Duterte, hindi pahuhuli ng buhay! ICC, pinagbantaan

It’s over my dead body. You will have a carcass.

ICC Prosecutor Fatou Bensouda (Photo: Ilvy Njiokiktjien / VII) and President Rodrigo Duterte (PCOO). ang publiko. Ipinaalala pa ni Duterte sa Amerika na marami rin itong human rights abuses at maging sa ibat-ibang panig ng mundo “I’d like to say something about the, itong State Department. Be careful. Be careful of what you are planning or doing

there because you yourself, your country is guilty also of so many violations of human rights. Kung ma-address ninyo ‘yung mga historical kagaya namin dito; ‘yung historical injustice committed against the Moro people.

“Duterte thinks that his drug war is beneficial to the people when it is the very reason for their pain, suffering and trauma. Pinatayan ka na, gusto pa magpasalamat ka. What a twisted mind!” ani De Lima. “Duterte and his family benefited from all these senseless killings in the country, not the Filipinos, and definitely not those innocent victims whose lives were lost, as

well as the thousands of poor widows and orphans whose dreams were shattered, in this bloody and murderous war on drugs,” dagdag pa ni De Lima sa kanyang mga akusasyon laban kay Duterte. “This reality should be more than enough to remind us to not allow Duterte to brainwash anyone into believing that his

drug war is good for us and that we should tolerate all these violence, because we should not, and we should never. (Mindanao Examiner)

U.S. donates 3 million doses of Moderna vaccine

A U.S. Embassy photo released to the regional newspaper Mindanao Examiner shows the donated Moderna vaccine. THE UNITED States, through the COVAX facility, donated some 3 million doses of Moderna vaccine to the Philippines as part of its worldwide effort to help end Covid-19 pandemic. COVAX refers to Covid-19 Vaccines Global Access facility, a global initiative to support equitable access to Covoid-19 vaccines. This is Washington’s second bilateral vaccine donation to the Philippines, following its July delivery of 3.2 million one-shot Johnson & Johnson vaccines to the country. The vaccines arrived on August 3 at the Villamor Air Base. The donation came at a time that the country has reported

a spike in Covid-19 cases due to the Delta variant which was first detected in India and quickly spread around the globe. “Recent outbreaks in the region remind us all this pandemic is not yet over, but the science is clear – the best way to stay healthy, to keep your loved ones safe, and to bring this pandemic to an end is to get vaccinated,” said U.S. Embassy Chargé d’Affaires John Law. “The United States is working, and will continue to work, with the Philippines to make safe, effective vaccines widely available throughout the country,” he added. The Philippines has now received more than 13.3 million vaccine dos-

es through the COVAX Advance Market Commitment (AMC), a global initiative run by Gavi, the Vaccine Alliance to support equitable access to Covid-19 vaccines. The U.S. is the largest monetary contributor to Gavi, having already provided nearly P100 billion ($2 billion) to the Alliance. The U.S. has worked closely with Philippine stakeholders throughout the pandemic to protect public health and support the local response to Covid-19. To date, total U.S. government Covid-19 assistance to the Philippines amounts to over P1.37 billion ($27.5 million). (Rhoderick Beñez and Malou Cablinda)

Continued from page 1 would house an Automated Teller and Cash Deposit Machines (ATM and CDM) at the Capitol compound in Patikul town in an effort to provide efficient access to electronic banking services. CDM enables a client to deposit cash directly into own bank account while an ATM dispenses cash from own bank account. The building, which is adjacent to the office of the Commission on Elections, is expected to be inaugurated soon. Governor Sakur Tan inspected August 4 the new building which will be used by the Land Bank of the Philippines and will benefit not only government employees, but civilian clients as well. The construction of the ATM and CDM building has been welcomed by civil workers and praised Tan for helping the banking sector. Six years after leading banking institutions operating in Sulu pledged to install more ATMs in the capital town of Jolo to better serve their depositors, the problems remain the same – the long queues at ATM terminals especially during paydays is a headache to many customers. Tan had previously met with bank executives to discuss with them the need for more ATMs in Jolo. He noted that government employees and private citizens withdraw their salaries from ATMs, causing long queues and affecting traffic during payday periods. He said the provincial government is fully supportive of the banking institutions in Sulu. Among the major banks that are operating in Sulu are the Development Bank of the Philippines, Al-Amanah Bank, Allied Bank, Metropolitan Bank

