Sulu’s anti-narcotics campaign strong

New PDEA provincial director Aldous Restor and 2 others pay their courtesy call to Sulu Governor Sakur Tan. (Provincial Government photo) SULU – Governor Sakur Tan has urged the Philippine Drug Enforcement Agency to strengthen its anti-narcotics drive in Sulu province and to work closely with the Philippine Coast Guard and the Bureau of Customs, including the police and military to prevent the entry of illegal drugs here. Illegal drugs such as crystal meth were being

smuggled to Sulu from Mindanao. “The cooperation among regulatory and law enforcement agencies is very important in the fight against illegal drugs,” Tan told new PDEA provincial director Aldous Restor, who paid his courtesy call to the governor. PDEA also thanked Tan for his strong support to the government’s an-

ti-drug campaign and the governor, in return, also praised the agency for its unrelenting drive in Sulu. Tan, a sports advocate, also encouraged the youth to stay focus on their education and sports and help in promoting peace and development instead of engaging in bad vices such as drugs which is haram or against Islam. Malaysian terrorists, Abu Sayyaf tagged in Sabah kidnappings Continued from page 1 then issued a statement that the terrorists were in contact with their partners who are active in Sabah,” he told Free Malaysia Today. The report said Bukit Aman Special Branch’s counter-terrorism division had arrested eight men between in November 2018. The first to be captured was a 38-yearold man in Putrajaya, who was accused of channelling funds to Malaysian Islamic State militant Akel Zainal in Syria. The second round of arrests involved 3 Abu Sayyaf members and a 60-year-old trader who harbored a wanted militant four days earlier. All the suspects are now being held under the Security Offences (Special Measures Act 2012. “We are now monitoring them and our intelligence units have also redoubled their efforts to identify others still operating in Sabah,” Jamman said. Just recently, Abu Sayyaf militants kidnapped 5 Indonesian fishermen off Tambisan Island near Sabah’s Lahad Datu town and were believed taken to Sulu, one

of 5 provinces under the restive Muslim autonomous region in southern Philippines. The fishermen have been identified as skipper Arsyad Abdullah, and crew members 41; La Baa, 32; Riswanto Hayano, 27; Edi Lawalopo, 53; and Syarizal Kastamiran, 29, - all based in Sandakan. They were snatched from the same area where the Abu Sayyaf captured 3 Indonesian fishermen in September last year and brought to Sulu. The trio - Muhammad Farhan, 27, Samiun Maneu, 26, and Maharudin Lunani, 26, were all rescued separately by Filipino troops in Sulu. Jakarta accused Malaysian authorities of failing to protect its citizens in Sabah. “We truly regret that this sort of incident keeps repeating. It seems to have been caused by ineffective coordination among Malaysian authorities, among other things,” Deputy Foreign Minister Mahendra Siregar was reported as saying by The Jakarta Post. Anti-Sayyaf ops Late last month, Filipino troops killed 5 Abu Sayyaf militants in separate clashes in Tawi-Tawi

and Sulu where security operations against the pro-ISIS group continue. Officials said four gunmen were killed in the fighting that also injured a soldier in the village of Lakit-Lakit in Tawi-Tawi’s Sapa-Sapa town after Marine soldiers tracked down the gang. The slain militants were linked by the military to ransom kidnappings off Sabah and Indonesia and had been in the list of notorious drug dealers. “The group is also known as conduits of Sulu-based Abu Sayyaf group conducting kidnapping operations in the tri-boundary of Indonesia, Malaysia and the Philippines. The neutralized enemies are notorious drug personalities positively identified by the local government of Sapa-Sapa,” said Brig. Gen. Camilo Balutan, commander of the anti-terror Joint Task Force Tawi-Tawi. He said troops from the Marine Battalion Landing Team 6 and 64th Marine Company clashed with about 10 gunmen. The others managed to escape during the fighting that killed Oyong Maulana, Datu Solon Maulana,

Rashida Maulana, and Nhadz Omar. Balutan said soldiers recovered two packets of suspected crystal meth and a rifle, including ammunition and two cell phones. In neighboring Sulu, one Abu Sayyaf fighter was also killed after helicopter gunships pounded a terrorist hideout on Sulare Island off the town of Parang after civilians tipped off the military on the location of the militants. Members of the UStrained elite Army Light

Reaction Company and Naval Special Operations Group recovered the body of the gunman after the air assaults, according to Maj. Gen. Corleto Vinluan Jr, commander of anti-terror Joint Task Force Sulu. “Once again, the Abu Sayyaf group has no safe place here in Sulu now that Tausugs are working actively hand in hand in promoting peace in this area,” he said, adding, “this operation was successfully achieved in collaboration with the local government of Sulu.”

