Filipinos want Covid-19 vaccines, but supplies lack THE NATIONAL Government and Department of Health continue to encourage the public to get inoculated against the deadly respiratory disease, but the supplies of Covid-19 vaccines are lacking. Across Mindanao, residents are flocking vaccination sites, but many of those who registered with health centers or through the Internet have not received any schedule for their inoculation. Some have waited for months, but until now did not get any reply from the government. And others had claimed unequal distribution of the vaccines or favoritism, nepotism and undue influence and even bribery in the mass vaccination program. Vaccine czar Carlito

Galvez Jr. said the government is eyeing to administer 8-10 million vaccine doses this July. He said over 13.3 million doses of various vaccines are expected to be delivered to the country this month. He said some 10 million vaccine doses have been administered nationwide with more than 2.5 million getting the full dose. The Philippines has over 110 million population and is lagging behind some Southeast Asian countries in vaccine procurement. According to a report by the United Nations Office on Drugs and Crimes, with vaccines being approved for use in different parts of the globe, the scale and complexity of their manufacture, allocation and distribution globally

Congress to decide on BARMM’s fate

the leadership of our BARMM officials,” Tan said, adding “it would be very awkward for the BARMM officials to be governing without any mandate.” Roque said the Bangsamoro Transition Authority or BTA has yet to pass an election code that would serve as basis and guideline for voting parliamentary members in BARMM as provided under the Bangsamoro Organic Law. Senate The Senate is yet to decide on the bill seeking to postpone the first regular elections in the BARMM from 2022 to 2025. Senator Francis Tolentino, sponsor of Senate Bill 2214, cited the Covid-19 pandemic as a major challenge in accomplishing the priority programs and projects of the Bangsamoro Transition Authority. “Despite all these strides, the BTA has yet to complete all its tasks under the BOL. Thus, we are faced with the question of the propriety of extending the BTA term,” Tolentino

said. The proposed bill would extend the term of the 80-member BTA and the interim government led by former Moro Islamic Liberation Front rebel chairman Murad Ebrahim, who is now the BARMM Chief Minister. Ebrahim and BTA members have been lobbying strongly with Duterte and Congress for an extension of their terms for another 3 years without elections. And BARMM even organized massive motorcades and tons of propaganda saying that Duterte is pushing for the postponement of the regional polls. Senate Majority Leader Juan Miguel Zubiri told reporters that Duterte stood largely neutral on the postponement of the BARMM polls, weighing its pros and cons. Zubiri said the BARMM officials explained that they have not been able to govern and take off due to the late appointment of the BTA members and the limitations brought about by the pandemic.

Senator Panfilo Lacson earlier warned of the danger of citing the Covid-19 pandemic as a major reason in the need to postpone the first regular elections in BARMM, CNN Philippines reported. Lacson said postponing the Bangsamoro elections would require a plebiscite. “We are treading on a very dangerous ground or precedent here because if the pandemic is the reason for the postponement of the BARMM election next year, it could open the floodgates to a no-el situation in the national and local elections next year,” he said. He said Duterte has not certified as urgent the measure seeking to postpone the BARMM elections. “Why the rush when there is no certification as urgent ‘yung measure and wala namang galaw sa House? What are we doing here?” Lacson asked during the plenary debates on Senate Bill 2214, adding, the Senate should probably take its time studying possible legal challenges. Senator Imee Marcos, who chairs the Senate committee on electoral reforms, said postponing elections in BARMM will also mean a delay in developing the restive region and correcting the historical injustice on its people. She said under the law, the BARMM elections are supposed to take place at the same time as national elections in May 2022. Marcos said that full political legitimacy in BARMM can only be achieved after elections, saying, a balance must be struck between fulfilling the main purpose of the BOL and giving the BTA members enough time to cope with difficulties in governance wrought by the Covid-19 pandemic and thus effect a smooth turnover of authority to elected officials. She also filed Resolution No. 729 directing the Committee on Finance to conduct an inquiry into the accounting and liquidation of the Appropriations and Annual Block Grants allocated for the years 2020 and 2021 to the BARMM, including the annual Special Development Fund allocated for the rebuilding, rehabilitation, and development of conflict-affected communities. Marcos said BARMM has been allocated a staggering amount of funds worth over P200 billion since last year, but there is “too little progress and change” in the region. Marcos said under the General Appropriations Act (GAA) of 2020, the BARMM was allocated an annual appropriation of P7 billion and an Annual Block Grant of P63.6 billion, including a Special Development Fund of P5 billion. In addition to this, under the 2021 GAA, the region was also given an annual appropriation of P8.6 billion and an Annual Block Grant of P71.6 billion, and a Special Development Fund of P5 billion. “Prior to the establishment of the BARMM, the (previous and now defunct) Autonomous Region in Muslim Mindanao (ARMM) was allocated an annual appropriation of P32.4 billion and Adjustments of P7.2 billion with total available appropriations of P39.7 billion,” Marcos said. “Thus, as compared to the ARMM appropriation of only P39.7 billion, the total BARMM allocation was higher, amounting to at least double the amount of the budget allocated to the ARMM. Despite these allocated appropriations, there is too little progress and change in the BARMM,” she added. Marcos said with the huge appropriations

