The report also focused on the “worrying new laws and amendments” to strengthen public order and counter-terrorism, “which risk eroding constitutional and other legal protections”. the mucous membrane (eyes, nose, and throat) and may have adverse effects when inhaled. He said for four months, the recruits had undergone various skills training such as Marksmanship, Field Survival, Land Navigation, Map Reading and Field

Training Exercises with the aim of equipping them with the best military disciplines and principles. Their graduation, he said, pushed through despite the pandemic while maintaining the necessary health protocols throughout the ceremony. No visitors had been allowed to attend the ceremony as part of the quarantine guidelines imposed by the Sulu Task Force on Covid-19 and the Department of Health. Vinluan also said they endeavored to prioritize residents of Sulu in its recruitment for both regular and special enlistment of candidate soldiers. “The purpose is not only to help their families but at the same time to enable the Tausugs become one with the Armed Forces of the Philippines in sustaining peace in their homeland,” he said. He encouraged the new privates to become productive soldiers. “Huwag ninyong kakalimutan lahat ng naituro sa inyo ng 11DTS (11th Infantry Division Training School) at lakasan ang loob sa lahat ng hamon ng buhay. China strengthens relations with Duterte

Since the establishment of diplomatic ties in 1975, the friendship between the two countries has developed steadily. Currently, Duterte said global security and stability continue to face challenges and non-traditional security threats such as the Covid-19 pandemic have become increasingly prominent, adding that it is of great importance to further consolidate Philippines-China partnership. Duterte said the Philippine side takes China as a close neighbor and an important partner, and is ready to deepen bilateral comprehensive strategic cooperation and facilitate peace, development and prosperity of the two countries by upholding the principle of peaceful coexistence and mutually beneficial cooperation. Agreements Late last year, Beijing

and Manila agreed to join hands and work together to further develop the comprehensive strategic cooperative relationship between the two countries. Chinese Vice Premier Hu Chunhua, who was in Manila in October, said that China is ready to work with the Philippines to implement the consensus reached between the top leaders of the two countries. Hu said China has strong interests in cooperation with the Philippines on building the China’s Belt and Road Initiative, and integrating the projects with the Philippines’ “Build, Build, Build” infrastructure program. “We should broaden our cooperation in trade and investment, strengthen our economic ties, fast-track our cooperation on important projects, and in this way can we harvest more substantial fruits of cooperation,” Hu said. Hu also said China and the Philippines should strengthen cooperation on the regional and multilateral levels. He called for close communication

Galvez said Cambay’s new designation has been approved by PNP Chief, General Archie Francisco Gamboa upon the recommendations of the PNP Senior Officers Placement and Promotion Board. “As the Regional Director, Brigadier General Cambay will lead the 8,000-strong men and women of the police command covering the provinces of Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, and the cities of Isabela and Zamboanga,” Galvez said. Duterte, on his part, said the Philippines attaches great importance to Philippines-China relations. He said his country has been active in participating in the building of the Belt and Road Initiative. Duterte called for closer cooperation in various fields between China and the Philippines, so as to further develop the comprehensive strategic cooperative relationship between the two countries. China Projects Finance Secretary Carlos Dominguez III and Hu also signed several agreements last year and two of these are part of Duterte’s flagship infrastructure program called “Build, Build, Build” while the other four cover trade, customs, and communications. They also discussed the best ways to integrate the “Build, Build, Build” program with China’s Belt and Road Initiative as well as the Regional Comprehensive Economic Partnership (RCEP) agreement. The agreements signed were the following: Davao City expressway project this project involves the construction of a 24.4km (15.1 miles) expressway within Davao City - Duterte’s hometown - connecting the Santa Ana Port to the

