Health Secretary Francisco Duque said they are also monitoring 3 more people with flu-like symptoms who arrived in the town of Kalibo in Aklan province from China. He said throat samples from all the patients were sent to RITM for testing. China has registered 471 cases of coronavirus, four in Thailand, two in Hong Kong and one each in the US, Taiwan, South Korea and Japan. Coronaviruses are a large family of viruses ranging from the common cold to more serious infections such as Middle East Respiratory Syndrome-related Coronavirus and Severe Acute Respiratory Syndrome-related Coronavirus. The common signs of coronavirus infection include respiratory symptoms, fever, cough, and
shortness of breath and breathing difficulties. In severe cases, it can cause pneumonia, acute respiratory syndrome, kidney failure, and even death. On December 31, a clustering of pneumonia cases of unknown etiology was reported in Wuhan and the outbreak was later determined to be caused by a 2019-novelcoronavirus (nCoV), a new coronavirus strain that has not been previously identified in humans. Initially, the disease was thought to be transmitted through animal contact but recent reports show human-to-human transmission of 2019-nCoV. Duque said the Bureau of Quarantine is now working with airlines and airport authorities to strengthen border surveillance, while the Epidemiology Bureau is heightening its community surveillance. “The DOH is also enhancing its coronavirus laboratory testing capacity, hospital pre-
paredness, rapid response, and its risk communication and information dissemination. Personal protective equipment are available at the Bureau of Quarantine, Centers for Health Development, and DOH Hospitals,” he said. He said DOH is also closely monitoring individuals who manifested signs of respiratory infection and had a history of travel to China and is coordinating with World Health Organization and China Center for Disease Control for updates. “I encourage the health workers to be vigilant and take extra precautionary measures when in contact with patients with acute respiratory infection, especially those with travel history to China,” Duque said. He said the public should practice frequent hand washing, avoid unprotected contact with farm or wild animals, practice proper cough etiquette – maintain dis-
tance and cover coughs and sneezes with a tissue or the crook of your elbow, avoid close contact with people showing cold or flu-like symptoms, and ensure that food is well-
cooked. “I urge travellers with symptoms of respiratory illness, either during or after travel, to seek medical attention immediately. I also call on our health fa-

Misuari is officially Special Envoy to OIC Continued from page 1 influential Organization of Islamic Cooperation (OIC). Manila released the list recently along with the names of other officials now holding various government positions. Duterte first announced his choice of Misuari in December. Muslims in Mindanao, especially in Misuari’s stronghold in Sulu province, welcomed Duterte’s official designation of the former rebel leader, saying, his expertise in Islamic diplomacy will greatly boost the Philippines’ relations with Arab and Muslim countries. Duterte vowed to continue talking peace to Misuari and both have agreed for the establishment of a coordinating committee between the MNLF and the national government. Misuari has previously asked Duterte to include OIC in the peace talks. The OIC, which has 57 member states, had played a vital role in the peace process between the Philippine government and MNLF in the past. Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace accord, Manila would have
to provide a mini-Marshal Plan to spur economic development in Muslim areas in Mindanao, and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. In 2001, Misuari’s loyal forces and former rebels, who joined the military and police following the signing of the peace deal, attacked a key army base in Sulu’s Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the Muslim autonomous region where Misuari wanted to be a perpetual governor. He then escaped by boat to Malaysia where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid, as well as her allies in the Senate and Congress in 2004. And in September 2013, MNLF members attacked Zamboanga City for the second time, sparking fierce clashes that lasted for weeks, and left hundreds of people dead and wounded, and displaced over 300,000 civilians. Many of the raiders were killed, but the others managed to escape following the failed rebellion. Misuari, who is accused of rebellion by authorities for the deadly attacks, is being protected from arrest by Duterte, who interceded to the police and military on behalf
of the former rebel chieftain so he would be free to move around without any fear of being arrested. Misuari is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was governor of the defunct Autonomous Region in Muslim Mindanao. He denied all criminal and graft accusations against him. Despite all the charges against Misuari, the OIC continues to support him. And in 2017, the OIC Secretary General, Dr. Youssef Al Othaimeen, in support of the peace process even convened the 4th Session of the Bangsamoro Coordination Forum in Abidjan, Cote d’Ivoire on the margins of the 44th Session of the Council of Foreign Ministers. The OIC said it continues to deal with the MNLF through the Jeddah formula. The meeting discussed the prospects of the peace process under the Duterte administration and is part of the efforts of the OIC to close ranks between the MNLF and MILF (Moro Islamic Liberation Front which also signed a peace accord with Manila in 2014) and to help in the process of merging the two peace tracks and to consolidate realization of the inalienable rights of the Muslim minority in southern Philippines for a peaceful, just and durable settlement of their problem. Eight gunmen hijacked a trawler near Tambisan Island and seized five of the 8 crew, according to the Eastern Sabah Security Command (ESSCOM) chief Datuk Hazani Ghazali. The Indonesian gave been identified as Arsyad Abdullah, the skipper; La Baa, 32; Riswanto Hayano, 27; Edi Lawalopo, 53; and Syarizal Kastamiran, 29, all based in Sandakan in Sabah. They were seized in the same area where Abu Sayyaf gunmen also captured 3 Indonesian fishermen in September last year and brought to Sulu. The trio - Muhammad Farhan, 27, Samiun Maneu, 26, and Maharudin Lunani, 26, were all rescued separately by Filipino troops in Sulu. Slain Security officials said four Abu Sayyaf gunmen were slain in the village of Lakit-Lakit in Tawi-Tawi’s Sapa-Sapa town after Marine soldiers tracked down the gang. The slain militants were linked by the military to ransom kidnappings off Sabah and Indonesia and had been in the list of notorious drug dealers. “The group is also known as conduits of Sulu-based Abu Sayyaf group conducting kidnapping operations in the tri-boundary of Indonesia, Malaysia and the Philippines. The neutralized enemies are notorious drug personalities positively identified by the local government of Sapa-Sapa,” said Brig. Gen. Camilo Balutan, commander of the anti-terror Joint Task Force Tawi-Tawi. He said troops from the Marine Battalion Landing Team 6 and 64th Marine Company clashed with about 10 gunmen. The others managed to escape during the fighting that killed Oyong Maulana, Datu Solon Maulana, Rashida Maulana, and Nhadz Omar. Balutan said soldiers recovered two packets of suspected crystal meth and a rifle, including ammunition and two cell phones. In neighboring Sulu, one Abu Sayyaf fighter was also killed after helicopter gunships pounded a terrorist hideout on Sulare Island off the town of Parang