made in the GAA for 2020 and 2021, it is vital for Congress to determine the status of the projects implemented especially since the Bangsamoro Government is still in its transition stage. She said the Committee on Finance shall delve into the accounting and liquidation of the Appropriations and the Annual Block Grants allocated for the years 2020 and 2021 to BARMM, including the annual Special Development Fund. “It is also important for Congress to be informed on the progress of the transition process, implementation of programs and the proper utilization of funds, as well as the reasons for delay which are not attributable to the dire effects of the Covid-19 pandemic and to determine other legislative measures, if necessary, to be legislated by Congress in order to promote the long-term vision of meaningful growth in the Bangsamoro Region,” Marcos said. COMELEC The Commission on Elections or COMELEC said it is not “jumping the gun” and still pushing through with the preparations for the BARMM polls. “Sa BARMM elections, on-going ang pag-uusap tungkol sa postponement ng BARMM elections. I think there are some very critical matters being discussed particularly ‘yung availability ng Bangsamoro Electoral Code as well as the completion of the districting of the Bangsamoro. Constitutional reforms needed to liberalize telecom, Internet services, etc. OPENING THE economy to foreign investments through constitutional reforms would yield better Internet services, improve investment schemes in telecommunications, and enable the transfer of technology and management skills to Filipinos. According to Benjamin Azada, Chief Strategy Officer of Converge ICT Solutions Inc., said opening the telecommunications sector to foreign investors would give further access to advance technology and create more competition on digital infrastructures. “Opening up to foreign direct investments will unlock the digital infrastructure in the Philippines as well as upgrade technical and management skills of Filipinos and bring in training and technology transfer especially in businesses,” Azada said during a virtual forum on the importance of constitutional reforms in the economy to boost telecommunications. Government. Azada said economic liberalization would enhance export growth and increase employment essential to the country’s rapid economic growth and competitiveness. He said ASEAN data level per sector showed the Philippines has the most restrictive and the most number of sectors identified by the Organization for Economic Co-operation and Development (OECD). “Such entrenched barriers to FDI (foreign direct investments) prevent us from realizing higher economic growth, more competition, hinders technology transfer, job generation, and of course, consumer choice,” he said. Iloilo Rep. Lorenz Defensor, Vice-Chairman of the House Committee on Constitutional Amendments, said: “Given the bicameral nature of our Congress, we have to respect that the Senate also has the obligation to act on the proposed amendments before it can be submitted to the Filipinos by way of a plebiscite.”

For his part, Gary Olivar, a resource person of the CORE Movement and Director of the Center for Strategy, Enterprise, and Intelligence, said he was optimistic that Resolution of Both Houses No. 2 would be discussed and passed by the Senators in no time. “We have no option to fail. I tend to be more optimistic that we can gather and lobby votes from the Senate especially with the help of our Congressmen,” Olivar said. The Resolution of Both Houses No. 2 authored by Speaker Lord Allan Velasco was approved on the third and final reading last month and now pending in the Senate for approval. The measure seeks to include the phrase “unless otherwise provided by law” to empower Congress to pass laws lifting current restrictions on foreign investors of public utilities, educational institutions, media, and advertising companies. Police search for mother who abandon infant

RODIL YBANEZ KIDAPAWAN CITY – Police are searching for the mother of a new-born baby boy who abandoned the infant in South Cotabato’s Norala town. The baby was inside a bag when Ricky Dequina heard a cry outside his employer’s house in Purok Aquino in San Miguel village last week. This was confirmed by the hose owner, Mary Kris Dela Cruz.