outer part of the city. This was proposed by the Duterte administration in order to relieve traffic congestion within the city as well as encourage economic activities from the improvement of accessibility. The project is estimated to cost around US$478.5 million and will be financed by the official development assistance (ODA) loan package from the Chinese Government. The 12-month feasibility study will be conducted by CCCC Highway Consultants Co. Ltd., a Chinese contractor. The Panay-Guimaras-Negros (PGN) island bridge project - the feasibility study for the construction of the 5.7km (3.5 miles) Panay-Guimaras bridge and the 12.3km (7.6 miles) Guimaras-Negros bridge is set to be completed before 2020. The study was conducted by Chinese firm CCCC Highways Consultations Co., Ltd, and the funding for the project (worth US$535 million) was provided through a grant from the Chinese government. The Philippine radio equipment project - the Chinese government donated a variety of broadcasting equipment to the Presidential Communications Operations Office’s Philippine Broadcasting Service which is a state-owned regional radio station. The donation includes live broadcast equipment; FM broadcast equipment, transmitters, and medium wave transmitter equipment. The China-Aid Container Testing Equipment China will donate four sets of Mobile Container/Vehicle Inspection Systems and two sets of CT Scan Inspec-

And the implementation of the Marawi Sports Complex and Central Market Projects - these two projects are part of the reconstruction program for the ruined city of Marawi. Both projects will have a total floor area of about 13,202 square meters: Sports Complex – 6,505 square meters that can hold up to 1,000 people; and Central Market – 7,148 square meters that will include a functional area and equipment rooms. Protocol on Phytosanitary Requirements for the Export of Avocado from the Philippines to China - this agreement will see the Philippines and China develop a protocol on the phytosanitary requirements needed for the export of Hass avocados to China. In 2017, the demand for avocados in China increased more than 1000 times compared to 2011. China is now one of the Philippines’ major trading partners with an export value of $944.23 million in August 2019. In addition, it also brings in the most value of imported goods into the country with a 23.1 percent share of total imports in August 2019. China is also one of the country’s top investors with investments reaching $980 million in 2018. With China’s Belt and Road Initiative and the Philippines’ Build, Build, Build program, the two countries have an aligned infrastructure development agenda, which could lead to greater opportunities for cooperation and collaboration. Tricycles, pedicabs bawal pa rin sa highway MAHIGPIT PA rin ipinagbabawal ang mga tricycles at pedicabs sa lahat ng national highways kahit pa nasa ilalim ng general community quarantine (GCQ) at modified general community quarantine (MGCQ) ang bansa. Ayon kay Department of the Interior and Local Government (DILG) Secretary Eduardo Año, ang mga local government units (LGUs) ang nangangasiwa sa operasyon ng mga tricycles at pedicabs na bumibiyahe sa mga secondary roads. “Pinapayagan lamang po ang operasyon ng tricycles sa secondary roads at ipinag-uutos na ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) ang one-passenger, no-back ride policies sa lahat ng GCQ at MGCQ areas,” ani Año. Sumang-ayon at ipinapaalala ni Año ang sinabi ni Presidential Spokesperson Roque na hindi maaaring magbigay ng authorization ang mga alkalde na payagan ang pagba-backride sa mga GCQ at MGCQ na lugar alinsunod sa direktiba ng IATF. “Ibayong pag-iingat pa rin po ang ipinapatupad kahit pa GCQ o MGCQ na. Ipinaliwanang ni Malaya na bukod pa sa Republic Act No. 4136 o ang Land Transportation and Traffic Code, naglabas rin ang DILG ng mga direktiba na nagbabawal sa operasyon ng mga tricycles at pedicabs sa mga national roads at nagbibigay rin ng panuntunan sa kondisyong dapat sundin para sa operasyon at pagbigay prangkisa sa mga tricycles. Felimon Santos Jr. earlier said the measure is not targeting any specific group. “The proposed law is not targeting any specific organization, group, or individual. But if any of them commits an act or acts which are included in the definition of Terrorism, then they will be prosecuted and penalized under the proposed law,” Santos said. The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United Kingdom, the European Union, United States, Canada, Australia, New Zealand, and the Philippines. Bohol Governor Arthur Yap. (Bohol PIO) BOHOL GOVERNOR Arthur Yap said the province has to diversify its economic activity, especially at this time of the coronavirus pandemic, instead of concentrating on tourism alone. During a video conference with National Economic and Development Authority (NEDA)-Central Visayas regional director Efren Carreon, Yap said diversification is the apt way of managing the economic progress of Bohol now that the region is easing restrictions in fight against coronavirus disease. Carreon called the meeting to give Orient Integrated Development Consultants, Inc. (OIDCI), NEDA’s consultant for the Bohol Provincial Product Accounts (PPA) Project, an opportunity to present the data inventory and the project estimates. “Right now, what we can

