro’s security men. The mayor was accused by Duterte as being involved in the illegal drug trade, an allegation he strongly denied when he was still alive. The Department of Justice also confirmed that the NBI is now handling the murder case.
“Given the circumstances surrounding the killing of Clarin Mayor Navarro, the President’s directive for the NBI to take over the investigation of the incident should quell any doubts regarding this government’s commitment to solve the case and bring to account those responsible,” DOJ spokesman Markk Perete said. Duterte said he wants an impartial investigation into the killing of Navarro to ensure fairness. “It’s being investigated by the NBI. Mas gusto ko ang NBI na lang para walang, kasi nung nangyari ‘yan, may kasamang pulis eh. To make it really fair and I would like the
police to terminate their investigation and hand it to the NBI, whatever documents and or proof or evidence that they have in their hands,” he said. Local police said a criminal syndicate may have ordered the hit on Navarro. But extrajudicial killings are not uncommon in Cebu, and carried out by motorcycle gunmen with most of the victims were people with links or suspected of having links to the illegal drug trade.