and Trust Co., the Philippine National Bank and Land Bank of the Philippines. Tan said many people would queue up, rain or shine, outside the banks’ branches during payday just to be able to withdraw money from ATMs. “We want these banks to put in more ATMs so they can accommodate more clients,” he said. He said government agencies in Jolo such as the Department of Education, the Philippine National Police and the Armed Forces of the Philippines should have ATMs at their provincial headquarters to make it easy for employees and security personnel to get their salaries. If implemented, it would also lessen the number of people withdrawing money from ATMs in downtown Jolo, he said. Land Bank, Allied Bank and Metrobank assured Tan that more ATMs would be installed in Sulu, including at the Capitol compound, to provide the public more efficient banking services. Nahdin Jubaira, who works at the Sulu provincial government, asked this question after photo-

graphs of people queuing at an ATM outside the PNB went viral on Facebook. “The million dollar question is: This has been going on for a long time. This demands appropriate attention by the Bangko Sentral ng Pilipinas,” he wrote on his Facebook page, and accompanying it are the pictures taken by Nidz-Har Usman. Usman also wrote this on his Facebook page and appealed to bank managers to resolve the shortage of ATMs in Jolo and calling it a very old problem: “Kamu manga namamarintaiban manga managers sin bank ha Jolo, address niyo kunuh in very old problem pag pila ha ATM. Put more ATMs da in solution ha problem.” (You, the bank managers in Jolo, should address this very old problem of long queues in ATM (terminals). Putting more ATMs is the solution to the problem.) Residents also decried the lack of cell sites in the province and most of the time mobile phone reception is poor and so is the Internet connection. Globe Telecoms and Smart Communications operate in Sulu. (Mindanao Examiner)

Continued from page 1 Patarasa who is a liaison officer of the Abu Sayyaf group, and is facing a string of criminal charges and wanted in the province of Basilan. He is also the brother-in-law of slain Abu Sayyaf leader Isnilon Hapilon, whose group operated in Basilan. Patarasa was arrested recently following an “intelligence-driven operation” by various police and military units. Eleazar said the police are investigating how Patarasa was able to work for the police and to determine if there are other police personnel involved with the Abu Sayyaf.

low-up investigation. Eleazar said Patarasa joined the Abu Sayyaf under Khadafy Janjalani in 2001 and later on moved to Sulu and served under another terrorist leader Radulan Sahiron. Patarasa also acted as liaison for Malaysian Jemaah Islamiya terrorist and ISIS fighter Mohammad Amin Baco, who was killed by troops in Marawi City in Lanao del Sur also in 2017. “Patarasa is an active non-uniformed personnel of the PNP presently assigned at Banguingui Municipal Police Station in Sulu, but was also found out to be a finance and lo-

gistic liaison officer of the Dawlah Islamiya (Islamic State) and Abu Sayyaf, and included in the Martial Law Arrest Order No. 1 during the Marawi siege in 2017,” he said. He said Patarasa was also reported to have received funds from terrorist Almaida Salvin, who was captured in Zamboanga City in April 2019. Salvin was included in the U.S. Treasury’s sanctions blacklist after she was accused of providing terror funds to Dawlah Islamiya. Eleazar said he ordered the immediate dismissal of Patarasa as a civilian employee. ASEAN kontra Tsina?

Puwadol Jaturawutthichai Continued from page 1 isinasagawa mula Agosto 2-6. “ASEAN should stand as one. China deliberately targets weaker states unable to effectively resist, thus the need for unified and concerted action.