focus on is not only on how to reopen our tourism but also food production because this would be the base that we will need, anyway, if we foray into manufacturing activities,” Yap said. Yap said the provincial government is willing to invest in building an economic zone to diversify the economic activity of Bohol. “What is top of mind for me is the issue about the singular focus we seem to have on tourism. And I’m very interested to find what we can do to position Bohol to be able to harvest some of the companies and economic activities coming out of China,” he added. The governor said he has discussed this matter with Department of Trade and Industry Assistant Secretary Aster Caberte, citing that for the past two months, there had been reports

that “many companies are moving out of China and they would like to relocate in other parts of Southeast Asia”. Yap said the DTI has been drumming interest from some investors to come to the Philippines, adding that in Cebu alone, there are also other locators who want to get out because of the congestion. “I feel that’s going to open up opportunities for northern Bohol. We’re looking at Tubigon, Buenavista, Getafe, Talibon. These areas are just across Cebu. They are only about, at its nearest point, 27 kilometers from Getafe. And Tubigon is just a little bit farther than that. In Loon are the islands of Cabilao and Sandingan which are just smacked beside Catagbacan port,” he added. The SEC also urged the boards of directors and senior management teams, in particular, to ensure they understand and can effectively confront the cybersecurity risks faced by corporations.

“The boards of directors of companies must ensure that a robust cybersecurity strategy is in place and that existing cybersecurity measures, including regular penetration testing and risk assessments, remain effective amid the evolving security landscape,” Aquino said. The SEC has been advocating cybersecurity and data privacy in the corporate sector, integrating best practices and standards in various rules and regulations. For one, the corporate governance codes issued by the SEC recommends that boards of directors establish audit committees, whose duties and responsibilities include the monitoring and evaluation of the security of information assets. In the capital market, the SEC requires broker dealers, exchanges, clearing agencies, securities depositories and

other participants to have a comprehensive information technology plan, pursuant to the 2015 Implementing Rules and Regulations of the Securities Regulation Code (Republic Act No. 8799). Capital market participants are further mandated to subject their IT, business continuity and disaster recovery plans, and risk management systems to regular review and audit by independent firms. In 2016, the SEC also required capital market participants to report their compliance with data privacy and protection regulations. Republic Act No. 10173, or the Data Privacy Act of 2012, for one, requires organizations in both the government and the private sector to develop their privacy manuals. Man suspected of having Covid, kills self CEBU CITY – A man suspected of contracting the deadly coronavirus disease killed himself after jumping from the third floor of the Vicente Sotto Memorial Medical Center (VSMMC) in Cebu, the Philippine News Agency reported. It said the 48-year old patient, who was admitted at the VSMMC, had broke a glass window and jumped to his death last week. Prior to the incident, a nurse reported that the man was acting strange

and was heard singing while roaming around the third floor lobby. The man also ignored calls for his to return to his ward and went near the window, broke its glass and jumped. He died on the spot. The man’s family claimed his body. This incident was also confirmed by Dr. Gerardo Aquino Jr., the VSMMC medical chief, according to the report. “Everyone can experience emotional, mental,

and physical drain at this crucial time.
