Malaysian newspaper Daily Express quoted Lee, also president of the Sabah Progressive Party, as saying: “Setting up a Malaysian consulate in Zamboanga City is an old idea but raising the issue now is timely due to the existing favorable economic and business atmosphere.” Lee, according to the report, noted the Philippines remains attractive to Malaysian companies in terms of new and business expansion programs in sectors like agriculture, tourism, infrastructure, information technology and human resource, among other fields. “I propose for Malaysia to set up a Consulate General in Zamboanga City,” he said, adding, he is convinced President Rodrigo

Duterte’s so-called “Mindanao First” policy would be helpful for Zamboanga City and nearby areas. It was not immediately known if Duterte would approve the putting up of a consulate in Zamboanga. Sabah is being claimed by the Sultanate of Sulu and Duterte previously said that he will assert the claim of the Sultanate of Sulu over Sabah. But Malaysia vowed to defend the sovereignty of Sabah following Duterte’s remarks the oil-rich state, now home to about half a million Filipinos, belongs to the Sultanate of Sulu. The Malaysia Digest also reported that Duterte was quoted by the Philippine media that he would never abandon the Sulu Sultanate’s quest to stake its claim on Sabah. “We are allowing proprietary heirs to talk (with Malaysia). In 1878, Sulu Sultan Jamalul Alam Kiram leased North Borneo to the Hong Kong-based British North Borneo Company of Baron Gustavos von Overbeck and Alfred Dent for “5,000 Malaysian dollars” a year. Since there is no preliminary explanation from the House regarding the two files, we cannot ascertain if indeed only P16.345 billion or the bigger amount of P83.219 billion was inserted at the last minute prior to the bicam signing.

What is clear, though, is that there are still lump sums and vaguely described projects that are now part of the bicam report. Also, our initial check shows the top provinces with huge allocations include: Albay: P670 million; Cavite: P580 million; Sorsogon: P570 million; Batangas: P502 million; Bulacan: P440 million; Pangasinan: P420 million; and Cebu: P410 million. Also, 117 flood control projects worth P3.179 billion dominate the insertions, with eight projects uniformly budgeted at P60 million each. There are more corruption-driven insertions

in the Files sent to us that I have not mentioned. Thus, we will continue to diligently scrutinize it and inform the Department of Budget and Management and the Office of the President as I have high hopes that President Rodrigo Duterte will again display his aversion to corruption. Pork is here to stay. I hope the President will again exercise his political will in vetoing line items that will obviously waste people’s tax money. It is revolting to note that legislators keep on dipping their dirty fingers on our national budget in spite of pending cases involving the same issue. (Mindanao Examiner)

Duterte threatens to put up ‘revolutionary’ government

Duterte said he prefers the installation of a revolutionary government rather than to declare martial law or support a military-led coup if he cannot complete his six-year term. “You know, I said if I do not make it, huwag ninyong bitawan ito. I’m not saying you initiate something like coup d’état. Huwag, kasi hindi na yan tanggap ng Pilipino. If you want an outright (solution), huwag martial law. Mag-revolutionary government ka na lang. Duterte had previously threatened to declare a revolutionary government if communist rebels and other political opponents tried to destabilise his rule. Sulu Early this year, an influential ally of Duterte and now Sulu Governor Sakur Tan urged the President to establish a revolutionary government and eventually establish a federal form of government. Tan’s statement came ahead of the ratification of the controversial Bangsamoro Organic Law (BOL) on January 21 and February 6 in the Autonomous Region in Muslim Mindanao (ARMM). The BOL was eventually approved and replaced ARMM with the Bangsamoro Autonomous Region in Muslim Mindanao and ruled by Murad Ebrahim, chieftain of the rebel group Moro Islamic Liberation Front which signed an interim peace deal with Manila in 2014. “Only through federalism you can configure the territories that will constitute the federal states and not cluster only the laggards together like the five provinces in the ARMM. Now they say that (BOL) it is also federalism na i-isang region ang gagawin sa BOL, but it is not, it is an isolation, because it

will only be constituted by five provinces that are laggards, so it is only through federalism that you can mix the laggards with the affluent, otherwise, these laggards will never progress.” “Kaya para mas mapadali ang federalism, dapat mag-declare na tayo ng revolutionary government to make things easier. Duterte has repeatedly vowed to push for a change in form of government – from presidential system to federal – and even threatened to make Mindanao a federal region if lawmakers fail to amend the Constitution to pave the way for new federal government. He said the current unitary system has spelled so much trouble. When he was mayor in Davao City in southern Philippines, Duterte had been strongly campaigning for the establishment of a federal form of government and in many of his public appearances and speeches the President said federalism is the next best thing for the country. Duterte also vowed to step down – even before his term ends on 2022 – as soon as the new federal government is fully functional. “Do not be afraid of a dictatorship because I will not be the one,” Duterte said. He also cited the precedent set by Corazon Aquino, who established a revolutionary government soon after leading an up-