“Southeast Asian nations should already start our accounting of the environmental damage wrought by China in our territories. Ang ASEAN ay binubuo ng masasabing mas maliit na mga bansa ngunit kapag nagsama-sama, our fighting spirit is bigger than any bully can handle,” ani Hontiveros. He understood, he understands my problem and he is willing to help.” “On February 22, 2019, we received information from a most reliable international entity that high officials from China are bragging that they had been able to influence the 2016 Philippine elections so that Duterte would be president. We believe that our Beijing post can easily validate this. Moreover, subsequent actions of the President lend more credence to this information,” salasaysay pa ni Del Rosario. “As early as May 15, 2018, our President proudly declared in Casiguran Bay in Aurora that Chinese President Xi Jinping has sworn to protect him from

moves that will result in his removal from office,” dagdag pa nito. “Ikaw Albert, Alberto, ‘pag nasilip ko lang mayroon ka, I will charge you for sa... Marami akong idedemanda sa’yo. Ako na...I’m not, I have not, for the life of me, sued anybody libel or anything during my 23 years, four years as congressman tapos vice mayor hanggang Presidente. “You are in olden times, kung at war lang tayo sana, you are guilty of treason. At you know, ang mabigat sa iyo, ikaw ‘yung nag-transmit and, I said, that is treason. Sixteen million mabili mo? Ang aking majority is six million over. Lahat 16 million. Sixteen million plus voted. Six million of that was my majority over your friend,” ani Duterte. Are you a Filipino? Nagdududa ako. I want to see you personally. Where can I meet you? Subukan mo. Try conveying to me the message where I can find you at pupuntahan kita. Hindi ako magdala ng security, ako lang. Ibuhos ko ‘yang kape sa mukha mo. Nasaan ka ba ngayon kasi gusto kitang puntahan? Saan ba bahay mo? Katukin kita. Ako lang mag-isa, huwag kang matakot. Hindi ako sanay. You know, I was born alone in this world so I will leave alone,” sabi pa ng Pangulo. (Mindanao Examiner)

PhilHealth to compensate for vaccine injury, death KIDAPAWAN CITY - The Philippine Health Insurance Corporation (PhilHealth) has introduced a compensation package for those who will develop serious adverse effects following inoculation for Covid-19 that will lead to hospitalization, permanent disability or death. PhilHealth said the compensation package is only available to those who received Covid-19 jabs through the government’s vaccination program. The package is capped at P100,000 for hospitalizations to cover remaining charges after deduction of PhilHealth benefits, mandatory discounts, and other coverage provided by private health insurance companies and health management organizations (HMOs). Similarly, a lump sum of P100,000 per beneficiary in case of permanent disability or death. However, PhilHealth clarified that it will cover patients who received

inoculations through other initiatives, especially in the private sector, if the vaccines were sourced from the government’s vaccination program. The compensation covers claims filed from March 3, 2021 to March 2, 2026 or until completion of the vaccination program, whichever comes first. Those who will avail of this package must have had at least one vaccine received through the vaccination program. In addition, it must also be established that the vaccine does not have a Certificate of Product Registration at the time of inoculation; the beneficiary has not received compensation from COVAX Facility no-fault compensation program; and the result of the causality assessment must be “vaccine product-related reaction” or vaccine quality defect-related reaction.”

Hospitalization benefits can be availed of more than once if the cap of P100,000 has not been reached yet. However, coverage for permanent disability or death can only be claimed once. Among the requirements for compensation claims for hospitalization are proof of Covid-19 vaccination (vaccine card or slip); vaccine injury assessment survey; statement of account; medical certificate; and official receipt indicating deductions of PhilHealth benefits, private insurers or HMOs, and outof-pocket expenses. Other supporting documents such as duly signed physical examination reports describing the disabling manifestation or death certificate should also be included for permanent disability and death claims, respectively. CDO rolls out cash aid program Continued from page 1 The more, the better because, can you imagine, mag-distribute ka houseto-house? Dili sayon na,” said Acting City Administrator Teddy Sabuga-a. He said Mayor Oscar Moreno signed an agreement with the Department of Social Welfare and Development (DSWD) for the implementation of the cash aid program. The City Council approved an ordinance authorizing Moreno to sign the agreement with DSWD. “We have a 15-day time frame to distribute

the cash assistance to the beneficiaries. Last time the city received 130,000 slots for the SAP (Social Amelioration Program) cash aid and it took us almost a month to finish the cash distribution. We had people line up in gyms for the cash aid program so this is a big challenge for us,” Sabuga-a said. He said the local government will coordinate with the police and the military to ensure security and monitoring of compliance to public health protocols during the cash distribution.