Lt. Gen. Cirilito Sobejana, chief of the Western Mindanao Command, lauded the soldiers for their “very remarkable accomplishments” in Tawi-Tawi and Sulu. He said the operations against the Abu Sayyaf continue in the South. “Our troops are in pursuit of the remaining members of the group who managed to escape. We are working roundthe-clock to ensure the safety and security of the people in our area of operations,” Sobejana said. (Mindanao Examiner)

Duterte to make good his threats to scrap VFA Continued from page 1 the visa of former Philippine police chief and now Senator Ronald dela Rosa, and forbidden his Cabinet members to go to the United States. “I am terminating. I was not joking. The day I said it was the day that I decided it should be terminated. Alam mo sabi nila na it’s my — subject to my whim, ‘yung kapritso. No. It started when they mentioned about the resolution in the US Senate. They were trying to figure — trying to figure out who would be the persons who will be barred from entering. Noon pa lang nag — ‘yung utak ko gumagalaw na. Ganun ako eh, hindi naman ako naghihintay,” he told reporters. “Pero at that time I have decided that if they do this… And I will do it not only for Dela Rosa, but for every Filipino. Lalo na ‘yung mga taga-gobyerno na magpunta doon supposedly to attend a business concern officially. I will limit siguro sa Foreign Affairs. But I will not allow any Cabinet member to go there at this time. No Cabinet member should be allowed to go to the United States. I will ask them to not to go to the United States in the meantime, parang boycott,” he added. Dela Rosa was the chief architect of Duterte’s bloody war on drugs called “Oplan Tokhang,” where thousands of suspected drug pushers had been killed in police operation. Duterte also declined President Donald Trump’s earlier invitation to join the US-ASEAN summit for a still unknown reason. But President Donald Trump signed in December the 2020 State and

Foreign Operations Appropriations, and Related Programs Appropriations Bill which included a provision that prohibits the entry of “foreign government officials involved in the wrongful imprisonment of Senator Leila de Lima, who was arrested in the Philippines in 2017.” The provision is also in line with the Global Magnitsky Human Rights Accountability Act, allowing the US government to impose sanctions on foreign government officials implicated in human rights abuses in any part of the world. Democrat Senators Dick Durbin and Patrick Leahy introduced the amendment which the US Senate Appropriations Committee passed in September. The two senators are among the US lawmakers who have earlier said that De Lima’s detention was politically motivated, according to a report by CNN Philippines. Former police chief and also senator, Panfilo Lacson, reacted to Duterte’s statement and said “an indefinite travel ban to the United States imposed on all members of the Cabinet could have adverse consequences on our country’s economy and security, not to mention the many employed Filipino immigrants there, especially if the US retaliates to the recent tirades of President Duterte.” He said the Philippines is exporting at least $10 billion worth of goods annually to the US, and accounts for 52% of the total US military support and assistance to the entire Asia-Pacific region. “Considering all these, I hope some of the Cabinet members will have the

courage and sensibility to speak to the President to reconsider,” he said. “May mawawala sa atin kung nag-abrogate tayo. Kasi ang Visiting Forces Agreement may mga joint exercises na kasama riyan. Pagkaalam ko, after every joint exercises, iniiwan na nila ang equipment. This much I heard from defense officials themselves, ang AFP officers natin. And kasama sa mutual defense ito, pag may exchange of information, especially intelligence information. If you can recall, si (Malaysian terrorist Zulkifli bin Hir alias) Marwan was pinpointed accurately (in Mamasapano in Maguindanao province on January 2015) with the use of technical intelligence extended by the Americans.” “Hiwalay na muna natin ang naging fate ng 44 fallen SAF troopers. Ang issue rito, papaano napadali ang pag-locate kay Marwan. And there were also different instances in the past lalo sa Abu Sayyaf, lalo laban natin sa terrorism, na nakakatulong talaga ang exchange of information. Or ano magiging effect nito sa other treaties related sa VFA. Maraming unknown factors dito so hindi natin pwede agad i-quantify ano mawawala sa atin, ano mga benefits na nade-derive natin na mawawala,” Lacson said. (Mindanao Examiner)

Tight guarding for Wuhan coronavirus in Zambo Continued from page 1 maintain cleanliness and good hygiene practises as the local government took steps to prevent the entry of the Wuhan coronavirus here and protect the public’s health. Dozens had died and thousands are feared infected by the deadly virus which broke out last month - although it was first reported in December - in Wuhan, the capital of Central China’s Hubei province and spread in other countries by people who contracted the coronavirus, also called nCoV and symptoms include nasal congestion, headache, cough, sore throat, and a fever. “Let us maintain cleanliness in our surroundings and proper hygiene to ensure good health,” Climaco said. She said the City Health Office (CHO) continues to coordinate with the Department of Health (DOH), the Bureau of Quarantine, and airport and seaport authorities in the implementation of health protocols and intensified screening procedures for all passengers and travellers, especially those who came from China and Malaysia which has 4 reported cases of the coronavirus - to prevent the entry of the nCoV. Just recently, Vice Mayor Rommel Agan also met