Dela Cruz said they rushed the infant to a clinic and found that the baby’s umbilical cord had been cut and he could be about 3 days old. They believed the baby’s mother had no intent to harm the infant because he was properly dressed and the bag unzipped, ensuring the baby could breathe properly. She said a piece of garlic was also found tucked

in the baby’s clothes, a traditional belief by many old folks that it would drive away evil spirits and ghouls. The baby was eventually handed over to the Department of Social Welfare and Development. The baby’s mother, who remains unidentified, is facing criminal charges for abandoning the child and putting his life in grave risk. (Rhoderick Beñez)

Ombudsman warns Davao Oriental mayor after failing to clear roads

Buhok: Bakit Manipis at Nalagas Ni Dr. Willie T. Ong at Doc Liza Ong Ang mga parte ng buhok ay ang sumusunod: 1. Ang hair follicle ang nagpapalusog sa buhok at dito tumutubo ang buhok. 2. Ang hair shaft o mismong buhok ay mula sa matigas na protina na ang tawag ay “keratin”. 3. Ang hair root o ugat ang siyang nagpapahaba sa buhok ng mga kalahating pulgada kada buwan. Mayroong proseso ng paglago o growth cycle ang buhok. Ang unang stage ay active growth na inaabot ng taon. Ang resting phase ay mula 3 to 6 na buwan kung saan ang follicle ay naka-relax lang ang hawak sa hair shaft o buhok, dito mabilis mahulog and buhok. Tapos babalik na ulit sa growing phase ang buhok. Pero sabay-sabay ito nangyayari, depende sa edad ng buhok. Sa anit ng ulo o scalp ay mas madaling humaba ang mga buhok. Sa ibang lugar tulad ng kilay at kili-kili ay mas matagal ang paghaba ng buhok. Alam niyo ba na 100,000 hangang 150,000 buhok ang nasa anit. Ang10 - 20% nito

ay nasa resting phase at puwedeng mahulog, kaya nga 50-100 buhok ang puwede nahuhulog arawaraw. Normal lang ito. Pagnipis ng Buhok: Ang isang dahilan kung bakit nahuhulog ang buhok ay ang pagbabago ng hormones. Ang receding hairline ay maaaring unti-unti o mabilis. Mayroon ding male pattern ng pagnipis ng buhok dahil sa lahi o namamana kaya tingnan ang mga kaanak. Mayroon ding female pattern ng pagnipis ng buhok kung saan numinipis lang ang buhok pero hindi umuurong. Dahil sa pabago-bago ng hormones kaya nahuhulog ang buhok 3 buwan pagkapanganak. Ang iba pang sanhi ay menopause, pagtigil ng birth control pills sa loob ng 1-3 buwan, pag-edad, mga stress tulad ng namatayan, naaksidente, problema, pagod at sakit tulad ng sa thyroid. Ang iba pang sanhi ay ang kakulangan sa nutrisyon, kulang sa protina, laging gutom o nagdi-diyeta. Para malaman kung hindi normal ang hairfall ay kumuha ng magnifying glass at tingnan ang mga buhok. Pag nabali o hair shaft breakage ang

dahilan ay mayroon pwedeng gawin tulad ng pagiging gentle o maingat sa buhok, bawasan ang sobrang pag-brush, pag-shampoo o pagtali. Huwag ipa-masahe ang anit dahil baka mabali ang buhok. Wala munang kemikal tulad ng hair dyes, bleaching, pang-kulot o pang-unat. Pwede gumamit ng mga protein conditioners at cream rinse. Pangalagaan and hair roots o ugat sa pamamagitan ng pag-iwas sa braid at mahigpit na ponytail. Iwas din sa maiinit na rollers. Kapag patse-patse ang pagkakalbo ay dahil sa sakit sa balat o fungal infection tulad Ringworm. Ang ringworm ay isang fungal infection, korteng bilog ang pagkahulog ng buhok, mapula ang balat, nagbabalat, at makati. Madalas ito sa mga bata, galing sa alagang aso, pusa o kalaro. Pumunta sa dermatologist para bigyan ng anti-fungal cream tulad ng ketoconazole. Mayroon ding Trichotillomania (hair pulling disorder) kung saan naging ugali na laging hinihila o binubunot ang buhok o iniikot ng mga bata.