Duterte proposes monorail plan for Cebu to ease traffic problems CEBU CITY – President Rodrigo Duterte vowed to help provide funds for aboveground infrastructure projects to improve the traffic condition in Metro Cebu which, experts say, has cost the local economy over P1 billion in daily productivity. “Cebu is an old city… Wala pa atong gobyerno, naa na ang inyong daan. So when it became a city, mao nang naghuot mo, you cannot expand it anymore even if you’ll have mass transportation. So it’s either train or sa taas,” Duterte said during his recent visit here. Duterte even cited the development in Manila and Taiwan which he said could be duplicated in Cebu, where roads are narrow. “We will help you find the sources of fund of your road project,” he told local leaders. Dino said he supports Duterte’s pronouncement that “trains or skyways will be the best solution to address the traffic and mass transport (problem) in the metro”. “This has boosted our morale knowing that we have started working on the Integrated Intermodal Transport System (IITS) in Metro Cebu and the President agrees and even encourages it,” Dino said. The IITS was among the Department of Transportation (DOTr) Sec. Arthur Tugade’s “basket of solutions” to Cebu’s traffic woes, and will include a rail system, point-to-point bus system, bus rapid transit (BRT), skyways, and intelligent traffic system. Dino said the only way to solve traffic in Cebu is to go up by building a mono-

Dino praised Tugade’s effort in placing Cebu as one of his top priorities

It is open to natural light and features wooden details as befitting MCIA’s resort-airport positioning. Flight information displays are already installed throughout the area. The pre-departure area is now connected to the new Airport Village, a commercial area where passengers and their well-wishers can enjoy refreshments while waiting for flights. It also said that among the new technologies to increase efficiency in Terminal 1 are four Automatic Tray Retrieval System machines located at the final security check area. Boarding gates 9, 10, 11, and 26 were also renovated and now have a more spacious area and more seats for the passengers and situated near the new Food Avenue, a food hall where passengers can relax and enjoy local and international food and drink selections. The comfort rooms and baby care room have also been redesigned with passenger comfort and convenience in mind. The Plaza Premium Lounge, which is also in Terminal 1, offers 24-hour lounge services to passengers. Terminal 1 was originally built for just 4.5 million passengers per annum (mppa) but the airport was handling 6.9 mppa in 2014. GMCAC took over the management of the airport on Nov. 1, 2014. “MCIA’s domestic flight frequencies have increased
by 82 percent, and this is just in our first five years. Our medium-term objective is to establish Cebu as the hub for flights to the Philippines, particularly to Visayas and Mindanao, by maximizing our strategic central location and infrastructure,” Ferrer said. Ferrer attributed MCIA’s growth these past few years to the efforts of the airport’s stakeholders, highlighting the airport’s capability to serve more than 50 million passengers which doubled the annual passenger traffic since November 2014. Lawyer Steve Dicdican, general manager of Mactan-Cebu International Airport Authority, underscored the strong partnership between the public and the private sector as factor in the prominent progress of the airport. “The success and milestones that MCIA has achieved in the past years are a testimony of a successful collaboration between the government and the private sector in delivering a world-class service and a passenger-centric airport,” Dicdican said, noting that another milestone to be completed is the parallel taxiway or second runway to address the growing needs of the airport. He said the full renovation of the domestic terminal can make the airport to handle 11.7 mppa with an increased floor area from approximately 38,000 square meters to about 45,000 square meters.