Sabuga-a said about 9,950 family food packs were distributed to employees who lost their jobs at the onset of the ECQ. The companies that closed were also tapped to distribute the family food packs to their former employees. The Department of Health said over a dozen Delta variant cases had been reported here and was likely the cause of the spike in Covid-19 infections. The variant was first detected in India and has spread around the world. (Mindanao Examiner)

AirAsia eyes digital app

A 2018 photo of AirAsia’s Airbus A320 fitted with sharklets gets the traditional water canon salute upon arrival at Laguindingan International Airport in Cagayan De Oro City to celebrate the airline’s newest flight from Cagayan de Oro to Manila, Clark, Cebu and Iloilo. THE AirAsia Philippines said it would introduce a digital application or platform where passengers could easily upload travel requirements. AirAsia spokesman Steve Dailisan said the app will be like a one-stop shop, where passengers could upload a copy of their vaccination card and RT-PCR (reverse transcription-polymerase chain reaction) test result. He said having the platform would enable the airline to check the veracity of the documents and simplify the check-in process upon arrival at the airport. Dailisan said AirAsia plans to roll this out soon. He added that a non-disclo-

sure agreement with the Department of Information and Communications Technology is in the works.” The idea behind this is similar to the vaccine passport,” he said. “With regard to checking the RT-PCR tests’ authenticity, AirAsia has several partner laboratories. This will help them to double-check the passenger’s records.” Dailisan said that in a recent survey involving 1,600 AirAsia passengers outbound from Manila, about 78.5% believe that a vaccination card would suffice as a substitute to other requirements such as RT-PCR or antigen tests results. Some 91.4% of the respondents also believe that having a fully vaccinated crew adds

confidence in their flight, while 8.6% of them are more concerned about the vaccination status of their fellow passengers in the flight. The respondents were composed of travelers bound for Bohol, Bacolod, Cagayan de Oro, Davao, and Cebu, according to Dailisan. AirAsia Philippines Chief Executive Officer Ricky Isla also said that 70% of their local employees are already fully vaccinated. “In partnership with the local governments, some 1,054 of 1,509 Filipino Allstars are fully vaccinated. That includes those at the check-in counters, ground staff, cabin crew and pilots,” Isla said. (Maria Cristina Arayata)

of DTI and Jaime Bernadas of DOH-Central Visayas, and Food and Drug Administration Regional Field Supervisor Rica Reina Aumentado dispelled any doubts on the sufficiency and availability of medical grade oxygen in Cebu. It said medical oxygen manufacturers in Cebu assured that on the average they can produce between 600 to 800 cylinders a day based on current cylinder holdings and labor force. “They can increase their production capacity to 200% in the event of a surge in critical Covid cases that will require supply of medical oxygen,” the statement said. Aumentado also said there are eight companies in Region 7 that are registered with FDA as manufacturers of medical grade oxygen. Arbon said there is no need to panic, adding, “There is more than enough oxygen supply as medical grace oxygen producers are maintaining a range of 4 to 14 days inventory levels during normal times and not counting the

unused capacity,” she said, adding, “if fear takes over our action, we would succumb to panic buying. The resultant effects would be artificial shortage and hoarding.” She said hoarding is punishable with a penalty of imprisonment for a period of not less than 5 years nor more than 15 years, and a fine of not less than P5,000 and not more than P2 million. Bernadas cautioned the public on the “danger of home use of medical oxygen without supervision of doctors and the storage hazards”. Representatives of oxygen manufacturers and dealers - Mandaue Compressed Gases Corp., Superior Gas and Equipment Co., Inc. and Linde Philippines - who attended the meeting, assured Garcia of an adequate supply of the medical oxygen in the province which is now under General Community Quarantine with “heightened restrictions”. Mass vaccination also continues in Cebu and Garcia said the inoculation against Covid-19 should be “incentiv-

Cebu

ized, not punitive.” “As far as vaccination is concerned, let it be incentivized rather than punitive. What do I mean? That’s punitive,” she said. “And you know very well, it’s everyone’s constitutional right to decide for his or her own body. It’s a choice and I will defend that choice. Ako, I will soon be vaccinated, too. Naghuwat lang sila’s proper nga kuan…But when I get vaccinated, I will still speak up for the unvaccinated kung mochoose sila nga di sila magpa-vaccinate. We should not punish them. Let it be an incentive for the vaccinated. There’s a big difference,” she added. (John Rey Saavedra, Carlo Lorenciana, Cebu Examiner)
