examined are 63 Filipinos, 54 Chinese, and 16 from other nationalities. At least 32 of them had travelled to Wuhan. Health Secretary Francisco Duque said the EB already assessed 203 people and quarantined 188 more from the 1st and 2nd confirmed cases. Surrender peacefully or die Continued from page 1 The North Cotabato Provincial Peace and Order Council have declared the NPA and the Communist Party of the Philippines as “persona non grata” in April 2019. The 6th Infantry Division said the operations against the NPA will not stop and called on the rebels to abandon violence and surrender peacefully and avail of the government’s offer to return to the fold of the law. Last week, security forces killed a senior communist rebel leader, Manuel Magante, who clashed with policemen and soldiers who tried to capture him alive in his hideout in Butuan City. Magante, who served as the regional finance officer and head of the NPA’s special operations group,

was slain in the fighting in the village of San Ignacio, according to Lt. Col. Ezra Balagtey, a spokesman for the Eastern Mindanao Command. He said Magante was tracked down in his hideout after a long and careful surveillance operation. “Magante was killed when he resisted and fought with the AFP-PNP inter-agency team who were about to serve warrants of arrest against him,” Balagtey said. “Magante was a notorious rebel leader who had a string of criminal cases from multiple murders to arson across the region.” Troops recovered Magante’s automatic pistol and magazines, including a motorcycle, a cell phone and a laptop computer. Balagtey said the slain NPA leader was linked to

the murders of a tribal chieftain Datu Ruben Labawan and the abduction of Jail Warden Jose Melvin Coquilla in Compostela Valley in 2015; and the abduction and murder of Mayor Dario Otaza and his son Darryl, of Agusan del Sur’s Loreto town in Butuan City also in 2015. He added that Magante was also accused as behind the disarming of peace officers in North Cotabato’s Magpet town and the raid and burning of construction equipment in Davao City in 2018. There was no immediate statement from the NPA on the death of its top leader. The rebel group has been fighting for many decades now in an effort to topple down the democratic government and install a communist rule. (Rhoderick Beñez)

I, myself, want to fast-track the peace initiative to achieve

long-lasting peace in Mindanao during my term,” he added. Just recently, Presidential Peace Adviser Carlito Galvez Jr flew to the southern province of Sulu and met with Misuari who announced in gathering the arrival of top officials of the Organization of Islamic Cooperation (OIC) which was instrumental in the peace process between Manila and MNLF. “The President expects to see substantial results in the implementation of the remaining commitments under the GPH-MNLF peace agreement within the first quarter of this year. The main commitment of President Duterte is to bring peace in the Bang-

samoro homeland,” Galvez told a huge crowd of MNLF members and supporters during the gathering held at Camp Astanah Bud Nagha in the town of Indanan. Misuari also vowed to continue supporting the Duterte administration’s peace and development agenda. He vowed to secure the full support of OIC member-countries to ensure the completion of the remaining provisions contained in the Tripartite Review Process of the peace accord. “I am appealing to all members of the MNLF to support the initiatives of the government’s implementation of the 1996 peace agreement,” he said. The prominent features of the tax reform are lower personal income tax and higher consumption tax. Individual taxpayers with taxable income not exceeding 250,000 annually are exempted from income tax. The exemption for minimum wage earners is retained in the revised tax system. Tax rates for individual taxpayers still follow the progressive tax system with the maximum rate of 35%, and minimum rates

of 20% (taxable years 2018 to 2022) and 15% (2023 onwards). On the other hand, consumption taxes, in the form of higher excise tax on tobacco products, petroleum products, automobiles, tobacco, and additional excise tax on sweetened beverages and non-essential, invasive cosmetic procedures were introduced. It also expanded the VAT base by repealing exemption provisions in numerous special laws. The law aims to generate revenue to achieve the 2022 and 2040 vision of the Duterte administration - to eradicate extreme poverty, to create inclusive institutions that will offer equal opportunities to all, and to achieve higher income country status. It is also aimed at making the tax system simpler, fairer and more efficient.

Castillo said the BIR is only collecting taxes based on what is stipulated in the law. (Rhoderick Beñez)

(Image by Adoramassey / Wikimedia) CEBU CITY – The Philippine Airlines (PAL) is set to resume direct flights from here to Los Angeles in the United States, according to Presidential Assistant for the Visayas, Michael Lloyd Dino. Dino, who welcomed the revival of the Cebu-Los Angeles flights, said it will further boost the tourism industry in the province. He said the PAL will start its direct flights to the sprawling

Southern California city and the center of the America’s film and television industry on May 2. According to the FlightGlobal website, the revived flight to Los Angeles will be operated thrice-weekly using Boeing 777-300ERs. “We welcome the revival of the Cebu-Los Angeles Flight starting May 2, 2020. I appreciate this move of Philippine Airlines on reviving the “no stop-over” flight,”

Dino said, adding, this latest development will make Cebu and other regions in the Visayas easily accessible to American tourists and the Filipino-American community living in the US West Coast. “It will now be easy for people from the Visayas to travel directly to the United States through the Mactan-Cebu International Airport Terminal 2 that has just won the top prize in the Completed Buildings – Transport category during the World Architecture Festival held in the Netherlands last December. This proves that Cebu remains to be a peaceful place with its good peace and order record,” he said. PAL suspended direct flights from Cebu to Los Angeles in 2017 due to capacity rationalization. Tight security in Cebu after capture of Sayyaf man CEBU – Authorities have tightened security in Cebu following the capture of an Abu Sayyaf militant linked to the kidnapping of the son of a Zamboanga del Norte mayor in September 2017. Jimmy Marababol has been accused in the kidnapping of Jade Quimbo, whose father Eddie is the mayor of Labason town. Marababol was tracked down by the police and captured in the village called Tinago in Cebu City where he traded rice as a living. It was unknown how Marababol managed to escape authorities in Mindanao and fled to Cebu, but regional police chief Brig. Gen.

Valeriano de Leon said the militant has been hiding here since last year. Intelligence reports said Marababol is also a member of the pro-ISIS group Dawlah Islamiya which is fighting for the establishment of a caliphate in the South. It was not immediately known if there are other Abu Sayyaf or Dawlah Islamiya fighters hiding in Cebu or if any local group is harboring them. Abu Sayyaf militants released Quimbo - then 28 years old – in Sulu’s Patikul town on December 2018. He was handed over to his brother Justin, who reportedly sought assistance from local leaders to fetch the

victim in Anuling village. It was unknown whether Quimbo’s family had paid ransom to the Abu Sayyaf or not. The Abu Sayyaf – founded in the early 1990 in Basilan province – which was originally fighting for a separate Islamic state, has resorted to ransom kidnapping after its chieftain Abdurajak Janjalani was killed in a firefight with a policeman in Lamitan City in December 1998. But some of its hard core commanders pledged allegiance with ISIS in an effort to capitalize in the vicious and brutal campaign of the jihadists in the Middle East. (Cebu Examiner)