rising in 1986 that ended the Marcos dictatorship. Aquino sacked all elected officials, abolished Congress and tore up the 1973 Constitution in favor of a provisional charter. She handpicked a commission to write a new Constitution, which was ratified by plebiscite in 1987. Tan said majority of the municipal mayors in Sulu are also supporting the establishment of a federal government, including the 5 influential sultans - Sultans Ibrahim Bahjin, Muizuddin Jainal Bahjin, Muedzul-Lail Kiram, Mohammad Venizar Julkarnain Jainal Abirin and Phugdalun Kiram. “More than half of the mayors or 15 out of the 19 municipalities overwhelmingly (approved this) and joined me in this clamor for federalism and if need be, call for (the establishment of) a revolutionary government. The legitimate Sultans of Sulu will also join us and I am very sure of that. As their Spokesman and Special Envoy, I speak for the Royal Council of the Sultanate of Sulu comprising the five Sultans of Sulu,” he said. Tan said even before Duterte became president, he is already pushing for the establishment of a federal form of government and even went around the country campaigning for it. “Everybody knows about that. In fact I read a magazine shown to me by a professor of President Duterte, lawyer Sixto Brillantes, which quoted President Duterte that if he wins the presidency, he will declare a revolutionary government.” “So President Duterte is just being true to his words and he means what he said. If you want a federal system, you must declare a revolutionary government now. Federal system through revolutionary government and if we have to declare it, the sooner the better,” Tan said. Garcia to end joint investment agreement with Manila Water

EBU CITY – Governor Gwendolyn Garcia is firm in her decision to terminate the joint investment agreement (JIA) with Manila Water Consortium Inc. after the provincial government notified the firm of 5 alleged breaches discovered in the JIA. Manila Water and Maynilad Water Services are also being investigated by the national government after President Rodrigo Duterte expressed outrage over the decision of the Permanent Court of Arbitration in Singapore, directing the government to pay Manila Water billions of pesos for the non-implementation of water rate increases that occurred prior to his assumption to the presidency. DOT lauds Mactan-Cebu airport win at World Architecture Fest CEBU - The Department of Tourism (DOT) has lauded the team behind the Mactan Cebu International Airport Terminal 2 for winning the top prize in the Completed Buildings-Transport category at the World Architecture Festival in The Netherlands. The event, dubbed as the world’s largest, live, inclusive, and interactive global architectural awards program and festival, was held in Amsterdam from December 4 to 6. The judges in the event hailed the Terminal 2 for its simple and elegant structure. “This is a simple and

elegant new airport that uses many locally-sourced materials. It is integrated into the local area through the development of a local hub and a landscape plan,” reads a note from one of the judges posted at the World Architecture Festival website. The airport’s internal spaces was also described as “light and uncluttered and the design is capable of future extension. It is clearly popular with the local community and this established a memorable travels [sic] experiences”. The terminal was designed by the Hong Kongbased architectural firm Inte-

The Provincial Board also passed a resolution authorizing Garcia to sign the termination notice against Manila Water. In August, Garcia issued a notice of breach against Manila Water, through its president and chairman of the board of directors, Virgilio Rivera. In the notice, she gave the firm 90 days to cure the alleged breach in the JIA, but Garcia said she was not satisfied with Rivera’s response dated November 4.

The JIA between the province of Cebu and Manila Water was signed on March 21, 2012, creating the company, Cebu Water, with a 49-51 percent profit-sharing scheme in favor of the private company. In the JIA, the private company agreed to manage bulk water supply from Luyang village in the northern town of Carmen, Cebu. The P1.1-billion water project started producing 35 million liters of water every day for Metro Cebu households through the Metro Cebu Water District. Mayor orders probe on illegal market collection CEBU CITY – Mayor Edgardo Labella has ordered an investigation into reports that unscrupulous persons were collecting money from vendors in downtown Cebu in exchange for permission to sell at the market. Labella said the vendors reported the matter after the local government allowed them to sell their merchandises at the night market, especially along Colon Street, until January – from Monday to Friday. I don’t know if there’s truth in these reports,

but it needs to be investigated,” Labella said, adding, Market Administrator Jonil Matugina and City Administrator Jun Casas, together with Barangay chairmen from Pari-an, Ermita, Sto. Niño, and Kalubihan are now looking into the reports. (John Rey Saavedra)