with representatives from the City Disaster Risk Reduction Management Office and CHO, and other stakeholders. He said there is a need to focus and intensify screening and assessment of passengers and travellers, including deportees from Malaysia since Zamboanga has a regular ferry service to Sandakan in Sabah. “We directed our CHO to coordinate with DOH to intensify screening and hopefully puede kita man prevent el entrada na Zamboanga City (del nCoV),” he said. City Health Officer Dr. Dulce Miravite said there has been no report of the Wuhan coronavirus in Zamboanga. “Here in Zamboanga, we do not have a case yet, and we want to keep it that way,” she said. An inter-agency task force for the nCoV has been activated, and both local and national government agencies are regularly meeting to continuously thresh out protection measures and protocols. Miravite said individuals, who have history of travel in countries with confirmed nCoV cases, should take caution, self-quarantine, and seek immediate consultation with medical professionals.

“Si etu sabe tu estaba tu este places tiene cases, man isolate kita, de ya anda na crowded places, si tiene cough and colds usa ya mask, y man consult earlier,” she said. Several countries have confirmed cases of the coronavirus, including France, Japan, Australia, United States, Canada, Malaysia, Nepal, Singapore, South Korea, Taiwan, Thailand, and Vietnam. Miravite echoed the mayor’s call to residents to maintain proper hygiene by regularly washing hands with soap and water, and drink enough water, avoid alcohol and smoking and to cover mouth and nose when coughing or sneezing, and not to spit in public areas. According to Science Alert which quoted China’s National Health Commission Minister Ma Xiaowei, a person with the Wuhan coronavirus could be infectious to others before they know they have the virus. Xiaowei said someone with the virus could show no symptoms they have the coronavirus anytime between a day and 14 days. During that time, an asymptomatic person is also infectious and could spread the coronavirus to others, which makes it difficult to stop its spread. (Zamboanga Post)

NEDA to study proposed monorail project CEBU CITY – The National Economic and Development Authority Investment Coordination Committee (NEDA-ICC) is set to study the proposed P78.9 billion Cebu monorail project, according to Presidential Assistant for the Visayas Michael Lloyd Dino. He said the monorail will have the capacity of a light rail transit (LRT) and can accommodate up to 15,000 passengers per hour per direction. Once approved, the monorail project will become part of Cebu’s Integrated Intermodal

Transport System (IITS) which includes a bus rapid transit, point-to-point buses, cable car system, modern jeepneys, bikeways, and urban realm enhancement or walkways, among others. The Department of Transportation (DOTr) has submitted the proposal to NEDA-ICC, Dino said, adding, he has met with NEDA Secretary Ernesto Pernia to discuss the project. The NEDA-ICC Technical Board has set the review of the project on the second or third week of February. “The documents per-

taining to the monorail project have been submitted to NEDA after DOTr completed them. Secretary Pernia who also happens to have a Cebuano blood, wants to fasttrack Cebu’s monorail project, seeing it as an urgent need for (the) Cebuanos,” Dino said. He said like every after review of government projects that need NEDA’s approval, the monorail system in Cebu will be submitted to the agency’s ICC’s Cabinet Committee. Davao-based Udenna Infrastructure Corporation and its foreign partner were grant-

ed original proponent status (OPS) for its proposed Cebu Rail Project in May 2019. Under the company’s unsolicited proposal submitted to the DOTr last year, it dropped the LRT system and instead offered to build a monorail system. With the OPS, the national government gives the company the right to match any competing offer through a Swiss challenge, a procurement process inviting other entities to bid for the project as mandated under the Build-Operate-Transfer Law. lives are more important than money. It is the nature of the Chinese that during difficult times, they prefer to stay home and spend time with the family and take care of each other rather than going elsewhere,” Li said. Cebu is one of the favorite destinations of Chinese tourists, noting that of the 1.3 million visitors from mainland China who visited the Philippines in 2018, around half or 630,000 went to this province and in 2019, over 700,000 had visited the province, according to Li, adding, “the Chinese tourists visit Cebu for its beaches, food, rich history and heritage, and the people.” President Xi Jinping said China has full confidence and capability to win the battle against the outbreak of pneumonia caused by the novel coronavirus. The Chinese people are

now fighting a very serious battle against the epidemic, said Xi, adding that the people’s safety and health always come first, and thus the prevention and control of the outbreak is the country’s most important work for now. He said the comprehensive deployment has been made for the containment and mitigation of the epidemic, and a central leading group on battling the virus was established. “The epidemic is a devil. We will not let it hide,” said Xi. Chinese government has released information about the epidemic in a timely, open, transparent and responsible manner, responded to concerns of all sides actively, and enhanced cooperation with the international community, according to Xi.