DAVAO CITY - The Office of the Ombudsman (OMB) has found Caraga Mayor Alicia Mori in Davao Oriental province guilty of simple neglect of duty after the Department of the Interior and Local Government (DILG) filed a case against her for failure to comply with President Rodrigo Duterte’s directive to clear roads in her town of illegal structures and constructions. This was confirmed by DILG Secretary Eduardo Año, saying he welcomes the decision of the OMB against Mori. “Walang lugar ang pagpapabaya sa tungkulin lalong-lalo na ngayon sa panahon ng pandemya. Nawa’y magsilbing babala ang desisyon ng Ombudsman sa iba pang lokal na opisyal na hindi sumusunod sa direktiba ng ating Pangulo,” he said. Año said Ombudsman Samuel Martirez found Mori accountable for neglecting her duties after records showed that the municipal government lacked any ordi-

nance on road clearing, one of the major indicators in the DILG compliance assessment. He said the Ombudsman’s decision noted that the proposed municipal ordinance prohibiting illegal obstructions was still on its second reading as of November 20, 2019. The OMB received Mori’s position paper only on February 18, 2021, without any clear indication that the ordinance had finally been passed. Moreover, records also revealed that Mori only conducted road clearing operations in her town on October 2019 based on photographs they submitted. The OMB said that in administrative cases, the quantum proof required is substantial evidence, and the evidence of a failed rating of 45 out of 100 points on the LGU Compliance Assessment and proof of delayed compliance with the directives of the DILG Memorandum Circular

(MC) 2019-121 clearly speaks for itself, according to Año. “Had the respondent been more attentive of her duties as the local chief executive, significant results or even full compliance would have been achieved within the period prescribed by the DILG MC,” the Ombudsman decision said. Año said the DILG MC No. 2019-121 enjoins all provincial governors, city and municipal mayors, Barangays chairmen and heads of local Sanggunian to exercise their powers to reclaim public roads from illegal structures and obstructions as directed by Duterte. “The Ombudsman found Mori guilty of simple neglect of duty with the penalty of reprimand pursuant to Section 10 (b) of the Ombudsman Administrative Order No. 17, Series of 2003 with a stern warning that a repetition of the same act shall be dealt with more severely,” Año said. NGCP pinaiimbestigahan sa ERC PAGADIAN CITY - Hinimok ni Senador Risa Hontiveros ang Energy Regulatory Commission (ERC) na suriin ang di-umano’y paggasta ng National Grid Corporation of the Philippines (NGCP) at siguraduhing hindi ito sinisingil o ipinpasa sa mga konsyumer. Sa pagpapatuloy ng pagdinig ng Senado tungkol sa rotational blackout, pinuna ni Hontiveros ang biglaang pagtaas ng gastos ng NGCP sa representation at entertainment kada o pagkatapos ng halalan noong 2013, 2016 at 2019. Binanggit din ni Hontiveros ang biglaang paggastos ng NGCP sa public relations mula 2017, taon kung kailan lumabas sa Kongreso ang iba’t ibang mga isyu laban dito. “Hindi ba’t kaduda-duda na kada o pagkatapos ng eleksyon ay tumataas ang gastos nila sa representation at entertainment? Imagine na lang natin kung hahatiin ang kabuuang ito sa mga komukonsumo ng 200kWh per month pababa, ito ay isang buwang kuryente sa mahigit 2.2 milyong households,”

EBU CITY – The national government’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) led by Health Secretary Francisco Duque stood firm on the travel protocols imposed in the country. Duque’s group met provincial government officials headed by Governor Gwendolyn Garcia and lawmakers after Cebu eased its health protocols on returning Filipino workers (OFWs). Garcia insisted on Cebu’s health protocols and local ordinances, saying they managed to slow the spread of Covid-19 in the province. The IATF-MEID presented a panel of medical experts headed by Dr. Edsel Salvana, a molecular epidemiologist from the University of the Philippines, who said that the swab upon arrival method in detecting Covid-19 in arriving OFWs and returning overseas Filipinos (ROFs) poses the risk of having false negative RTPCR test results. Salvana strongly defended the IATF-MEID protocols on all arriving OFWs or ROFs which mandates 10-day quarantine in a facility and 4 days at home and a mandatory RT-

Because we know that SARSCOV-2 (the virus that causes Covid-19) can incubate for as long as 14 days. Salvana clarified that the IATF-MEID has no objection to the swab upon arrival policy in Cebu, stressing that if proper quarantine is done, it prevents transmission of Covid-19; however, he cited Taiwan’s case where a surge in new infections was attributed to the shortened quarantine period for pilots and flight crew from 5 days to three days. Also present during the

special session were National Task Force against Covid-19 chief implementer Secretary Carlito Galvez Jr., Presidential Assistant for the Visayas Secretary Michael Lloyd Dino, Cabinet Secretary Karlo Nograles, IATF-Visayas chief implementer Melquiades Feliciano and DOH-7 chief pathologist Dr. Mary Jean Loreche. Indian variant Salvana also warned the Cebuanos about the presence in the country of the Delta or Indian variant of Covid-19, which is 60% more transmissible than the Alpha or U.K. variant, with a shorter incubation period. “When Alpha variant is 60 percent more transmissible than the original variant, it

means that (the transmissibility of) the virus has levelled up,” he pointed out. He told the Provincial Board members and other officials present that a Delta variant-positive individual can infect as many as five to eight persons. The country, he noted, now has 17 active cases of this variant. Quarantine Galvez also warned about sending OFWs and ROFs for home quarantine, saying social distancing and other health protocols are difficult to observe while in the house. He said a person tested positive for Covid-19 can easily be isolated from the rest of the people in the community if he is placed

in an isolation facility. But one lawmaker said village Peace Corps, medical and emergency rescue teams, barangay health workers and barangay council members in Cebu are very active in monitoring people who are subject to home quarantine. Duque said the IATFMEID quarantine protocols have been followed in all local governments in the country, except for the province of Cebu. “With all due respect to the Governor and officials of the province, the resolution is fair inasmuch as the quarantine period must be for a full 14 days done in government (isolation) facility and the remaining four days is done at home and test-

were administered to the individual must also be under the Food and Drug Administration’s Emergency Use Authorization list or issued with a Compassionate Special Permit, or included in the Emergency Use Listing of the World Health Organization. “To qualify for the shorter quarantine period upon arrival in the country, fully vaccinated individuals must carry with them proof of their vaccination status. Garcia, for her part, stood pat on the protocols being implemented by the provincial government for the arriving OFWs and ROFs at the Mactan-Cebu International Airport. She reminded the IATF that her attention was called when she strictly imposed strict border control in February last year even before the start of Covid-19 spike in different places in the country. Garcia said the provincial ordinance that adapted Executive Order No. 17 on the swab upon arrival rule applies to Cebuanos who are going home from abroad. “I respectfully inform the good secretary that we have over 2,400 beds for isolation. Practically all of our towns have constructed hygienic isolation centers that can be designated as quarantine facility (for the returning OFWs and ROFs),” Garcia said, adding that town mayors and village chiefs are ready and have made their localities well-equipped in combating Covid-19. DILG President Rodrigo Duterte has said that Cebu must follow the IATF-MEID guidelines and protocols. He also ordered the Department of the Interior and Local Government to look into this. “So I leave the fate of Governor Garcia sa DILG. There are some mechanics that can be put in action to, well, compel obedience, not because we want to be mas marunong but remember I said, all our decisions are based on what the medical people say, period,” Duterte said. “I see the wisdom in her view but I said the overwhelming notion among us in government and the medical doctors simply do not agree with her.” (By John Rey Saavedra.
